2 In addition, following his performance at the EHF Club Challenge 1, Sean Edwards was upgraded to the FIH Indoor Promising list. Rachel Williams achieved an above grade assessment in the EHF Club Champions Cup. Congratulations to NPUA member and Welsh umpire Jamie Hooper who was awarded his FIH badge following his performance in the EHF programme. 5. National Programme Performance 5.1. Appointments Summary There were a total of 206 completed appointments (plus changes for availability, injury etc): 98 EHL umpire appointments + 21 UM appointments + 6 assessors 56 U18/U16 Appointments + 9 UMs + 1 Assessors 12 Semi Finals / Finals Appointments + 2 UMs+ 1 Assessor This season highlighted the importance of availability in getting good appointments. Many of the A* and A panel umpires with appropriate fitness tests were given Premier opportunities. DL expressed his extreme gratitude to the rest of the committee for the swift response to appointment s 5.2. Panel Reviews - Introduction In reviewing performance, it was noted that the practice is for members not being active for a season to be moved down one panel, and for those not active for two seasons to be removed from the list. As per agreements in prior minutes, the selectors agreed that due to the limited opportunities in the Indoor programme, there should be a maximum of 10 umpires on the Premier Panel, and a maximum of 4 umpires on the A* Panel. It was agreed to continue this practice. Also the selectors do not consider it adequate for Premier umpires to only be available for the Premier weekends. It is critical therefore that umpires realise that achieving the required minimum mark for either the Premier or A* panel is not necessarily enough to either gain or retain a place on either of these panels. The selectors made a full assessment of each of the umpires from the performance reports, and feedback from the Umpire Managers. The selectors had also seen many umpires during the season. All umpires are listed under the Panel on which they started the season Panel Reviews MEN S Premier Will Drury has decided to take a break from indoor umpiring and has been removed from the panels A Star Panel Mark Everard moved to Premier Panel A Panel Martin Twist moved to A Star Panel. Trainee Umpire Managers Simon Gillett was assessed and added to the National Umpire Manager Panel /15 Other Feedback 6.1. Venues Feedback Feedback from UMs was noted. It was pleasing to note that Aldersley is being re-laid General Overview from UM feedback given EHB: Uniformity of rules from junior to senior desired by umpires & teams Match schedule: Some feedback that the premier teams (women) would prefer to start later in the season and have the lower divisions/juniors first. Umpire Numbers: General feeling that need extra umpires e.g. 8 at Prem & Div 1; 7 at Div 2. Good mix of senior & junior at schools/clubs. For the U16/U18 schools if back to back, ideally, a maximum of two umpires should do both. Umpire Support: Two umpires support personnel desired at all weekends. Hotels: Good Report Writing: Is it possible for AUM s to add extra comments (If requested by the UM) to the UM reports now that they are available to view on the system ACTION: DL to feed back to the EHB Indoor Committee / NPUA Exec as necessary 7. Development of Indoor Umpires and Umpire Managers 7.1. Development of Umpires Due to the congested season, both regionally and nationally, it has not been possible to run development groups. The committee will investigate Exchange appointments for next season Development of UMs / recruitment This year we managed to appoint potential UMs alongside existing UMs as a start to their indoor UM career. This will continue now that more trainee umpire managers are on the panel. Page 6 of 8
7 8. FUTURE Strategy review 8.1. Strategic Targets Review International targets for next three years In 2013, it was agreed that our indoor umpiring targets should roll over as before due to limited appointing opportunities: 2017: at least 2 English umpires at FIH I status and 1 English FIH PL for each gender. Currently we have 2 male umpires with FIH 1 status and 1 FIH PL. Currently we have 1 female umpire with FIH 1 status and no FIH PL. 2015: 15 new umpires under In 2015 we have 14 male umpires and 9 female umpires aged under 30 on panels available for selection, a total of : 5 new umpires under 30 involved This target was achieved. 2015: UMs/coaches; 5 new umpire support team members in place This season, our target was achieved. 2014: 20 Umpire support personnel operating as UMs/Coaches and/or Assessors. This season, our target was achieved Selection Policy Umpire Selection Priorities Following discussions based on the experiences of this season, the priority of events was reconfirmed. EHIUSP continues to consider the many parameters required for appointing at all levels of the national programme. This includes, but is not limited to: performance, development, potential, cost, availability, gender, standard of play and location Selection criteria for Umpire Managers 8.3. Umpires Finals Day: It was confirmed that the UM for finals day should ideally have umpiredmanaged one of the two Premier Weekends for the genders involved in finals day. Leagues: It was confirmed that for leagues that span two weekends, or schools within the same age-group, the UM should ideally be different for each weekend Extra support: It was recognised that 2 Umpire Support team members would be ideal per venue where funds and suitable support was available. Internationally we currently have: Men: 2 x FIH Grade 1 Lee Barron, Andrew Kennedy 1 x FIH PL Sean Edwards 2 x FIH Tin Benford Women: 1 x FIH Grade 1 Frances Block 2 x EHF National Hannah Sanders, Rachel Williams Page 7 of 8
8 The EHF nominations were considered taking into account both the performances of umpires and the international events in Umpire Managers We should continue with our approaches to senior umpires to assist at tournaments through the indoor season as mentors etc to help increase transition to UM, and encourage take up of L3 coach award. 9. FUTURE 2014/15 Season 9.1. Regional Liaison 10. AOB It was agreed that the Selectors should continue to maintain liaison with the regional indoor contacts: North & NYUAG Matt Harrison; Midlands Richard Kirk; South Mark Everard; East Ray Allum; West Nick White. ACTION: DL to send to regional contacts, summarising the performance of all candidates/junior umpires in the 2014/15 season; to encourage further nominations in 2015/16, including those who performed well at junior events; and to remind them that their contact on the EHIUSP for anything relating to candidates is the Chairman Selectors availability for consideration at next Exec meeting All selectors ware prepared to stand for re-election if so desired by the NPUA Executive Representation on NPUA Executive EHIUSP continues to report to NPUA Executive via EHUSP NPUA Conference At the 2014 NPUA Conference, the 2014 Indoor Umpire of the Year Award was presented to Rob Jenkins EH Indoor Committee DL will attend the EH Indoor Committee meeting when one is held and feedback to EHIUSP as appropriate. 11. Time, date and place of next meeting It was agreed that a summer meeting would only be necessary if we are looking to run a major development event during the 2015/16 season; otherwise the next meeting will be based around indoor finals day The 24 th January meeting closed at 13:16, with grateful thanks to LP for taking the minutes.
