3 1 INTERPRETATION In these Regultions, unless the ontext otherwise requires, the following words nd expressions hve the menings set out elow: FIH CGF Glsgow 2014 NA CGA Cxx The Interntionl Hokey Federtion The Commonwelth Gmes Federtion The Orgnising Committee of the XX Commonwelth Gmes Ntionl Assoition The Commonwelth Gmes Assoition of ountry s reognized y the CGF Codes of forms nd reports in the Commonwelth Results nd Informtion Servies (CRIS) system Words importing the plurl shll inlude the singulr nd vie vers. 2 RULES OF THE COMPETITION 2.1 The ompetition shll e onduted in ordne with the Rules of Hokey in fore on the first plying dy of the ompetition exept s vried y Appendix 1 of these Regultions nd in ordne with these Regultions. 2.2 The Competition Pln is set out in Appendix The finl version of the Competition Regultions will e pulished y the FIH on its wesite t lest 28 dys prior to the strt of the ompetition. Glsgow 2014 will mke opies redily ville to ll prtiipting tems nd tehnil offiils t the pre-ompetition tehnil riefings. 2.4 The FIH Code of Condut, Appendix 4, estlished to rete wreness of nd ountility for the promotion of the gme of hokey mongst the prtiipnts of the tournment will pply. 3 TOURNAMENT OFFICIALS 3.1 The President of the FIH (or, in his sene, one or more offiils formlly designted y the FIH President), shll e the FIH Representtive(s) during the ompetition. 3.2 Where n FIH Representtive is not the President nd ny dout rises t ny time during tournment s to the uthority of the Representtive or ny other mtter ffeting their duties, ontt must immeditely e mde with the President or Chief Exeutive Offier for guidne nd instrutions. 3.3 A Tehnil Delegte is ppointed y the FIH. The Tehnil Delegte hs the full power nd uthority of the FIH in reltion to ll mtters onerning the ondut of the ompetition in ordne with these Regultions. Pge 2

4 3.4 Two Competition Diretors re ppointed y the FIH for the respetive men s nd women s ompetitions t the Commonwelth Gmes. The Competition Diretors will enfore the rules nd regultions of the ompetition in ordne with Regultion The Competition Diretor ppoints the Umpires (inluding the Video Umpire), Tehnil Offiers nd Judges for eh mth from mong the persons ppointed y the FIH to offiite in the ompetition provided tht: Mth or Video Umpires must not e ppointed to mth in whih their ountry is plying (it eing the se tht whenever possile, the sme priniple will pply to ny offiil on duty for mth); n offiil of prtiipting tem is not permitted to e Tehnil Offiil of the tournment. 3.6 The Competition Diretor ensures tht ll prtiipnts ide y the FIH nd CGF Codes of Condut nd, unless the Sttutes of the FIH or ny regultions pssed y the FIH in ordne with the Sttutes provide otherwise, hs uthority to tke tion in ordne with the Code of Condut, the Sttutes nd / or the relevnt regultions (s pplile). 3.7 With the onsent of the Tehnil Delegte, Competition Diretor my delegte the exerise of his / her powers nd uthorities to Tehnil Offier, in whole or in prt nd for suh durtion s the Tehnil Diretor deems neessry. In the sene of the Tehnil Delegte suh power of delegtion my only e exerised with the onsent of the FIH Chief Exeutive Offier. 4 TEAM ENTRY 4.1 Only tems from CGAs whih hve qulified nd een seleted for the XX Commonwelth Gmes in ordne with the qulifition proess, s stted in the CGF Sport Mnul Appendix C, will e permitted to prtiipte. The entry proess will follow the online system pproved y the CGF, FIH nd Glsgow CGAs re responsile for ompleting nd sumitting the Glsgow 2014 online pplition for redittion for ll individul plyers not lter thn 14 Mrh There is no restrition s to the numer of plyers tht my e sumitted on this long list. 4.3 CGAs re responsile for ompleting nd sumitting n pplition for redittion form for ll tem offiils not lter thn 14 Mrh There is no restrition s to the numer of tem offiils tht my e sumitted on this long list. 4.4 CGAs re permitted to selet preliminry squd of up to 24 thletes per tem y lose of entries (11 June 2014) using the online Sport Entries System. This must e redued to finl squd of 16 thletes to e sumitted to Glsgow 2014 y no lter thn 7 July 2014 (note: CGA s my pply their own internl dedlines prior to this dte for squd finlistion): plese refer to the CGF Tem Sports Sumission of Athletes Nmes poliy setion All thletes nd tem offiils must omplete nd return CGF Entry nd Eligiility Conditions form forms with originl signtures must e sumitted to Glsgow 2014 y no lter thn the CGAs Delegtion Registrtion Meeting (DRM). Forms will e distriuted y the pplile CGA. 4.6 Artile 24 of the CGF Constitution detils the onditions of entry for ompeting thletes. All thletes must e eligile under these rules t the time of eing entered (y 11 June 2014). Following the losing of the online Sport Entry proess, nd only in exeptionl irumstnes, shirt numers n hnge up to the pre-ompetition Tem Mngers Tehnil Briefing t the disretion of the Tehnil Delegte. 4.8 CGAs through the online Sport Entries system must inlude the following informtion in reltion to the preliminry squd of plyers:: d e the nmes of up to 24 plyers identified y their respetive plying shirt numers nd inditing ll nominted ptins; their plying position; detils of the primry nd lterntive olours of field plyers lothing; eh piee in one set must omprise t lest 80% single olour nd the other set must onsist of olour(s) ompletely different from the dominnt one(s) in the first mentioned set for shirt, shorts/skirt nd soks; nd detils of the primry nd lterntive olours of golkeepers shirts whih must onsist of olours ompletely different from the primry nd lternte olours of the field plyers shirts; detils of the lu, ity nd ountry of the lu tht eh plyer represents nd the numer of interntionl ps nd gols hieved t the time of sumission will e optionl fields y the Sport Entries dedline. CGAs re however enourged to omplete this informtion t this time nd updtes to these sttistis will e epted efore the preompetition Tem Mnger s Tehnil Briefing. 4.9 When CGAs sumit finl squd detils, tems must inlude n indition of the following tem offiils: the nme of the Tem Mnger: not eing ny of the Tem Hed Coh, Tem Assistnt Coh, or Tem Medil Dotor. If CGA hs oth men s nd women s hokey tem t the Commonwelth Gmes, the CGA must hoose different Tem Mnger for eh tem; the nme of stnd-in Tem Mnger not eing ny of the Tem Hed Coh, Tem Assistnt Coh, or Tem Medil Dotor. The Stnd-in Tem Mnger will tke over the duties nd responsiilities of the Tem Mnger if nominted to e the Tem Mnger for prtiulr mth or if the Tem Mnger is inpitted or suspended; the nmes of the Tem Hed Coh, Tem Assistnt Coh, Tem Physiotherpist(s) nd Tem Medil Dotor(s), wishing to e uthorized to sit on the tem enh 4.10 In ordne with CGF Oligtion SPT 18 (from the CGF Mnul Sport) under exeptionl irumstnes fter lose of entries nd up to the time of the relevnt sport Tehnil Meeting Pge 4

When deemed neessry y the CGF, independent medil dvie will e sought to ssess ny illnesses or injuries Full detils of the poliy nd proedure for sumitting thlete replement requests will e dvised to CGAs y Glsgow Any hnges should lso e dvised to the Tehnil Delegte t the pre-ompetition Tem Mngers Tehnil Briefing nd indited on the Provisionl Tem Roster (C33) Glsgow 2014 must hnd opy of ll the Provisionl Tem Rosters (C33) to the Tehnil Delegte s soon s they re ville t the venue Glsgow 2014 will hnd opy of eh tem s Provisionl Tem Roster (C33) nd Entry Dt Cheklist (C38) to the Tem Mnger s soon s it is ville No hnges will e permitted to the Tem Roster (C33) fter the strt of the pre-ompetition Tem Mngers Tehnil Briefing In the se of withdrwl of one or more tems pre-ompetition, the prtiiption of reserve tem(s) is sujet to the qulifition proess s set out in the CGF Sport Mnul Appendix C In the se of non-prtiiption of one or more tem(s) following pulition of the Mth Shedule, the seleted reserve tem will diretly reple the tem tht hs withdrwn nd ll other mthes will remin unhnged 5 PRE-TOURNAMENT BRIEFING MEETINGS 5.1 Tem Mngers nd stnd-in Tem Mngers must ttend the pre-ompetition Tem Mngers Tehnil Briefing t 18:30 20:00 hours on 22 July The meeting will e held t the ompetition venue. 5.2 Tem Mngers must ring to this meeting or suh other meeting speified y the Tehnil Delegte: smples of the lothing of their field plyers nd golkeepers (primry nd lternte olours) nd ll plying equipment for pprovl prior to the ommenement of the ompetition; equipment inludes golkeepers hedger, hnd protetors, leg gurds nd kikers together with ny protetive equipment suh s fe msks nd hnd protetors worn y field plyers; stiks for ll plyers will lso e heked ut the Competition Mnger my uthorise this to e done t nother time; the pssports of plyers for proof of identity nd ntionlity; no other form of doumenttion (eg ntionl identity rd) is eptle. The Tehnil Delegte my require plyer to ttend meeting with his / her pssport. Aknowledgement nd Agreement Forms required y the FIH Code of Condut signed y eh individul prtiipnt (i.e. ll tem memers nd tem offiils, inluding plyers, mngers, ohes, tehnil stff, medil stff nd other duly ppointed NA / CGA Pge 5

7 stff); the FIH Anti-Doping Stndrd nd Imge Rights Poliy re superseded t this ompetition y the rules set out in the CGF Entry nd Eligiility Conditions (E&EC) form. 5.3 Using the Provisionl Tem Roster (C33) supplied y Glsgow 2014 nd distriuted y the Tehnil Delegte, Tem Mngers must onfirm or dvise the Tehnil Delegte of ny inuries in the doument. No further mendments will e epted fter this meeting. 5.4 After the hnges hve een pproved y the Tehnil Delegte nd mde y Glsgow 2014, the Strting Line-Up Nomintions spredsheets for ll the pool mthes will e mde ville to ll Tem Mngers vi emil only. The Strting Line-Up Nomintions form will inlude the individul detils of eh mth nd ll eligile plyers nd tem offiils t the time of prodution. Updtes / reminders will e sent to tems the dy efore eh of their mthes. 5.5 After the ompletion of ll the pool mthes the Strting Line-Up Nomintions forms for the lssifition mthes will e mde ville to Tem Mngers on mth y mth sis 5.6 The Tem Medil Dotor (if ny) must ttend the meeting with the Glsgow 2014 ppointed Medil Offier t time nd ple to e speified. If tem hs not nominted Tem Medil Dotor, the Tem Physiotherpist or other tem medil person must ttend the meeting. 5.7 The Tem Hed Coh must ttend the meeting with the FIH ppointed Umpires Mngers t 10:30 11:30 on 23 July The meeting will e held t the ompetition venue. 5.8 Filure to ttend ny of the ove meetings will result in tems eing sntioned in ordne with the Non Compline with FIH Regultions, Poliies nd Proedures, Deemer COMPOSITION OF A TEAM 6.1 No lter thn sixty (60) minutes efore the strt of every mth, eh Tem Mnger must emil the Strting Line-Up Nomintions spredsheet (see regultions 5.4 nd 5.5) to hokeyforms@glsgow2014.om nominting: d e f g the eleven plyers who will e on the field of ply t the ommenement of the mth; the five plyers who will strt on the tem enh (unless one or more plyers hs or hve een suspended for tht mth in whih se the relevnt plyer(s) should e inluded on the form ut mrked with n S); the ptin nd golkeeper(s) for the mth; the Tem Mnger for the mth; oh on the tem enh for the mth (seleted from the Tem Hed Coh nd Tem Assistnt Coh); Physiotherpist (if ny); Medil Dotor (if ny). 6.2 Nomintions n only e mde from the plyers nd tem offiils whose nmes pper on the Tem Roster (C33), exluding ny person who hs een suspended from prtiipting in the mth y Competition Diretor. 8 6.3 If plyer nominted in the strting line is injured or inpitted efore the strt of the mth nd s result the strting line-up is to e hnged, the Tem Mnger must dvise the ppointed Tehnil Offier t the erliest opportunity ut no lter thn 5 minutes efore the strt of the mth. The Tehnil Offier will inform the On-Venue Results (OVR) tem loted diretly ehind the Tehnil Tle t the erliest opportunity. 7 TEAM CLOTHING, EQUIPMENT AND COLOURS 7.1 All lothing nd equipment used y plyer or tem offiil is sujet to Appendix 7 Commonwelth Gmes Federtion Personl Competition Clothing nd Personl Equipment Identifition Rules. 7.2 The Competition Diretor, t his / her solute disretion, shll speify to Tem Mngers the lothing to e worn y their field plyers nd golkeepers through the Appointments Shedule (C58) nd susequently the Strting Line-Up Nomintion form for eh mth. 7.3 Any dditionl items of lothing worn y plyer during mth must e the sme olour s the djoining piee of lothing. 7.4 When wrming up during mth, sustitutes must wer is or some other form of lothing in olour different to oth tems. 7.5 Eh field plyer s numer must: d pper in distintive filled (not outlined) figure(s); e not less thn 16 m nd not more thn 20 m in height on the k of the plyer's shirt; e not less thn 7 m nd not more thn 9 m in height on the front of the plyer's shorts/skirt/skorts t thigh level; remin the sme throughout the ompetition nd n only e hnged efore the preompetition Tem Mngers Tehnil Briefing. 7.6 Eh golkeeper s numer must: d pper in distintive filled (not outlined) figure(s); e not less thn 16 m nd not more thn 20 m in height on the k of the golkeeper s shirt; e not less thn 7 m nd not more thn 20 m in height on the front of the golkeeper s shirt; remin the sme throughout the ompetition nd n only e hnged efore the preompetition Tem Mngers Tehnil Briefing. 7.7 All of the ove sizes shll e mesured strethed, tht is s worn y the plyer. 9 7.8 Eh plyer s nme must: pper on the k of their shirt (exept if they re tking prt t tht time s field plyer with golkeeping privileges); e in distintive filled (not outlined) letters not less thn 6 m nd not more thn 10 m in height; e positioned ove the plyer's numer so tht the numer remins lerly visile. 7.9 Eh tem involved in mth must hve ville with it two spre sets of plyers lothing without numer plus suitle mteril for numering in n emergeny suh s replement of lood-stined lothing All plyers must e uniformly nd netly dressed t ll times during mth Field plyers must: wer shin gurds inside the soks nd elow the knee t ll times during mth; wer ny ody protetion (inluding leg protetion) underneth norml plying lothing; not wer ny dditionl protetive equipment relted to medil resons or similr s speified in the Rules of Hokey unless pproved y the Competition Diretor A plyer on the field of ply must not use or e equipped with ny devie to reeive ommunition. 8 DURATION OF MATCHES 8.1 A mth onsists of two periods of 35 minutes eh nd hlf-time intervl of 10 minutes. 8.2 The seond hlf of mth will egin extly 10 minutes fter the end of the first hlf whether or not oth tems re on the field of ply redy to ply 8.3 The Umpires strt nd re-strt the mth; they lso signl to the Tehnil Offiils on duty every time stoppge they order nd the susequent re-strt. 8.4 Time-keeping is ontrolled y the Tehnil Offiils on duty; they re responsile for signlling the end of eh hlf. If mth, however, is prolonged t hlf-time or full-time to llow for the ompletion of penlty orner s speified in the Rules of Hokey, the Umpires will signl the end of tht hlf. 9 SUBSTITUTION OF PLAYERS 9.1 Sustitution tkes ple s speified in the Rules of Hokey etween the plyers eligile for tht mth s listed on the Strting Line-Up Nomintion Form. 9.2 Sustitution tkes ple under the supervision of Tehnil Offiil on duty. 10 9.3 After leving the field of ply hving een sustituted, plyer must immeditely go to the tem enh. 9.4 Tem Mngers re responsile for the proper pplition of the proedures. 10 ADMISSION TO THE FIELD OF PLAY 10.1 Tems will e required to e presented to the rowd vi wlk-out t the strt of eh mth. Tems must e lined up ross the side-line 4 minutes efore the sheduled strt of the mth. The umpires will led eh tem out on to the pith, led y the tem ptin nd followed y the other thletes in shirt numer order The Coh on the tem enh my not enter the field of ply during plying time under ny irumstnes ut my do so during shoot-out ompetition The Tem Mnger, the Physiotherpist nd sustitute plyers nominted for tht mth, up to mximum of eight persons, plus the Tem Medil Dotor, if registered, must remin seted on the tem enh during plying time, inluding time stoppges, unless the Tehnil Offier on duty or Umpire(s) diret otherwise or when implementing the sustitution proedures. The Coh nominted for the tem enh must remin in n re designted y the Tehnil Offier on duty ut need not e seted. Sustitutes my leve their sets to wrm up in n re designted y the Tehnil Offier on duty. After the mth, the Tehnil Offier will report the irumstnes to the Competition Diretor who my tke further disiplinry tion No inpity tretment is permitted on the field of ply exept for golkeepers s provided elow. If plyer eomes inpitted on the field of ply, one of the Umpires my stop the mth nd ssess whether or not the plyer requires ttention. When field plyer is inpitted: i ii the Umpire my uthorise the registered Tem Medil Dotor nd / or Physiotherpist to enter the field of ply; if tem does not hve suh registered offiils, the Umpire will uthorise the onduty Medil Offier nd / or Tem Mnger, to enter the field of ply; Pge 9

When golkeeper is inpitted: i ii iii iv n Umpire my uthorise the registered Tem Medil Dotor nd / or Physiotherpist to enter the field of ply; if tem does not hve suh registered offiils, the Umpire will uthorise the onduty Medil Offier nd/or Tem Mnger, to enter the field of ply; if neessry, the Umpire my lso uthorise strether erers to enter the field of ply; persons uthorised to enter the field my ring mteril for tretment; they ssess if required nd s pproprite provide rief tretment or remove the golkeeper onerned from the field of ply s soon s it is sfe to do so. d If ny person from the tem enh nd / or the on-duty Medil Offier enters the field of ply to ttend to plyer other thn golkeeper: i ii iii tht plyer must leve the field of ply nd return to the tem enh re for minimum of two minutes; the two minutes period will e mnged y the Tehnil Offiils on duty; the plyer required to leve the field of ply my e sustituted If lood stining to the field of ply ours lening must immeditely tke ple using Non- Aid Disinfetnt Surfe Clener whih is effetive ginst ntiioti-resistnt teri or, if suh mteril is not ville, n 80% lohol solution. During this opertion there must e time stoppge of ply No liquid or other refreshment my e onsumed on the field of ply. Any plyer wishing to tke refreshment during mth, inluding during time stoppges must leve the field of ply. A golkeeper my leve nd re-enter the field of ply djent to the gol Tem offiils nd plyers my leve the tehnil fility re surrounding the field of ply during hlf time only with prior permission of the Tehnil Offier on duty. In doing so, plyers must leve their stiks nd golkeepers their stiks, hnd protetors nd hedger, t or ner the tem enh At the end of mth, ll plyers nd tem offiils must leve the field of ply through the Mixed Zone Audile vol ommunition from the videogrpher fility overlooking the field of ply is not permitted y the personnel dmitted to this fility. A mximum of 2 tem offiils per gender tem re llowed ess to this fility t ny one time. Aess will only e grnted to individuls who re redited for the venue nd lso hve supplementry redittion pss for the videogrpher fility. Pge 10

12 11 INTERRUPTIONS OF A MATCH 11.1 Appendix 8 speifies the onditions pplying if mth is delyed, postponed or nelled. 12 MATCH REPORT FORMS 12.1 At the end of mth, Mth Report (C73A) is produed t the tehnil tle. This is summry of the mth showing the nmes of ll plyers, tem offiils nd tehnil offiils nominted for the mth nd the key mth sttistis, inluding the result Within five minutes of the end of the mth, the Tem Mnger of eh prtiipting tem must sign the Mth Report, even if protest is ontemplted The mth offiils must lso sign the Mth Report one oth Tem Mngers hve done so. 13 DISQUALIFICATION OR FAILURE TO PLAY 13.1 During the pool mthes: A tem either disqulified or refusing to ply or filing to omplete mth is deemed to hve withdrwn from the ompetition. If tem so withdrws from the ompetition efore the strt of the first lssifition mth: i ii iii ny mthes it hs plyed until then, s well s ll the mthes it hs still to ply, will e reorded s 5-0 loss; tht tem will e disqulified nd will not e rnked in the ompetition; the pool points tle nd rnking tle will e djusted ordingly for ll tems;. iv 13.2 During lssifition mth: sttistis for the tem nd individul plyer shooting sttistis will e removed for ll mthes in whih tem hs een disqulified or hs filed to ply. A tem either disqulified or refusing to ply or to omplete mth is deemed to hve withdrwn from the ompetition t tht stge.
