3 1. OFFICIAL NAME GENERAL INFORMATION The official name of the championship is the 2 nd APTBF PARA BOWLING CHAMPIONSHIP. 2. HOST The host of the 2 nd APTBF PARA BOWLING CHAMPIONSHIP is the ASIA PARA TENPIN BOWLING FEDERATION (APTBF). 3. OBJECTIVES The objectives of the Championship are: a. Complete acceptance of and recognition of the rights of equality for persons and athletes with disabilities in society. b. Continue the development of sports for persons with disabilities. c. Encourage persons with disabilities in their rehabilitation. d. Contribute on an international level to the improvement of social perceptions towards persons with disabilities. 4. CHAMPIONSHIP PERIOD The 2 nd APTBF PARA BOWLING CHAMPIONSHIP will be held from JULY ARRIVALS AND DEPARTURE All participating delegations shall arrive on 05 JULY 2015 and depart on 10 JULY ACCOMODATION a. Accommodation and catering details will be sent prior to the tournament. b. The Entry Fee includes accommodation, catering (3 meals per day) and transportation to/from airport, hotel and competition venue. c. Airfare is not included in the Fee.

Three entries from two NPCs *Youth AGE ELIGIBILITY: On a general basis, the APC stipulates that the age range for athletes competing in the Para Games is between the age of 14 and 21 years old. In case any single games cannot have viabilities, men and women athletes will be combined. *Note on the overall Events: All events are subject to final approval of APTBF COMPETITION RULES AND REGULATIONS The 2 nd APTBF PARA BOWLING CHAMPIONSHIP will be held with consideration to the latest Asia Para Tenpin Bowling Federation s Rules and Regulations. All Rules and Regulations of the abovementioned championship are subject to approval of the Asia Para Tenpin Bowling Federation (APTBF).

6 Amendments to Rules and Regulations are subject to approval of the APTBF as well. Note: all references mentioned below under this part of the 2 nd APTBF PARA BOWLING CHAMPIONSHIP TECHNICAL HANDBOOK: Competitions Rules and Regulations, refer to the same aforesaid part of the Technical Handbook. 1. Qualification for Participation in the Championship. a. Participating countries or territories must be official members / guests of the Asia Para Tenpin Bowling Federation (APTBF). b. Countries or territories may participate after their applications are approved by the APTBF. c. Participating bowlers must be citizens of the same country or territories as their delegation. 2. Rules for Participation in Competition Events a. Bowlers i. There is no limitation on the number of bowlers each delegation may enter to compete in any event in the Championship. ii. iii. iv. Each delegation may only nominate one Single bowler/one Double team/one Trio team in any Event eligible to collect Championship points during the tournament. Nominations must be submitted prior to the event and approved by the APTBF. Nominations cannot be altered after their submission. Details of the nomination procedure shall be released separately by the APTBF. b. Participating competitors must be Fourteen (14) years old on or before the 31 st day of December c. For the purpose of this handbook, 'Championship Points' are defined as

7 points collected by nominated bowlers during competition events which contribute towards the possibility of obtaining the overall prize. d. Points accumulated by Adult and Youth are to be calculated separately. 3. Rules for Entry to the Championship a. The fee for each delegation member including bowlers, coaches, officials and all other accompanying guests are USD700 each (USD900 - in case of staying in single room). Full amount of the fee must be paid when returning the Final Entry by Name Form (FEN). b. The entry procedures are as follows: i) Expression of Interest (EOI) and Entry by Number (EBN) ii) iii) Must be submitted on or before the 30 th day of MARCH 2015 Final Entry By Name Form (FEN) must be submitted on or before 20 th day of MAY 2015 Entry Fees are to be transferred on or before the 31 st day of MAY 2015, the details for the specific Account (Bank, Name, Number) will be given out afterward. c. Names of bowlers entered on the FEN form are final. Requests to changes bowlers after submission of the FEN form but before the tournament are not permitted, but maybe considered if: i) The bowler registered on the FEN form became unavailable ii) iii) iv) prior to the first day of the Championship (5 JULY 2015) for reasons outlined in Section 3.c.ii. Illness, accidents, death or other extraordinary circumstances supported by medical reports and other relevant documents. All substitutions are subject to approval by the APTBF. No substitutions can be considered from 12:00 am on the 5 th day of JULY 2015 Manila, PHL local time.

8 4. Viabilities of Events a. The following minimum entries requirements are required for an event to feature in the Championship i. Three (3) bowlers from two countries for Singles ii. iii. Three (3) Double teams from two countries for Doubles. Three (3) Trio teams from three (3) countries for Trios. 5. Cancellation of Events a. Events will be cancelled if minimum entries detailed in Section.4.a are not met, unless otherwise authorized by the APTBF. 6. Registration a. All delegations must register to the host, the APTBF, upon arrival. b. Each delegation must inform the Local Organizing Committee twenty (20) days in advance of arrival date, time and flight number. Any changes to travel itineraries must be informed to the host, the APTBF, at least two (2) days before arrival. 7. Methods of Competition a. Competition Rules i. Competition rules promulgated by the Asia Para Tenpin Bowling Federation (APTBF) shall be applied to the 2 nd APTBF PARA BOWLING CHAMPIONSHIP. ii. Amendment to the competition rules shall be notified to all participants after approval by the APTBF. iii. Competition rules for the 2 nd APTBF PARA BOWLING CHAMPIONSHIP are rules in the current Technical Handbook. b. Competition Format i) Individual Events: competition shall be conducted in accordance with the APTBF rules outlined in this Technical Handbook.

9 ii) Team Events (Doubles and Trios): competition shall be conducted in accordance with the APTBF rules outlined in this Technical Handbook. iii) The Overall Cups: Winners shall be the 3 delegations with the highest Championship Points collected during the tournament. iv) The Management shall decide on grouping. v) Overall accumulated points for Adult and Youth are calculated separately. 8. Classification a. The classification procedure will be conducted at the Competition Venue on the 6 th day of JULY 2015 by classifiers authorized by the APTBF. b. Classification appraisal must be examined and approved by the Chief Classifier before bowlers are allowed to join the competition. c. In the circumstance where there is only one (1) bowler left in an event due to a decision by the Chief Classifier to withdraw all other bowlers in this event, the aforesaid bowler may undergo the event by oneself and have the score recorded. d. In the circumstance of Section 8.c., no Championship Points shall be awarded. c. Protest against a ruling in classification must be in written format, signed by the responsible official on behalf of the competitor and presented to the Jury of Appeal within 1 hour after the end of the relevant Classification Qualification session. d. Composition of the Jury of Appeal is detailed in Section 12. e. In all protests, the protest fee is USD 100. This fee will be returned to the petitioner if the protest is approved and forfeited if the case is not upheld. f. Intellectually Disabled bowlers (TPB4) must bring Classification

10 Card or medical report as proof for the purpose of Classification. 9. Competition 1) Practice Days prior to competitions a. Official Practice day will be on the 6 th day of JULY b. Practice slots will be arranged and allocated by the host, the APTBF. c. After the lanes have been prepared and official practice have been conducted, no play whatsoever by participants of the championships shall be allowed on the competition lanes, except the championships proper. d. Section.9.c. does not preclude efforts (e.g. exhibition) to promote the sport of para tenpin bowling before, after or in between events. However, this does not allow any play by participants on competition lanes after the last event of the day when the bowling centre is available to the general public, unless otherwise authorized by the APTBF. e. Oiling for official practice sessions will be the same as that in the official competitions. f. Violators are subject to disqualification. 2) Practice Session prior to each event a. Singles: 10minutes practice time will be allowed b. Doubles events: 10minutes practice time will be allowed c. Trios events: 15minutes practice time will be allowed 3) Oiling a. APTBF Championship oiling shall follow oiling specifications of the Asian Bowling Federation. b. There shall be one universal oiling pattern throughout the 2 nd APTBF PARA BOWLING CHAMPIONSHIP

11 c. Oiling details will be released prior to the tournament. d. One oiling session will be conducted before each session of competition or between each change of competing group. 4) Lane Assignment a. Lane assignment shall be determined by lots for Singles, Doubles, and Trio events. b. For Singles, Doubles, once competition is under way, the number of bowlers scheduled on the pair of lanes must be consistent throughout the tournament. c. An impartial lane assignment should be performed by the host, the APTBF prior to the Competition Management meeting in order for it to be announced at the meeting. 5) Events Scheduled events shall have the same format for both men and women as follows: a. Singles. (Six Games per event) b. Doubles (Six Games per event) c. Trios (Four Games per event) 6) Conduct of Event a. The Tournament Manager will determine the number of lanes to be changed per game during each event. b. Singles: Lane change every three (3) games c. Doubles: Lane change every three (3) games d. Trios: Lane change every two (2) games e. Change of bowlers is not permitted during games. f. Changes in line-up are not permitted during a block of games. 7) Substitution a. A bowler who has already started in an event shall not be replaced b. In all circumstances other than those in Section 9 (7)(a), a bowler who already participated in the same event shall not replace another bowler. When a

12 bowler replaces another bowler during a game under this rule, he/she shall forfeit his/her previous score of the same event. c. In any Double or Trio event where one or more bowlers leave the game, the remaining bowler or bowlers of the same team shall continue the game for all event purposes. 8) Draw of Code Number and Lanes Code numbers shall be drawn according to Delegation and shall be done in the Team Manager's meeting. All final line-up must be submitted to the Tournament Manager 30 minutes after the end of each event 9) Tie Breaking Procedures a. The bowler or team with the highest score in the event shall be the winner. b. When equal scores (tie) are registered for any of the first three positions in the Singles, Doubles, Trios or Team events, co champions shall be declared. There shall be no play off the tie (teams or bowlers with equal scores will get some the same medals). In case of the tie for the first position, the next position will get bronze medal. In case of a triple tie for the position, all will get gold medals, and three will be no other medals. In case of tie for the second position, no medal for the third position. 10) Foul-Appeal No appeal shall be allowed when a foul is called unless it is proved that the automatic device is not operating properly. There is preponderance of evidence the bowler did not foul. 11) Provisional Ball a. A provisional ball or game frame shall be bowled by bowler when a protest involving a foul, legal pin fall or dead ball is made and cannot be resolved by the tournament officials b. When dispute occurs over the bowler's first delivery in any frame, or on the second delivery in the tenth frame after a strike on the first delivery;

13 i) If the dispute is over whether the bowler fouled, the bowler shall complete the frame and then bowl one provisional ball at a full setup of pins. ii) If the dispute alleges illegal pin fall, the bowler shall complete the frame and then bowl one provisional ball at the setup which would have remained standing had the pin(s) in dispute not fallen. iii) It the dispute is over whether a dead ball should have been declared, the bowler shall complete the frame and then bowl a complete provision frame. c. When dispute occurs on a spare attempt, or on the third delivery in the tenth frame, no provisional ball is necessary unless the dispute is over whether a dead ball should have been declared. In that case a provisional ball shall be bowled at the same setup, which was standing when the disputed ball was bowled. 12) Slow Bowling a. Bowlers preparing to step on the approach and deliver a ball shall have the following rights and obligations. i. They may claim right of way only over a bowler moving to the approach or preparing to bowl on the lane immediately to their left. ii. They shall yield to a bowler moving to the approach or preparing to bowl on the lane immediately to their right. iii. Bowlers shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery if the lane immediately adjacent to them on both, the right and left are clear. b. If a bowler does not observe the procedures outlined in the above paragraph (Section a), it shall be construed as slow bowling. A bowler failing to observe these procedures shall be warned by an authorized tournament official as follow: i. A white card for the first offence (no penalty) ii. A yellow card for the second offence (no penalty) iii. A red card for the third and each succeeding offence in any block of games (six games for singles and doubles, three games for trios or five- person team and all game of match play in a day). The penalty shall be a zero pin fall for the frame.

14 c. For interpretation of the enforcement of this rule, the Lane Marshal of the Day shall specifically monitor any bowler or team that gets more than four games behind the leader in a singles or doubles; or more than two frames behind in team, not counting the end pairs of lanes 13) Bowling on Wrong Lane When only the bowler of lead-off persons on both teams bowl on a wrong lane, and the errors are discovered before another bowler has bowled, a dead ball shall be declared and the bowlers is are required to bowl again on the correct lanes. When more than one (1) bowler on the same team has bowled on wrong lane, the game shall be started on correctly scheduled lane 14) Tardy Bowlers Any bowlers or team arriving late shall begin with the score count beginning with the frame then being bowled on the lane or lanes to which they are assigned. If they are scheduled alone, they will start in earliest frame then being bowled on squad. 15) Error in Scoring a. Errors in scoring or errors in calculation must be corrected by a responsible tournament official immediately upon discovery of such errors. b. Questionable errors shall be decided upon by the designated official. c. The time limit for filling protests on scoring errors shall be one hour from the end of the event or block of games for each day of tournament, but must be before the prize presentation or the commencement of the next round (in an elimination event), whichever is the sooner. d. Each protest under this rule must be specific in itself and this shall not be construed to cover a previous or similar violation. 16) Bowling Ball - Altering at Ball Surface Altering the surface of bowling balls is allowed in a designated area during the officials practice session, during the practice session immediately preceding a

15 competition round, and between games. Altering the surface of the bowling ball during a game is not allowed if the surface is adjusted during a game, the penalty is zero pin fall that game. 17) Approaches Must Not Be Defaced The application of any foreign substance on any part of the approach that detracts from the possibility of other bowlers having normal conditions is prohibited. This includes, but is not limited to, such substances as talcum powder, pumice and resin on shoes; also soft rubber soles or heels that rub off on the approach are prohibited. 18) Bowling Ball a. Only bowling balls that are included on the USBC Approved Bowling Balls list may be used in competition. The official list of approved bowling balls is published on the internet web-site www-bowl.com b. Prior to start of the Official Practice the bowling balls to be used during competition shall be inspected. Each bowler will be allowed to have a maximum of 6 bowling balls inspected. c. The inspection shall be limited to: i) Eligibility of the ball ii) Serial Number iii) Weight and Balance iv) Hardness v) Number of balls d. In the case where immediately after the official practice a bowler wants to exchange one or more of the inspected bowling balls, he/she will be allowed to do that provided the balls are inspected prior to registration of the ones to be used in competition. e. Immediately following the Official Practice registration shall be made of the bowling balls to be used during the championship event. Each bowler will be permitted to register maximum 6 bowling balls. No replacement or additional bowling balls will be allowed once the first event has started, and no modifications of the surface as

16 described above. f. Each day during the events random inspection of the bowling balls shall be performed. The Tournament Technical Committee shall decide on number of balls and the bowlers, which shall be randomly selected. The inspection shall be limited to a visual of the serial number of the balls and eventual modifications. g. The penalties for individual of the rule are: i) Daily random inspection zero score for event in which the inspection was ii) performed. Medalist, zero score for the event h. A maximum of five gripping holes are allowed in a bowling ball. The bowler must be able to reach each set of finger holes (not all four simultaneously) while using the thumbhole. Any hole, which cannot be reached, is considered a vent hole. The ball must be balanced twice when one set of finger holes are for fingertip and the other set for conventional grip. i. When delivering the ball the bowler must have his/her thumb in or over the thumbhole. It may not be 180 degrees away from the thumbhole. 19) Assistance Equipment a. Guide Rail i) No private / personal guide rails are permitted in this Championship. ii) Guide rails will be provided. iii) The length of the guide rail is between feet. iv) There is no restriction on the size of the guide rail. v) Height of the guide rail can be adjusted to personal preference. b. Wheelchair i) Wheelchairs must be free of accessories except the bowler's competition bib / number. ii) Wheelchairs bowlers may use weights, to a maximum of 15kg or 2 bowling balls per wheelchair for the purpose of stabilization.

17 20) Bowlers' Area The Bowlers' area may be defined by the Tournament Manager using methods of identification, which are obvious to spectators. Only one coach or official from any member federation will be permitted into the bowlers' area in the immediate vicinity of each pair of lanes on which their bowlers are competing. A bowler may have no more than four bowling balls in the bowlers' area It is not permissible to bring in or consume food in the bowlers' area. This does not include candy bars or fruit. 21) Smoking and Drinking The bowlers must not use tobacco products, consume alcohol or be under the influence of alcohol while in competition, i.e. during the entire period of block game. In those instances where it is established that a bowlers is in breach of this rule, he/she may be suspended by the Tournament Technical Committee from the tournament for the block of games then being played. Non-alcoholic beverages are allowed provided they are not consumed in the bowlers' area. During the championships alcohols beverages may not be served or consumed in the bowlers' area or the spectator's area During the championship smoking is not permitted in the bowling center However, it may be allowed in closed area, provided it does not affect the environment in the bowlers and spectators' area. If a bowler is caught smoking during a game he has zero pin fall for the game currently being played. If a bowler is caught smoking in between game, he will have zero pin fall for the succeeding game 22) Playing Uniforms Bowlers shall wear a standard uniform approved by their national federation. Individual variations are not permitted. Men must wear pants or slacks. Women may wear skirts, shorts, pants, slacks or dress short, however, no variation is allowed within a team. The following may appear on the uniform;

18 a. Name of bowler b. Name of Country c. Logo of the country or member federation which the bowler represent Advertisements provided the size is not more than half size of the largest text on the bowler back and advertisement does not conflict with the law of the country of the host federation and rules of the International Olympic Committee. a. Coach may give verbal instructions to the bowlers. b. Any instruction involving physical conduct is strictly prohibited. 23) Penalties for Rule Violation Penalties for rule violations, when the rule does not specify a penalty are governed as follows; a. A bowler/team failing to observe a rule (s) shall be warned by an authorized tournament official with a yellow card for first offense (no penalty) b. For a second offense in the same tournament, the bowler/team will be disqualified from the tournament, and will not be allowed to participate in APTBF sanctioned conducted tournament for 90 days. c. All offenses shall immediately be reported by the Tournament Managers to the APTBF Secretary General, who will report to all member federations. 10. Championship Points, Awarding Places, Awards and Victory Ceremonies a. Championship Points i) Only nominated bowlers for each event are eligible to collect Championship Points during the tournament. ii) Championship Points are awarded to bowlers with the top three scores in each event. iii) In each event, Championship Points shall be awarded as follows: a). First position / gold: 5 points b). Second position / silver: 3 points

19 iv) c). Third position / bronze: 2 points In any one event, if two or more of the top three positions have the same score, resulting in two of the same medals being awarded, then the same Championship points will also be awarded accordingly. The same applies in the case of three identical top scores. v) The delegations with the highest total Championship Points vi) b. Awarding Places ii) c. Awards for the entire tournament will win the APTBF President's Overall Cup. If more than one delegation achieve the same highest overall Championship Points, then winner of the APTBF President's Cup shall be awarded to the delegation with the highest number of gold medals; or silver medals if the same number persists in gold medals; or bronze medals if the same number persists in silver medals. i) For each event (individual and team), only the top three places will be recognized. Subject to Section.4, in circumstances where as a result of Classification or sudden extraordinary circumstances after the first day of the tournament, if there are only 3 bowlers in Single events, 3 teams in Double events or 3 teams in Trio events remain in any event, only the top 2 places will be recognized; if there are 2 bowlers in Single events, 2 teams in Double events or 2 teams in Trio events participating in any event, only the first place will be recognized. iii) In any of the circumstances in Section.10.b.ii), Cup Points will be awarded only to the top place/s recognized in such an event. i) The APTBF medal awards of gold, silver and bronze shall be presented to each individual, or individuals within a team, winning

20 ii) iii) those positions in the following events: a) Singles b) Doubles c) Trios d. Victory Ceremonies In any event, if one country wins all 3 medals a) There shall be one additional bronze medal to the bowler/team with the next highest score from a different country. b) Under the circumstance mentioned in Section 10.c.ii.a, Cup points shall be awarded to all medal-winning bowler/teams who have been nominated to receive Cup points. c) In the event where there are less than 3 winners, principals of the rule mentioned in Section 10.c.ii.b. remain effective. Thus, if there are only 2 awarding places, then there shall be one additional silver medal to the bowler/team with the next highest score from a different country. The medal presentation / victory ceremony shall be made in accordance with a predetermined plan established by the APTBF and the host federation officials including selection of dignitaries who shall be accorded the honor of participating in presentation ceremonies. Victory ceremonies will be held shortly after each final. The competitors taking part in a victory ceremony shall wear their official uniforms. 11. Female Bowlers In all Single, Double and Trio events, female bowlers will automatically receive 10 advantage points per game.

21 12. Management a. Technical Delegate i) The Technical Delegate will be appointed by the APTBF. ii) The Technical Delegate will subsequently appoint the Lane Manager and the Chief Classifier. b. Local Tournament Director i) The Local Tournament Director shall be from the host local organizing committee. c. Lane Manager i) The Lane Manager shall be appointed by the Technical Director ii) d. Chief Classifier The Lane Manager is subordinate to the Technical Director. i) The Chief Classifier shall ensure that there are both physical and visual e. Jury of Appeal classifiers in the Championship i) The Jury of Appeal comprises 3 people appointed by the APTBF. ii) Subject to 15.3.i), the Jury of Appeal comprises the Technical Director, the Chief Classifier and 3 others. f. The Technical Director, Lane Manager and Chief Classifier may come from the same country. g. Tournament Technical Committee i) The Committee consists of technical delegates and /or representatives ii) 13. Appeal iii) from participating delegations. Each delegation may only have 2 persons present should a Tournament Technical Committee meeting is summoned. Details of the Tournament Technical Committee meeting shall be released nearer the time of tournament. a. Appeals against competition ruling must be in written format, signed by the responsible official on behalf of the competitor and presented to the Jury of Appeal before the award ceremony of the particular event concerned.

22 b. In all cases, the appeal fee is USD 100. This fee will be returned to the petitioner is the appeal is approved and forfeited if the appeal is not upheld. c. Composition of the Jury of Appeal is detailed in Section 10. d. The time limit for filling appeals on scoring errors shall be one hour from the end of the event or block of games for each day of tournament, but must be before the prize presentation or the commencement of the next round (in an elimination event), whichever is the sooner.
