1 SURREY JUNIOR INVITATION LEAGUES League Rules (Draft) 1 Title The title of the league shall be the Surrey Junior Invitation League. 2 Management 2.1 The control of the Competition shall be undertaken by the Surrey Cricket Foundation (SCF) and all decisions relating to these rules or to matches played in the League shall be final and binding on all concerned. 2.2 This League will be administered by a League Administrator (SJIL Administrator). The programme will be overseen by a sub-committee (SJIL Committee) consisting of the SJIL Administrator, 2 nominated members of the SCF Junior Leagues Working Group (JLWG) and one SCF Executive member. Any dispute that cannot be resolved by the SJIL Administrator shall be referred to the SJIL Committee. If still unresolved, the matter shall be referred to a Disputes Panel consisting of, at least, the SJIL Administrator, plus one member of the SCF JLWG and one SCF Executive member. The SCF JLWG representative shall not be a member of the SJIL Committee. The decisions of this Panel will be final. 2.3 The SCF may delegate any of their powers and duties in respect of this League. 3 Entry 3.1 County The Surrey County boundary shall be as defined by ECB Cricketing County Boundaries as currently agreed It shall be a condition of entry that the relevant Club is located within the ECB Cricketing Surrey County Boundary and that the relevant Club is affiliated to SCF either directly or through membership of an affiliated Senior League. Priority will be afforded to such clubs, but: Application from clubs outside of the ECB Cricketing Surrey County Boundary may be made on the basis of travel times being unreasonable for entry into their own County s leagues, however: (a) the decision on whether to accept a club into The SCF Junior Invitation League is at the sole discretion of the SCF and (b) no claims on the basis of precedent will be accepted and (c) any acceptance into The SCF Junior Invitation League from a club located outside of the County of Surrey will be valid only for that one season.

2 3.2 Fees 3.3 Clubs All clubs must pay an entry fee of 20 per age group per entry to the SCF and this must be received by the SCF by 31 December of the year prior to the competition It shall be a condition of entry that the relevant Club is a bona-fide cricket club, affiliated to the Surrey County Foundation, having a recognised home and away weekend fixture list and playing on a home ground of suitable standard If a Club fails to fulfil their administrative responsibilities, including the provision of drinks, or any fixture in the competition, other than due to bad weather, the SCF reserves the right, and the club accepts, that they may be fined, have points adjusted and/or be banned from entering the competition for the following season. 4 League Structure 4.1 Season The SCF Junior Invitation League season will commence on the third Sunday in May and end on the second Sunday in August, unless play-offs are required to determine the league winners. (N.B. These dates are provisional for 2017 and may be changed dependent on entry numbers.) 4.2 Divisions The SJIL Administrator will provide a structure for each age group to result in a reasonable and balanced number of matches. It is likely that this structure will be zonal depending on entry numbers. Where a zonal structure is used, there would be play-offs in mid-august. 4.3 Schedule Fixtures will be published on the SCF Junior Competitions Play-Cricket site in January. Fixtures will be shown with a default date which will be a Sunday. Clubs must arrange a mutually agreeable date and time, before the following Sunday, to play each published match. Any changes from the default date must be entered on Play-Cricket and notified to the SJIL Administrator at the earliest opportunity. Clubs should note that fixture changes are entered via their own Club site on Play-Cricket If both teams are unable to agree a date within the relevant week then the match will be considered as cancelled If one team is unable to fulfil a fixture on the agreed date then the other team may apply for a concession. ALL CONCESSIONS MUST BE AGREED by the League Administrator BEFORE entry in Play-Cricket. Reasons for claiming a concession must be supplied and ideally be supported by the team agreeing to make the concession. Concessions will NOT automatically be agreed by the League Matches may only be re-arranged subject to the following conditions: a) the match was cancelled due to inclement weather; b) the re-arranged date is prior to the mid-august limit date; c) the re-arranged date is notified to the SJIL Administrator within 14 days of the original scheduled fixture.

3 5 Eligibility The Competition shall be open to all clubs which are affiliated to the Surrey Cricket Foundation, either individually or through their Senior Leagues. 6 Qualification of Players 6.1 A player may represent a club in a SJIL competition if he or she is under the relevant age at midnight on 31st August prior to the season of the competition. All players must be bona-fide Junior Members of the club they represent by 1 st May in the year preceding the year of competition. SCF reserves the right to request documentary evidence in cases of dispute. 6.2 In exceptional circumstances, a player joining the club after the 1 st May deadline may be granted permission to play following representations to the League Committee. 6.3 A player may play for only one club in the SJIL in any one season unless agreed otherwise in advance by the SJIL Administrator. All disputes relating to these qualification criteria should be addressed to the SCF. 7 Cricket Balls 7.1 The home team should provide the required number of new balls for use during the match which should be purchased from the SCF. 7.2 Unless a ball is lost or in the opinion of the umpires unacceptably damaged, only 1 new ball will be used in matches where the innings duration is 24 overs or less. 7.3 Unless a ball is lost or in the opinion of the umpires unacceptably damaged, 1 new ball per innings will be used in matches where the innings duration is more than 24 overs. 7.4 Balls will be pink, which can be used with white or black sightscreens The type and size of ball to be used is as follows: U13 2 piece 4¾oz. U15 4 piece 5½oz. 8 Clothing The SCF encourages the use of coloured clothing by clubs if they wish to wear it, but whites are also acceptable. 9 Helmets & Faceguards All players shall be bound by the ECB Directive (see section 21 of the current ECB Non First Class Regulations and Playing Conditions). 10 Umpires Each team will supply an Umpire for matches who shall be a competent responsible, appropriately vetted adult. All umpires must have current DBS clearance.

4 11 Match Results 11.1 For matches which are played in the week in which they were originally scheduled, results must be reported to the SJIL Administrator by the winning team before midnight on the Saturday following the default date For matches which are conceded or abandoned in the week in which they were originally scheduled, results must be reported to the SJIL Administrator by both teams before midnight on the Saturday following the default date For matches which are re-arranged (in accordance with above) and played, results must be reported to the SJIL Administrator by the winning team within 24 hours of the conclusion of the re-arranged match For matches which are re-arranged (in accordance with above) and then not played for whatever reason, results must be reported to the SJIL Administrator by both teams within 24 hours of the conclusion of the re-arranged match, irrespective of whether it is played, conceded or abandoned Results, including full and complete scorecards, must also be uploaded to Play-Cricket within the timescales as appropriate in 11.1 to 11.4 above. Clubs should note that results are entered via their own Club site on Play-Cricket Failure to comply with 11.1 to 11.4 above will result in penalties as described in above. 12 Awarding of Points 12.1 The match result shall be determined as stated in SJIL Playing Conditions Para 2, and points awarded as follows: Win - 4 points; Tie/Abandonment - 2 points for each team; Loss - 0 points 12.2 If a match is not played and no alternative date can be agreed or is abandoned after the start due to adverse weather conditions then two points shall be awarded to each side Should a team withdraw from the League during the season then any points obtained against such a side shall be void, and results involving that team shall be expunged from Play-Cricket. 13 Code of Conduct 13.1 All players, team officials, club supporters and umpires shall be bound by the MCC Spirit of Cricket and the ECB Code of Conduct Where the Laws of Cricket place responsibilities on the Captain, these responsibilities shall be placed on the manager at U12 age group and younger The penalty runs provisions is not used by the SJPL - other than the 5 run penalty for the ball hitting clothing/helmet, etc, left on the ground by the fielding team.

5 14 Coaching Coaching shall not be permitted from the sidelines during a match. In such an event, the umpire shall request the coach/manager/parent/spectator to stop. If this persists, the umpire shall have the power to warn the offending team captain and manager that the matter will be reported to the SJIL Administrator. 15 Double Bounce Deliveries Further to an ECB Cricket Committee recommendation, it is confirmed that the practice of bowling a ball that bounces twice should be disallowed. It is considered inappropriate for the image and spirit of our game. This applies to all SJIL matches. Such a delivery will now be a No Ball in accordance with the new playing condition below. Law 24.6 is replaced by: The umpire at the bowlers end shall call and signal No ball if a ball which they consider to have been delivered, without having previously touched bat or person of the striker, Either (i) bounces more than ONCE or (ii) rolls along the ground before it reaches the popping crease. 16 Bowling the Ball into the Ground Law 17.3 shall be replaced by: All forms of practice are permitted on the outfield before the start of play or after the close of play on any day or during the lunch and tea intervals or between innings providing the umpires are satisfied that such practice will not cause significant deterioration in the condition of the outfield, Practice, including bowling a ball into the ground, at the fall of a wicket must cease as soon as the incoming batsman steps on to the square. Practice during other legitimate gaps in play must not continue beyond the minimum time required for the activity causing the gap in play. No practice may take place on the field if, in the opinion of the umpires, it could result in a waste of time. In this circumstance Law 42.9 or Law shall apply as appropriate. 17 Disputes Any dispute arising from the application or interpretation of the Rules and Playing Conditions shall be referred to the League Administrator. Any decision of the SCF Disputes Panel shall be final and binding on the parties concerned.
