1 SA Catholic Secondary School Girls Sport Association 116 George Street Thebarton SA 5031 PO Box 179 Torrensville Plaza South Australia 5031 NETBALL SACSSGSA RULES Netball is conducted under the rules of International Federation Netball Association (I.F.N.A.) unless otherwise stated. 1. TEAMS a) Each team should consist of 7 players. b) A team must have 5 players to take the court or else a forfeit loss results and a scratch match should be played. c) Up to 12 players per team may be used. d) Each team to provide own bibs (Venue Coordinator will have a spare set in a contrasting colour in case of a clash). e) Failure to supply or borrow from the venue a set of bibs will result in that team having to forfeit. f) Teams must supply their own basic first aid kit, however a backup kit will be available from the venue coordinator if required. g) Each team must supply a scorer/timer every week. 2. PLAYER ELIGIBILITY a) Players are only eligible to play one game per day, unless approval is given by the Executive Officer prior to the game and both teams have been notified. b) A player is able to be bought up from a lower grade to fill in for a team that does not have enough players to take the court, however this player must not play another game for the day unless approval has be given by the Executive Officer. c) A player is not allow to be bought down from a higher grade to fill in for a team that does not have enough players to take the court unless approval has been given by the Executive Officer and both teams have been notified. d) A player has to have played 4 games to qualify for finals. e) If a player plays more than 4 games in a higher grade they cannot return to the lower grade, they must remain a part of that team unless permission is given by the Executive Officer. f) The player is only counted as playing a quarter if they take the court not just named on

UMPIRES a) Each school must supply 1 (one) umpire for every 2 (two) teams they have entered into the competition (with the exception of Open A1 matches where each team MUST supply an umpire). b) Umpires not reporting at rostered times will be reported. c) A fine of $50.00 ($60.00 for Open A1) will be applied to the School responsible. d) All umpires MUST be wearing a white top/jumper for all games. (We are all paying these umpires a significant amount of money to umpire games each week. As part of their role as an umpire they are expected to wear at least a white top, white shorts/skirt/pants is preferred but not compulsory). e) Each game (excluding Open A1) is to have one umpire on court for the duration of the game. If there is a spare umpire at the venue then the Venue Coordinator may allocate the spare umpire to assist with the assigned umpire for that game. f) Umpires who have a daughter/sister etc. playing at the allocated venue will not be permitted to umpire that particular team unless consent is given by the Executive Officer. 4. MATCHES a) Four 10 minute quarters. b) 2 minute - quarter and three quarter time breaks. c) 3 minute - half time breaks. d) The Association makes no provision for the postponement or cancellation of matches due to inclement weather. However, teams may with the agreement of the Umpire, play shorter quarters to complete the match. 5. SACSSGSA RULES a) Any spectator/coach/player that questions an umpire s decision will be given one warning by either the umpire on court or the Venue Coordinator. If the behaviour continues then the person shall be asked to leave the venue by either the umpire and/or the Venue Coordinator. If a spectator/coach/player verbally or physically abuses an umpire, a player, a spectator or the Venue Coordinator then they will NOT be given any warnings and the Venue Coordinator must ask the person to leave the venue straight away. (A report from the Venue Coordinator, umpire and both team coaches must be submitted to the Executive Officer by the following Monday morning.)
3 - 3 - b) Any team that walks off the court during a game will record a forfeit loss on the premiership table. c) All teams MUST have their own basic First Aid Kits. d) All venue co-ordinators must provide a backup First Aid Kit which will be available if needed at all games. e) BLOOD POLICY: Any player incurring an injury which results in bleeding of any degree must leave the court immediately. If a Coach or Captain calls an injury time to the umpire immediately upon seeing the bleeding part the incident is to be treated as an injury time. The 30 second injury time will be deemed to have started when time was first held by the umpire. If an injury time has not been called then the player involved must immediately leave the court and the game must resume as normal. The bleeding player may re-enter the game between goals or at end of quarter once the wound has been covered and no blood is visible. In an injury time all the rules relating to substitution/team changes apply. If the player is unable to resume a substitution may be made. The injured player may return to the court in the next quarter if the injury has stopped bleeding and is adequately covered. If uniform has blood on it, then affected part must be removed and replaced. (This would be the only time a player can play out of uniform). Blood on the ball or court must be cleaned off immediately. f) NO jewellery to be worn, this includes rings, watches, necklaces and earrings. g) Fingernails must be short NOT taped. h) Medical bracelets must be completely covered by tape or shown to Umpire and removed. i) NO bad language will be tolerated from any player. j) One warning will be given, after that any further offence will result in a penalty pass or shot for goal to the opposite team. k) If behaviour continues, removal from the court shall be enforced and there shall be no replacement by another player. l) Spectators can be asked to leave the arena if bad behaviour occurs. m) The score card must be signed by the captains and umpire/s then handed to the Venue Co-ordinator immediately after every game. n) SUBSTITUTION OF PLAYERS:
4 - 4 - Substitution occurs when a player leaves the court and is replaced by another player. Team changes can occur when players on court re-arrange playing positions. Substitution team changes are allowed on court during a quarter time break and in the event of injury/illness. Any player who has previously been substituted may return to the game at a later stage. o) COACHING: Coaching during the game is permitted. The umpire is to be informed who the Coach/Manager is before the game starts. Coaching during injury breaks is allowed according to the I.F.N.A rules. 6. SCORING a) Each school is to supply a scorer/timer each week. They must sit together and scores checked regularly as well as at EACH quarter with the umpire. b) If after checking the score card and checking centre passes no agreement can be reached then the score on the card is taken as correct. c) The home team is the team placed first in the draw and they are to fill out the score card. The away team s scorer is check score and timer and makes sure the card is filled out correctly throughout the game. d) MERCY RULE (all grades except Senior A) If a team wins a quarter by 12 goals or more they should swap players around i.e. move the goalies to mid court and sub off their stronger players against the weaker opposition for the remainder of the game. 7. UNIFORM a) General neat appearance to be maintained. b) Players MUST wear the correct team uniform that has been set out by their school. Any player wearing the incorrect uniform in round 1 will be given a warning. After round 1 a penalty will be enforced - the umpire and/or the Venue Coordinator will penalise the team 2 goals for every player out of uniform. This can be done at the beginning of the game, at the quarter time, half time or three quarter time break. It may not be done once the game has been completed. The definition of a player out of uniform and a 2 goal penalty to be applied- A player that is wearing the incorrect coloured shorts, skirt and/or top etc. c) If a player is wearing track pants, jeans etc. then the player is not permitted to play unless
5 - 5 - permission has been given by the Executive Officer. d) Bike shorts may be worn under the skirt or dress, if they are of the same colour as the School approved. e) No tracksuits or leggings are allowed (unless permission is given by the Association). f) Sandshoes or rubber sole shoes must be worn. g) No gloves are allowed (unless permission is given by the Association and/or a doctors certificate has been shown for medical reasons). h) Soft brimmed and School approved hats may be worn. 8. VENUE CO-ORDINATOR a) Unlock and lock courts and car park. b) Ensure smooth running of the competition (copy of rules must be available at venue). c) Ensure adequate copies of score cards are available for all matches. d) Provide back-up First Aid Kit. e) Ensure that Blood Policy is brought to the attention of Coaches and Umpires and that it is strictly adhered to. f) Allocate courts and umpires for every game. g) To provide timers/stop watches. h) To keep a record of umpires failing to report for rostered games. (Schools and the Association are to be notified of this failure to turn up.) All netball co-ordinators must be informed by the venue co-ordinator of any umpire failing to report for duty. i) Agreed fines will be applied if umpires do not report for duty. j) Goal Post Protectors are to be used on all courts. k) Venue Co-ordinator to carry at least one set of spare bibs in a contrasting colour. 9. RESULTS a) Host venues are responsible for submitting results to the Executive Officer by 3pm, Monday of the following week. b) SACSSGSA- karl.button@cesa.catholic.edu.au or laura.gilbert@cesa.catholic.edu.au 10. FORFEITS a) The forfeiting school is responsible for contacting the opposition school with regard to a forfeit by noon on the Friday of that week as well as contacting the Venue Coordinator and SACSSGSA.
6 - 6 - b) Failure to notify opposition will incur a $ forfeit fine. c) Forfeit score is 20-0 and no premiership points will be awarded to the forfeiting team. 11. POINTS ALLOCATION a) 3 points for a win b) 2 points for a draw c) 1 point for a loss d) 3 points for a forfeit win (Score to be 20-0) e) 0 points for a forfeit loss (Score to be 0-20) 12. PLAY OFF a) Please refer to the Term 2/3 Finals Draw sheet to determine how matches are allocated. b) A player has to play 4 games in any one grade to qualify for the play off in that grade. c) If there is a genuine situation of injury before a play off, a team may get approval from the Executive Officer to bring up a player. d) Notification to be received by the Executive Officer, Ph or laura.gilbert@cesa.catholic.edu.au at least 3 days before play off if there is a dispute in the premiership table. e) If in the grand finals the game is a draw at the end of official time then extra time, of 3 minutes each way will be allocated to gain a clear result. f) If at the end of the extra time the game is still a draw then play will continue until a team is winning by 2 goals. g) No matches in the FINALS rounds are to be rescheduled. A $60.00 fine will apply and a letter to both school principals must be written explaining the reasons, unless there are extenuating circumstances. h) All games must be played at their allocated venues.
