3 FOREWoRD James Sutherland Cricket Australia CEO Australian Cricket Clubs and Associations have been the bedrock of cricket in this country for many years. There are 3,778 Clubs and 441 Associations, including 415,104 participants that make up Club and Community Cricket in Australia. Cricket Clubs offer places for people to play the game, allow players opportunities to develop their skills, provide a vehicle for people to connect and to feel part of a social group. Club Cricket participants have the deepest relationship with our sport which underpins the health and ongoing prosperity of the game. The strength of the Australian Cricket Pathway, including the success we have achieved at international level, all begins with the early development of players within the Cricket Club environment. While this is important, Clubs also bring people together and create volunteering opportunities. They are far more than just a place to play cricket they help form healthy, vibrant communities. Our goal at Cricket Australia is to be Australia s favourite sport - A Sport for All Australians. With over 1.2 million participants across cricket, we have much to celebrate. However, with increasing competition for the support of participants, time and attention of the public, we want to support cricket administrators, including volunteers, by offering practical solutions and resources to address these challenges. Alongside the States and Territories, we have developed this Strategic Framework that will lead to an aligned plan of action connecting all the tiers of cricket administration. Ultimately, Australian Cricket wants to work with Clubs & Associations to make them stronger. We will be more successful if all the stakeholders within all the Clubs and Associations commit to enhance the experience for all involved in Club Cricket. State and Territorys staff continue to work closely with Club and Associations to assist them to keep cricket healthy. Part of this work includes schl engagement and the challenge to develop students who enjoy the game enough to transition to joining local Cricket Clubs. Cricket Australia also recognises the important role excellent environments play in retaining and recruiting players and coaches. That is why we are providing further investment into community cricket facilities through the National Facilities Funding Scheme and the Community Cricket Community Facility Guidelines. I strongly encourage all cricket enthusiasts who care for the game of cricket to commit to the Australian Cricket Club and Association Strategic Framework. 6 Cricket Australia is a not-for-profit organisation that lks to invests heavily back into Australian Cricket OVERVIEW Cricket Australia hopes that the Australian Cricket Club and Association Strategic Framework outlined in this document provides direction for Cricket Clubs and Associations around the country to help them continue to develop, thrive and prosper so that cricket continues to be Australia s favourite sport a sport for all Australians. The Document Summarises key strategic themes in community cricket s operating environment Sets out a one-page summary of the Club and Association Strategic Framework that; Describes the vision and mission for Cricket Clubs and Associations. Identifies five focus areas. Specifies the performance targets that will indicate success. 7 THE STATE OF PLAY Cricket Participation in Australia Cricket participation in Australia has experienced tremendous growth and enjoyed historic highs. Figure 1 Cricket participation by segment, to Within this segment, the fastest growing programs have been MILO in2cricket Skills, a four week cricket skills program, and MILO T20 Blast Schl Cups, a T20 carnival day. Both have grown, on average, by over 70% annually to 269k and 206k respectively in Figure 2 Schl cricket participation by program, to Schl Club & Community Indr Notes: Participation requires a minimum program of four weeks/games duration. Meanwhile, Club and Community cricket, which includes registered participation in Cricket Club run programs and competitions, as well as community based programs (e.g. registered entry level program participation not affiliated with a Cricket Club) has experienced mixed fortunes over the same timeframe. To understand why this shift is occurring, it is important to understand a number of broader societal and demographic trends. 8 State of Play The Environment - More options, less time People are increasingly juggling busy schedules in this day and age. Everyone seems to have more to do and less time in which to do it. People have more options for activities to take part in during their leisure time than they ever have. These activities include traditional activities like reading or watching television, or more recently emerged activities like other screen time such as gaming or engaging in social media. Past research has shown that playing sport was the eighth most favourite pastime for kids aged 10 to 15 years. Figure 3 Things Children aged 10 to 15 years like to do in spare time (Gemba (, 2014) It is important for Clubs and Associations to implement strategies to make cricket a preferred leisure activity for prospective participants, and one that they can fit into their busy lifestyles. The Changing Face of Australia There are a number of broad trends changing the demographic make-up of Australian society. In 2014, 27.3% of Australians or 6.4m people were born overseas. This equates to an additional 1.7m overseas born Australians since Figure 4 Percentage of Australians born overseas New Zealand continue to be the most common countries of origin for Australian migrants, we are seeing many more migrants from South and South-East Asia. These countries include non-cricket playing countries such as China, Vietnam and the Philippines, as well as traditional cricket playing countries like India and South Africa. These people will come to Australia with differing knowledge, understanding and impressions of cricket. This means ensuring that what Cricket Clubs offer, both on and off the field, is meeting the needs and wants of their members and prospective members. Source: ABS, Migration, Australia, and With people having more leisure activities to partake in and less spare time in which to do them, the competition faced by Cricket Clubs and Associations to attract and retain participants has never been higher. While detailed forecasts are difficult to determine, Australians born overseas will continue to make up a substantial proportion of the population. The mix of countries from which people are emigrating to Australia have also changed. 9 State of Play Demographic Profile - An aging population Not only is the demographic profile of Australia becoming more multicultural, but it is also ageing. The ABS reports that, the median age (the age at which half the population is older and half is younger) of the Australian population has increased by 4.0 years over the last two decades, from 33.4 years at 30 June 1994 to 37.3 years at 30 June During the same period, the percentage of the population aged over 65 years grew from 11.8% to 14.7%, while the proportion aged under 15 decreased from 21.6% to 18.8%. This increase in the median age is projected to continue through to the end of this century. These demographic changes provide a great opportunity and great challenge for cricket. Not only do Cricket Clubs and Associations need to welcome people from all walks of life into the cricket family, but to be successful they will need to actively invite, encourage and recruit these individuals. This will require changes to the way that some Clubs and Associations operate. At the same time, the expectations on Clubs to provide a great environment for their members by, for example, ensuring that they have quality facilities, excellent coaches, proactive volunteers and so on, also continue to increase. This places increased expectations on volunteers, both in terms of the knowledge and time required to address these complexities. As a consequence, Clubs and Associations need to recruit and retain a team of volunteers with the right mix of skill sets and effectively direct and manage them to achieve their objectives. he Australian Club Cricket network is run Tby volunteers who invest millions of hours of unpaid time contributing to social cohesion and civic texture. - Gideon Haigh Cricket Historian The Complexities of Running a Club The expectations associated with running community sporting organisations have also changed substantially in recent times and continue to escalate. Local Cricket Clubs and Associations, largely run by volunteers, operate in an increasingly complex environment. For example, Cricket Clubs and Associations are required to navigate a range of important compliance requirements such as financial obligations, insurance, facilities management, liaison with local government, Responsible Service of Alcohol, Working With Children Check, coaching accreditation and other legislative requirements. 10 STATE OF PLAY What Administrators Are Saying To help understand how these challenges are playing out at a local level and to help formulate an effective response, Cricket Australia ran a Community Cricket Administrators survey. The aim of the survey was to identify how the trends described earlier are manifesting as challenges for Cricket Clubs and Associations around the country, and what additional support Cricket Australia and State and Territory Cricket Associations can provide. The survey found that the three major challenges faced by Clubs and Associations were; Recruiting and retaining players, Facilities (provision and management), and Volunteer recruitment, management and retention. Recruiting And Retaining Players 48% of respondents identified recruiting and retaining players as one of their three main challenges. We also find it difficult to interest kids as there are so many sports that parents rather them do, quickly after schl. * Retention of existing players is also a constant challenge amidst the myriad of options available to them and the level of commitment required to play Club Cricket for both players and their parents. Current generations won t commit to a regular season time frame in the way traditional organised competitive team sports have been structured. * Facilities The quality and availability of facilities were primary challenges for 30% of administrators surveyed. We have a single club rm that is our social rm and change rm. We have no showers or areas for privacy, and cannot offer cricket to females. * (We have) no access to council toilets at grounds. * Other facilities related challenges included: Rising council costs for access Perceived lack of support from councils or increased red tape The ongoing maintenance costs of facilities. Volunteer Recruitment, Management And Retention The ability to find enough people to help out around Clubs and Associations was the third most significant challenge, cited by 25% of respondents. Clubs and Associations are having challenges recruiting new volunteers and, in particular, Clubs are frustrated by their inability to recruit parents to help out: Parents (are unwilling) to volunteer and participate, Parents (are) unwilling to support. * Many existing administrators are also experiencing an increasing workload and complexity, driven by higher expectations from cricket governing bodies and government. There was a further theme among responses of perceived lack of volunteer skills and capability in some areas (e.g. pr administration at both Club and Association level ). What Cricket Clubs And Associations Want The survey also asked how Cricket Australia and State/ Territory Cricket Associations could best support local Cricket Clubs and Associations. The three most prominent responses were: Financial support (34%) these responses included a lot of generic requests for more funding, but notable specific categories were equipment and facilities, subsidisation of participant costs and paid administrators. Administrative support (25%) administrators requested a more active involvement and stronger leadership from CA and State and Territory associations in governance, management and administration. Marketing and promotion (21%) increased advertising at times of year that will help create awareness of cricket, participation programs and formats and drive registrations, with some respondents expressing a desire for more targeted strategies for non-traditional cricket markets. Respondents also expressed a strong desire for player appearances and elite content, especially in regional and rural areas. *2015 Quotations are taken directly from respondents. 11 The Strategic Framework is aligned to the Strategy for Australian cricket the overarching plan that will see cricket remain Australia s favourite sport and a sport for all Australians. It defines a mission: For Cricket Clubs to be the preferred destination for all Australians seeking an active and healthy involvement in the community. 12 The Club and Association Strategic FrameworK The Strategic Framework The Club and Association Strategic Framework was developed in response to the operating environment described earlier. The objective is to clearly articulate what Cricket Australia and the State & Territory Cricket Associations are doing, and will continue to do, to give local Cricket Clubs and Associations the support they need to thrive and prosper in the current environment. 1. Cricket participation is strong and growing, especially in schl. Cricket has not yet captured full opportunity of this growth in Clubs and Associations. 2. Clubs face a number of challenges. Solutions will be implemented locally, but require support. 3. For cricket to continue to thrive, we need to put the player at the centre of what we do and strive to meet their needs and wants, while maintaining the integrity of our game. 4. Cricket is increasingly competing for participants limited time from a growing number of sport leisure and entertainment activities 5. Australian society is changing, giving rise to new growth markets. The Framework then organises the suite of Club and Association development and support activities under five focus areas: Players People Places Partnerships Promotion Each focus area has its own objective, targets and supporting initiatives. The Framework is summarised overleaf. The activities being undertaken in each focus area are then detailed, including: The objective of the focus area, The performance measures, and A matrix of the supporting initiatives, specifying the role of Cricket Australia and the State/Territory Cricket Associations, as well as what local Cricket Clubs and Associations can do to help deliver on the focus area. 16 FOCUS AREA 1: PLAYERS It s important to remember that, above all, cricket is a game for people to play for fun, fitness and recreation. It is not surprising therefore, that the first focus area is about providing playing opportunities for current (and future) members of Cricket Clubs and Associations. Given the competition for participants from other sport and recreation activities, cricket must provide great playing opportunities that meet the needs of its playing base.
