1 2015 BC Precision Rifle Championship Rules and Code of Conduct 1. Match Conditions: THERE WILL BE NO GAMING. THERE WILL BE NO WHINING. TOLERATED NO ALCOHOL OR CONSUMPTION ALLOWED ON VOKES RANGE any offenders will be removed from range property immediately a. The Tactical Rifle Rules were written to protect the spirit of the event and will be strictly enforced to ensure a fair competition. b. The aim of the course of fire is to challenge marksmanship skill. Matches have been selected that test marksmanship skill under simulated service conditions. c. Any safety violations may result in competitor removal from the championship. d. The firing procedures are demanding and must be followed. e. Mistakes or Non-Compliance in the firing procedure will result in no score. f. It is the competitors responsibility to possess a chamber flag as their use is compulsory in this event. g. Rifles must not be brought to the firing line until instructed to do so by the RSO. h. Rifles are to be cleared by both team members and have a chamber flag inserted in the chamber before leaving the firing point. i. On the cautionary Look Out command, the safety catch may be released. On completion of firing, spotting discs will be placed in each shot hole on each target and displayed to the competitor. Scores will be communicated to the firing point. All challenge procedures will go through the RSO. j. If a reshoot is granted to one member of a pair, only that member will reshoot. k. In matches that call for the shooter to be in the prone position, any variation of the prone position with the head facing towards the target is allowed. The use of a sling is the competitors choice. l. A telescope/spotting scope stand or a field expedient rest for binoculars is permitted. m. Target Irregularities: Normal target irregularities as per the individual matches. The only target irregularity that will be considered is that involving a target that is not completely exposed over the butts when it should be per the match description. Erratic movement, which must be kept to a minimum by the butts, will not constitute an irregularity in these matches Competitor Equipment: a. The FPO and the Match Director, or their assistants, shall have the right to examine any competitor s equipment or apparel. b. A competitor may use only one rifle for the duration of the competition. Any attempt to try and change rifles will result in expulsion. The rifle must remain in the same configuration for

2 the entire competition. Accessories such as bipods, optics, sight, suppressors and the like, if desired for use, must be kept on the rifle for the entire competition. The only exception to this rule is the sling which may be attached and removed at the shooters discretion. 2. Equipment Rules: General: Equipment Rules are the same for both classes: a. Rifle Rests - Acceptable rests include: Slings, bipods, rucksacks, dragbags, monopods, your spotter, a sand sock, your hand or shooting gloves meeting DCRA TR rules. All rests, bi-pods, etc must remain above the surface of the firing point. no bearing or plunging below the firing point surface is allowed. b. Forbidden Rests - Unacceptable rests include: Bunny ear bags, shooting cradles, sleds, tripods, return to battery setups and the Sinclair International bipod. c. Slings - No limitation on type or style. d. Mercury recoil reducers are permitted. e. Flash Suppressors / Muzzle Brakes - Limited to factory production rifles that are originally equipped from factory. (custom breaks strictly forbidden) f. Shooters using Flash Suppressors and Muzzle Breaks as defined in sub-section e will be squatted together and away from competitors not using said devices to help litigate any disturbance or interference caused by a for mentioned devices Other Equipment: a. Rain Gear - Rain gear may be worn by the competitor in all matches. Water proof sheets may be used either on the ground or over the body but not in such a manner as to operate as a tent. The firer must be able to carry out all firearms handling drills without interference. Rain gear must not obscure the R.O. s ability to ensure the safe and proper conduct of the competition. b. Cheek Pads - Either permanently or temporarily attached cheek pads may be used. Temporary pads, if used, must remain on the rifle for the entire competition. c. Shooting Log Books - May be used provided their use does not inconvenience other competitors. Their upkeep will not be allowed as an excuse for exceeding time limits. d. Shooting Boxes and Bags - Containers used for the storage and transportation of shooting equipment may be brought to within 5 meters behind the firing point. e. Optics - including: i. Eyeglasses - Tinted or plain may be worn in any match. The use of protective eyeglasses is encouraged. ii. Binoculars and Telescopes - Any scope or optic of any kind, including the spotters rifle optic, is permitted for use in any match for observation. f. Meteorological Devices - Personal flags, streamers, wind indicators and the likes can be used behind the firing point. The use of anemometers, thermometers and barometers, wind charts and wind calculators is permitted at the firing point. ie: Kestral Wind Meters or Ballistic software devices provided they do not intrude upon or interfere with neighbouring competitors. 2 P a g e

3 g. Timing Equipment - Stopwatches and similar time measuring devices are encouraged in the interest of ensuring matches are conducted within the established time limits. The timer of the CRO/RO or designated staff will be the sole determiner of official timings. h. Adhesive Aids - The use of adhesive materials or compounds such as two sided tapes and resins, as an aid for better hold on the rifle stock or on clothing, is forbidden. The use of one sided adhesive deck traction tape is allowed. i. Other Aids and Artifices - All devices or equipment which are aids to shooting and which are not mentioned in these rules or which are contrary to the spirit of these rules are forbidden. Resting the magazine on the ground in the prone position is permitted. j. Motorized vehicles are not permitted on the range proper. If a competitor requires mobility assistance they must arrange for permission from the Match Director prior to the match Magazines: Competitors must comply with all Federal and Provincial regulations concerning magazine capacity Rifle Class Definitions: Tactical Rifle Limited: a. Rifle - Current issue police, military or military surplus type sniper rifles. b. Calibers -.223/5.56,.308/7.62,.303, 30-06, 7.62x54R. c. Action - Any d. Barrel Length - 686mm (27 ) maximum. e. Magazine - Rifle must have an internal or detachable magazine. f. Trigger Pull - Minimum 1 kg. (2.2 lb.) Tactical Rifle Open: This class covers rifles from F(f) that are single shot or have a barrel over 686mm (27 ), F(o), TR(o) and any other rifle that does not meet the criteria of Limited Class rules. a. Rifle - Any safe rifle and equipment. b. Caliber - Any caliber up to and including 8mm. Wildcat and Magnum calibers are allowed Trigger Testing: a. A competitor must submit his firearm for examination when requested by an RO/FPO or other official. b. The trigger pull of any firearm may be tested at any time at the discretion of the RO/FPO. c. A trigger test may be carried out if requested by another team. d. The RO/FPO may randomly test triggers of competitors in a waiting relay. e. Before testing a trigger, all persons concerned shall first ensure the firearm is clear. The following procedure will then apply: i. The test will be carried out under the supervision of the RO or their designate. The competitor or their representative will may conduct the test. ii. When testing the trigger the safety must be in the Fire (off) position. 3 P a g e

4 iii. In order to successfully pass the trigger test, the weight must be lifted and sustained by the firearm clear of the surface on which it was resting by a minimum of 2.54 cm (1 ). A maximum of three attempts to pass the test will be allowed. iv. After the firearm has passed the test the action will be Dry Fired. f. If a trigger fails to pass the test, the competitor: i. Will have their overall score deducted by 50 points. ii. Is ineligible for individual awards in the matches fired prior to that point. iii. Must ensure that their firearm passes the trigger test before they compete in further matches Optics: a. Any sight of any type with a maximum of 25(X) power. Scopes capable of higher magnification may be employed provided they do not exceed above stated maximum magnification. b. The sight may be adjusted in any manner throughout the conduct of any match. c. There are no allowance of time extension for the adjustment of the sights Ammunition: a. All ammunition used in this competition must be supplied byt he competitor and must be safe for use in their firearm in all weather conditions. b. All ammunition used in this competition must meet with the specifics of the range regulations. c. A competitor must submit their ammunition for inspection and testing whenever required. RO s are authorized to inspect the type of ammunition a competitor is using. d. All unfired rounds and empty cases will remain in the possession of the competitor Squadding and Relay Rotation. a. Each target will be covered off by a two person team. The first shooter of the pair will be Relay 1 and the second shooter will be Relay 2. Additional relays will be rotated through as required. b. The partner of the competitor shooting will carry out scoring duties as required. c. Scoring is accomplished by the FPO moving along the firing line with a radio and relating the scores from a specific firing point to the score keeper (spotter) who in turn enters the score onto the appropriate scorecard. Normal verification, signing and turn in procedure will then take place. Once the entire relay is scored the FPO will ask for and conduct normal Challenge procedures Competitors: Eligibility: a. The competitor must be a member in good standing of the BCRA or ARA Entry Procedure: 4 P a g e

5 a. Contact the BCRA for joining instructions or visit to download the BCRA membership form. b. Submit the BC Tactical Rifle Championship entry form with fees. The entry form is available at Classification: a. A competitor must enter in their proper class. If it is discovered that a competitor has purposely entered in the wrong class they will forfeit their score and may be disqualified from further participation Classes: a. Civilian - Any competitor that satisfies the Tactical Rifle Limited rules and does not meet the requirements for Military or Law Enforcement Class. b. Military - Any competitor that satisfies the Tactical Rifle Limited rules and is a serving or retired member of of the Armed Forces, either domestic or foreign. c. Law Enforcement - Any competitor that satisfies the Tactical Rifle Limited rules and is a serving or retired member of an agency in either Municipal, Provincial or Federal Law Enforcement. d. Open - Any competitor not meeting the requirements of the Tactical Rifle Limited rules. e. TYRO (Green Shot) Any competitor shooting in any class who has not previously competed in the BC Tactical Rifle Championship Team Composition: a. A team consists of two competitors who will both be shooting in the same classification. A teams combined score is used to determine their Team Aggregate score. b. Each member of a team will fire the same number of rounds at each distance at their assigned target. Shooter and Spotter will alternate for the second relay. c. Coaching by anyone other than your team mate, in the event of a shoot off, is prohibited Targets: Replacement: a. A competitor may have his target replaced if, in the opinion of the RO, there is a discrepancy in the target that unfairly obscures the features of the target. The competitor must request replacement of the target prior to the beginning of the match Target Irregularities and Protests: a. Once competitors of a relay have commenced a match the RO may stop the match due to target irregularity if, in the RO s opinion all targets are involved and he may grant a reshoot to the entire relay. In this case all competitors of the relay must reshoot the match. b. A competitor that feels that they have grounds for a reshoot must make their protest known to the FPO before their score is known or their target presented with shot placement indicated. If the protest is upheld, no information will be given to the competitor as to shot placement or score made in the protested match. c. The RO/FPO will grant a reshoot if they uphold a protest. 5 P a g e

6 d. If the RO/FPO does not uphold a protest the competitor will receive their score and may then put their protest in writing for furtherance to the CRO. The CRO may decline or uphold the protest. If the CRO declines the protest it is automatically forwarded to the Match Committee who will make a binding decision. If the match Committee decline the protest the competitor will keep their original score. e. If a protest is upheld and a reshoot granted, the competitor without option will reshoot the match or receive a score of zero for that match. f. Reshoots may be granted but are not limited to the following reasons; i. A target exposure of less time than is proscribed in the match conditions. ii. The incorrect placement of a target exposure. iii. Any failure or irregularity that would result in depriving the competitor of a fair opportunity to complete the course of fire. g. Under no circumstances will failure of any competitors equipment (including firearm, magazines, optics, ammunition, hearing protection, ect.) or clothing be grounds for a reshoot Reshoots: a. A reshoot will be fired IAW the original match conditions, including: i. Previous movements, if any; and ii. All scoring shots IAW match conditions; and iii. A reshoot must take place at the earliest opportunity Competitor Code of Conduct a. It is the responsibility of each competitor to know and understand the competition rules and regulations. b. The competitor must know and understand the course of fire for each match. c. The competitor must be properly dressed and equipped IAW the competition rules. d. Each competitor must abide by the spirit of the rules, which promotes equal opportunity, to compete with vigor and to develop a desire to win based on marksmanship skill. e. Each competitor is responsible for their own actions and must conduct themselves IAW the applicable firearms handling and safety procedures Safety Infractions: a. No competitor or team shall act in an unsafe manner. The safety precautions and firearms handling criteria laid down in applicable publications must be observed during all matches. b. Negligent Discharge. A ND is defined as any round fired on the range except during the ordered shooting of a match and from the ordered firing point and in the direction of the assigned target. i. In the event of a ND, the competitor will be disqualified from the match and will be reported to the Match Committee. Disciplinary action may be taken c. Accidental Discharges. An AD is defined as a shot fired safely but unintentionally. An AD will be scored as a miss and the ammunition expended will not be replaced Code of Conduct Infractions: 6 P a g e

7 a. Each competitor must behave and conduct themselves in a professional manner that will bring credit to themselves, their team and their country Conduct on the Firing Point: a. Care must be taken not to disturb competitors. b. In a deliberate match, should any competitor finish early, they may take their equipment and move quietly away from the firing point. Competitors must make certain that their firearm is cleared by the RO/FPO. c. If the attention of a FPO is required, competitors should raise their arm to gain the FPO s attention and then quietly discuss the issue. d. In the event that a protest is denied, competitors are not, under any circumstance, to argue with the RO/FPO. e. The rules and regulations of the match are designed to ensure that the matches are conducted in a manner that will be fair to all competitors. Participants must strive to live up to the spirit of the competition Disturbances: a. No person shall disturb or interfere with a competitors rifle or equipment without their permission, except to cover it in inclement weather. b. In the vicinity of the Firing Point, any person who engages in loud conversation, argument, quarrel or swearing, ect., or who otherwise creates any disturbance which, in the opinion of the RO/FPO, places other competitors at a disadvantages, or which infringes upon the RO s/fpo s authority, shall be ordered to cease and desist their behaviour. The circumstances of the persons behaviour will be reported to the Match Committee Coaching: a. Definition - Coaching is the giving of assistance or advice during a match. b. Coaching is only allowed from your team mate in the event of a shoot off. c. Anyone, other than your team mate, who is deemed to be coaching or receiving coaching from a person other than their spotter, during a shoot off, will be penalized Punctuality: a. Competitors not present when their turn comes may be refused permission to shoot by the RO/FPO. Permission will only be considered if, in the RO s/fpo s opinion, the applicant will gain no advantage by shooting at other than their appointed time and if the completion of the match will not be unduly delayed Any Competitor Who: a. Refuses to comply with any order for the due carrying out of the rules and regulations of the competition when such orders are given by a RO/FPO; b. Offers money or a bribe to a scorer or any member of the competition staff, or, if knowing of such an attempt, fails to report it to the RO/CRO and/or the Match Committee; c. Is guilty of any conduct which the Match Committee may consider to be discreditable; or d. Uses any artifice to facilitate shooting which is not expressly permitted by the rule, or which is contrary to the spirit of the competition; 7 P a g e

8 Shall, on the occurrence being proven to the satisfaction of the Match Committee, forfeit their score made in that particular match and may be excluded from further competition, or suffer such lesser penalty as recommended by the Match Committee Match Rules Infractions: Eligibility, Entry and Classification: Any competitor who: a. Fires under a name other than their own, or uses a scorecard other than the one issued to them; b. Knowingly enters or shoots in the competition or a match for which they are not qualified or in a class they are not eligible for; or c. Shoots in a match more often than is permitted by the conditions of the competition; Shall, on the occurrence being proven to the satisfaction of the Match Committee, have their total score disallowed Firearms, Ammunition, Dress, Accessories and Equipment: Any competitor who: a. Wears or uses a shooting aid either under his normal authorized clothing or instead of the prescribed clothing; or b. Uses any firearm or ammunition other than as proscribed in the rules; Shall, on the occurrence being proven to the satisfaction of the Match Committee, have their score for that match disallowed. c. A competitor who charges his magazine with excess rounds will be assessed a penalty of 50 points. Upon correcting the fault they may continue to compete Competitor, Organization and Match Procedures: a. In deliberate fire matches, the competitor shall lose the value of each shot fired from any position contrary to the applicable rule, the value of which shall be determined by the FPO. In non deliberate matches, where an improper position is used, the total score for that match will be disallowed. b. Any competitor who: i. Screens themselves or their firearm or allows anyone else to do so; ii. Uses a firearm who s trigger has failed to pass the required test; or iii. Infringes upon specific regulations regarding squadding, relay rotation or firearms handling; Shall, on the occurrence being proven to the satisfaction of the Match Committee, have their score for that match disallowed Firing, Scoring, Marking and Challenging Procedures: 8 P a g e

9 Any competitor who: a. Fires or attempts to fire more than the number of shots allowed in the match or competition; b. Intentionally fires at the wrong target; c. Fails to properly use, complete and/or hand in a scorecard; or d. knowingly claims or accepts points or scores which they have not made, or colludes with another to produce false scores, or fails to report such an incident to the RO; Shall, on the occurrence being proven to the satisfaction of the Match Committee, have their score for that match disallowed and may suffer greater penalty at the discretion of the Match Committee Excessive Hits: a. Unless proscribed by the match, when the total number of hits on a competitors target exceeds the number of shots which they have fired and when there is no means of identifying these shots, all the hits shall be signaled in the usual manner. Then the procedure shall be as follows; i. If it is proved that the competitor made the excess hits, firing more than the number of shots allowed, the score will be disallowed and the shooter may face additional penalty. ii. When the number of excess hits does not exceed one half of the number of shots allowed the score will be adjusted by cancelling first a hit of the lowest value, then a hit of the highest value and so on alternately, until the hits remaining are equal to the shots required IAW the match conditions; and iii. When the number of excess hits exceeds one half of the number of shots allowed, the score will be cancelled and the competitor will reshoot the match Firing on the Wrong Target: a. If is is observed that a competitor is firing on a wrong target, the FPO will not intervene. The competitor with the excess hits will be scored IAW paragraph b. The offending competitor will receive a score IAW the number of hits on their own target Warnings: a. In cases of infringement of the rules, when safety is not a factor, the FPO will not stop an offender who is firing or who has begun a match, but as soon as the competitor has completed their firing, the FPO will inform them of the infringement and the penalty awarded. b. A statement of the occurrence will be attached to the competitors scorecard Penalties: a. Any violation of Safety Rules may entail disqualification or a lesser penalty. b. Any violation of the Code of Conduct may entail forfeit of score and exclusion from further competition or a lesser penalty. c. Any violation of the Match Rules may entail disallowance of total score, a specific match score or a specific shot score. 9 P a g e

10 d. Violations of Match Rules that further entail violation of the Code of Conduct or Safety Rules may be assessed at the most serious level of infraction and the competitor given the most severe penalty. e. If, in the opinion of the CRO/RO, a competitor is behaving in an unsafe manner or with discreditable conduct, that competitor will be cautioned concerning their behaviour. If the competitor continues to engage in the cautioned behaviour, or continues in other unsafe or discreditable conduct, the CRO/RO may order the competitor escorted from the range Protests: a. Any claim or complaint arising from the firing point shall be made by way of a protest to the FPO. Where possible, The FPO will resolve the matter. b. Should the competitor feel that they are being treated unjustly, they should request that their case be considered by the CRO/RO. c. If the FPO s decision is disputed or if the protest is not solved immediately, it shall be put in writing by the competitor and handed by the competitor to the FPO, who shall note the protest, the time of receipt and any pertinent remarks the FPO wishes to make. The FPO must print and sign their name on the written protest. The FPO will ensure that the protest is given to the CRO/RO ASAP. d. The CRO/RO will investigate all protests and shall either; i. Render a decision in the presence of the competitor concerned; or ii. Refer the protest with his remarks attached to the Match Committee. e. A competitor who is dissatisfied with the decision of the CRO/RO may request that the protest go before the Match Committee. f. The decision of the Match Committee is final. g. Such protests should be made at once. The Match Committee may reject any protest not presented to the CRO/RO within two hours of the occurrence of the incident under protest. h. Where the protest concerns a ruling on a firearm or any item of dress or equipment, the CRO/RO will note the details of the infraction on the written protest and forward the protest to the match committee Appeals: a. In all cases where penalties are imposed, the competitor has the right of appeal to the Match Committee. b. The notice of appeal must be made to the CRO/RO before leaving the range. c. When the competitor has been escorted from the range on the authority of the CRO/RO, due to discreditable conduct, the competitor may appeal to the Match Committee Safety: a. Presence on, or within 25 meters of the firing point is restricted to: i. Competitors required for the firing of a match or otherwise taking part in the competition, range staff, officials and scorers. b. When firing is in progress, the area forward of the firing point within an angle of 650 mils on either side shall be out of bounds to all personnel. 10 P a g e

11 c. No competitor shall place his firearm on the firing point until ordered to do so by the RO/FPO. d. No firearm will be loaded without a direct order from the CRO/RO/FPO as applicable. e. Dry firing - Neither aiming nor snapping an unloaded firearm is allowed except when in the firing position on the firing point, and then only if it would be safe to fire a live round and provided it causes no delay. f. No competitor will leave the firing point without having his firearm inspected by the FPO. g. In any match entailing movement from one firing point to another with a round chambered in the firearm, the safety catch, change lever or selector lever of all firearms must be in the safe position before movement occurs and the firearm may not be put on fire until the competitor is located at the next firing point and is prepared for the target exposure IAW the match conditions. h. If, during the movement stage of a match, a competitor falls and the muzzle of their firearm makes contact with the ground, the competitor will continue forward to the next firing point but will not continue firing until their firearm has been cleared by the FPO. i. If a firearm cannot be unloaded in the normal manner, the shooter is to leave it on the firing point and inform the FPO immediately. The firearm is to be left pointing toward the target until the detail has finished and all shooters have cleared the FP. At no time may a loaded and/ or readied firearm be taken from the firing point and moved behind shooters or spectators. The firearm will only be allowed to remain in the competition if it is safe to do so. j. If any self loading rifle fires a burst in the semi automatic mode it will be deemed unsafe and removed from the firing point Principles of Rules: a. The underlying principles of the rules are as follows: i. No competitor or team shall act in an unsafe manner. ii. No competitor or team shall gain an advantage or be put at a disadvantage in any competition. iii. All competitors must comply with the rules and the match conditions as applicable; and iv. Violations to the rules and conditions will be reported immediately to the CRO/RO/FPO Walk Back Procedure: a. A Walk Back is an opportunity to obtain a zero at all required ranges. This must not be confused with an opportunity for practice. Participants will be required to shoot only enough shots to acquire a zero for that distance. Competitors will move from FP to FP at the order of the CRO/RO/FPO. There will be a time limit of ten minutes per distance with five minutes between distance changes. This will be strictly enforced. The target provided will be a four foot frame with a figure target. Individual shots will be indicated. No values will be indicated. b. The normal schedule for the walk back will be to fire 100 to 600 meters. There will be a walk back in the morning and a second in the afternoon. Tyro s requiring assistance should attend the afternoon walk back. Competitors should refer to the entry form for details Competitors Meeting: a. A meeting with Range Officials, Administrative Staff and all Competitors will be held on 1 July, 2011 before the competition begins. The purpose of the meeting is to pass on all 11 P a g e

12 pertinent information about the competition to competitors. Additional meetings will be announced as required Prizes and Awards: Tactical Class Limited: a. A plaque will be awarded to the top three competitors overall. b. A plaque will be awarded to the top three competitors in each division. c. A plaque will be awarded to the top three teams overall. d. A plaque will be awarded to the top three teams in each division (Police, Military, Civilian) Tactical Class Open: a. Based on entry size. Minimum of five competitors required Tyro (Green Shot): a. Don Hall Trophy awarded to top novice shooter in the Limited Class Three Gun Match: a. Can-Tac Trophy awarded to top 3 gun team Golf Ball Shoot a. 50% of total entries collected for the Golf Ball Match will be awarded to the 1st place competitor Prize Table: a. The top three individual shooters will be first, followed by the top two man team overall in the Tactical (Limited) Class and will be followed in order of standing unti every team has performed one choice on the prize table. Open Class teams and their order to the table will be decided upon the number of Open Class entries for that given year. REMEMBER THERE WILL BE NO GAMING. THERE WILL BE NO WHINING.
