1 MANCOM PROPOSALS (FOR ELECTRONIC VOTING): AGM Proposals - Changes to Match Rules E1 Amendment to Clause 1: Laws 2017 TVCL Handbook Page 95 Delete & replace the following wording: (2000 Code 6 th Edition 2015), that came into force with effect from 1 st October 2015, With: (2017 Code 1st Edition), that came into force with effect from 1st October 2017, Additionally, any Law reference numbers to the 2000 Code in the Supplementary Documents shall be replaced with the new Law reference numbers from the 2017 Code. Rationale: New MCC Code E2 Removal of Sub-Committee: p95 & 96 Clause 2: Fixtures References to the Fixtures & Results Sub-Committee or FRSC shall be deleted and replaced by the Fixture Secretary. Clause 4: Cancelled (Forfeited) Fixtures + Clause 5.3 References to FRSC shall be deleted and replaced by Management Committee Rationale: the sub-committee has been disbanded. E3 Addition to Clause 2: Fixtures p95 It is proposed that a new paragraph 2.4 shall be inserted as follows: 2.4) If any Member Club withdraws a Team during the Season, any points gained (or deducted) due to fixtures with that Team, shall be removed from the relevant League Table, however the match and player statistics will continue to be valid. Rationale: clarification E4 Amendment to Clause 5.6: Venue (Pitches, Outfield and Surrounds) p97 It is proposed that Clause 5.6 shall be deleted and replaced as follows: Boundaries must be defined and markers used if available. Sight-screens are to be aligned prior to the start, and must be positioned outside of the boundary at all times. Rationale: MCC Laws change
2 E5 Addition to Clause 12.1: The Toss (& for Win/Lose Match Rules) p100 It is proposed to add a 3rd sentence as follows: In the event of the Toss being delayed due to the late arrival of players (not the weather), then once a minimum of 7 players from both Teams have arrived at the Venue, then the Toss must commence without further delay even if the designated Captain has not yet arrived. Play should then commence within 15 minutes of the delayed Toss. Rationale: Quoting a minimum number of players for a match to commence. Get the game on (started). E6 Deletion of Clause 13: Stricter Laws p101 This rule has now been adopted in the MCC Laws so no need to duplicate. (note any subsequent MR clauses to be re-numbered following the AGM) Rationale: MCC Law change E7 Addition to Clause 4.6 (Win/Lose Match Rules) p111. It is proposed that a new first sentence will be included as follows: The normal split of the 3 Powerplays in a 50 over innings is 10 / 30 / 10. Rationale: requested clarification E8 Amend Stricter Law 5.2 and delete 5.3 & 5.4 (Win/Lose Match Rules) p112 It is proposed to delete 5.3 & 5.4 as now adopted in the MCC Laws, however to add this statement at the end of the first paragraph of 5.2 for clarity: (Any short pitched delivery passing over head height is a No Ball) Rationale: MCC Law change E9 Amendment to Clause 16.1 (& 7.1 of Win/Lose Match Rules) p103 (&114) It is proposed to amend this paragraph to clarify that both umpires (or captains) must agree, as shown below: In all cases the TVCL Match shall only start or continue if both the Umpires decide that the conditions are fit for play in accordance with the Laws of Cricket. In a TVCL Match in which an ECB ACO Umpire (whose membership is current and is also qualified to minimum level 1) is standing with an Umpire who is not, then the ECB ACO Umpire will have the final decision on all aspects of safety including Ground, Weather and Light. In TVCL Matches where there are no Umpires appointed, both Captains must agree conditions are fit to play. Rationale: MCC Laws change
3 E10 Amendment to Clause 17.2: Match Points (& for Win/Lose Match Rules 9.2) p105 (& 116) Following the identification of a mathematical error prior to the start of this season, the existing paragraph is proposed to be deleted & replaced as follows: For Cancelled (Forfeited) TVCL Matches, the opposing Team shall only receive the 25 Match Points providing that 40% or more of the fixtures due to be played on that day within the same Division are completed. If less than 40% are completed due to adverse playing conditions, then only 7 Match Points will be awarded as per a Cancelled (Washout) result. Matches cancelled due to Forfeit (or Match Rule 3.5) shall for the purpose of this calculation be regarded as completed. With: Exception for Cancelled (Forfeited) TVCL Matches: The Opposing Team shall only be awarded 7 Match Points for a Cancelled (Forfeited) result, when the majority of the Remaining Fixtures in that Division have a Match Result of either Abandoned or Cancelled (Washout). Remaining Fixtures excludes cancellations due to Match Rule 3.5 as well as any Cancelled (Forfeited) results in that Division. Rationale: fix E11 Addition to Clause 18.2 p107 It is proposed to add a new 2 nd paragraph as follows: Should the MRF have not been submitted (or has been submitted, but with an incorrect Match Result), the submission / correction must be received no later than 11:59pm on Tuesday after that TVCL Match, otherwise the Home Team will be deducted 5 Penalty Points. Rationale: procedural clarification, for example where the result is posted the wrong way around or is very late an incentive to actually complete the form after the initial Saturday deadline/fine. E12 Addition to Clause 18.3 (& deletion from Player Eligibility 6.2 & 6.3) p107 (&83) It is proposed to add a new 2 nd & 3 rd paragraph as follows: Should either the MSC or the CF have not been submitted by the following weeks 11:59pm Tuesday deadline the Team responsible will, in addition to the fine, be deducted 5 Penalty Points. Separately or in addition, should any UNKNOWN players remain on the MSC after a further weeks Tuesday deadline, Each Team still with UNKNOWN players, will be deducted 5 Penalty Points, and shall be referred to PESC as a deemed breach of Player Eligibility rules for selecting an ineligible player. (if adopted 6.2 & 6.3 will be deleted from Player Eligibility) Rationale: There have been too many instances of forms not being completed & chasing up missing forms is overly time-consuming. Plus consolidation/simplification of the procedure relating to the lack of completion of the MSC.
4 AGM Proposals Changes to Discipline & Complaints E13 Amendment to Clause 9 Non-Payment of Fines p93 It is proposed that the first paragraph is to be amended, so that any fines are to be due within 14 rather than 28 calendar days (proposed amended paragraph shown as follows): Any fine levied under these procedures must be paid to the TVCL within 14 calendar days of the Member Club being notified of such fine. Any such fines still outstanding after 15 calendar days shall be increased by 100% of the amount due. Rationale: Efficiency of administration, 28 days to pay a fine is excessive now there is online banking available. E14 Addition to Clause 6.3: Multiple Offences p91 It is proposed to add a new Part V to this clause. v) Any Member Club Team incurring Outfield or Pitch markings of either poor or unacceptable from Panel Umpires only, in Three TVCL Matches in the same Season shall incur a 5 Penalty Point deduction. A further 5 Penalty Points will be applied for each and every further instance in that Season. Rationale: there is currently no penalty for low pitch marks, and is now being recommended. Poor or Unacceptable is a mark below 3 in the existing grading system. AGM Proposals Changes to Format of the League E15 Addition to Clause 1.6 p75 It has been proposed that the first differential for Teams on equal points should be the least number of Penalty Points. E.g. a new part A) would be inserted as shown below: The Team(s) with the: A) least Penalty Points shall be placed higher, B) most wins shall be placed higher, C) most 25 point wins shall be placed higher, Etc Rationale: where Total Points are equal, the Team who has been Penalised more than another during the Season, should be placed lower regardless of the total number of wins achieved. E16 Addition to Clause 2.8 p77 It is proposed to add a 2 nd sentence to clause 2.8 as shown below: The Management Committee may make appropriate adjustments to move Teams between Divisions A & B (in Levels 4 & below only) for the purposes of regionalisation only to limit travel distances where possible. Rationale: clarification on which Levels Regionalisation will be considered with Management Committees discretion alone.
5 E17 Amendment to Clause 3. Grading & Standards p77 It is proposed to delete all of Clause 3, and replace with the following 3. GRADING & STANDARDS 3.1) The grading of all Member Clubs facilities is deemed necessary to maintain the status of the TVCL. Such grading is overseen by the Grading and Standards Sub Committee ( GSSC ). 3.2) Venues of all Member Clubs shall be inspected by the GSSC with regard to its facilities and playing surface, and shall be rated in accordance with the published standards for the Level their Teams play, and will be relevant for any promotion to a higher Level. 3.3) Panel Umpires and Captains will provide marks on the pitch and outfield, which the GSSC shall use to consider their own assessments, and any areas for recommendations. 3.4) Member Clubs having been assessed by the GSSC, who are found to not meet the required standards of their current Level, shall be given two calendar years (extended to a 30 th September deadline) to meet the required standard. Any Member Club not reaching the required standard by the deadline shall appear before the GSSC to explain their reasons for failing to do so, and in such case the GSSC can recommend to the Management Committee for the Team(s) to be relegated to the Level matching the standard of the facility. 3.5) The detailed list of specific Gradings & Standards required for each Level of the TVCL, shall be published on the TVCL Website as endorsed by the Management Committee. 3.6) Teams will not be promoted to Level 3 (or above) unless the Member Club has: a) accredited ECB Clubmark status b) full Pitch Covers and Bowler Run-ups (min. 10 metres) c) separate and secure Player Changing Rooms. d) separate, secure and adequate Umpire Changing Facility e) a Scoring Facility with adequate cover in the event of inclement weather 3.7) Any assessment required of those Member Clubs seeking promotion, should be concluded within 14 calendar days of the conclusion of the TVCL Season. 3.8) Following the assessment by GSSC, they shall inform the Member Club should any items be below standard or missing. The Member Club will be given until the 30 th September deadline to resolve any issues, otherwise that Team shall not be considered for Promotion. 3.9) The GSSC shall report their decision to the Management Committee. Should the Member Club have failed the assessment for Promotion, the TVCL Secretary shall inform them of the result within seven calendar days of the meeting of the Management Committee, giving details of the result of the assessment. 3.10) A Member Club shall have the right of appeal against the result of the assessment by GSSC within 7 calendar days (see the Appeal Procedure in the Disciplinary, Complaints and Appeals Procedures). Rationale: refresh and strengthen the process around grading & standards which were adopted as part of the league expansion exercise.
6 AGM Proposals Changes to Player Eligibility E18 Amendments to Clauses 2 & 3 Team Strengthening It is proposed to add a new Clause 3.2 as follows: 3.2) Member Clubs are expected at all times to select their Teams in strength order, with their best players starting from their 1st XI downwards. And, it is proposed to delete the 2 nd paragraph of Clause 2.1 below & replace in Clause 3 as a new 3.3 A First Class Cricketer, once they have played 10 or more TVCL (or HCPCL) Matches for their 1st XI in the same TVCL Season, will NOT be deemed eligible to subsequently play for that Member Clubs 2nd XI (or lower Team) regardless of that Team being in Levels 1 or 2. With: 3.3) Any player, once they have played 10 or more TVCL (or HCPCL) Matches for their 1st XI in the same TVCL Season, (a First XI Player ) will NOT be deemed eligible to subsequently play for that Member Clubs 2nd XI (or lower Teams), without specific prior approval from the PESC. And, it is proposed to Amend 6.1A) by adding a new bullet point as follows: Plays a non-approved First XI Player (someone who has represented that Member Clubs 1st XI on 10 or more occasions in that Season), in their 2 nd or lower XI s. Rationale: clarification of intent & application of the 10 matches in the 1 st XI restriction should apply to all players of that Team, not just First Class Cricketers. There may be legitimate reasons for such a player to not be selectable in the 1 st XI, but in such cases a rationale would need to be provided by the club to PESC to give permission for the apparent excessive strengthening of their lower XIs in the latter stages of the season. Note: a First Class Cricketer still requires approval to play below Level 2 as per the 1 st paragraph of clause 2.1 which is being retained. E19 Addition to Clause 7.1 Complaints Procedure p84 It is proposed to insert a new paragraph G as follows: G) The PESC shall have the power to suspend the implementation of any part, or all, of the penalty it imposes for such period and subject to such terms and conditions it deems appropriate. Rationale: clarification of powers of this sub-committee. This same clause is already contained within D&C procedures 6.7 (page 92)
7 E20 Amendment to Clause 4 Inter Club Transfers. p82 It is proposed that a new clause 4.2 shall be added: 4.2) The above procedure need not apply to any Player who has not played for a Member Club in the TVCL (or HCPCL or lower league) in the current or either of the previous two completed Seasons. Instead they can be treated for the purposes of Clause 5 as a New Player, and although not subject to a mandatory completion of a Transfer Form, the Player/New Club shall still be responsible for any incorrect information provided to the TVCL. Rationale: Following the introduction of the TVCL website and including player details - there now needs to be a cut-off as to when a Players record lapses vs the restriction on organising Transfer Form from the previous club is no longer administratively suitable. END.
