(including juniors). **Juniors & Thirds please note starting times can vary according to ground availability Lives Scores are now on the website: ***IMPORTANT FOR ALL RESERVE MATCHES*** When the 3 rd quarter of a Reserves match is set to commence beyond 1:05pm the timekeepers of the match must alter the duration of the final two quarters. The timekeepers shall reduce the Reserves 3 rd and 4 th quarters by equal time, ensuring that the match finishes before 2:03 pm, timekeepers must consider a 5 minute ¾ time break when reducing the quarters. Fixture Amendment Requests by Participating Clubs for a change of the time date and/or venue of any football match must be received, in writing, by the EDFL no later than 5pm on the Monday preceding the match. Such requests must be submitted by the Club Secretary or President for consideration. Interval Times ¼ Time ½ Time ¾ Time 3 minutes 15 minutes 10 minutes (Under 15YGs, 13, 12YGs 11 & 9 Grades) 5 minutes FINALS ARRANGEMENTS In the event of a tie in a finals match, extra time will be played comprising of two (2) five (5) minute halves at each end. Time on will only be allowed in matches where time on is normally recorded. This extra time procedure will be repeated until a result is obtained. Coaches are not to address the Affiliated Clubs at any change of ends or half time in extra time. 4 Page

7 Underage Eligibility To begin playing Under 9 s football all players must be 7 years of age by April 30 To begin playing in the Under 12 YG s competition a player must be 8 by 1st January. It has been deemed however that the Under 12 YG s age group is most appropriate for players aged 9 and above. For all other age groups the eligibility of an underage player shall still be determined by the age of the player on the 1st January in a competition year. Under (must be 7 before 30th April) Under Under Under Under Under (must be 19 before 1 st July) 1999 Youth Girls Under 12 YG (must be 8 by 1st January) Under 15YG Under 18 YG Players Playing outside/up an age group Players are only permitted to play up an age level when the physical capacity and social sense enable them to adequately compete in the higher level and the recommendation is that the decision should be based on the benefits gained by the individual. Parental consent is necessary. Home & Away Eligibility A player is permitted to play matches in more than one under age competition on the one day/weekend in any home and away round providing that the player qualifies by age to play in those matches A player is not permitted to play in more than one Division in the under age competition on the same weekend Finals Eligibility Qualifying for Finals To be eligible to play finals with an affiliated club a player must play at least 4 home and away matches played on separate weekends for the club. See the EDFL By-Laws for further information regarding team eligibility for underage competition: Football Size/Requirements All match day footballs must be purchased from the EDFL Head Office and bear the EDFL Logo. Host clubs must supply two EDFL approved footballs. Senior Matches one of the footballs must be of new quality and the other of good reasonable quality. Clubs will still be able to utilize yellow bibs, with a view to phase out the bibs and adopt full Yellow Shirt and Short uniform. The move comes to further differentiate individuals performing official duties whom are out on the ground. If, during the course of a match a team is reduced to less than 14 players (12 Youth Girls) the match shall be forfeited and the Team Sheets shall immediately be signed on the ground in the presence of the field umpire and forwarded in the usual manner to the EDFL. 6 Page

9 UNIFORMS AND EQUIPMENT Jumpers and Shorts All players shall be attired in numbered Club Jumper / Guernsey. The number must be a one or two figure number (between 1 and 99), no two players in the same team shall wear the same number. Players shall wear: Black shorts or Team coloured shorts for home games. White shorts for away games. Team coloured socks for all matches All Club garments shall be as prescribed by the EDFL including relevant sponsors. Gloves Use of gloves by players in all Junior competitions is not allowed. However, should the player obtain advice from a medical practitioner the EDFL may grant the player approval to wear the glove. This approval must be available if requested to be viewed by the umpire to allow the player to participate in the match. Seniors players are permitted to wear AFL approved gloves, a list of these can be found on the EDFL website. Undergarments (such as Skins) Player s undergarments (lycra shorts) must be skin coloured (neutral or black) or the same colour as their team s shorts. Junior player are permitted to wear club coloured long sleeve jumpers or compression garments under their jumpers. These must be tight fitting, umpires may request the removal of undergarment if it is deemed to be dangerous. Mouth Guards Mouth Guards are recommended to be worn for all games of football. The EDFL mandates the use of mouth guards in all Youth Girls matches. Process for non-compliance in Youth Girls. o Umpire stops play; issues Yellow Card to player o Play recommences when a replacement player takes the field o Free kick to opposition team Protective Equipment A player must have written approval from the EDFL to wear any protective equipment in a match. The letter of approval must be available if requested to be viewed by the umpire to allow the player to participate in the match. The exception is a player s helmet which can be worn in all grades. Hair If a player (male or female) has their hair braided, and it swings free from their head when the head is moved, it may cause harm to another player if struck by the braid. Due to injury that may be caused, players are not permitted on the field with free braids in their hair. This includes plaited ponytails. 7 Page

10 Players with plaited ponytails will be instructed by the Umpire to either roll the plait into a bun, or remove the plait and play with a loose ponytail (as long as the pony tail does not hide the player s number). Jewellery Players are not permitted to wear jewellery of any kind whilst playing. Umpires will remove players from the field who are wearing Jewellery. Covering a piece of Jewellery with tap is NOT permitted. Nails Players nails must be short and smooth. Hijab (full head scarf) Youth Girls The EDFL supports the wearing of hijabs, long sleeve jumpers, and full skins to encourage active involvement of Youth Girls participants under religious or cultural constraints. Clubs are encouraged to make the League aware of all participants who will be involved in EDFL matches. Boots Football boots must be of an acceptable safety standard. No metal studs allowed. 8 Page

11 FACILITY PREPARATION Minimum FACILITY REQUIREMENTS Boundary Line Marking - Host Club shall have the boundary marked in the manner prescribed by the League and as set out in the Laws of Australian Football. The centre circle and centre square shall be as set out in accordance with the Laws of Australian Football. Siren - Host Club should provide a suitable sounding device/siren, Goal Flags - At least four goal flags Goal Posts - must be a minimum height of five (5) metres, 6.4 metres apart (for Open Age matches), with Goal Post padding as set out in accordance with the Laws of Australian Football. Scoreboards - shall be provided by the host club and in operation throughout the whole game. The scoreboard must be clearly visible to the goal umpires who shall check its accuracy at the conclusion of each quarter Coach and Official Holding Area Ensure that coaches and officials do not encroaching onto the field Prevents issues with players, coaches and officials getting too close to the boundary line whilst on the bench. This is a hazard at it impedes the boundary umpire s role and poses a risk for all players, coaches and officials. Junior Games Only - Exclusion Zone Around Coaches Box An Exclusion Zone around the (2) Coaches Box s will be erected by the host club. Bollards and yellow/black hazard tape should be used. The following dimensions are illustrated below: (Under 11, 12YG, 13, 15, 15YG, 17 and U18YG) All team officials on the Coaches box must wear a red I/D bib with their club name clearly identifiable. Even though a Team Manager may not be on the bench they are also required to wear a red bib. (Must be EDFL approved issue). 9 Page

12 MEMBER PROTECTION Set Penalties Set penalties are offered for the following indiscretions: Using abusive, insulting, threatening or obscene language Disputing a decision of an umpire Tripping another person whether by hand, arm, foot or leg Attempting to kick another person Any act of misconduct (MINOR) All other reports will be heard by the tribunal. All officials must front the tribunal with no set penalty offered. Tribunal Correspondence to Tribunal Secretary, Level 1, 78A Napier St, Essendon Ph Fax or stuart.b@essendondfl.com.au All players reported, and/or named in connection therewith, together with the witnesses are required to attend before the Tribunal at 78A Napier Street, Essendon by 7.00pm on the Tuesday following the match in which the report occurred. The Tribunal Secretary must be notified in writing before noon on the following Monday if a player/witness is not available to attend the tribunal hearing. Nonattendance will incur a fine of $ and/or immediate cancellation of permit to play. Club Tribunal Advocate It is the responsibility of the tribunal advocate to: Ensure that he/she is familiar with all league Rules pertinent to clearances and umpires charges arising from on field incidents. Ensure that he/she is familiar with all league Playing Rules. Ensure that he/she is familiar with procedures at tribunal hearings. Where an alleged charge is laid against a player or an opposition player is charged with an alleged offence against a Club player, obtain all documents relevant to that charge from the Secretary. Meet with player to develop case and brief player regarding the tribunal appearance. Attend the tribunal with player at the time and date set down by the League. Report outcomes of any hearing to the Secretary and appropriate Coach as soon as practicable after the conclusion of the hearing. Investigations All correspondence to The CEO, Marc Turri, Level 1, 78A Napier Street, Essendon 3040, Ph Fax All clubs requesting investigations to the EDFL must lodge their written request, (co signed by at least THREE senior committee members on club letterhead) and $ cheque no later than 6.00pm on the Monday immediately following the match. Appeals The Appeal process can be found the EDFL Rules & Guidelines, Rule No 25, particularly Appendix A - Tribunal and Appeals Board Procedure Appendix B - Appeal Form. Appeals should be lodged by no later than the day immediately following the tribunal by noon on the appropriate form Appendix B. 10 Page

13 CLUB ROLES AND RESPONSIBILITIES Code of Conduct Any player, parent, club official, umpire or spectator must conform to the leagues Code of Conduct. Copies are available on the EDFL website. Registrar It is the responsibility of the registrar to: Register all new players within the league guidelines Register copy of injury reports Process insurance claims Security of all teams players votes Number of games played by player To follow up with teams and ensure players are registered and able to play. Follow up with Treasurer on outstanding fees Pass onto club Secretary all player contact details to ensure club database is always accurate. Team Manager (must register the same as a player) It is the responsibility of the team manager to: Ensure all players are either currently registered with the League or has an approved clearance from previous Club Provide the Secretary with a list, in jumper number order, of all players and keep all players lists updated as every change is made Check jumpers are in good order at all times and have appropriate sponsors logos attached if required Ensure other support staff has been appointed and are in attendance as required To be responsible for issuing all paperwork to the respective club officials. Instruct all club officials what their duties are and ensure they are correctly dressed. Team Sheets to be handed to Field Umpire 15 minutes prior to the start of the game, ensuring that any club supplied boundary/goal umpire names are listed on the Umpire Match Report sheet. Coaches All Coaches must be at least Level 1 accredited to coach any teams in the EDFL. Each club must ensure that its coaches have correctly filled in and lodged the registration form on SportsTG prior to the coach commencing their duties in that Football Season. When registering online all coaches must ensure to fill in Member Type as Coach and provide the accreditation number listed on your coaching accreditation card as well as your Working with Children Check (WWCC) identification number. They must lead by example and are not to get involved in any altercation verbal or physical with opposition Officials or Players, Umpires, Spectators or Board Members. Junior Coaches must be clearly identifiable wear a red bib on game days. ALL COACHES MUST BE ACCREDITED TO AT LEAST LEVEL 1. Runner It is the responsibility of the runner to: Deliver messages from the coach to players whilst each quarter is in progress. Deliver the message as quickly as possible and return to the coaches box immediately. Not loiter on the ground. Not interfere with any players or officials throughout the game. Be correctly attired in accordance with league requirements 11 Page

14 Trainers Each team must have one accredited sports trainer per team. Accreditation level must be in accordance with EDFL By-Laws. Each club must ensure that an accredited trainer attends and is available during each match in which its football team participates and be available for the duration of the match. All junior coaches and trainers (seniors and juniors) are to wear identification bibs. Trainers must be registered on SportsTG Where possible Club and trainers are to have access to Defib, First Aid Kit and Ice. ALL TRAINERS MUST BE ACCREDITED TO AT LEAST LEVEL ERC. Water Persons Water persons are to conduct themselves the same way as the trainers. They must also wear the green bib and are not to act as a second runner. Water persons for senior games must be at least 16 years of age. Thirds, U19.5, Reserve & Seniors; ONLY two water persons per team permitted. In addition, all Water Persons when not out on the ground must position themselves outside the boundary line and adjacent to the 50 metre arc line. Competition Maximum Number Under 13 s and below Nil Under 17 s and above Under 13 s Two (2) All other Competitions Two (2) If the teams coach s boxes are within 30 metres of one of the 50 metre arc lines then they must position themselves either at the other end or opposite side of the ground to their teams coach s box. Umpires Escort: Must be a person capable of holding the role and dealing with spectators and officials if required. Escort the umpires from their change rooms to the centre of the field prior to the start of each match. Escort the umpires from their assembly point on the field to their change rooms at half time. Escort the umpires from their change rooms to the centre of the field after the half time break. Escort the umpires from their assembly point on the field to their change rooms at the conclusion of the match. Stand with the umpires during the quarter and three quarter time intervals and present water Scoreboard Attendant: Host Club must ensure that the scoreboard is up-to-date at all times during a match. Scoreboard attendants must be at least 12 years old or, in the opinion of the Field Umpire, of sufficient age to be competent to perform the task. Time Keeper It is the responsibility of the time keeper to keep time for each quarter of the match Record on time cards the time taken to play each quarter and the time in which quarters commenced. Lodge completed time cards with the Team Manager after the game has finished Sound the siren in accordance with the procedures contained in the league rules and regulations. Stop the clock used for timing of each quarter as required by the league rules and regulations. Perform any other function as may be directed. 12 Page

15 Match Day Official (Juniors Only) Match Day Official must wear a yellow bib including their club name. (Must be EDFL approved issue). Each junior team should nominate a Match Day Official who will wear a yellow bib (EDFL issue). During the course of the match, in conjunction with their opponents Match Day Official, both shall deal with any unsavoury behaviour. The duties and responsibilities of this official should be in accordance with the AFL Kids First program philosophies. Please ensure the Match Day Manager is not undertaking any other role during these matches. The role and duties are: Encouragement at all times encourage parents and spectators to observe the Code of Conduct and display positive behaviour. Public Relations assume a public relations role with parents and supporters and reinforce the philosophy of AFL Kids First and Code of Conduct. Observance and Presence maintain a clear but calm presence at all times. Monitor and communicate with appropriate club personnel and parents as required. Report where necessary, report serious and/or continued breaches of the Code of Conduct to their club officials. Club Umpires Both clubs (except where provided by the League) must supply umpires for each match and must wear a white I/D bib. Goal Umpires are to wear a clean white coat/bib and carry a pair of clean white flags. The Boundary Umpire to wear white bib and carry a whistle. No club umpires are to abuse or question decision of the field umpire or communicate with any player. The team manager will ensure the names of the club supplied Goal & boundary umpires are written onto the Match Day Report no later than the end of the half time break. The Home Team Manager is also responsible to ensure that all official umpires are offered a drink at all breaks in the game. 13 Page

16 Media Requirements Senior Team - Submission of Selected Sides Seniors Each club must submit their selected sides in the Senior into the system prior to 12 noon on the Friday preceding a round of matches. Players must be named in their corresponding position and must also have their allocated number entered into the system. Should any player take the field outside the 22 named players and 3 emergencies, a fine per player not named will be enforced upon that club unless the club can provide evidence to support a valid reason for the change. Clubs participating in matches that are scheduled to play of a Sunday will be permitted to submit an extended bench of 10 players (4 interchange plus 6 emergencies) however sides still need to submit all players in position and with jumper numbers. Failure of a Club to correctly submit a side to the system shall result in a fine. Live Scoring As introduced for the 2016 Season, the home club is required to provide ongoing Live Scores for every senior game via the SportsTG At Game LiveScore system (not required for reserves, U19.5s, Thirds or womens) Clubs are required to keep this score up to date for the entirety of the game. The live entry of goal kickers is also available, but not required. Once LiveScore is activated at the start of your game, the live score is automatically available to the public Live Scores is a major item promoted heavily by the EDFL through its record, website, app and social media and in 2016 it was a very popular feature of the EDFL s game-day coverage Match Day Paperwork PRE- Match - JLT Match Day Checklist All competing clubs are required to complete a Matchday Checklist to evaluate potential injury and accident causes on and around the player and public areas. It also allows club officials to identify safety concerns and record any actions required to address these concerns. The checklist is to be completed on-line using a mobile device (Iphone, Ipad or Android) which enables JLT to ensure the checklist has been completed. The checklist must be completed prior to any matches commencing and be completed with a representative of all competing teams. The home club is to provide the mobile device. WiFi access is not required to complete the checklist As a last resort a hardcopy can also be downloaded and completed Home team manager is to inspect playing surface and surrounding area prior to the start of the first game and complete the JLT Match Day Checklist ensuring a copy is given to the umpires at least 15 minutes before the start of the first game. Ensure easy access to emergency phone numbers and supervise the car park to ensure there is access to emergency vehicles e.g. Police Ambulance. Identify NO GO ZONES and block from normal use (general areas of possible risk). 14 Page

17 Team Sheet Process A Team Sheet shall: (a) list the names and numbers of the Players in the Team; (b) identify the Interchange Players; (c) identify the captain; and (d) list the name of the Coach, Team Runner(s) and any other Official participating in the Match. Any player that has been granted a permit or exemption to play in any game (where they would otherwise be ineligible) must have a P written next to their name The Team Manager from each Team shall complete and lodge with a field Umpire its Team Sheet no later than 15 minutes before the scheduled commencement of a Match. Teams can have up to 25 players (seniors)/27 (reserves/underage) listed on the team sheet but must put a neat and clear straight line through the three emergencies names Electronic Match Day Paperwork Home Team Manager is responsible to take the Host Club Electronic Tablet to the umpire s room so they can complete the match day reports. Paperwork such as signed ground inspection form, team sheets, time keeper cards, time keeper score cards and the order off cards will still need to be handed into the umpires and put into one envelope for that ground. An umpire from the last game is to take the envelope to the EDFL offices at Windy Hill and place it in the big white letterbox. All other match day information will be recorded electronically including reports. How will it Work in Summary: EDFL has provided each club an Electronic Tablet. The tablet will be used for the Umpires Electronic Paperwork. **Clubs who use more than one home ground of a Sunday will be required to supply an Electronic Tablet for any second or subsequent ground.** WiFi - Clubs need to ensure that there is Wi-Fi access to the umpire s room. After each game the Team Manager is to take the tablet to the umpires change room so the umpire can put in the match report and any player/official report/s. Once the umpire submits the reports, each club will receive an with information of fines (if any), exactly the same as previous paperwork. If a player or official is reported the nominated s will receive the report, the Secretary will forward on the report to the player/official. ANY DOUBT ON COMPLETING THE ELECTRONIC UMPIRE MATCH REPORT PLEASE CONTACT KEN WATERS FOR HIS ASSISTANCE ON Electronic Match Report Team managers must provide the umpires with the timekeepers cards and score cards Check them to ensure the scores match. Umpires will collect the Timekeepers cards, Goal umpire s scorecards, Order Off Card, the two team sheets, the pink Umpires Match Report, the votes and any reports should be placed in the envelope provided. UNDER NO CIRCMSTANCE SHOULD TEAM MANAGERS GET INVOLVED IN DISCUSSION WITH TH UMPIRES(S) ABOUT ANY REPORT, THE WAY YOU MATCHES HAVE BEEN OFFICIATED OR FINES IMPOSED ON MATCH REPORT. 15 Page

18 Any matters from the weekends matches must be submitted to your club secretary to be forward to the EDFL for consideration. Electronic Report Form An with all the details of the report will be sent to both clubs when submitted. NOTE Report when issued a Yellow Card When an umpire has issued a Yellow Card the reported player will be offered a set penalty. Report when issued a Red Card A player who is reported and shown a Red Card will NOT be offered a set penalty. The player will be required to attend the tribunal. Any club official who is named on the team sheet, e.g. coach, team manager, runner, umpires escort, time keeper, trainer, boundary umpire, goal umpire or water person who commits a reportable offence either before, during or after the match must be reported on the electronic report sheet. (The charge is then referred to the EDFL tribunal) If the offence takes place after all the paperwork has been finalized and signed off by the team managers, the umpire will still fill out the incident on the electronic report sheet. (The charge is then referred to the EDFL tribunal). If unable to advise the report to the team managers, the umpire/s are to report the incident to the EDFL Football Operations Manager Stuart Balloch on on the same night the incident occurred, so that the Football Operations Manager can contact the club and inform them of the report. POST MATCH - RESULTS - SENIORS Team Manager/Club Official is responsible for the entering of scores ONLY for both teams on the internet by no later than 5.30pm on Saturday, they are also responsible for making any team sheet amendments (e.g late inclusions/omissions) and the inputting of Goal Kickers and Best on Ground details. SENIOR REPORTS (If for any reason the internet is down fax Team Sheet to the EDFL Fax No or call Football Operations for further instructions. (Please note: the league will only be responsible for entering the scores, you will be required to enter your own Best Players and goal kickers once the internet is available). POST MATCH - RESULTS - JUNIORS Home Team Manager is responsible to take the Electronic Tablet or Electronic device to the umpire s room so they can complete the match day reports. Home Team Manager/Club Official is responsible for the entering of scores for both teams on the internet by no later than 5.30pm on Sunday, they are also responsible for making any team sheet amendments (e.g late inclusions/omissions) and the inputting of Goal Kickers and Best on Ground details. If you are unable to enter your scores on to the online program please inform your club secretary on Sunday. 19 Registrations/Transfers/Re-registration Player, Coach, Trainer and Team Manager The EDFL Official Registration/Transfer form is to be completed by all new players, coaches, trainers and team managers. Everyone must be registered and/or transferred prior to taking the field, fines and or loss of match points can apply for playing unregistered/non transferred players. Player registrations can be lodged/approved by the club once they have confirmed a player s date of birth from the Original Birth Certificate or Extract, Passport, Student Photo I/D. Players coming from the Auskick must still provide a copy of Birth Certificate or Extract. Online Player, Coach, Trainer and Team Manager Re Registration for new Season Everyone is now required to re register their intention to play this season by using the new Online Registration process by the end of March each year Clubs will inform players, coaches, trainers and team managers of their username and password to gain access to the site, then the player can update their address, mobile and information. It is also important to note that everyone can update their information as needed anytime during the season and check their career game statistics. Player Registrations Refer to On Line Membership System Manual All players must be registered PRIOR to taking the field of play. Players/parents can now register a pending application to join a club via the new on line registration process. Once a club has confirmed their registration and have provided suitable Identification on file, they are then eligible to play. Player Registrations Transfers If any player requires a Transfer, the club can process their application through the online Transfer Section on Footyweb. Under no circumstances can a player play unless the Transfer is approved by ALL parties involved in the Transfer Process including this league. Any breaches to these regulations may result in loss of match points and possible fines. Junior Registrations Refer to On Line Membership System Manual As above (player registrations) Juniors are also required to verify their date of birth by supplying a copy of their Original Birth Certificate/Extract of Entry, Passport or School Photo I/D with their signed registration form. Registration Forms must be signed by the players Parent or Guardian. Support Staff Compulsory Registrations on Database All coaches, team managers, trainers, waterperson, and timekeepers are required to be entered into the SportsTG database including their appropriate Accreditation details. (e.g. Coaching or Trainer Accreditation, Working with Children Check). 17 Page

20 2017 RULES All EDFL Rules and to be considered in accordance with the AFL Laws of the game and the EDFL By-laws Order Off Rule If a player is involved in an incident on the football field they may be shown a card and ordered from the field. The following table illustrates what each card represents, all players sent from the field can be replaced immediately by a player on the bench. CARD OFFENCE SANCTION Red Card (Major Reportable) CANNOT RETURN Yellow Card (Minor Reportable) 15 MINS Blue Card (No Report) 15 MINS 20 ORDER OFF RULE 20.1 In all competitions conducted by the League, the following order off procedures shall apply: A. Where a Field Umpire has reported a player for a breach of the laws of Australian Football that player shall, where the reporting umpire considers the player s conduct is of such a serious nature that the player should not participate any further in the game: (i) be shown a Red Card; (ii) leave the playing surface immediately; and (iii) not be eligible to participate in the match for the remainder of that match. B. Where a Field Umpire has reported a player for a breach of the laws of Australian Football, that player may: (i) be shown a Yellow Card; (ii) leave the playing surface immediately; and (iii) not be eligible to return to the playing surface until 15 minutes playing time (not including any breaks that might occur) has elapsed from the time the player left the playing surface following the report/yellow Card. C. Where a Field Umpire considers that a player is behaving in an unduly aggressive and unruly manner or in any manner that would bring the game into disrepute, that player may: (i) be shown a Blue Card; (ii) leave the playing surface immediately; and (iii) not be eligible to return to the playing surface until 15 minutes playing time (not including any breaks that might occur) has elapsed from the time the player left the playing surface following the Blue Card. In each of the above circumstances, the player shown the Red, Yellow or Blue Card, as the case maybe, may be replaced immediately Where a Field Umpire proposes to issue a Red, Yellow or Blue Card to a player the Umpire shall: A. Show the player Red, Yellow or Blue Card as applicable by holding the Card above the umpire s head for a period of five (5) seconds; B. Inform the player that the player is to leave the field immediately; C. Hold the applicable Card aloft above the umpire s head for a further period of five (5) seconds in the direction/s of both the interchange bench of the team of the player who has been shown the card and in the direction of the timekeepers The timekeepers of the match shall determine when the 15 minute time period has elapsed A player who has been shown a Yellow Card on two separate occasions in the same match by the Field Umpire/Umpires must be ordered to leave the playing surface and shall remain off for the remainder of the game but such player can be replaced by the player s Club with another player immediately Where a player has received three (3) blue cards in a season, the player shall be automatically suspended from playing for one (1) match. The player shall receive a further suspension of one (1) playing match for every third blue card received. The suspensions shall take place on the date/s, as advised by the League, in writing to the Secretary of the Affiliated Club the player is registered with Club Officials All competitions In all competitions conducted by the League, where a Field Umpire has reported an official of a Club, that official shall leave the Playing Surface immediately and shall remain off for the remainder of the game (except in the case of a trainer or other recognised medical official) but such official can be replaced by the official s Club with another official after 15 minutes playing time (not including any breaks that may occur) has elapsed after the reported official was ordered off. In all competitions conducted by the League, where a Field Umpire has reported an official of a Club, that official shall leave the Playing Surface immediately and shall remain off for the remainder of the game (except in the case of a trainer or other recognised medical official) but such official can be replaced by the official s Club with another official after 15 minutes playing time (not including any breaks that may occur) has elapsed after the reported official was ordered off The application of Rule 20 Order Off Rule shall be reviewed at the end of the 2017 Season. 18 Page

21 MELEE RULE (For Seniors, Reserves, Thirds and Under 19 Competitions) A melee is an incident which occurs prior to, during (including the quarter time, half time and three quarter time intervals) or following the completion of an EDFL match, and: is an incident of a character which in the opinion of the umpires and/or an EDFL Board Member and/or the Chief Executive Officer is likely to: prejudice the interests or reputation of the EDFL; or prejudice the interests or reputation of the EDFL competition; or bring the game of football into disrepute. involves eight or more players and/or officials of the opposing teams who; are aggressively or forcefully engaging in grappling, pushing, shoving, tripping, wrestling or other like acts which would potentially constitute a Reportable Offence in relation to that player or official of the opposing team; and it occurs over sustained period of time where such incident has the effect of preventing or hindering the start or continuation of the game; and Umpires are to report any melee (as defined above) that occurs on the ground on the official Match Report Sheet and Clubs will be fined $ for the first offence in a game, $ for a second offence in that game and $ for each additional offence in that game. Depending on the circumstances of the incident(s) it is up to the Umpires discretion whether to impose a fine on either or both Clubs as per the above definition. In using this discretion, the Umpires shall have regard to the following factors: The team whose player/s and/or officials instigated, provoked and/or prolonged the incident that led to the melee: and Whether the number of player/s and officials from one team involved in the melee were significantly greater than the number of players and/or officials from the opposing team. An EDFL Board Member who considers that an incident witnessed by them at a match constitutes a melee within the above definition shall provide details to the Chief Executive Officer who can also impose a fine at the levels set out above. Nothing in this Rule precludes an Umpire from reporting a player for a reportable offence committed during a melee. This Rule may be reviewed and altered at the end of each season as necessary. RUCK RULE/3rd Man Up Interpretation for 2017 and Beyond New Law Free Kicks 15.5 Relating to Rucks The field umpire shall award a free kick against a player where they are not the designated Ruck at a throw up or boundary throw in ruck contests. Implementation into the Women s, U19, Reserve, Thirds and Senior Competitions The field umpire will call for nomination of the designated ruckman. If a team fails to nominate a ruckman on the second request, the umpire will award a free kick for time wasting. The field umpire will call play on for any off-line boundary throw in or field throw up and the ball can then be contested by any player from either team. A boundary throw in or a field throw up which cannot be contested, shall be recalled. 19 Page

22 Implementation into the U11 to U17 Junior and all Underage Girls Competitions The field umpire will call for nomination of the designated ruckman. If a team fails to nominate a ruckman on the second request, the umpire will nominate a player to contest the Ruck. The field umpire will call play on for any off-line boundary throw in or field throw up and the ball can then be contested by any player from either team. A boundary throw in or a field throw up which cannot be contested, shall be recalled. Spirit of Fair Play Policy Spirit of Fair Play Policy is applicable to all divisions of U9s, U11s, U12YGs U13s, U15s, U15YGs U17s and U18YGs only. Where one team cannot field a full compliment on the team sheet, this policy applies to equalise the numbers for competing teams The team with the greater numbers shall field no more than one (1) additional player on the field The Juniors Spirit of Fair Play policy is essentially designed to even up the number of players on the field so that if one team is struggling for numbers in a particular game, e.g. there are only 15 players available, then the opposition team can only field one additional player on the field, in this example 16 players (15 + 1). Policy in application Firstly, Clubs are encouraged to take advantage of the Special Permit system which allows teams with lesser numbers to borrow players from an opposition team who has greater numbers to allow both teams to take the field with an even number of players. If for any reason it is not possible to borrow players from another team, then the team with the greater numbers shall field no more than one (1) additional player on the field, to that of the team with the lesser numbers i.e. if team X only has 15 players, then team Y is restricted to 16 players on the field. Where there is a reduction in players on the field, the bench can be extended to allow 24 players to compete in the game i.e. where 16 players are on the ground, the team with the greater number of players may have up to 8 on the bench (allowing 24 players to be named on the team sheet) Where a player is sent from the ground under the send-off rule, the opposition team is not required to reduce their numbers on the field to accommodate the reduction in player numbers Where a player is sent from the ground under the send-off rule and that team falls below 14 players, rule 6.1 of the EDFL by-laws shall apply Where an injury has occurred that has reduced the number of players on the field, the opposition team with the greater numbers shall, upon polite request from the opposing Team Manager, reduce the number of players on the field by one Where a player is injured and cannot return to the field and that team falls below 14 players, rule 6.1 of the EDFL by-laws shall apply Where a team has more players on the field than this policy allows, the team shall be considered to have too many players on the playing field. In such situations the Board of Management will deal with this indiscretion as it sees fit. 20 Page

23 Club minimum numbers Rule 6.1 of the EDFL By Laws: An Affiliated Club not fielding at least 14 players (12 in Youth Girls) 20 minutes after the scheduled starting time of the match shall forfeit the match. If, during the course of a match a team is reduced to less than 14 players (12 for Youth Girls) the match shall be forfeited and the Team sheets shall immediately be signed on the ground in the presence of the field umpire, endorsed by him and forwarded in the usual manner to the CEO. An Affiliated Club forfeiting the match shall pay all umpire fees in full. Junior Special Permits If a team is unable to field 14 players they may borrow players from the opposition provided they fill in the Special Match Permit Form which allows a player to play with the opposition for that game only. This applies to the U9, U11, U12YG, U13, U15YG, U15, U17, U19.5 & U18YG age groups only. (A Special Match Transfer Form allows a player to play up to four (4) games from the date of issue). These completed and signed forms will be given to the Umpires prior to the start of the game.
