5 THE SPIRIT OF CRICKET Australians are justifiably proud of the place sport has in their daily lives. However, what is equally important to all of us involved in cricket is the way the game is played and the manner in which all participants conduct themselves. Cricket can be a highly competitive game, however it is important to always play within the spirit of the game. The Spirit of Cricket is fostered by the values that you (as a volunteer administrator, coach, teacher, parent or player) bring to your team, Club and the game itself. The following elements will guide you in applying the spirit of the game and fostering fun, healthy and effective development of the spirit within your cricket community. TIPS FOR CLUBS: Acknowledge players and recognise the efforts of those playing in the right spirit! FAIR PLAY According to the Laws of Cricket, umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain or coach to take action where required. The captain and coach are responsible at all times for ensuring that play is conducted within the spirit of the game and within the Laws. Captains, coaches and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution by playing the game in good spirit and fairness. Examples of where a player fails to comply with the instructions of the umpire include; Criticising, by word or action, the decisions of an umpire; Showing dissent; Behaving in a manner which might bring the game into disrepute Within the Spirit of Cricket, there are certain unwritten laws or practices that should be followed as a means of respecting the game, your opponents and your team. It is against the Spirit of the Game to: Dispute an umpire s decision by word, act or gesture Direct abusive language towards an opponent or umpire Participate in cheating. Such instances include; a) Appealing when knowing the batter is not out Advancing towards an umpire in an aggressive manner when appealing b) Seeking to distract an opponent, either verbally or by harassment, with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one s own side 5

6 Respect The Spirit of the Game involves respect for: Your opponents Your captain, coach and team. The role of the umpires Umpires Managing the Match Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair TIPS FOR CLUBS: Put up a welcome sign on the opposition change-rooms. As the home team, clearly mark the opposition s area of change-rooms and make an effort to provide an overview of facilities. Place signage specifically welcoming the opposition. 6

7 PART A: ADMINISTRATION 1 INTRODUCTION Darwin and Districts Cricket Competition 1.1 The Junior Committee (the Committee) shall operate as a sub-committee of the Darwin and District Cricket Competition (DDCC). The Chairman and Vice Chairman of the Committee shall be appointed by the DDCC. 1.2 The remaining members of the Committee shall consist of one delegate from each Club entering a junior team / junior teams. 1.3 The Committee may also co-opt members appropriate to its needs (eg: NT Cricket Game Development Officer). 1.4 Rules (a) The following shall be known as the Rules of the Junior Competition (the Competition) and shall be binding on all affiliated Clubs. All matches shall be played in accordance with the Laws of Cricket. All Rules are to be read in conjunction with the Laws of Cricket. Unless otherwise stated in these Rules, the Laws of Cricket take precedence and the game is played accordingly. Whilst the Rules are designed to mainly cater for conditions unique to our Competition, they are also designed to protect the integrity and spirit of the game of cricket, its governing body, members, players, umpires (officially appointed or otherwise), spectators and supporters. (b) The Junior Committee endorses Cricket Australia s Well Played document which contains relevant codes of behaviour for all involved with the game. These codes of behaviour are in place to protect players, spectators and officials from incidents that bring the game into disrepute and shall be adopted for use in our competition. All clubs shall actively support and distribute these codes of behaviour each season. These codes are binding on the conduct of Junior Cricket. (c) The intention of these Rules is to ensure that cricket in this Competition is played and administered in keeping with the true spirit of the game. (d) Where a matter arises which is not otherwise provided for in these Rules or the Laws of Cricket, the Committee shall have the power to determine the matter as it sees fit. (e) There will be occasions where some matters require urgent attention and / or decisions. The Chairman is empowered to adjudicate and shall use their discretion when deciding which matters require deliberation by The Committee. 2 REGISTRATION 2.1 Clubs are required to nominate their team(s) and a suitably qualified coach and/or manager, prior to the commencement of the season, in enough time to allow for competition draws to be produced. Teams without a coach and/o manager will not be accepted. Clubs will be further required to forward: (a) Team nomination fees (as determined by the DDCC) and (b) A list of officials of their junior teams. A such list will include: 7

If delivering the MILO in2cricket program or MILO T20 Blast program, the team official is required to have completed the relevant training module as well as the Introduction to Cricket Online Course. All coaches are also required to have obtained a current volunteer WWCC (Ochre Card). 2.2 Acceptance of junior team nominations shall be at the discretion of the Committee. Associated nomination fees shall be paid in conjunction with the senior team nomination fees. 2.3 No unregistered team may earn competition points. 2.4 (a) Where the Committee is advised in writing by a Club that they, or one of their teams, are withdrawing from the competition, points for teams drawn to play them will thereafter be allotted on the basis of the average points earned by the opposition in all previous matches against the now withdrawn team(s). (b) Where a team forfeits three (3) consecutive matches, that team shall be deemed to have withdrawn from the competition, and points earned by clubs drawn to play against that team in future matches will be allocated as above. (c) Under exceptional circumstances, the Committee (by majority vote of those delegates actually present at that meeting), may vary Paragraph (a) of Rule 2.4 above. (d) If possible, when teams withdraw from the competition, the draw shall be rearranged to maximise playing opportunities. This is aimed at preventing situations where one team has a scheduled bye and another team does not play due to the forfeit. Consideration will be given to the remaining games in the season, availability of grounds, and fair and equitable allotment of points. 2.5 The team(s) of any club shall consist of only those persons who are registered. (a) All players duly registered with a club in the preceding season shall be automatically registered with the same club for the current season. Each season, clubs must confirm their registration list is updated on the MyCricket website with current players prior to Round 1. (b) Players not registered in the preceding season may be registered by:- i. Completing an Online Registration Form for their chosen club through the PlayCricket website ( ii. iii. In the case of a new player completing a hardcopy club registration form; their chosen club must create them as a player on the MyCricket website and fill out the required fields as on MyCricket and those required to completed by the club in the club hardcopy registration form. If necessary, complying with the Rules relating to Clearances / Transfers from previous clubs on the MyCricket website. 8

9 iv. (New players/participants must be registered for their chosen junior club on MyCricket prior to playing for that club) NO OTHER FORM OF REGISTRATION WILL BE PERMITTED. (c) All players must provide proof of their date of birth to their club. (d) All players must be registered online through MyCricket and selected in the team prior to the start of the first day s play for each match (this will allow for live scoring during junior matches and easier MyCricket data entry following the completion of each day s play). 2.6 (a) If a club has two teams in one junior grade, the players in each team must be aligned to the separate squad on MyCricket (i.e. John Smith is listed under the Darwin Blue team squad and not the Darwin Red team squad, both competing in the Division 2 competition). Transfers between the teams must be notified on the prescribed form and lodged with the match report for that match. No internal transfer will be accepted after a player has played more than two thirds (2/3) of the home and away games with one team, without prior approval of the Junior Committee. (b) Transfers proposed for finals matches must be approved by the Junior Committee prior to the said final. 2.7 The Junior Registrar shall provide each club with a list of all players registered with that club in the preceding season. This list must be in the hands of each club delegate, fourteen (14) days prior to the commencement of the current season. 2.8 Failure to observe provisions of Rule 2, (Registrations) shall result in the team which the player has represented, forfeiting all match points for the match or matches concerned. 2.9 A player who was registered with a club but has not played with that club for two (2) or more seasons, shall be granted a clearance within five (5) days by their previous club, providing that he/she has no financial debts to that club A player who desires a transfer from one club to another during the course of a season must first obtain a clearance on the appropriate form from their previous club. This club shall deal with clearance application within fourteen (14) days of the lodgement of that form and shall confirm the clearance application through the MyCricket website In the event of any junior team withdrawing from the competition, as referred to in Rule 2.4, financial players of that team will receive an automatic clearance to play for another club or team of their choice Any player unable to obtain a clearance from their club (including players denied automatic transfers under the provisions of rule 2.11 above) shall have the right to apply directly to the Committee for a clearance. The Committee shall appoint a Sub-Committee to hear such an application and they will have the power to grant the clearance to the player if satisfied with the situation Clearances are to be put through the MyCricket website. Until such advice as to clearance is given, the player concerned shall not participate in competition games for their new club. The player must also be registered with their new club after the clearance procedure has been finalised Any registered player from one team may play with another team, who are short of numbers on the day. This player shall be noted on the score-sheet as player on loan. Adherence to The Spirit of Cricket principle shall be observed by all teams when using players on loan Failure to observe the provisions of Rules 2.9, 2.10, and 2.11 (relating to transfers and clearances) will result in forfeiture of all 9

10 competition points obtained in games in which the player has participated prior to advice being received. 3 COMMITTEES, SUBCOMMITTEES AND PANELS 3.1 The Committee may vest any of its powers to such sub-committees and panels as it may from time to time appoint with or without power to act. 3.2 NT Cricket will appoint a Junior Disciplinary Panel (GMD Manager, Club and Competitions Officer, Junior Chair). The Junior Disciplinary Panel will decide reports forwarded to it by the Committee. Such reports may consist of complaints received of actions by a player, team official or spectator, during a match, or in the time immediately prior to or following a match, which are contrary to the Laws of Cricket or these Rules. 4 FINES 4.1 If a fine incurred by a player or club is not paid within one (1) month of the date the fine was imposed, the club concerned for whom the player competes, shall not receive any match points or percentage points in any match until the fine is paid. 4.2 If a fine is imposed on a player or club and remains unpaid at the end of a season, no match or perecentage points may be earned by the club concerned at the commencement of a new season, regardless of whether the fined player remains in their Junior grades or not. 5 GRADING Teams competing in the premiership competition shall be divided into divisions, based on playing ages: Division 1 (17 and Under; aged 17 or Under on 31 st December in the previous year) Division 2 (14 and Under; aged 14 or Under on 31 st December in the previous year) Division 3 (12 and Under; aged 12 or Under on 31 st December in the previous year) 5.1 The Junior Committee may decide to form Grades within the Junior Divisions (i.e. Division 1 Blue Shield, Division 1 Red Shield) to ensure that all participants are playing a standard of cricket at their appropriate level. In this case, 3 grading games will occur at the beginning of the season to determine where teams shall be graded. Clubs with 2 teams in the same Division are highly encouraged to have at least one team in the Blue Shield (top-tier) competition. 5.2 No junior shall be allowed to transfer to a lower grade (i.e. Blue Shield to Red Shield) after they have played more than two thirds (2/3) of the home and away rounds in a higher grade, without the approval of the Committee or its delegate. No junior shall be permitted to transfer to a lower Division (i.e. Division 1 Division 2) at any time during the season unless otherwise approved by the Committee or its delegate. 5.3 Failure to comply with Rule 5.2 (transferring to a lower grade having played 2/3 of the season of the home and away rounds in a higher grade), shall result in the forfeiture by the offending team of all competition points gained in the match or matches concerned. 5.4 (a) In junior grades, to be eligible to play in a finals match, a player must have played a minimum of 6 playing days in that division, in that grade, during the season, for the specific team. This applies to loan players as well. 10

11 PLEASE NOTE: Players that have transferred clubs with less than 6 playing days left in the season must play at least 4 playing days with the club concerned in the Division concerned (e.g. Jason Guisseppi is transferred from PINT Division 2 Blue to Waratah Division 2 Blue with three one-day matches and a two-day match remaining in the home and away fixture for that Division [that s 5 playing days left in the season]). Jason must play at least 4 of the 5 playing days remaining in the season with the Waratah Div 2 Blue side; if there are less than 4 playing days remaining, Jason will not be eligible to play finals for the Waratah Div 2 Blue side unless otherwise approved by the Junior Committee. (b) At the Committee s discretion, players may be selected to play in finals in extreme circumstances (e.g. their club has forfeited its team and they have had to transfer clubs with less than 4 playing days remaining in the season). EXAMPLE: i. In junior grades, where clubs have more than one team in the same Division and Grade (i.e. two teams in Division 3 Blue Shield), to be eligible to play in finals, a player must have been formally transferred and played in at least 6 playing days during the home and away matches with the team concerned. ii. A player from the Darwin Heat Division 3 Blue team can t play in the finals rounds for Darwin Eagles Division 3 Blue team, unless they were transferred to the Eagles team, and had played 6 playing days with that team, prior to the finals round. iii. Players must have played 6 playing days for the specific finals team to qualify for finals (e.g. Division 2 Red team made finals, Division 3 Blue did not). A player may only play in finals for the Division 2 Red team if they have completed 6 playing days in the Division 2 Red Division. PLEASE NOTE: In the rare case where the Division 2 Red finals team are short of players, players in Division 3 may be taken into consideration even if they did not play 6 playing days in Division 2 Red, however, the club must seek prior approval from the Junior Committee or its delegate. A Division 2 player, who is eligible (age-wise) but has not played 6 playing days in Division 3, cannot play Division 3 finals. Players who are granted permission to transfer to a lower grade will only be given permission to transfer down the least amount of sections (i.e. Division 2 Blue to Division 2 Red, or Division 2 Red to Division 3 Blue). In the case where a club requests a player to move more than one section as they do not have teams in a grade, the Committee or its delegate shall decide whether the player is permitted to move down (i.e. PINT do not have a Division 2 Red team but would like to move a player from Division 2 Blue to Division 3 Blue). (c) Special consideration to allow players, not qualified as per rule 5.4(a), to compete in the finals may be granted by the Committee. A submission must be presented to the Committee for deliberation at a general meeting. Two-team clubs that have players from a lower age group fill in or play up in a higher age group shall not be restricted to allow the players to play for either team in a higher age group. EXAMPLE: A Darwin Division 2 player can play Division 1 for their Blue and Gold team. They may play for both higher age teams, however they must play at least 6 playing days with the specific team that has made finals to be selected in finals. 5.5 Failing to adhere to Rule 5.4 (eligibility to play in finals matches) will result in the forfeiture of the match by the offending team. 5.6 To be eligible to compete in a Competition, players cannot have attained the relevant age prior to the 1 st January in the same year. (e.g. A player cannot turn 13 on any day prior to the 1 st January 2016, to be eligible to play in a Division 3 (12 and Under) team in 11

12 the 2016 DDCC season). Further example: John Brown turns 13 on January 1 st John is eligible to play in Division 3 (12 and Under) in 2016 as he was not 13 years old prior to January 1 st The grades will be known as: Division 1 (17 and Under; aged 17 or Under on 31 st December in the previous year) Division 2 (14 and Under; aged 14 or Under on 31 st December in the previous year) Division 3 (12 and Under; aged 12 or Under on 31 st December in the previous year) 5.7 (a) Special consideration to allow over-aged players to compete may be granted by the Committee. Clubs must the Junior Chair and NT Cricket Club and Competitions Officer who will together collate a list of overage players which will then be sent out to the Junior Committee. Overage players will be monitored throughout the season and the decision for an overage player to play in a lower age group may be reviewed during the season. (b). If any coach/team official/club junior coordinator believes that a player is above the ability to be playing in a lower age-group, they must send in writing to the Junior Chair for the specific player to be reviewed. 5.8 Breaches of Rule 5.6 or 5.7 (Overaged Players) will result in the offending team losing all points gained in the matches in which the overaged player has participated. Those points will be awarded to the opposing side. 5.9 Rule 5.1 shall apply to juniors in senior competition, but shall not apply so as to stop them playing in junior teams after playing in senior competition In general, younger players shall not play up more than one Division. This includes sub-fielders. Where younger players are considered for a higher age grade, the club must exercise its duty of care and make a conscious decision before allowing participation. Consideration should be given, but not limited to the players : Relative skill and ability Maturity level Physical size and coordination Parental permission 5.11 Any junior player wishing to play senior cricket must be 13 years old or more. Please refer to the DDCC bylaws. This includes sub-fielders. 6 THE MINOR PREMIERSHIP 6.1 The Junior Committee shall make the competition draw and allocate grounds for matches as it sees fit. 6.2 Throughout the season, a premiership ladder in each grade, in order of points gained, shall be made available to the public on MyCricket. 12

13 7 THE POINTS TABLE The following points system shall be applied to all home and away matches to decide the Minor Premiership. 7.1 MATCH POINTS Outright win, if leading on 1 st innings 10 points Outright win, if behind on 1 st innings 6 points Outright win, after tie on 1 st innings 7 points Outright tie 5 points Outright loss, after tie on 1 st innings 3 points First Innings win 6 points First Innings lead, but beaten outright 4 points First Innings loss or Outright loss 0 points Win on Forfeit - 2 day game (*NOTE 2) Max points & max % per Round Win on Forfeit - 1 day game 6 points & max % per Round Drawn game (inc. 1 st innings tie) Abandoned match (*NOTE 1) 3 points 3 points Loss on Forfeit 0 points Bye Round Max match points in Round, no % NOTE 1: The points gained for a match which has been rained out, will be three (3) for a one day fixture NOTE 2: If a forfeit occurs on Day 2, percentage will be applied to both teams for Day 1 performances, however the team receiving the forfeit will receive the maximum match points for the round. 7.2 PERCENTAGE In addition to the above match points, the following percentage ratio shall be implied during home and away matches to calculate the ladder percentage. (Runs For/Wickets Lost) / (Runs Against/Wickets Taken) Max percentage for the round will be gained for a 1 Day forfeited match. Refer to NOTE: 2 for 2 Day Forfeit Points. 7.3 EQUALITY OF POINTS Points will be allocated as outlined in Rule 7.1 & 7.2 to determine the Minor Premiership. In the event of an equality of points and percentage, the highest number of outright wins shall determine the positions on the Premiership Ladder. Should there be equality in both points and outright wins, the positions shall be determined by average, calculated thus: (a) (b) (c) Divide the total number of runs scored by a team by the total number of wickets lost by it; Divide the total number of runs scored against a team by the total number of wickets taken by it; Divide the former (a) by the latter (b). The team having the higher quotient shall be considered to have the better performance. 13

14 8 FINALS 8.1 In all Junior grades, the four (4) teams leading on points at the completion of the home and away matches, shall play as follows: SEMI FINALS 1 v 4 & 2 v 3 GRAND FINAL Winner of 1 v 4 V Winner of 2 v Finals matches shall be played on grounds as allocated by Junior Committee and matting used for these matches will be the best available at the discretion of the two clubs if playing on a matting ground. 8.3 The dates of all finals matches and times of play are to be determined by the Junior Committee prior to the start of the season and notified to all clubs. 8.4 Should all play be abandoned, or the result of a match be a tie or a draw, then, in the Semi Finals, the teams finishing highest on the Premiership Ladder following all the Home and Away Round matches shall proceed to the next final 8.5 Should all play be abandoned in the Grand Final, then the highest ranked team on the Premiership Ladder following all home and away matches shall be declared winners. 8.6 Should a Grand Final match result in a tie, then both teams shall be declared joint Premiers. 8.7 Refer to Rule 25 for clarification on adverse weather conditions. 9 SCORING 9.1 It is the responsibility of each team to provide a scorer. In the event of a dispute arising over scores, where one team has not provided a scorer, their opponent s scores shall be accepted as a true and accurate record by the Committee. 9.2 Scorers shall assist umpires by indicating to them when batting and bowling restrictions have been reached. 9.3 Team lists shall be given to the scorers prior to the start of play so every player can be recorded correctly on the scoresheet. 9.4 At the completion of each match, a Match Report will be submitted online through MyCricket by each team; the captain and coach of each team are to meet at the conclusion of the match to fill out paperwork provided to then pass on to the relevant club MyCricket administrator, who will then complete the Match Report online. 9.5 At the discretion of the Statistics Officer(s), and confirmed by the Committee, bonus points, or parts thereof, will be lost for failure to provide various information on the approved Match Report. Refer to Rule 4.1, 4.2, 5.8, 11.4, 14 and 24.5 for instances where percentage points may be lost. 9.6 At the discretion of Junior Committee, match points will be lost under certain circumstances. Refer to Rule 2.3, 2.8, 2.15, 4, 5.3, 5.5, 5.8, 14 for instances where match points will be lost/forfeited. 14

15 10 MATCH RESULTS 10.1 A match shall be considered to be DRAWN if club officials in charge of that match agree that its completion cannot be achieved because of rain or the state of the ground In the event of a FORFEIT, a list of team members selected to play shall be entered on MyCricket by the team receiving the forfeit and these players shall be deemed to have taken part in the match, for eligibility purposes ONLY. The Selected Team for that match must be entered on MyCricket as proof by the club s relevant MyCricket administrator. 11 MATCH REPORTS 11.1 Match Reports shall be lodged by each team on MyCricket, no later than 7.30pm on the Monday following the completion of the match Match reports submitted on any but the standard format (within MyCricket) agreed to by the Committee, or which are incomplete, shall be deemed not to have been received In junior matches where there is an Official Umpire, the Captains of both teams shall submit an Umpire s Report at the end of the match through MyCricket along with the Match Report. Coaches are expected to assist and develop their captains in this role. Umpires Reports submitted on any but the standard format agreed to by the Committee shall be deemed not to have been received. It is up to the NTCUA to select umpires for the respective match on MyCricket to allow access to the Umpire s Report Failure to comply with Rules 11.1, 11.2, 11.3 shall result in forfeiture of match points on that day MyCricket Entry requirements and penalties for non-compliance At the Completion of Match Clubs are required to enter the results of matches played by each of its teams in each grade by no later than 6pm on the Monday following the completion of each match. Failure to comply with this requirement shall result in a fine of $25 for each and every occurrence, including junior matches. The Club shall be liable for each fine relating to its teams. During Match Clubs are encouraged to enter results into MyCricket mid-match (during two-day matches) however this is not compulsory. 12 UMPIRING AND COACHING 12.1 In junior grades, the umpires should be the Coach/Manager of the teams, or adult representatives of the clubs concerned, except where official umpires are provided In all grades under the control of the Committee, each team shall provide an umpire to officiate at one end, or as agreed by both of the coaches. In those matches where an Official Umpire is in attendance, the batting side will provide the square leg umpire, unless otherwise agreed Umpiring guidelines for Coaches/Managers of each grade, shall be distributed by the committee and may be viewed in the NT 15

16 Cricket website at x Clubs should ensure that all junior coaches/managers are familiar with these guidelines, and that little or no interruption to play is experienced. All umpires are expected to umpire / manage / control the games with impartiality. While encouragement of younger players is recommended, excessive coaching and /or controlling of the game is not permitted. Any instances of the above occurring shall be referred to the Junior Committee, at the earliest opportunity A junior player shall not umpire a junior match in which they are an active participant Clubs are to ensure umpires are suitably experienced & competent 12.6 Finals rounds shall have independent umpires. Prior to finals matches, the Committee will allocate to clubs, the responsibility of umpiring certain matches. The Committee will endeavour to source the best available umpires. Clubs shall support all appointments made There is no mankad. It is unfair to attempt to steal a run during the bowler s run-up. Encourage non-strikers to 'back-up' but watch the bowlers hand with the ball. If the non-striker 'wanders' (as the younger ones can) before delivery stride, and the bowler attempts runout - give not out and remind/ reinforce bowler of no mankad, and remind/reinforce non-striker of fair play. Explanation of 5 run penalty can be given but not implied. 13 LATE STARTING, FORFEITS AND ABANDONED MATCHES 13.1 If a team, whether at the start of the first or subsequent day s play, has not at least 7 players present and ready 30 minutes past the scheduled start of play; that team will forfeit the match A match shall be deemed to be abandoned if NEITHER team has at least 7 players present and ready 30 minutes past the scheduled starting time of the first day of the match. Under these circumstances, 0 points will be awarded to both teams. It is encouraged in these circumstances that both teams give each player present an equal opportunity to have a bat and a bowl, however no player statistics/results are to be entered into MyCricket Teams must maintain a minimum of 7 players at all times throughout the match. Refer to rule 7.1 with regards to allocation of match and bonus points 14 DUTY TEAMS The Home Team shall be nominated as the Duty Team for each match. It shall be the responsibility of the Duty Team to ensure the following:- The oval & wicket are in a fit state to play. Mats, wickets, boundary markers, etc are in good condition and set out for play, prior to the official commencement time. 16

17 Both teams are required to fill out their Match Reports/Umpires Reports through MyCricket If a Duty Team fails to comply with its obligations, then it may lose match and/or percentage points for that match, as determined by the committee. 15 THE TOSS Teams shall exchange team lists prior to the toss, which shall take place no later than fifteen (15) minutes before the commencement of play. The Team lists shall be handed to and held by the scorers. 16 UNDERARM BOWLING If a bowler delivers an underarm delivery, the Umpire shall call and signal NO BALL. 17 NO BALLS, WIDES AND INTIMIDATORY BOWLING In the interest of uniformity, in all grades under the control of the Committee the NO BALL & WIDE penalty shall be 1 run, PLUS whatever a striker may score from that ball. The following standards will be added to the normal applications of the relevant rules: NO BALL (a) Shall be any ball pitched short which passes, or would have passed, within striking distance and above head height of a striker standing upright at the batting crease as determined by either umpire OR (b) Shall be any delivery, irrespective of pace bowled, as a full-toss, which passes, or would have passed, within striking distance and above waist height of a striker had the striker been standing upright at the batting crease, as determined by either umpire. OR (c) On matting pitches, shall be a ball landing outside the width of the matting (or on the edge), or, the adjoining lashings. It shall be signalled NO BALL by either umpire. OR (d) Shall be any ball bowled during a match, which bounces more than twice, rolls along pitch or comes to rest before it reaches the popping crease at the striker s end. It shall be called and signalled NO BALL by either umpire. (e) (f) On a two piece matting pitch, where a ball pitches between the matting or on the centre mat ends, the ball shall be called and signalled DEAD BALL by either umpire The one run penalty shall be scored as a No Ball extra. Any runs completed or boundaries shall be credited to the striker if the ball has been struck by the bat, otherwise they shall be scored as No Ball extras. 17

18 17.2 WIDES If the bowler bowls the ball that passes so wide of the striker, that in the opinion of the Umpire, it passes out of their reach when standing in a normal batting stance, they shall call and signal wide as soon as the ball has passed the bowling crease (stumps) at the striker s end. NOTE: The Umpire shall not judge a ball as being wide if: The striker, by moving from the guard position, causes the ball to pass out of reach OR The striker moves and brings the ball within their reach. Any runs completed by the striker, or boundary allowance, together with the penalty for the Wide shall be scored as Wide Balls 17.3 INTIMIDATION (a) THE BOWLING OF FAST SHORT PITCHED DELIVERIES. The bowling of fast short pitched balls is unfair, if, in the opinion of either Umpire, it constitutes an attempt to intimidate the Striker. Umpires shall consider intimidation to be the deliberate bowling of fast short pitched balls, which by their height, length and direction, are intended or likely to inflict physical injury on the striker. The relative skill of the striker shall be taken into consideration. (b) THE BOWLING OF FAST HIGH FULL TOSS. The bowling of fast high full pitched balls is unfair, if in the opinion of either Umpire, it is deliberately bowled at the striker. (c) ACTION In the event of such unfair bowling, as described in parts [a] and [b] above, the Umpire at the bowler s end shall adopt the procedures of caution, final warning, then action against the bowler & reporting as set out below:- i. In the first instance, the Umpire shall caution the Bowler and inform the other Umpire, the Captain of the fielding side and the Batsmen of what has occurred. ii. iii. iv. If this caution is ineffective, he shall call and signal No Ball when it again occurs, and repeat the above procedure, this time indicating to the Bowler that this is a final warning. Both the above caution and final warning shall continue to apply even though the Bowler may later change ends. Should the above warnings prove ineffective, the Umpire at the Bowler s end shall:- 18

19 a b c d At the next repetition, call and signal No Ball and when the ball is dead direct the Captain to take the bowler off forthwith an to complete the over with another bowler, provided that this bowler does not bowl two overs or part thereof consecutively. Not allow the bowler, thus taken off, to bowl again in the same innings. Report the occurrence to the Captain of the batting side as soon as the Players leave the field for an interval. Report the occurrence to the Coach/Manager of the Fielding side AND to the governing body responsible for the match who shall take any further action which is considered to be appropriate against the bowler concerned. 18 THE OVER All games shall consist of six (6) ball overs, with special consideration for Division 2 and Division 3 matches. Division 3 matches will consist of 6 ball overs, regardless of wides/no-balls. Division 2 matches will consist of 6 ball overs, 8 ball maximum. 19 THE DECLARATION In a two-day match, no team batting second shall close it first innings at the same score as that of its opponent s first innings, but, otherwise a team may declare its innings closed at any stage of the match. Declarations are only permitted in two-day matches. 20 THE FOLLOW-ON Declarations and teams following on are only permitted in two-day matches. A team batting first and/or leading by the number of runs designated below, shall have the option of requiring the opposition team to follow-on. Division 1 2 day matches only 75 runs Division 2 2 day matches only 60 runs 21 COMPLETED INNINGS BATTER ABSENT 21.1 In the event of a wicket falling, and all remaining batters being unavailable (through injury or absence), the innings shall not be regarded as closed until and unless such batters have actually been required to commence their innings. (e.g. if a wicket falls on the last ball of the day or match, innings is not complete, even if the next batters are absent). Should the batting side have less than their allotted batters present, in accordance with the above Paragraph, batters who have retired in accordance with their compulsory retirement rule, will be permitted to return to the crease only if the absent batters have been called upon to bat. (e.g. if the 8 th wicket falls and there are overs remaining to be played, but the last two batters are absent, those absentees will be deemed to have been required to bat, the fielding side will be accredited bonus points for their wickets, 19

20 [recorded as Absent Did not bat on the scoresheet] and any retired batters may return to the crease in accordance with the relevant Rule) FIELDERS LEAVING THE FIELD No fielder shall leave the field or return during the session of play, without the consent of the umpire at the bowler s end. The umpire s consent is also necessary if a substitute is required for a fielder at the start of play or when their side returns to the field after an interval. Substitute fielders may be subbed on and off in between overs. 22 DRESS 22.1 All players and umpires participating in matches arranged by the Committee shall be properly attired Players trousers, shorts, socks, footwear and headwear shall be predominately white. Tennis shoes and white shoes with markings will be deemed acceptable footwear. For the purposes of this Rule, cream coloured clothing shall be deemed white. Caps and shirts shall be those of the player s registered club Helmets must be an approved cricket helmet Spiked cricket shoes must be worn by bowlers in Junior matches played on Turf pitches With the consent of the Committee, club & sponsors logos [or a combination of both] may be permitted on shirts. Four different logos permissible. The club logo must only be worn on the breast. Any change to previous season s attire shall be submitted to the committee for approval Garments such as long sleeved skins may be worn by players. These garments shall be the same colour as the playing shirt, if a short sleeve shirt is worn. If the garment is a different colour, a long sleeve playing shirt must be worn to cover the garment Any breach of the dress standard shall be brought to the committee s attention for resolution. 23 GROUND AND PITCH PREPARATION 23.1 Any ground, of which the playing area is not defined by a rope, shall have the scoring boundary defined by markers, placed at intervals of not more than 20 metres. It is recommended that the playing area be approximately 150 metres long and 130 metres wide During home and away matches on turf, the pitch may be swept, watered, mown and/or rolled prior to play on each day allotted for play. In finals matches, any work carried out after play commences on the first day, shall be at the direction of the Umpires after consultation with the Curator Boundaries shall be: Division 1 Full size Division 2 55m Division 3 45m 20

21 24 THE BALL 24.1 Kookaburra sponsor NT Cricket and as such Kookaburra balls shall be used exclusively 24.2 In Division 1 matches, any first quality four piece 156g Kookaburra ball must be used In Division 2 matches, any first quality two piece, 156g Kookaburra ball must be used In Division 3 matches, any first quality two piece, 142g Kookaburra ball must be used Failure to use the correct ball will result in loss of match and/or percentage points for the offending team, at the discretion of the committee On mornings where severe dew is present, and the ball could be adversely affected, the following approach may be taken by the fielding team. The intention to adopt this approach must be communicated to the batting team immediately after the coin toss. An old ball may be used at the start of each day for a maximum of 15 overs. If a new ball is taken on day 1, the fielding team may still take an old ball the following morning. This option is only available at the start of each day s play. The fielding team may commence with an old ball (15 overs +) The captain / coach of the batting team shall approve the old ball which the fielding team intend to use. The new ball shall then be taken after 15 overs. The fielding team may continue with the older ball if they desire. If so, the opportunity to take the new ball is lost, and play must continue with the old ball for the remainder of the innings If the team bowling second is required to bowl more than 50 overs (55 in Division 1), a new ball may be taken after the 50 th (55 th ) over. 25 ADVERSE WEATHER CONDITIONS 25.1 In the event of inclement weather, such as total overcast conditions, widespread rain and windy conditions, the Committee is empowered to call off all play for that day. Such announcements will be made over radio stations prior to 7.00am on the morning of play On other occasions, such as patchy weather conditions, Coaches/Officials are authorised to determine the suitability of local conditions for play Where no play is possible on the first day of a two day match, because of the pitch, ground, weather or light conditions, the match shall become a one day match on the second day. Any toss made on the first day is void, and the Captains shall toss again on the second day A two day match which has progressed to the second day, shall be considered to be DRAWN if the Official Umpire or the club officials in charge of that match agree that its completion on day 2 cannot be achieved because of rain or the state of the ground. 21

22 Any performance points earned on the first day, and up until play is abandoned, shall still be accredited for each team Where no play is possible in a 1 day game, or the game can t be completed, the match shall be drawn. 26 PLAYER PERFORMANCE DETAILS 26.1 Clubs are required to enter individual player statistics for all matches during the season on MyCricket and provide any further detail to the junior committee if/when requested. 27 TROPHIES 27.1 Trophies shall be awarded by the Committee at the end of each season as it sees fit. In general, the awards shall be batting & bowling aggregates, and Most Valuable Player for each grade. Other trophies may be awarded as deemed necessary by the Committee Conditions for consideration of trophies will be at the discretion of the Committee, but, it shall be necessary for any player to have played in at least half the games in that grade during the home and away season The Junior Cricketer of the Year shall be for outstanding performance throughout the year. Consideration may be given to performance in domestic games, representative games, and senior games. Player s attitude and application may also be considered. Clubs may nominate players, and include supporting evidence, as to who they consider are worthy of such an award The Junior Club Championship shall be awarded to the most successful Club. The matrix used to determine points is as follows: 5 points per junior team entered and sustained for the season. 5 points per every MILO T20 Blast team (every 8 participants) registered for each program run throughout the season. 10 points per club that organises and successfully coordinates a MILO in2cricket program. Bonus points awarded for each teams premiership position at the end of the home and away season, with weightings given for each age group. Division 1 5 pts Division 2 4 pts Division 3 3 pts If a Division 1 team finishes top in a 7 team competition, they will receive 35 bonus points. (7 th last x 5 points) If a Division 2 team finish fourth in a 6 team competition, they will receive 12 bonus points. (3 rd last x 4 points) In Division 3, if a club has two teams and they finish top (6 th last x 3 points = 18) and fourth (3 rd last x 3 points = 9) in a 6 team competition, they will receive 27 bonus points (18 + 9) 22

23 PART B: GENERAL CONDITIONS 28 THE GENERAL CONDITIONS Darwin and Districts Cricket Competition 28.1 The provisions of Law 15 (Intervals) and Law 16 (Cessation of Play) of the MCC the Laws of Cricket will apply, unless expressly over-ridden If a team batting first is facing compulsory closure at the end of the first day, and a wicket falls within two minutes of the time for completion of play, then that over shall be completed The wearing of protective helmets whilst batting is compulsory in all junior grades. The helmets are to have ear guards attached with full face grids as well. Failure to wear helmets in accordance with the above, will require umpires to compel the batters to retire immediately upon reaching the crease Where two teams present themselves at a venue and one team has extra players, and the second team has insufficient numbers on that day, those extra players may be loaned for that match to the second team without penalty and without transfer forms. Players loaned in this manner must be transferred to the team in which they have filled in for on MyCricket In all junior one day games, which commence at 8.15am (8:00am in Division 1), the innings of the team batting first will be completed at the end of the over in progress at 10.15am, whether or not the required number of overs has been bowled. There will then be a 10 minute change of innings. The team batting second will then commence their innings at 10.25am, which will continue until stumps at 12.25pm Although only 11 players are permitted on the field at any one time, all teams will be permitted to include 12 players in their team. The 12 th player shall be permitted to bat, bowl, and be wicket keeper Batters may only retire in the following situations: Hurt due to obvious injury where both coaches agree. Out only when a player has to leave the venue to attend another commitment such as playing another match, work or family arrangements. Both coaches should agree. Not Out where the player has faced the limited amount of deliveries/made the limited amount of runs to be Retired, Not Out. Batters shall not retire in order to allow more competent players to commence or resume batting If any Twenty20 games are organised, they shall be played under the playing conditions, listed in Appendix F. These conditions may be further modified to suit local arrangements. Clubs will be notified of these changes. See Appendix F & G (begins page 42) for detail 23

24 PART C: DISCIPLINE 29 CONDUCT 29.1 The Committee endorses Cricket Australia s Well Played document in respect of Codes of Behaviour. These codes identify a selection of key principles on which coaches, teachers, umpires, officials, parents, supporters, and young players should base their cricket involvement. These codes of behaviour shall be promoted & distributed by the clubs at the commencement of each season. All clubs shall ensure the expected behaviours are known and applied All players shall be bound by MCC The Laws of Cricket 42.18, namely:- In the event of a player failing to comply with the instructions of an Umpire, criticising their decisions by word or action, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the Umpire concerned shall, in the first place, report the matter to the other umpire, and to the player s Captain. The Umpire shall request the Captain to take action. If this proves ineffective, the Umpire shall report the incident as soon as possible to the Executive of the player s team, and to the Governing body responsible for the match, who shall take any further action which is considered appropriate against the player or players concerned The Captains are responsible at all times for ensuring that play is conducted within the spirit of the game, as well as the Laws and these Rules. Nothing written in these Rules will limit the onus of Coaches to ensure that the game is played in accordance with the Laws and these Rules and in the spirit of the game. 30 MISCONDUCT Breaches of the following Code of Behaviour shall be considered to be misconduct under this Rule Players and/or club officials must not assault (physically or verbally) an Umpire, another player or a spectator Players and/or club officials must not abuse or dispute, as distinct from seeking clarification of, an Umpire s decision, or, react in an obviously provocative or disapproving manner, either towards an Umpire, or generally, following an umpiring decision Players must only wear and use approved clothing and equipment. The wearing or display of any unauthorised commercial logo is not permitted Players and/or club officials must not use crude and/or abusive language, or engage in conduct detrimental to the spirit of the game Players and/or club officials must in no way use well known crude or abusive hand signals or gestures Parents and/or supporters must in no way use well known crude or abusive hand signals or gestures. 24

25 31 REPORTING OF PLAYERS, OFFICIALS, TEAMS OR CLUBS A report may be lodged against a player, official, team or club by an Umpire, a Captain or a Team Coach participating in that match. Such reports would normally address any instances of Unfair Play [Law 42 of the Laws of Cricket], Misconduct [under Rule 31 above] or any other breach of these Rules prior, during or after a match. Reports shall constitute a charge against the party concerned for the purpose of these Rules. 32 DISPUTES OR COMPLAINTS Report to the Junior Chairperson Umpires by 4pm Monday Club Presidents/Junior Coordinators by Wednesday 4pm NTC Junior Disciplinary Panel meet and hand down ruling By 4pm Tuesday By 4pmThursday Clubs to appeal Within 48 hours of ruling Within 48 hours of ruling Appeal handed to Commissioner A hearing is set that suits all parties involved Commissioner hands down ruling Matter is considered closed (a) Any club or team, desiring the NT Cricket Junior Disciplinary Committee to adjudicate in any dispute or complaint which may arise in connection with any match, shall forward to the Chairman of the Committee, within five (5) days after such dispute or complaint arises, a clear statement in writing of the matter in dispute or complaint, signed by a committee member of the club. 25

26 (b) Where the dispute or complaint involves the interpretation or application of a Bylaw or Law of Cricket, it shall be referred to the NT Cricket Junior Disciplinary Committee for recommendation. The matter (together with the Junior Committee s recommendation, where the matter was referred to that Committee) shall then be referred to the Grade Cricket Committee whose decision shall be final. In emergency situations where, in the opinion of the Chairman of the Grade Cricket Committee, it is impossible (or unreasonable, given the importance of the matter) to call a meeting of the Grade Cricket Committee within the time required for a decision on the matter, the Chairman of the Grade Cricket Committee (or the Deputy Chairman if the Chairman s Club is involved), the Game Development Manager and/or delegate and Competitions Manager and/or delegate may deal with the matter (after the Bylaws committee has dealt with it where required). 33 PROCEDURE IN THE CASE OF CHARGES, PROTESTS OR DISPUTES 33.1 The NT Cricket Junior Disciplinary Committee shall take whatever action it considers necessary in any matter brought before it where Official Umpires are not in control of that particular match, provided that in matters reported under the provisions of Rules 30, 31 & 32 it may refer them to the DDCC Disciplinary Panel Any protest, charge or report must be received, in writing, on or before the close of business on the first Wednesday after the incident. The Chairman shall convene a special meeting of the Committee in matters relating to breaches of Rules 30, 31 & 32. For all other breaches reported, Junior Committee will address them at the first normal meeting following receipt The Committee may impose such penalty by way of disqualification, suspension, and fine or otherwise as it may think fit under the circumstances presented, to any person, team or club concerned, not inconsistent with these Rules In the event that an Umpire or Captain lodges a report against a player, or players, under Law of Cricket (Time Wasting), or in the event of a late commencement other than time lost due to weather, light or ground conditions, then if the Committee is of the opinion that the delay has adversely affected the team not responsible for the delay, it may vary the points awarded for that match in such a way as it shall think fit and/or fine the club responsible for the delay, in an amount it thinks appropriate The Committee may appoint a separate panel to process any charge, protest or dispute. 26

27 34 Two Day Matches Two Day Matches for Division 1 and Division 2 teams These rules must be read in conjunction with DDCC Senior rules HOURS OF PLAY All matches shall start at 8:00am in Division 1 (8.30am in Division 2) and shall normally cease at noon. Drink breaks, not exceeding 5 minutes, shall be taken on the field at the completion of each hour s play. Extra drink breaks will be permitted in extreme conditions OBJECTIVE MINIMUM NUMBER OF OVERS The objective minimum number of overs played shall be 55 overs per day LENGTH OF INNINGS (a) The first innings of the team batting first, unless dismissed beforehand, shall be compulsorily closed on the completion of bowling 55 overs, regardless of the time, even if all batsmen are not dismissed. In rare cases where there is still sufficient time (after 10 min. changeover) for further play before 12:00, play may continue if both coaches agree to commence the next innings. (b) If the fielding side has not delivered its objective minimum number of overs at noon, the innings will be compulsorily closed, and a penalty of 0.25 points will be applied against the fielding side for EVERY over it failed to deliver up to its minimum number. (e.g. If at noon, in a match unaffected by stoppages, the fielding side has only delivered 50 overs the innings will close and a penalty of 1.25 points [5 overs x 0.25 pts] will be applied against the fielding side). Any stoppages must be recorded on the scoresheet; ladder adjustments must then be made on MyCricket in regards to slow over rates. (c) If the innings of the team batting first is compulsorily closed in accordance with (b) above, the team batting second, if it is not dismissed, shall only be entitled to bat for the same number of overs as was bowled to the team batting first. No penalty will apply to the second bowling side in these circumstances. (d) If the innings of the team batting first is compulsorily closed in accordance with (a) above, the team batting second, if it is not dismissed, must receive the same number of overs as was bowled to the team batting first within specified time. (e) If playing time up to 60 minutes is lost during the innings of the team batting first, the minimum number of overs shall be reduced at the rate of 1 over for each four (4) minutes lost. (I.e. if play is unavoidably stopped for 20 minutes, overs are reduced by 5 from a minimum of 55 to a minimum of 50). (f) Once play has commenced, if playing time exceeding 60 minutes in the aggregate, is lost on the first day or on the second day (not combined), for any reason, the match shall be played under ordinary conditions. The bowling team shall be required to maintain a minimum rate of 15 overs per hour in the remaining time available. Play shall continue until the required number of overs has been bowled. (g) If a start is possible within 2 hours of the scheduled starting time, the anticipated overall time for play on the 2 days is to be equally divided, with the team batting second entitled to receive the same number of overs as the team batting first. 27

28 If no start is possible within 2 hours of the scheduled starting time, play shall be abandoned for the day, and the match shall revert to a one day fixture on the second day. (h) If the innings of the team batting first has been completed other than by compulsory closure, the team batting second, if it is not dismissed shall be entitled to bat for the minimum objective, or any further number of overs until the scheduled time for cessation of play, whichever is the greater. EXAMPLE: If on Day 1 of a two-day match, Team A is dismissed at 10.20am, Team B is then entitled to bat, when they resume, until stumps at noon on Day 1 and all of Day 2 if they so desire. Their minimum objective of 55 overs starts from ball 1 at 10.30am on Day 1 and continues into Day 2. Team A should achieve a minimum of 55 overs on day 2 if required to bowl all day. (i) Except as provided for in (c) above, and if the match is not played to a further result, the winner shall be the team scoring the greater number of runs, irrespective of wickets lost. (j) If both teams complete a first innings within the scheduled hours, the match shall be continued under ordinary conditions until the scheduled time for cessation of play. (k) However, stumps may be drawn within thirty minutes of the scheduled cessation time on the second day, provided both Captains are in agreement. (l) If a wicket falls within five (5) minutes of the agreed time for drinks, then the drinks break will be taken at that fall of wicket. If the wicket is the tenth (10 th ) or second last available, an extra ten minutes will be played beyond the scheduled time for drinks instead. (m) The bowling of fast short pitched deliveries will be limited to 2 per over, provided that the provisions of Rule 17 relating to; Intimidation, and No Balls, are adhered to. Definition of fast short pitched bowling is a delivery that passes above the shoulder after pitching but not above the head with the striker standing upright at the crease. (n) There shall be a restricted zone of 5 metres from the batsman, where a fielder cannot stand. The only exceptions to this rule will be the wicket keeper and slips fielders and any player fielding close to the wicket, in front of the batsman, wearing a protective box and helmet with full face grid attached. Any other infringement of this rule constitutes a NO BALL and shall be called by either umpire Division 1 Two-Day Matches (a) There shall be no compulsory retirement in this grade. (b) The maximum number of overs to be bowled by any one bowler in an innings (or per day, as the case may be in (c) below), shall be ten (10) to be delivered in spells of a maximum of 6 overs for any bowler other than a spin bowler. It will be compulsory for bowlers, other than spin bowlers, to be rested for a minimum of 12 overs [6 from each end] following a spell of 6 overs. [NOTE: A bowler who bowls a spell of 4 overs will be required to wait for 8 overs for their next spell, and so on down the scale]. (c) If there is a second innings, (with a break between Day 1 and Day 2) no bowler shall bowl more than ten (10) overs in each innings, delivered in a similar fashion as the paragraph above. [EXAMPLE: If Team A bats all of Day 1, and Team B commences it 1 st innings at the start of Day 2 and is dismissed cheaply and is required to bat for a second time that day a Team A bowler who has delivered 6 overs in the first innings will be permitted to only bowl 4 overs in the second innings]. (d) In paragraph (c) above the break between Day 1 and Day 2 will be deemed to have met the rest break provisions outlined in paragraph (b). It should also be noted, that a bowling spell is not broken just by the fact a bowler changes ends. [EXAMPLE: If a bowler delivers 2 overs from one end, then immediately changes to the opposite end with just the one over break, they will be entitled to bowl another 4 overs only from the new end before he is required to take the mandatory rest break] Division 2 Two-Day Matches (a) A batter shall retire once he has faced 100 balls, not including wides and no balls which are not scored from. At the fall of the wicket of the last batsman present, batsmen who have retired after facing 100 balls, may bat again with no restrictions for the balance of the overs, or until dismissed. Batsmen returning to the crease must bat in the order in which they made their retirement. Batsmen may not retire other than Retire Sick or Retire Hurt unless both coaches agree there is cause for such action. (In the case where there is an almost impossible chance of forcing a different result i.e. the team has already won first innings with many wickets left in hand (b) The maximum number of overs to be bowled by any one bowler in an innings [or per day, as the case may be in (c) below], shall be ten (10) to be delivered in spells of a maximum of 5 overs for any bowler other than a spin bowler. It will be compulsory for bowlers, other than spin bowlers, to be rested for a minimum of 10 overs [5 from each end] following a spell of 5 overs. [NOTE: A bowler who bowls a spell of 4 overs, will be required to wait for 8 overs for their next spell, and so on down the scale]. (c) If there is a second innings, [with a break between Day 1 and Day 2] no bowler shall bowl more than ten (10) overs in each innings, delivered in a similar fashion as the paragraph above. [NOTE: In the example given in Rule 35.3 (h), if a bowler from Team A delivers 5 overs between 10.30am and stumps on Day 1, then that bowler will only be entitled to bowl another five (5) overs in that innings on Day 2]. 30 35 ONE DAY MATCHES 35.1 HOURS OF PLAY All matches in Division 2 and 3 shall commence at 8.15 am (Division 1 matches are to commence at 8:00am) and cease when the team batting second is dismissed or at the completion of 32 overs for Division 3 and 30 overs for Division 1 and See Appendix D for standard bowling restrictions. In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed There shall be two drinks breaks, one in each innings, taken on the field, at the completion of the 15 th / 16th over, and shall not exceed five (5) minutes each If a wicket falls during the 15 th or 16 th over, then the drink break will be taken at that fall of wicket, unless the wicket is the tenth (9 th ) or second last available, in which case, an extra ten minutes will be played beyond the scheduled time for drinks In a match, where a team, by virtue of an early dismissal of the opposition, has more than 2 hours batting time available, drink breaks shall be taken on the hour Where a one day game commenced late the number of overs to be bowled to each side shall be reduced by one for every three (3) minutes, of lost time. The captains shall be made aware of the reduction in the minimum number of overs required, prior to the commencement of play In matches where play is delayed or interrupted: (a) The object should always be to re-arrange the number of overs so that both teams have the opportunity of batting for the same number of overs (minimum 15 overs each team). (b) The calculation of the number of overs to be bowled, shall be based on an average rate of 15 overs per hour in the total time available for play, within the scheduled hours of play. (c) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of its INNINGS. (d) If the team fielding second fails to bowl, if necessary, the reduced number of overs by the scheduled cessation time, a penalty of 0.25 points will be applied against them for each over they have failed to bowl to achieve that minimum number of overs. All matches will cease at 12.25pm. (e) The team batting second shall not bat for a greater number of overs than the team batting first, unless the latter has been all out in less than the agreed number of overs. (f) Fractions are to be ignored in all calculations regarding number of overs. 30

31 35.8 (a) A result can be achieved only if both teams have batted for at least 15 overs, unless one team has been all out in less than 15 overs or unless the team batting second scores enough runs to win in less than 15 overs. All matches in which both teams have not had an opportunity of batting for a minimum of 15 overs, shall be declared no result and points allocated in accordance with the points allocated in the Rules. (b) In matches in which both teams have had the opportunity of batting for the agreed number of overs, the team scoring the higher number of runs shall be the winner. If the scores are equal, the result shall be a tie and no account shall be taken of the number of wickets which have fallen. (c) In the event of a result being achieved by the team batting second reaching over the target score before having received 32/30 overs, then that captain may elect to continue batting up until all 32/30 overs are completed, or the team is all out earlier If the team batting second has not had the opportunity to complete the agreed number of overs, and has neither been all out, nor has passed its opponent s score, the result shall be decided as follows: (a) On the average run rate throughout both innings (b) If, due to a suspension of play for any reason, the number of overs in the innings of the team batting second has to be revised, their target score shall be calculated by multiplying the reduced number of overs by the average runs per over scored by the team batting first. If the target score involves a fraction of a run, the final scores cannot be equal and the result cannot be a tie. (c) The team batting second then has available to it the number of overs nominated by the Umpires, in which to achieve the target. (d) The game concludes when the nominated number of overs is completed, or when the team batting second is dismissed before reaching that target. The bowling of fast short pitched deliveries shall not be permitted in the one day game. Any infringement of this rule constitutes a NO BALL and shall be called by either umpire. Continued transgressions shall be dealt with in accordance with Rule There shall be a restricted zone of 5 metres from the batsman, where a fielder cannot stand. The only exceptions to this rule will be the wicketkeeper and slips fielders and any player fielding close to the wicket, in front of the batsman, wearing a protective box and helmet with full face grid attached. 33 GUIDELINES FOR PARENTS AND SUPPORTERS WHO ACT AS COACHES/MANAGERS/UMPIRES & SCORERS BACKGROUND Periodically, there are queries from parents, players and coaches, new to club cricket in Darwin, regarding policy for Junior Cricket. This article has been prepared and up-dated following regular discussions and exchanges of ideas at meetings of experienced coaches and administrators of the game. It reflects Junior Committee s expectations in the conduct of junior competition. Modified rules have been used in the lower grades of the junior competition over many years now, to increase participation in each game, and to ensure safe sport. The style of competition, length of games and arrangements for the informal loan of players to make up teams that are short, are all intended to accommodate the social climate and sporting environment of Darwin. However, we also look to build quality performance, high standards of individual and team sportsmanship, as well as strong competitive performance. We do expect players, as team members, to think about their game, to strive for success, to learn how to win and lose with grace and to support their team members even when they themselves are not doing well. We further expect all players to respect their fellow players and administrators and the rules of the game. GENERAL INTRODUCTION We encourage parents and friends to support and administer the weekly games, with some help from senior club members; particularly as most clubs are voluntary, non-profit groups, with little commercial or professional support. It is thus especially important that the people who do run the games have access to adequate information and advice. As a result, expectations on our junior players should then be as consistent as possible. If this is the case, players will grow in confidence and skill, improving both the quality of their sport and their sportsmanship. In a small country type competition, we try to set standards as high as possible in this area. Later, such support is essential, if Primary School, High School, Under 17 and Under 19 Northern Territory Representative Teams are to cope successfully with all the demands of National Championships. It is important that all club officials and supporters understand the philosophy of the Committee, and the particular rules and practices, at each level of the game. Particular attention should be given to applying the modified rules, which have been introduced over the past ten years or so, as an active start is critical in this sport. Our current version of the Rules, and its associated guidelines, are intended to ensure that teams play within both the spirit and the rules of the game, within the formats of junior cricket in Darwin. Introduced in 1989 on a formal basis, and continuing, in all junior grades is the agreement to temporarily clear players on a single match basis. This allows teams that are short, to borrow from their opposition, if spare players are available. Though this may at times conflict with players club loyalties, a value also endorsed by the Committee, it does enable teams to avoid forfeiting matches, when they are short of players. It also increases the opportunity for player participation, and the statistics are official. This particular Junior Committee rule applies in all junior grades, throughout the home and away season, but should not be used by a club, in such a way as to avoid, or diminish its own team building responsibilities in the sport. 33

34 INFORMATION FOR EACH GRADE Division 1 It is expected that all participants at this level will have a superior knowledge of the Laws of Cricket and the local Rules as they apply to the game in Darwin. Umpires will be expected to maintain total impartiality, with all aspects of the on-field game controlled by the Captain of each team. Particular emphasis MUST be placed on the Captain being responsible for the conduct of the players under their control both on and off the field of play. Umpires (and therefore Coaches & Managers) must have a good working knowledge of PART D of the Junior Committee s Rules which relates specifically to discipline. A strict adherence to this section of the Rules will be expected in this age group and no tolerance will be shown for breaches detected. Coaches and Managers will be expected to remain uninvolved during the match, only taking the normal breaks in play such as drinks and change of innings to advise the captain and/or players. PLAYER BEHAVIOUR, SELF AND TEAM DISCIPLINE The Junior Committee advocates an approach to the management of the game that will encourage and expect self-control in all players, and leadership in the team structure for those ready to accept responsibility. Team members must be encouraged to practice and display concentration and patience as well as skill and should develop the ability to accept the decisions of the Umpires, Captain and Coach, whether or not they are decisions the player would prefer. It should be the norm that quality sporting behaviours is demonstrated at all times, even when an error is thought to have been made. Sledging, abusive language, swearing or equipment abuse are totally unacceptable in any grade, and should not be condoned in any way, or in any circumstances. The major influence in achieving such standards is the model and example of Coaches, Managers and Senior Players who are involved with junior teams. Adults, as club officials, should balance enthusiasm and strong support for their sport, with self-control. Clubs should avoid exposure of their junior players, to adults (whether supporters or more importantly, senior players) who behave immoderately, are abusive, or who behave inadequately at sporting events. In general, all clubs should try to attract former players or parents who are objective in their approach, while still being supportive. It is essential to provide consistence through team management, if players and teams are to grow in confidence and competitiveness without unsporting and aggressively antisocial attitudes. If umpires and coaches identify players with difficulties in their discipline area, they are expected to work together, regardless of club affiliation, to intervene and correct behaviour, developing the player s awareness and management of the problem. Experience has shown this to be an effective approach, and one which reduces the need for formal disciplinary action. SUMMARY Junior Rules have been consolidated and reviewed over past seasons and are reasonably consistent with Senior Rules. However, they are designed to, and shall, stand alone. This means that a full set is available to all clubs. There are not millions of pages to copy, and they clarify some of the misinterpretations that arise. For example, single day games are not one-dayers as per international rules. The current Rules are 34

35 worth a good read. Knowing them, and giving consistent support and management to junior competition, is the key to a successful season in this or any sport. In addition to the Umpires and Coaches, already mentioned frequently in this paper, Managers, Scorers and MyCricket administrators need to be assisted and kept aware of each team and club s responsibilities to the Association and its Committees. Clubs or individuals, with queries on any matter regarding the conduct of Junior Cricket, should contact a Committee Member for advice, or better still, attend one (or more) or the regular Junior Committee Meetings. Informed comment and support is always appreciated. 35
