8 Regulation changes
9 Minor adjustments requiring ratification A player may not be registered for two different clubs within the ECB Pyramid structure, the Birmingham Cricket (Parks) League or any other organised Saturday cricket league simultaneously in a given season. Dispensation is given to players studying or working away from home for extended periods. By exception, players wishing to play in two leagues should inform the General Manager by 8pm on the Thursday before his first match for the new Club. 2.9 A player who has been properly suspended by any properly constituted Club or League (whether WCL or not) shall be ineligible to play in any WCL organised match for the period of the suspension The suspension period of any WCL will be designated in games and will be measured and administered against the requisite number of WCL games. For the avoidance of doubt games played in other leagues or friendlies do not count to the ban, however other leagues affiliated to the ECB and the WCB will be informed and they may uphold the ban in their competition for the period of the WCL ban A player in any league which completes its season before the end of the Warwickshire League season requires a transfer before competing in the WCL. Transfers beyond the standard cut off date are not permitted (regulations 3.1 to 3.3 apply in all cases) This forms proposal 1 on the voting slips
10 Concessions and fixture arrangements New regulations Concessions not to count. If 50% or less matches on the original fixture date league wide do not reach a result win, lose, draw then the concession points will revert to 4 to 0, the conceding side still receives the 15 point penalty Concessions after noon Thursday will be 10 points deduction increased from 5 points. All concessions must be notified to the general manager by entering them on the web site results form. Fixtures may be rearranged for non-climatic reason with the agreement of both sides and the General Manager to any Sunday during the season, either bank holiday Monday, or any free Saturday. The final weekend fixtures in any division can not be re-arranged and no re-arranged fixture can take place after the last scheduled weekend This forms proposal 2a,b,c on the voting slips
11 Leg side wides Irrespective of the implementation of win-lose cricket Any ball passing on a line outside leg stump not hit bat the batsman or not striking his person will be a called wide ball in Premier and Division 1 Proposed by Wolvey Cricket Club, Seconded by the Cricket Committee This forms proposal 3 on the voting slips
12 Player registrations and illegal players Penalty to apply for fielding an un-registered player: Existing Sanction: 15 points for each offending player and for each game played in by the offending player Proposed Sanction: 75 points for each offending player, with a further 25 points for each subsequent game played in by the offending player. 13 T20 Regulations Time of play T20 playing condition Existing Regulation: There will normally be two sessions of play of one hour and 10 minutes each, separated by an interval of 5 minutes. There will be no rolling of the pitch between innings. If there is the prospect of poor light or bad weather, the Umpires and Captains may, before the commencement of play, agree to reduce the number of overs per innings subject to a minimum of 5 complete six ball overs per side. Proposed Regulation: There will normally be two sessions of play of one hour and 15 minutes each, separated by an interval of 5 minutes. There will be no rolling of the pitch between innings. If there is the prospect of poor light or bad weather, the Umpires and Captains may, before the commencement of play, agree to reduce the number of overs per innings subject to a minimum of 5 complete six ball overs per side. This forms proposal 5 on the voting slips
14 T20 Regulations Eligible Players 1.2 Only registered Club players as shown on the Play Cricket registration system shall be eligible to participate in the competition, and no player shall be eligible to play for more than one Club in any one season. The penalty for fielding an unregistered player will be expulsion from the competition with the match awarded to the opposing Club,With further possible sanction in line with standard playing regulation To play in the competition, a player should be registered before the first round of the competition. Normal transfers will be considered, but players who have not played at least 4 club games before the regional finals cannot be selected for rounds beyond this stage of the competition. The competition committee will consider exceptions by appeal This forms proposal 6 on the voting slips
15 Ground standards Regulation will now read: o A threshold for pitch performance based on an average of 8 readings through the season must be maintained o Band o Band o Band o Outfield scores will also be monitored using these same thresholds. o Any incident where the three marks of pitch preparation, outfield or pitch performance drop to 7 or less on three consecutive reports will be investigated by the grounds committee during the following week, and an action plan defined for recovery. onew Birmingham League Pyramid Ground Standards are being developed, our standard has been revised to anticipate this and to align with our band structure in the linear league set up (standard is posted on the website) othis forms proposal 7 on the voting slips o
16 Pitch Standards o Pitch Mark Standards o Clubs are reminded that umpires prepare pitch marks after the game. o Clubs are reminded of the responsibility of captains to review with the umpire their findings oit should not be a surprise, when results are provided that you had a seven you did not know about owe are still missing responses from some clubs who start the season with an average below the relevant thresholds o Guidance documentation will be provided to club and umpires (unchanged from last season)
17 Win Lose Cricket Proposal -Context We have discussed for over 12 months the principles of playing some win lose cricket in the Warwickshire Cricket League. We are driven to do this by an overwhelming sway of statistics from the two most recent player surveys conducted by the ECB, which points to a desire of players, particularly those in their 20s and 30s to play some cricket of this type. We invited volunteers to support the discussion after our Divisional Meetings in October / November of Our subsequent meeting on this was poorly attended, in both numbers and the desired demographic. We went to further consultation by contacting all club captains (sample responses to follow) If we choose to ignore the challenge, we maybe in a position where we are forced to take up a position eventually not entirely of our own design. As a committee, we would much prefer to move with something that has general playing support. The secondary motive for doing this would be to prepare clubs who are going up into the Birmingham League, or who have an ambition to do so. That is not to say, we cannot improve on the format used in the Birmingham League.
18 Win Lose Cricket Consultation feedback I'm all for the idea of introducing win/lose cricket for part of the season. I know the Birmingham league start and end, would it be possible to do it in the middle? For example the last 6 rounds of the first games and the next 5 games of the reverse fixtures? Just thinking that early season tends to bring results anyway? Birmingham League system for DWL is hard work and wish to highlight the importance of making this as easy as possible for captains / scorers to calculate. It also requires a bit of common sense from umpires to implement. we would be in approval with the proposal and think it is good that the top two leagues have a similar structure to the Birmingham League for the reasons you explained. I like the principles of the losers points, but think it is too generous. A side losing in the 46th over isn't really that close to winning, 10 points seems a lot in those circumstances. Perhaps starting at 75% and incrementing in 5% would work better. Our concern is that what we are proposing takes most of that away and leaves us with a one-dimensional game where rewards are only given for slapping as many runs as you can in a set number of overs. The toss becomes largely irrelevant and we get captaincy-by-numbers. Firstly, I back the proposal to bring in win / lose cricket to WCL. Having not long comeout of the Birmingham League I absolutely see the benefits of this version of the game and how competitive this makes the cricket. I do like the rising scale of points for the losinjug team, although I would like to see the gap between a 20 point win and a 10 point narrow defeat reduced and I would question getting 2 points for st turning up (if I've read that right)! the main issue from what I have seen is that the question of win/lose should go direct to club captains as in the voting that we have had its the club administrators who don't play the game any longer do not want the win/lose to happen but I think any vote in the future should be for club's first team captain's
19 Win Lose Cricket Proposal (1/2) The proposal is: For 50% of the season we adopt a 50 over, win lose format with the general principles of the Royal London format played in the professional game. Certain exceptions will be made to ensure that cricket remains competitive and played in the right spirit, but to include the typical regulations of fielding restrictions, power plays, leg side wides, time restrictions etc. To satisfy the secondary motive, we will test the win lose format for two seasons in the Premier and Division 1 of the Warwickshire League We will play the first six and the last five games of the season in this format, guaranteeing that the return fixture against any club will be in our standard 50 over win-lose-draw format. This is common with the Birmingham League. (except in overs in the win-lose-draw format.) Duckworth Lewis Stern will apply for rain affected games, and the calculation capability will be provided through a mobile phone application. One new ball will be used for each innings, this ball will be used at both ends, unlike RL format which uses two per innings. It will also be a red ball. This forms proposal 8a on the voting slip
20 Win Lose Cricket Proposal (2/2) Points will be awarded as follows, after a normal toss both sides will be playing for a winning point total of 20. However, to encourage sides to remain engaged in the games, a minimum of 2 points will be awarded for a loss, but up to 10 points can be awarded depending on how close the losing team gets to the run rate of the winning team. </= 50% is 2 pts 60% is 4 pts 70% is 6 pts 80% is 8 pts 90% is 10pts When a side batting second reaches the total to win there run rate will be compared e.g. 201 in 40 overs to beat 200 from 50 overs, the side batting first has 80% of the run rate and would be awarded 8 points. This forms proposal 8b,c on the voting slip
21 Win Lose Cricket The vote Motion 8a ; do you want win lose in principle for half the season in 2017 & Regulation as proposed, with a win worth 20 points and a majority vote determining between possible bonus points systems. 22 Win Lose Cricket Voting arrangements o Its now our practice to regionalise Divisional Meeting o As the proposal is now a Band 1 only decision, historically we would only vote on this at the band 1 meeting o We therefore request that only clubs in the Premier Division and Division 1 vote on this proposal o Ballot cards will be provided oat the end of the trial period (2 years, before a 3 rd season) all clubs will be asked to vote on any proposals for amendments or for wider adoption
