4 Chairman s Introduction Cricket is just 10 years old in Afghanistan. The country became an affiliate member of the International Cricket Council only a short time before the fall of the Taliban regime. The game has developed during 10 years of tremendous change, as well as ongoing insurgency, in our country. This development has been nothing less than remarkable. Our national cricket tea has been rightly hailed as the rising star of Asian cricket. With hundreds of thousands of players and supporters, cricket stands today as the largest peaceful movement in Afghanistan. It is also the largest movement of young people. The game has, therefore, become one of the most valuable tools in our efforts for peace and nation building. The international success of our National Cricket Team has stimulated a surge of growth in participation and interest in the game, with all but two provinces now fielding provincial teams. This success has also touched the imagination of the international cricketing world. Our achievements are due to the dedication, hard work, enthusiasm and raw skill of the young players, officials, administrators and the supporters. These young Afghans dreamed big dreams and battled, in most cases against almost insurmountable odds, to achieve those dreams. They have moved from almost nothing 10 years ago to a high level of international success today. The Afghanistan Cricket Board has developed this strategic plan to ensure the long term sustainability of these dreams and achievements, to enable this remarkable journey to continue and to promote the growth of cricket as the number one sport in Afghanistan. As a Board, we believe that the implementation of this plan will help not only the development of cricket in Afghanistan, but will also help stimulate national unity and contribute to peace building and stability. The achievement of the goals of the plan will have significant impact upon the most important group of people in our country: the 70% of the population who are below the age of 25 years our young people. 5 Message from the CEO This Strategic Plan is the fruit of many hours of work over the past 9 months. We believe that we have created a most effective plan that will guide our actions as we continue our journey to more cricketing successes over the coming 5 years. The development of the plan has involved both current and past management and staff members from all of the departments of the Afghanistan Cricket Board (ACB) as well as the National Team players and some supporters. We are grateful to all who have given thoughtful and creative suggestions and contributions as a part of the planning process. The final product and its 5 goals cover a very wide range of development issues for the ACB. These will provide an ongoing challenge to action for everyone involved with cricket in our country whether a national player, an umpire, a manager, an office worker or a supporter. The Strategic Plan will unite of us in striving to achieve elite performance internationally and in remaining the most popular sporting activity in Afghanistan. The ACB will ensure that this document does not sit on a shelf to gather dust, but rather that it will be put into action and continuously reviewed, updated and revised over the 5 years of its life. 10 OBJECTIVES FOR GOAL Promote the Spirit of Cricket The ACB promotes the Law and Spirit of Cricket as published by the Marylebone Cricket Club since The ACB is currently translating this document into the national languages. The current Code of Laws introduced in 2000 includes a Preamble on the Spirit of Cricket. It says: Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this Spirit causes injury to the game itself The Preamble goes on to explain the roles and responsibilities of captains, players and umpires in respecting and upholding the Spirit of Cricket The ABC, our cricketers and officials are committed to more than merely obeying the game s Laws but also to safeguarding its Spirit We believe that fair play, honesty and respect are values for cricket but also important values that cricket can promote in our country. They are values to play by and values to live by Use Cricket s potential as an educational tool Develop health campaigns Annual training of cricketers (600 per annum in center and provinces) about basic health, common infectious diseases and narcotics control will be conducted both in Kabul and provinces Further, the trained players will participate and contribute in various national programs about hygiene, infectious disease and narcotics control programs in the wider community Develop broader educational campaigns The ACB is committed to using cricket as a tool for educational 10

11 purposes in a broader context and to use opportunities for community education in a broad range of areas including but not limited to nation building, human rights, ethnic unity and equality, gender equity, peace building, the importance of education for all, child protection and personal development Developing cricket in every community The ACB intends, over the coming years, to increase the number of people playing cricket at least 10 fold. More than 70 per cent of Afghanistan s population is under 25 years old. Cricket is a game for young people. These young people are the future of the country, tired of war and filled with hope and enthusiasm qualities that can easily be crushed in the current context of their country. Most of these young people would not even know where the major cricketing countries are located on the map, but many can name all of the cricket heroes from around the world. Afghanistan s young people are a main target upon which the Afghanistan Cricket Board is focussed. Many young people comment that they have little to involve them outside of school or work cricket is a simple and healthy way of filling this gap both in cities and at village levels. The ACB, in collaboration with Provincial and District associations, will develop various programs and activities for young cricketers including programs for introductory levels, primary school children, secondary school students, higher education and university students as well as specially tailored programs for girls and young women National Team Promotional Visits and Coaching Clinics When possible, the ACB will encourage promotional visits and coaching clinics by the national cricket team to large schools, educational institutes, universities as well as large population centres and district or provincial centres The impact of meeting the national team should not be underestimated as a means of increasing interest and participation in cricket across the country Cricket in Afghanistan s Schools, Educational Institutes and Universities Afghanistan has the highest proportion of school-age children 11

12 Teams gathered for the Schools Tournament, Kabul, and young people in the world, one in five, according to the United Nations, and 60% of the country s population is below age of 21. This indicates that there is great potential for cricket to play a large part in establishing sport as a social force in Afghanistan The school environment plays a vital role in introducing children and young people to healthy activities. It can also introduce them to cricket, providing them with a positive sport experience and maintaining their involvement in the game Cricket as a part of every person s childhood and upbringing: The ACB has a long term vision of cricket being a part of every person s childhood and upbringing The ACB intends to work on a number of areas to ensure that cricket is introduced as a part of Afghanistan s education system at primary, secondary and higher education levels. These areas include: developing a cricket education curriculum, based on the ICC s Participation Pathway Guide, and introduce it into the schools and other learning institutions. encouraging schools, educational institutes and universities to incorporate cricket into sport education as part of their integrated curricula providing training and resources to help school teachers and leading educators to deliver cricket programs promoting the benefits of cricket as a means for children and young people: o to have healthy lifestyles and be physically active, o to learn about team spirit and strong community values, o to encourage social interaction and to build physical and development skills working with the Ministries of Education and Public Health as well as health, fitness and

13 physical education organisations and community interest groups to integrate cricket and physical activity in playgrounds, schoolyards, educational institutes and universities; involving children in fun, learning activities directly related to cricket s history, tradition, values and culture as well as its value as a way of staying fit and healthy Developing community cricket clubs, associations and academies The ACB believes that having healthy, professional and high standard cricket clubs, associations and academies in the community is very important Support of existing bodies and development of more will mean there are more people: involved in the game interested participating and who can maintain their association with cricket The ACB intends to promote and support these associations as a means of increasing participation in our game over the coming years In helping to keep cricket bodies functioning at a high level, the ACB will seek funding and other support for cricket programs and upgrading club and association facilities Improve the marketing of cricket and raise its exposure in the national and international media The ACB already has a full time Marketing and Media Department that is comprised of five competent and highly motivated members. It will continue to develop this department to ensure high quality marketing and media activities Both sections of the department, marketing and media, will continue to work together and strive to ensure that media serves ACB s marketing needs by making a strong presence and a positive image for Afghan cricket both nationally and internationally Cricket is the fastest growing sport in Afghanistan with immense talent all over the country. The marketing and media department will work to increase available donor and sponsorship funding and resources in order to provide a high-quality infrastructure which is pivotal to developing players and all aspects of the game The ACB currently has one long term sponsor, Etisalat, and will work to establish a similar relationship with at least one other sponsor. In addition to the sponsors, we are working to find official partners and we will try to find 5 official partners by the end of The ACB is also are working to market the media and TV rights for cricket matches. The sale of such rights can produce huge revenue for the development of cricket and its infrastructure. Recently we have contacted some of the international TV channels and we are optimistic that we will be able to achieve good outcomes The ACB is also about to launch a cricket magazine for those who don t have access to the internet. In this magazine people can see what is happening in cricket, both domestic and international. They will also get information about the development of cricket in Afghanistan as well as in-depth information about the players. The ACB marketing and media department will strive to 13

14 make this one of the most popular magazines in the country Develop a High Quality, User Friendly Presence on the Internet Afghanistan has moved very quickly into computer use and information technology. It is important, therefore, that the ACB uses these technologies to promote cricket both nationally and internationally. The ACB is about to launch its new official web site. The purpose of the web site is to provide international access to Afghan cricket. The marketing and media department will continue to monitor and improve the web site so that it can provide a good picture of what is happening with cricket in our country. The new site is both easy to use and informative and will have Pashto, Dari and English sections The media and marketing department will update information on our other social networks i.e. Facebook, Twitter etc. These are becoming increasingly important around the world and the ACB recognises that Afghan cricket must be a part of that movement Development of a Cricket Learning Package/Kit in Pashto and Dari The ACB will develop a cricket learning package in the national languages for use across Afghanistan The package would be based upon the ICC s Participation Pathway Guide (2010) which outlines a cricket pathway from basic junior introduction through junior, senior and national levels The package may include manuals, comics and a DVD with cricket rules, coaching advice, how to set up a basic cricket pitch and a DVD of the national teams It will also include a number of basic cricket equipment sets, balls, bats, wickets and pads The package will include materials from basic instruction for beginners to a more detailed manual for advanced levels and would be suitable for use at village, district and provincial levels and for schools, educational institutions and universities The package will be introduced at provincial and district levels by means of workshops and information sessions. Interested individuals, teachers and principals of schools and district and provincial government workers would be invited to participate in the workshops Create and Promote National, Regional and Provincial Cricket Awards The ACB sees the importance of recognising and celebrating excellence in cricket at all levels We are seeking to develop awards, scholarships, encouragement awards and presentations which will encourage young Afghans to strive for high levels of performance in cricket We will invite current and new sponsors to provide the awards and have the naming rights of the awards. 14

15 2Build the capacity of the ACB to effectively administer cricket in Afghanistan

16 OBJECTIVES FOR GOAL The ACB aims to build a strong framework for professional and organizational capacity development Through capacity building the ACB will be able to: Perform core functions, solve problems, define and achieve objectives Understand and deal with their development needs in a broad context and in a sustainable manner The ACB will implement capacity building on two important levels: Individual Level Human Resource Development or Professional Development The ACB is very keen to develop its human resources in order to maintain and improve the capacity and quality of personnel and the service they offer. This will be achieved through training, workshops, encouraging personnel to share their viewpoints in meetings and on the job training planned by the ACB to develop knowledge, skills, attitude and motivation of staff members. Players, coaches, umpires and other ground staff All players whether they are National team, U-19 or provincial players, will be trained on different levels including general education, physical training, sports counseling, fitness and health checks. They will play more matches on a regular basis to better their performance on and off the field which will contribute to winning more matches and tournaments. Similarly coaches, umpires and other ground staff will be trained in their fields to make sure that they perform at their level best. We will work closely with ICC and ACC through high performance programs to achieve these goals Organization Level (internal) 16 Organizational Development This is one of the very important aspects of capacity building for the ACB as it will strengthen our internal capacity to better achieve our goals and accomplish our mission i.e. policy, strategy, structure, system, staff, management, networking, finance, and technical competence. We will aim to develop and be influenced by, and exert influence

17 upon, the wider environment in which we operate. The ACB must be able to adapt to changing circumstances including the political situation, our local culture and society, as well as the rules and regulations of cricket Continue to develop of an efficient administration, recording and accounting system The ACB has a highly competent Board, CEO, managers and staff as the centre of its business operations. The Board is committed to develop the capacity of the organisation and staff to provide international standard management and coordination of cricket in Afghanistan The ACB will continue to develop an accurate and efficient administration, recording and accounting system through regular capacity training. This will include continued capacity building in developing accurate and up to date records on the number of cricketers, talented cricketers for further enhancement, clubs, qualified coaches, qualified umpires, coaching activities at clubs and schools Job descriptions should be developed for all employees of the ACB at all levels, national, regional, provincial and district. Job or role descriptions should also be developed for all significant volunteer roles in Afghanistan cricket An important part of building the capacity of the Afghanistan Cricket Board is to build and maintain unity and collaboration amongst the variety of cricket bodies, associations and clubs which already exist within the country. We seek to develop the national interest of the game rather than local, private or individual interests We will continue to develop our established links, communication and liaison with the Government of the Islamic Republic of Afghanistan and Afghanistan s other sporting bodies 2.3. Continue the development of professional management structures The ACB will continue to develop and build the capacity of its committees as essential management structures Executive Committee Selection Committee Technical Committee Disciplinary Committee We will also develop any other management structures required for the enhancing of management of cricket in Afghanistan. 17

18 2.4. Develop Codes of Behaviour for Players, Coaches and Umpires The ACB is currently working with players, coaches and umpires to develop our own Codes of Behaviour which will reflect the Law and Spirit of Cricket and encourage professional conduct at all levels in Afghan cricket The final documents will be produced in the national languages as well as English Promotion of Volunteering in Cricket In major cricketing countries volunteers are essential to the game. They are certainly the lifeblood of community cricket in the regions, provinces, villages and clubs in Afghanistan. The ACB will continue to strongly promote volunteering in cricket in Afghanistan At regional, provincial and club levels volunteers can play many different roles including acting as coaches, umpires, teachers, administrators and curators. Parents of young players are often eager to be offer support to their sons and daughters in this way As a part of the promotion of volunteering in cricket, the ACB plans to recognise its strong network of volunteers with events and presentations of awards for service and commitment at the national, regional and provincial levels Measuring the Cricket Player Demographics The ACB plans to conduct a nationwide survey of cricket to establish a baseline picture of the demographics of cricket at the moment in Afghanistan This will be achieved in collaboration with provincial and district cricket as well as with cricket clubs and associations across the nation The survey will include gender considerations.

19 3 Develop Afghanistan s domestic cricket

20 OBJECTIVES FOR GOAL To improve cricket s physical infrastructure The ACB is committed to developing all of the facilities and physical infrastructure required for the quality development of cricket in Afghanistan Develop International Standard Stadiums All sports require a good standard of venues where players can train for their sport and participate in competitions. Good venues have an impact upon player motivation and interest in the game. The same is true for cricket. Everyone involved in cricket in Afghanistan is aware that facilities for cricket have been virtually non-existent throughout the country and all agree that stadiums and other facilities are desperately needed The ACB has adopted this need as a goal for the next 5 years: seeking donor support for the building of international standard cricket stadiums The ACB will establish quality grounds which will be suitable to host Test and One Day Internationals in the major population centres of Afghanistan. These will conform to ICC criteria including international standard turf pitches, outfields, covers, practice facilities, human resources (curators, stewards, and other essential ground staff), player changing facilities/toilets, media facilities and public facilities Provide Player Accommodation The ACB, as a part of its player support program, wishes to provide comfortable accommodation for players who must travel or live away from their own towns, villages, provinces

21 Map showing cricket playing provinces and numbers playing in each and families Initially, a hostel in Kabul will be developed and used as a model for hostels in other population centres across the country To develop and implement cricket s domestic playing and management structure Develop and Promote Cricket in all 34 Provinces of Afghanistan Cricket is already very popular in the eastern and southern provinces of the country and amongst the many returnees who spent time in Pakistan during the troubled years of Russian invasion, civil war and Taliban rule The recent success of the national team has stimulated a large growth in both interest and participation in cricket across the country The domestic cricket department of the ACB has developed a 3 year plan to use this growth to stimulate even more interest and participation in cricket across the country In implementing this part of the plan the ACB is aware of possible constraints associated with poor security in some provinces Continue to develop the Domestic Cricket Structure Regional and Provincial Cricket ACB s Domestic Cricket Department has developed an organisational structure for domestic cricket which includes dividing the country into 5 regions: Band e Ameer, Mes 21

22 Aynak, Amo, Boost and Spinghar Each region has up to 7 provinces. It is planned to have a Regional Administrative Officer in each region as well as a Provincial Director for each province Regional Cricket Each region will have a central administrative office located in the center of the region and ACB will implement its planned activities through the Regional Administrative Officers and Provincial Directors. Reporting mechanisms will be put in place to ensure a united, centralised approach to cricket development in each region. Capacity building workshops will be provided in each region by ACB Domestic Cricket Department covering basic cricket skills, reporting, coaching, structures and the requirements of cricket academies and cricket clubs. The workshops will also provide information on age group cricket, women s cricket and physical fitness Provincial Cricket The ACB has selected a Provincial Cricket Representative (Director) from each province. In order to improve the capacities of Provincial teams, the ACB Domestic Cricket Department will organise provincial tournaments between provincial teams on a regular basis. The ACB Domestic Cricket Department is currently collecting the biographical data of all players in provincial teams as a talent spotting process. The Domestic Cricket Department will organise trails of players prior to provincial tournaments to assess and select talented players for the Provincial matches. 22 In 3 years we will have completed the formal regional and provincial structure for the whole

23 country The ACB will continue to support and promote cricket at all levels in Afghanistan, including but not restricted to the following: Regional Cricket Provincial Cricket Club Cricket School Cricket Developing the Age Group Structures Volunteer Development Departmental Cricket Each of these areas of cricket is seen as an important part of ACB developing a full and connected player pathway from grass roots to National level Divisional Cricket Structure The ACB will establish a structure of 4 cricket divisions through which provincial teams can move as they develop. The process of moving through from the bottom to the higher 23

24 divisions will enhance player talent and skill and in doing so will improve the standard of cricket across the country. The ACB Domestic Cricket Department will structure the rules, competitions and achievements required for teams to pass from one division to the next To enhance player development, selection and coaching Develop an international standard general coaching programme with a coaching plan, a system of talent identification and coaching for talented cricketers An Australian soldier bowls to an Afghan soldier in Uruzgan Province The ACB will produce a yearly coaching and development plan to meet the needs of all players, based around a calendar of activities. It will oversee all aspects of coaching, and foster an environment in which talented cricketers are given every opportunity and encouragement to develop to their full potential National Coaching Director -to oversee all aspects of coaching, and to foster an environment in which talented cricketers are given every opportunity and encouragement to develop to their full potential. To prepare elite cricketers for participation in first class/test cricket The ACB will continue to develop talent identification processes to find players who are qualified to play for the country We will actively seek sporting scholarship and training programs in international standard sports institutes for our developing and junior cricketers who are showing the potential to rise to elite status. The ACB will approach cricket boards in major cricketing countries (Australia, Britain, India, Pakistan, etc) to seek scholarship support for the development of elite cricketers in Afghanistan We will also continue to develop our own in-country training and coaching programmes to meet this goal.

25 Developing a full and connected pathway for players from grass roots to the national level and beyond: lifelong involvement in cricket The ACB considers that it is vital to develop domestic participation growth strategies and implement a full and connected player pathway from grass roots to the national level. This pathway model provides opportunities for young people to participate in cricket throughout the different stages of their development Having a well developed participation pathway means that lifelong involvement in cricket is more easily achievable for people in the community. People who have been a part of the participation pathway as a player are extremely well placed given their experience to re-enter the pathway as a coach, umpire, team manager, scorer or administrator The ACB will encourage this involvement through having an inclusive, family friendly environment and a governing body that provides thorough coach, umpire, scorer and administrator education programs The ACB will use the International Cricket Council s Participation Pathway Guide (December 2010) as a guide in this development process Developing Cricket Academies The ACB believes that an essential element in the development of cricket in Afghanistan is the creation of academies which will develop cricket excellence in our talented Afghan young people The academies will include: Men and Women Player Development Sports Science and Sports Medicine Information and Resource Centres Coaching, umpiring, administration, curator and grounds staff development We plan to have a co-ordinated and developed general coaching programme in place within two years. 25

26 3.4. To establish Cricket for People with Disabilities The ACB believes that it is essential for disabled people to be able to participate in cricket Afghanistan after years of war and fighting has one of the highest rates of physical disability in the world. The ACB believes that it is important for people with disabilities to have full access to leisure and sports activities. Disabled cricket, therefore, is seen as a high priority by the ACB. The ACB intends to: Encourage and develop cricket teams for disabled people Increase in the number of people with disabilities participating in cricket as players, coaches, grounds men, umpires, scorers and administrators Improve the skills of all disabled players Provide suitable facilities including ensuring there is disabled access to all of our new grounds, pitches, and equipment Provide funding for these developments We will develop Disability Cricket at all levels including school, club, provincial and regional To develop a co-ordinated programme to recruit, train and build capacity for coaches, umpires, grounds staff and officials The ACB sees capacity development in every area of cricket to be of the highest importance The recent history of Afghanistan has created a lack of standards and capacity in many areas of life in our country. The ACB sees that this is also an issue for the game of cricket In the words of the Afghan National Development Strategy: Real independence, stability and development depend on the ability of Afghan people and organisations to manage their own affairs successfully and independently This will continue to be an ongoing issue over the coming 5 years. It will include the following strategies: Substantially increasing the number of active qualified coaches and umpires through improved recruitment. Planning and developing training courses to improve coaching at all levels Using the skills of former national and high level players as coaches Finding individuals who are enthusiastic and knowledgeable of the game and encourage them to become active as coaches, umpires, scorers and grounds staff. 26

27 3.6. To encourage existing clubs, associations and academies into ACB membership The importance of a central board to coordinate the development of cricket has been demonstrated in all countries participating in cricket at the international level. A central coordinating board is also essential for the development of cricket at our domestic and provincial levels Develop a registration system for membership of the ACB and help clubs, associations and academies to see the advantages of ACB membership Building unity and collaboration between the ACB and all other cricket levels, associations and groups will be an ongoing goal There are many ways that Afghan cricket clubs, associations and academies can work together to ensure the strong development of cricket in our country. The key to this is membership in the game s coordinating body, the ACB Benefits of a united approach to cricket in Afghanistan, and membership of the ACB, include: Creating financial savings and benefits that can be directed back into the game Aligning Afghanistan cricket s collective leveraging power for individual members and cricket across the country in terms of finance and development Sharing capacity, knowledge and resources among members Promoting excellence across all Afghan cricket s organisations Combining (and not duplicating) services to achieve greater purchasing power Ensuring members, stakeholders and players have access to international class facilities and venues We believe in the importance of Club Cricket In recent years Club Cricket has had an amazing growth in Afghanistan. Existing clubs number in the thousands and more are developing. Many banks, organisations and agencies have their own clubs. These clubs are an important means of improving cricket at all level. Many workers are playing and building their capacity in a very advanced manner ACB will strongly focus on developing Club Cricket and on raising awareness of the importance of club cricket in all five regions of the country using multimedia and other awareness sessions. 27

29 4Raise performance in all cricket formats to the elite level

30 OBJECTIVES FOR GOAL 4 The ACB is committed to striving to achieve levels of high performance in all formats of cricket, domestic and international, and to play at elite levels. The first objective here is also listed as a part of Goal 3, Develop Domestic Cricket (See 3.3), it is included again here because it is essential basis for developing high performance levels in all areas of Afghan cricket. The development of strong domestic cricket will be the foundation for the achievement of this goal To enhance player development, selection and coaching Develop an international standard general coaching programme with a coaching plan, a system of talent identification and coaching for talented cricketers Developing a full and connected pathway for players from grass roots to the national level and beyond: Lifelong involvement in cricket Developing Cricket Academies 30

Development of annual international competitions ACB will work with cricketing countries, especially our Asian neighbouring countries - Pakistan, India, Sri Lanka and Bangladesh to develop more international matches with them We will also communicate with ICC full members to play ODI and T20 Matches with the Afghan national team visiting their country or with their team coming to our Sharjah home ground We will arrange extra matches with the top ICC Associate members who have ODI Status as well as participating with them in the ICC scheduled games Improve our ICC membership status over the coming 5 years The ACB, like all ICC Associate and Affiliate members, dreams of achieving test match and Full Member status so that they can play at the elite level on the world stage The tremendous achievements of Afghanistan s national cricket team in recent years are indicative that the journey to Test Match Status is possible and probable The ACB will work to achieve associate member status by the end of the year 2013 and to continue raising our status in every way possible over the coming 5 years Maintain and improve ODI/T20 status and ranking The ACB sees it as very important to maintain and improve our ODI status and ranking by playing a top quality cricket on the international arena ACB will continue to give attention to improving our domestic ODI/T20 playing structure which will have a positive impact on our international competitions We will strive to achieve the International Cricket Council guideline which states that we should win 60% of our matches with ICC Associate members (ODI) or we have to win 1 or 2 full members to step up in the ICC ODI ranking We will strive to move closer to the full members in the ICC T20 ranking. We already have a very good winning percentage in T20 matches ACB will have preparation camps for the National Team before each important event so they will be able to acclimatise with local conditions. 31

34 OBJECTIVES FOR GOAL Implement the new financial policy and develop an efficient, accurate and transparent financial accounting system with capable staff The ACB will achieve the following objectives in its finance department: Implement the new financial policy in Computerize the accounting system with software to adopt a proper reporting system and have several users for different purposes Introduce a proper budget and expenditure chart of accounts for all budget and expenditure items Create a National and International DSA (accommodation, per diem, bonus and food allowance) policy for the ACB Build the capacity of the finance department staff in finance/account related trainings in home and abroad Reduce the use of cash payments in the ACB offices, open bank accounts for staff and ensure financial dealings are through banks and with cheques Develop and strengthen the existing financial forms/templates for travel, mission, purchasing equipment, DSA and advances against salaries for more transparency and accountability Provide proper financial segregation of duties in finance department to avoid discrepancies Seek to make cricket financially self-supporting in Afghanistan in 5 years Afghanistan is a poor country all the more so after 30 years of troubles and ongoing instability. The cricket players of Afghanistan and the majority of the supporters of the game are poor people. This makes the financial support of the Afghanistan Cricket Board and cricket at all levels a big challenge for us Finding ongoing and sustainable sources of income, whilst essential, is also challenging. 34

35 The ACB is committed to the belief that the current interest in Afghanistan s cricket successes can be to our benefit in seeking sources of financial support It is also to the benefit of potential donors and sponsors since our national cricket team is already in the international media spotlight and, we believe, this will continue to be so over coming years Over the coming 5 years the main areas of expense will be: Payments to national players and umpires Administration (cricket, marketing etc) Capacity Building and Game Development (player, coach, umpire, curator and staff development) Infrastructure Development (both physical facilities and administrative infrastructures) 5.3. Seek national and international donors and sponsors for cricket in Afghanistan Whilst the ACB is most grateful to our current sponsors, Supreme and Etisalat, for their committed, ongoing and generous support thus far, we believe that we must seek more donors and sponsors, especially at the international level, if we are to be able to implement this strategic plan over the next 5 years The ACB believes that cricket can speak the language of peace and unity and be a means to achieving these in Afghanistan. We believe that national and international donors and sponsors will understand this and support this aim Cricket offers a unique opportunity to the international community, sponsors, development agencies and donors to be involved in a peaceful large scale movement which promises many positive and capacity building opportunities across the country The ACB intends to seek support in the following areas: Private Sector Major International Corporations working in Afghanistan Other International Corporations Afghan Corporations including in kind support Afghan and International Entrepreneurs Communication companies Government Sector Ministries of the Islamic Republic of Afghanistan Governments of cricketing countries especially those with links to Afghanistan (Britain, Australia, India, Pakistan, New Zealand, South Africa, etc) Approaches to Embassies based in Kabul Government of the USA 35

Establish cricket as a permanent budget item in the annual budget of the Government of the Islamic Republic of Afghanistan Media Rights and Televising of Matches Media Rights to television and radio coverage of games, especially our national games, have the potential, as cricket increases in popularity, to become an important source of income for the ACB Whilst the current practice is for the ACB to ask/pay for television coverage, future development of the game will mean that media organisations will want to have the rights to coverage to increase their ratings Encourage donors and sponsor bodies to direct their efforts through the ACB An important part of this goal is to ensure that donor and sponsor bodies direct their efforts in terms of cricket develop through the Afghanistan Cricket Board The ACB will work to ensure that all cricket donors and supporter groups, both inside and outside Afghanistan, recognize and support our important and essential coordinating role in Afghan cricket This can best be done by channeling all efforts, funding and support for the game through the Afghanistan Cricket Board. In the same way, potential grants to any organisation concerning cricket should be evaluated in partnership with the ACB. This approach will: Ensure that all young and talents players become a part of the ACB s participation pathway which can lead them from junior and beginner status to national and international participation. This may not happen for players who are not linked to the ACB or who are involved with private cricket projects Such an approach will not only be a better support to Afghan cricket, but will also provide better reporting, sustainability and transparency.

37 Implementation, Monitoring and Review of this Plan The most important issue concerning this strategic plan has been left for this, the last page. The ACB is committed to ensuring that this strategic plan is a living, working document and not one which will be shelved and gather dust. We will ensure this by implementing a formal, structured monitoring and review process for the strategic plan 1. The CEO and Development Department will be responsible for ensuring that the monitoring and review processes take place. 2. People named in the action plan as responsible for goals, objectives and actions will keep records and report regularly on the progress of achieving actions and goals. 3. A quarterly meeting will he held to formally monitor and review the progress of the goals and objectives of the plan. 4. This meeting will also update the strategic plan and, if necessary, make any changes that the experience of implementing has shown to be needed. 5. The progress of achieving the goals of the plan should be reported regularly to the Board which holds ultimate responsibility for the implementation of the plan.. 6. Once the plan is formally approved, the Board will be required to approve any changes that are made. 37
