1 DERRY CITY AND STRABANE DISTRICT COUNCIL-PLAYING PITCH STRATEGIES PRIORITY UPDATE REPORT The and District Council (DCSDC) Playing Pitch Strategies update report provides an update on progress against the two playing pitch strategies produced for the former & District Councils in 2012 & 2009 respectively. The implementation of the Review of Public Administration (RPA), which reduced council areas from 26 to 11 (from 1 April 2015) has resulted in the creation of the new & Council. This document aims to pull together both previous strategies and to provide an update on progress against the two previous strategies priorities and in addition, identify and outline future priorities moving forward. The purpose of this update report is therefore to: Inform Council members and officers of the previous priorities for the two former Council areas To pull together these priorities into one list for the new Council area and to provide an update on progress achieved against these priorities To provide information on the current status of these priorities and to prioritise remaining projects To identify and include specific projects that have emerged since the two strategies were first published Use updated pitches report to inform the wider Facilities Strategy for the new and District Council area The report objectives are: To identify the existing range of pitch projects which, if implemented, will provide improved pitch facilities at local level in and District and to; Identify the priorities in the new and District based on the two previously produced PPS strategies To recommend priorities for future investment in sports pitch provision in and District based on the two previously produced PPS strategies.
2 Council PPS was produced in December 2012 and identified the following site improvement priorities;
3 Council s existing project proposals-dec 2012 Current Position Brooke Park grass soccer pitch & 3G 7 a-side Doire Colmcille GAA Pavilion and Grass Pitch Na Magha Hurling & Camogie Club Pavilion & pitch upgrade Sean Dolans GAA- Upgrade grass pitch Sean Dolans GAA-Develop training area & pavilion St Columb s College 3G pitch development St Josephs GAA, Craigbane- existing pitch extension & upgrade Ballymagroarty- 7 a-side 3G pitch Due to go out to tender for construction works to commence Brandywell 3G full sized soccer pitch To be completed November 2017 Clondermot Site- Full size 3G soccer pitch Funding secured to procure integrated design team to bring project through to stage 3. Community consultation undertaken, planning application submitted and funding application submitted to PEACE for capital works Corrody Road- Full size GAA grass pitch Design Team appointed and funding secured Culmore Landfill Site-possible multiple pitch site To be scoped and progressed to phase 2 development of the site Daisyfield 3G training area, grass pitch and pavilion Council finding secured with match funding to be secured from DFC. Currently out to tender for Design Team Drumahoe School Site- DCSDC owned, proposals pending To be operational by summer 2017 including changing facilities further assessment of access; ground conditions; flood risk etc and financial/vfm implications Killfennan ---7 a-side 3G pitch Due to go out to tender for construction works to commence Leafair Pavilion & Changing Rooms Funding secured and design team appointed New Buildings Joint soccer & cricket club pitch developments Design and planning application process complete with work ongoing to secure the necessary funding Templemore sports complex redevelopment Ballynagard pitch refurbishment Belmont Pitches-refurbish dormant pitches Creggan Burn- Possible two pitch site Doire Colmcille GAA 3G pitch development Drumahoe YMCA- Changing pavilion Galliagh Linear Park-Junior grass pitches Heron Way- Grass soccer pitch & changing pavilion Shantallow Community Centre pitch upgrade Steelstown GAA Pavilion Funding secured to develop Business Case and project programme and bring through to design stage 3 (planning) Has not currently progressed due to various constraints such as planning and funding restrictions, however the
4 District Council PPS was produced in July 2009 and identified the following site improvement priorities PPS site improvement priorities- July 2009 Ardstraw Football Club -- Changing room Upgrade Campus swifts pitch -- Pitch and changing room upgrade Glebe football pitch -- Pitch and changing room upgrade Mitchell park --- Pitch and changing upgrade St Eugenes GAA Castlederg -- Changing room upgrade Sigerson s GAA -- Changing room upgrade Artigarvan football pitch -- Pitch and changing room upgrade Darragh Park -- Pitch and changing room upgrade Sion Mills Recreation Ground (brea road) Pitch and changing upgrade Burndennett Cricket Club -- Changing room upgrade Clady (mcguinnessess) --Pitch and changing room upgrade Clan Na ngael -- Pitch and changing upgrade Donemana Cricket Club -- Pitch and changing upgrades Killycooney Cricket Club -- Changing room upgrade Meadow Pitch -- Pitch and changing room upgrade CURRENT POSITION Funding secured to review design and re-submit planning application. Planning application submitted and work ongoing to secure the necessary funding. Issue around access therefore other sites currently being explored. Working with Education Authority with a view of developing a pitch on the site of the local primary school Unmet demand and identified projects The 2014 updated Bridging the Gap assessment identifies a need in and for the equivalent of 45 pitches (grass and all weather) using a standard based on per 1000 population. This is based on analysis including AGPs on education sites and education grass pitches (including education pitches significantly reduces the gap between identified pitch need, and existing pitch supply). When Education Grass pitches are excluded and just all-weather education pitches are included a deficit of 80 pitches was highlighted. This is based on a requirement for acres of pitch provision in DCSDC, and there being a shortfall of acres. (Note) 3 rd Generation pitches is calculated as being able to cater for x8 times greater usage than a standard grass pitch. In order to address this shortfall, Council have identified the following projects that can be used by the council to prioritise resources and continue to support the development of playing pitches in the new Council Area; & - Prioritised projects with timescales

Brandywell Stadium Full size AGP able to cater for soccer. 3G 7 a- To be complete November side pitch Corrody Road Full size GAA grass pitch Design Team appointed and funding secured. Culmore 3G Development at Thornhill College Scoping exercise carried out. Daisy Field 3G training area, grass pitch and pavilion Council finding secured with match funding to be secured from DFC. Currently out to tender for Design Team. Darragh Park Dergview FC Drainage works. Changing improvements, Improved spectator accommodation Institute FC 3G pitch Development and associated works Kilfennan 7 a-side 3G pitch Develop floodlit pitch facilities, pavilion and 3G Due to go out to tender for construction 7 a side pitch works to commence. Leafair Pavilion Provision of changing facilities Funding secured and design team appointed. Melvin Arena Pitch Provision of changing facilities To be completed summer Melvin Sports Complex Newbuildings Cricket Club Newbuildings Soccer Club Sion Mills Ballyfatten Park Sion Mills School Site Spamount Playing Fields Academy Multi purpose 3G pitch for competitive games in Gaelic, Soccer & Rugby New pitch, Changing improvements, Improved spectator accommodation Changing improvements, Improved spectator accommodation Multi purpose 3G pitch for recreational play in Gaelic, Soccer & Rugby New grass pitch for soccer Additional Changing Provision 2 Rugby, 1 Hockey and Tennis provision with pavilion Funding secured and project out to tender to appoint contractor to commence works. To be complete March Funding secured and design team appointed. Funding approved to appoint design team to bring through to design stage 3 + Business Case. Additional changing requirements under review. School are in a state of readiness and secured funding for all aspects of the project except the pavilion. Initial consultation and acquisition of site currently ongoing. Design, consultation and planning complete with funding proposal application submitted to PEAVE IV. Initial Scoping exercise being carried out. Consideration should be given to similar projects proposed for that area. Short term lease ---increase maintenance programme to be considered. Ongoing discussions regarding access. Long term development restricted until lease agreed. Budget approved to appoint detailed design team. Increase the quantity of changing provision to ensure site can accommodate mixed gender teams at peak periods. Masterplan to determine overall project content. Develop AGP able to cater for Gaelic games and soccer Vaughan s Holm Newtownstewart Indoor 3G and multiple pitch facility Upgrade changing accommodation Additional changing requirements under review.
