2 Umpires Yellw Card System Intrductin A Yellw Card system is being intrduced by Macarthur Baseball League n a trial basis fr the seasn. The system is being implemented t assist with the reductin f Umpire Abuse. The main fcus f the system is t prtect ur Junir Umpires which will psitively impact the subsequent retentin f these Umpires, particularly at a lcal level. Prcess Identifiable yellw clured laminated cards will be issued t each CLUB and will be kept at each CLUB s hme grund. Allcated Junir Umpires will carry r have access t these Yellw Cards n game days t serve/deliver warnings when they deem it apprpriate. Access t a Yellw Card must be made available t the Club Umpire C-Ordinatr/nminated Club Representative (apprved by MBL) r MBL Executive Member upn request. Issuing f Yellw Card WARNINGS Yellw Card WARNINGS can nly be issued by: Umpires plate r base/field; Club Umpire C-Ordinatr - If there is n Club Umpire C-Ordinatr, a nminated Club Representative (apprved by MBL); MBL Umpire C-Ordinatr; MBL Executive Member. 3 Yellw Card WARNINGS can nly be issued t: Players; Up t tw Yellw Card WARNINGS can be issued per player/per game withut ejectin. If a player is issued tw Yellw Card WARNINGS in any ne game they will be reprted t the MBL RP&D. If a player is issued mre than tw Yellw Card WARNINGS in any ne game, the player will be autmatically ejected frm the game and will be cited by the MBL RP&D. Caches; Upn being issued with a Yellw Card WARNING, the cach will: immediately be restricted t the dugut r dead ball area AND allwed t cntinue caching; nt be allwed t enter the field f play fr the remainder f the game; be replaced as the team representative fr cmmunicatin/dealings with Umpires fr the remainder f the game; nminate a new team representative wh will represent the team t interact/cmmunicate with the Umpire/s fr the remainder f the game. ie Assistant Cach; be reprted t the MBL RP&D. If a subsequent Yellw Card WARNING is issued t: the same cach during the same game, the cach will be autmatically ejected frm the game and will be cited by the MBL RP&D; the new team representative during the same game, this team representative will be ejected frm the game and will be cited by the MBL RP&D. 4 Yellw Card WARNINGS can be issued fr: Acting in a manner that is disrespectful t an Umpire r Game Official; Cntinuing t questin an Umpire s judgement after the umpire has explained that the decisin is a judgement call; Cmments abut an Umpire s ability r integrity frm behind the plate r in the vicinity f the field r duguts; Cntinues t make cmplaints abut calls that are audible t the Umpire. WARNINGS fr unacceptable cmments frm Cmpetitin Participants: Cmments made by players r caches shuld be dealt with as utlined abve; Where the Umpire/s can hear cmments, but are unable t identify wh made the cmments, the umpire can issue the Yellw Card WARNING t ne r bth team caches; When issuing the Yellw Card WARNING the Umpire can request the caches t cntrl the peple making the cmments. Subsequent Yellw Card WARNINGS can be given if the cmments cntinue; The Umpire, Club Umpire C-Ordinatr/nminated Club Representative (apprved by MBL), MBL Umpire C-Ordinatr r MBL Executive Member shall be the judge f what is unacceptable. WARNINGS fr cmments frm Unknwn Participants: The initial Yellw Card WARNING t a cach will be recrded as a team warning and nt against the cach as an individual; Any subsequent Yellw Card WARNINGS will be recrded as a warning given t the cach and will be cunted in the cnsequences set ut abve fr Caches. 5 Yellw Card WARNINGS Other cnsideratins: Initial verbal warnings can still be given if apprpriate; A Yellw Card WARNING des nt need t be given prir t an ejectin being made, where the behaviur f a player r cach warrants immediate ejectin; A Yellw Card WARNING des nt replace an ejectin if an ejectin is warranted. Recrding f all Yellw Card WARNINGS: All yellw cards issued during a game are t be recrded n the game Result Sheet. Recrded details are t include the fllwing: identity and rle (player r cach) f the persn wh was issued the card; identity and rle/psitin f the persn wh issued the card (Umpire, Club Umpire C-Ordinatr/nminated Club Representative (apprved by MBL) r MBL Executive); brief details f the reasn the card was issued. Result sheet t be submitted t the MBL Registrar at the cmpletin f the game. Any further actin t be taken will be at the discretin f the MBL RP&D. MBL will frmally ntify the Club Executive f the parties invlved. MBL will maintain a recrd f all yellw cards issued fr purpses including managing habitual ffenders, data/statistics cllectin and trial system assessment. Page 5 f 5
