3 1 RULES OF THE COMPETITION 1.1 The competition shll e conducted in ccordnce with the Rules of Hockey in force on the first plying dy of the competition except s vried y Appendix 1 of these Regultions nd in ccordnce with these Regultions. 1.2 The vrious competition plns nd rnking schemes re set out in Appendices The Tournment Regultions will e pulished y the FIH on its wesite from time to time. A copy of the Regultions must e sent to ll prticipting countries y the host Ntionl Assocition t lest 28 dys prior to the strt of the tournment. In ddition, the host Ntionl Assocition is lso required to mke copies ville for the prticipting tems nd the technicl officils t the pre-tournment riefing meetings. 1.4 If the competition is n Under 21 junior competition, junior plyer shll e defined s plyer who is under 21 yers of ge on the 31 Decemer of the yer preceding the tournment. 1.5 If the competition is n Under 18 junior competition, junior plyer shll e defined s plyer who is under 18 yers of ge on the 31 Decemer of the yer preceding the tournment. 1.6 The FIH Code of Conduct, Appendix 10, estlished to crete wreness of nd ccountility for the promotion of the gme of hockey mongst the prticipnts of the competition will pply. 1.7 The FIH Imge Rights Policy will pply t ll FIH Glol Events (ie World Cup, Indoor World Cup, World Legue, Chmpions Trophy, Chmpions Chllenge 1, Chmpions Chllenge 2, nd Junior World Cup). 2 TOURNAMENT OFFICIALS 2.1 The President of the FIH (or, in his sence, one or more officils formlly designted y the FIH President), shll e the FIH Representtive(s) during the tournment. 2.2 Where n FIH Representtive is not the President nd ny dout rises t ny time during tournment s to the uthority of the Representtive or ny other mtter ffecting their duties, contct must immeditely e mde with the President or Chief Executive Officer for guidnce nd instructions. 2.3 A Tournment Director is ppointed y the FIH. The Tournment Director hs the full power nd uthority of the FIH in reltion to ll mtters concerning the conduct of the tournment in ccordnce with these Regultions. 2.4 The Tournment Director ppoints the Umpires (including the Video Umpire if pplicle), Technicl Officers nd Judges for ech mtch from mong the persons ppointed y the FIH to officite in the competition provided tht: Mtch or Video Umpires must not e ppointed to mtch in which their country is plying (it eing the cse tht whenever possile, the sme principle will pply to ny officil on duty for mtch); Pge 2

4 n officil of prticipting tem is not permitted to e Technicl Officil of the tournment. 2.5 The Tournment Director ensures tht ll prticipnts ide y the FIH Code of Conduct (Appendix 10) nd hs uthority to tke ction in ccordnce with the Code. 2.6 With the consent of the FIH Representtive, the Tournment Director my delegte the exercise of his/her powers nd uthorities to Technicl Officer, in whole or in prt nd for such durtion s the Tournment Director deems necessry. In the sence of n FIH Representtive, such power of delegtion my only e exercised with the consent of the FIH Chief Executive Officer. 3 TEAM ENTRY 3.1 The officil Tem Entry Form must e forwrded y ll prticipting countries to oth the FIH nd the Orgnising Committee not lter thn 14 dys efore the strt of the tournment. 3.2 All plyers must e identified y their respective plying shirts numered within the rnge 1-32 which must remin the sme throughout the competition. 3.3 The Tem Entry Form must include: c d e f the nmes of up to 18 plyers wishing to tke prt in the tournment identified y their respective plying shirt numers; the nme of the Tem Mnger, not eing the Tem Coch, Assistnt Tem Coch or Tem Medicl Doctor; the Stnd-in Tem Mnger who will tke over the duties nd responsiilities of the Tem Mnger if nominted to e the Tem Mnger for prticulr mtch or if the Tem Mnger is incpcitted or suspended; the nme(s) of the Tem Coch, nd ny Assistnt Tem Coch, Tem Physiotherpist nd Tem Medicl Doctor, if present nd wishing to e uthorised to sit on the tem ench; detils of the primry nd lterntive colours of field plyers clothing; ech piece in one set must consist of t lest 80% single colour nd the other set must consist of colour(s) completely different from the dominnt one(s) in the first mentioned set for shirt, shorts/skirt/skorts nd socks; nd detils s to primry nd lternte colours of golkeeper s shirts which must consist of colours completely different from the primry nd lternte colours of the field plyers shirts In the event tht tournment is plyed t the sme time s nother tournment t the sme venue, the Tem Mnger nd stnd-in Tem Mnger nmed in the Tem Entry Form must e different Tem Mnger nd stnd-in Tem Mnger to those nmed in the Tem Entry Form for tht other tournment. 3.5 The Orgnising Committee must hnd copy of ll entry forms to the Tournment Director upon his/her rrivl t the venue. 5 3.6 Notifiction in writing of ny mendment to n entry form must e delivered y the Tem Mnger to the Tournment Director not lter thn 24 hours prior to the first mtch of the tournment or t the pre-tournment riefing meeting, whichever is the lter. No further mendments will e ccepted fter the dedline concerned. 3.7 In the event of withdrwl of one or more tems, the prticiption of reserve tems is: to e pproved y the FIH in the cse of n invittion tournment; the prerogtive of the FIH in ny other cse. The host country, the prticipting countries nd the medi will e notified ccordingly prior to the tournment commencing. 4 PRE-TOURNAMENT BRIEFING MEETINGS 4.1 Tem Mngers nd stnd-in Tem Mngers must ttend the meeting with the Tournment Director t time nd plce to e specified. 4.2 Tem Mngers must ring to this meeting or such other meeting specified y the Tournment Director: c smples of the clothing of their field plyers nd golkeepers (primry nd lternte colours) nd ll plying equipment for pprovl prior to the commencement of the competition; equipment includes golkeepers hedger, hnd protectors, leg gurds nd kickers together with ny protective equipment such s fce msks nd hnd protectors worn y field plyers; sticks for ll plyers will lso e checked ut the Tournment Director my uthorise this to e done t nother time; the pssports of plyers for proof of identity, ntionlity nd, if junior tournment, ge; the Tournment Director my require plyer to ttend with their pssport to verify identity; no other form of documenttion (eg ntionl identity crd) is cceptle; Acknowledgement nd Agreement Forms required y the FIH Code of Conduct, FIH Anti- Doping Regultions nd FIH Imge Rights Policy must e signed y ech individul prticipnt (ie ll tem memers nd tem officils, including plyers, mngers, coches, technicl, medicl nd pr-medicl stff). 4.3 If directed y the Tournment Director, the Tem Medicl Doctor (if ny) must ttend the meeting with the FIH ppointed Medicl Officer t time nd plce to e specified. If tem hs not nominted Tem Medicl Doctor, the Tem Physiotherpist or other tem medicl person must ttend the meeting. 4.4 If directed y the Tournment Director, the Tem Coch must ttend the meeting with the FIH ppointed Umpires Mnger(s) t time nd plce to e specified. 6 5 COMPOSITION OF A TEAM 5.1 A mximum of 18 plyers my e used y tem in mtch, of whom 2 must e golkeepers wering full protective equipment. If one of the golkeepers ecomes injured or is suspended during tournment, tht tem cn continue to use 17 plyers including only 1 golkeeper. If tem chooses not to include second golkeeper in the 18 plyers, they re limited to using 16 plyers in mtch. If plyer(s) hs een suspended y the Tournment Director for one or more mtches then, for those mtches, the numer of plyers the tem concerned my use will e reduced y the numer of plyers suspended. 5.2 At time nd plce to e greed upon with the Tournment Director during the Pre-Tournment Briefing Meeting, ech Tem Mnger must deliver the pproprite form nominting: c d e f g the eleven plyers who will e on the field of ply t the commencement of the mtch; suject to regultion 5.1 in reltion to golkeepers, up to seven plyers who will strt on the tem ench (unless one or more plyers hs or hve een suspended for tht mtch in which cse the relevnt plyer(s) should e included on the form ut mrked with n S); the cptin nd golkeeper(s) for the mtch; the Tem Mnger for the mtch; the Coch on the tem ench for the mtch; Physiotherpist (if ny); Medicl Doctor (if ny). 5.3 Nomintions cn only e mde from the plyers nd tem officils whose nmes pper on the Tem Entry Form, excluding ny person who hs een suspended from prticipting in the mtch y the Tournment Director. 5.4 A nominted plyer who ecomes incpcitted during wrm-up or prctice my e replced y plyer whose nme ppers on the Tem Entry Form up to 10 minutes prior to the scheduled strting time of the mtch. The Tem Mnger must notify the Technicl Officer on duty ccordingly, who will inform the Tem Mnger of the opposing tem nd the medi. 6 TEAM CLOTHING, EQUIPMENT AND COLOURS 6.1 The Tournment Director, t his/her solute discretion, shll specify to the Tem Mngers the clothing to e worn y their field plyers nd golkeepers for ech mtch. 6.2 Any dditionl items of clothing worn y plyer during mtch must e the sme colour s the djoining piece of clothing. 6.3 When wrming up during mtch, sustitutes must wer is or some other form of clothing in colour different to oth tems. 7 6.4 Ech field plyer s numer must: c pper in distinctive filled (not outlined) figure(s); e not less thn 16 cm nd not more thn 20 cm in height on the ck of the plyer's shirt; e not less thn 7 cm nd not more thn 9 cm in height on the front of the plyer's shorts/skirt/skorts t thigh level. 6.5 Ech golkeeper s numer must: c pper in distinctive filled (not outlined) figure(s); e not less thn 16 cm nd not more thn 20 cm in height on the ck of the golkeeper s shirt; e not less thn 7 cm nd not more thn 20 cm in height on the front of the golkeeper s shirt. Ech of the ove sizes shll e mesured stretched, tht is s worn y the plyer. 6.6 The disply of the nme of the plyer is compulsory in n FIH Glol Event, ie World Cup, Indoor World Cup, World Legue (Rounds 3 nd 4 only), Chmpions Trophy, Chmpions Chllenge 1, Chmpions Chllenge 2, nd Junior World Cup. Ech plyer s nme must: c pper on the ck of their shirt (except if they re tking prt t tht time s field plyer with golkeeping privileges); e in distinctive filled (not outlined) letters not less thn 6 cm nd not more thn 10 cm in height; e positioned ove the plyer's numer so tht the numer remins clerly visile. 6.7 Ech tem involved in mtch must hve ville with it two spre sets of plyers clothing without numer plus suitle mteril for numering in n emergency such s replcement of lood-stined clothing. 6.8 All plyers must e uniformly nd netly dressed t ll times during mtch. 6.9 Field plyers must: c wer shin gurds inside the socks nd elow the knee t ll times during mtch; wer ny ody protection (including leg protection) underneth norml plying clothing; not wer ny dditionl protective equipment relted to medicl resons or similr s specified in the Rules of Hockey unless pproved y the Tournment Director No dvertisement my pper on ny item of clothing or equipment used y ny plyer or tem officil except s permitted in Appendix Mnufcturer identifiction(s) on prticulr item of clothing worn y plyers or tem officils or equipment used y plyers whilst plying is permitted in ccordnce with Appendix A plyer on the field of ply must not use or e equipped with ny device to receive communiction. 8 7 DURATION OF MATCHES 7.1 A mtch consists of two periods of 35 minutes ech nd hlf-time intervl of 10 minutes. 7.2 Extr-time my e plyed in clssifiction mtch s specified in the relevnt Appendix relting to the Competition Pln nd Rnking. 7.3 The Umpires strt nd re-strt the mtch; they lso signl to the Technicl Officils on duty every time stoppge they order nd the susequent re-strt. 7.4 Time-keeping is controlled y the Technicl Officils on duty; they re responsile for signlling the end of ech hlf nd, if necessry, extr time. If mtch, however, is prolonged t hlf-time or full-time to llow for the completion of penlty corner s specified in the Rules of Hockey, the Umpires will signl the end of tht hlf. 8 SUBSTITUTION OF PLAYERS 8.1 Sustitution tkes plce s specified in the Rules of Hockey from the plyers nmed in the Tem Entry Form. 8.2 Sustitution tkes plce under the supervision of Technicl Officil on duty. 8.3 After leving the field of ply hving een sustituted, plyer must immeditely go to the tem ench. 8.4 Tem Mngers re responsile for the proper ppliction of the procedures. 9 ADMISSION TO THE FIELD OF PLAY 9.1 The Coch on the tem ench my not enter the field of ply during plying time under ny circumstnces ut my do so during shoot-out competition. 9.2 The Tem Mnger, the Physiotherpist nd sustitute plyers nominted for tht mtch, up to mximum of ten persons, plus the Tem Medicl Doctor, if registered, must remin seted on the tem ench during plying time, including time stoppges, unless the Technicl Officer on duty or Umpire(s) direct otherwise or when implementing the sustitution procedures. The Coch nominted for the tem ench must remin in n re designted y the Technicl Officer on duty ut need not e seted. Sustitutes my leve their sets to wrm up in n re designted y the Technicl Officer on duty. The Tem Medicl Doctor nd Physiotherpist my leve their sets to tret plyers t the end of the tem ench. 9.3 The nominted Tem Mnger is responsile for the conduct of ll persons occupying the ench, must e present on the ench during the mtch nd must occupy the set nerest to the technicl officils tle. 9.4 Vocl communiction y tem officils nd/or plyers on the tem ench must not e directed t the technicl officils seted t the tle, the Umpires nd / or the plyers of the opposing tem. 9 9.5 If misconduct occurs fter Tem Mnger hs een wrned out cts of misconduct on their tem ench, the Technicl Officer on duty is empowered to order the person or persons involved to leve the tem ench nd remin in the tem chnging room for the rest of the mtch. After the mtch, the Technicl Officer will report the circumstnces to the Tournment Director who my tke further disciplinry ction. 9.6 No incpcity tretment is permitted on the field of ply except for golkeepers s provided elow. If plyer ecomes incpcitted on the field of ply, one of the Umpires my stop the mtch nd ssess whether or not the plyer requires ttention. When field plyer is incpcitted: i ii iii iv the Umpire my uthorise the registered Tem Medicl Doctor nd/or Physiotherpist to enter the field of ply; if tem does not hve such registered officils, the Umpire will uthorise the onduty Medicl Officer nd / or Tem Mnger, to enter the field of ply; if necessry, the Umpire my lso uthorise stretcher erers to enter the field of ply; persons uthorised to enter the field of ply re required to ssist nd remove the plyer concerned from the field of ply s soon s it is sfe to do so. c When golkeeper is incpcitted: i ii iii iv the Umpire my uthorise the registered Tem Medicl Doctor nd/or Physiotherpist to enter the field of ply; if tem does not hve such registered officils, the Umpire will uthorise the onduty Medicl Officer nd/or Tem Mnger, to enter the field of ply; if necessry, the Umpire my lso uthorise stretcher erers to enter the field of ply; persons uthorised to enter the field my ring mteril for tretment; they ssess if required nd s pproprite provide rief tretment or remove the golkeeper concerned from the field of ply s soon s it is sfe to do so. d If ny person from the tem ench nd/or the on-duty Medicl Officer enters the field of ply to ttend to plyer other thn golkeeper: i ii iii tht plyer must leve the field of ply nd return to the tem ench re for minimum of two minutes; the two minutes period will e mnged y the Technicl Officils on duty; the plyer required to leve the field of ply my e sustituted. 9.7 If lood stining to the field of ply occurs clening must immeditely tke plce using Non- Acid Disinfectnt Surfce Clener which is effective ginst ntiiotic-resistnt cteri or, if such mteril is not ville, n 80% lcohol solution. During this opertion there must e time stoppge of ply. Pge 8

10 9.8 No liquid or other refreshment my e consumed on the field of ply. Any plyer wishing to tke refreshment during mtch, including during time stoppges must leve the field of ply. A golkeeper my leve nd re-enter the field of ply djcent to the gol. 9.9 Tem officils nd plyers my leve the technicl fcility re surrounding the field of ply during hlf time only with prior permission of the Technicl Officer on duty. In doing so, plyers must leve their sticks nd golkeepers their sticks, hnd protectors nd hedger, t or ner the tem ench Audile vocl communiction from the videogrpher fcility overlooking the field of ply is not permitted y the personnel dmitted to this fcility. 10 INTERRUPTIONS OF A MATCH 10.1 If mtch is interrupted y the umpires (eg ecuse of wether or field of ply conditions) or y the Technicl Officils (eg ecuse of thunderstorm with lightning), this mtch must e resumed s soon s possile (not necessrily on the sme field of ply or on the sme dy), under the following conditions: the mtch must e completed up to the regultion full time (see Regultion 7.1) or the completion of extr time s the cse my e (see Regultion 7.2), the score on the resumption eing tht t the time the interruption took plce; on resumption, Regultion 8 relting to the sustitution of plyers shll pply s though there hd een no interruption to the mtch. 11 MATCH REPORT FORMS 11.1 At the end of mtch, Mtch Report is produced t the technicl tle. This is summry of the mtch showing the nmes of ll plyers, tem officils nd technicl officils nominted for the mtch nd the key mtch sttistics, including the result Within ten minutes of the end of the mtch, the Tem Mnger of ech prticipting tem must sign the Mtch Report The mtch officils must lso sign the Mtch Report once oth Tem Mngers hve done so. 12 DISQUALIFICATION OR FAILURE TO PLAY 12.1 During the pool mtches: A tem either disqulified or refusing to ply or filing to complete mtch is deemed to hve withdrwn from the competition. If tem so withdrws from the competition: i ii ny mtches it hs plyed until then, s well s ll the mtches it hs still to ply, will e recorded s 5-0 loss; tht tem will e disqulified nd will not e rnked in the competition; Pge 9

11 iii iv the pool points tle nd rnking tle will e djusted ccordingly for ll tems; the tem will not e entitled to ny FIH World Rnking points for the competition;. v 12.2 During clssifiction mtch: sttistics for the tem nd individul plyer scoring sttistics will e removed for ll mtches in which tem hs een disqulified or hs filed to ply. A tem either disqulified or refusing to ply or to complete mtch is deemed to hve withdrwn from the competition t tht stge. If tem so withdrws from the competition t the clssifiction stge: i ii iii iv v vi the tem is deemed to hve lost the mtch in question; the tem will e disqulified nd will not e rnked in the competition; the tem will not e entitled to ny FIH World Rnking points for the competition; ll tems rnked elow the tem t the time of the withdrwl will e dvnced y one plce in the finl rnking. no gols will e ttriuted to plyer for ny mtches plyed in the clssifiction stge y the tem tht hs een disqulified; tem sttistics re retined for ny mtches plyed in the pool stge y the tem tht hs een disqulified ut individul plyer scoring sttistics re removed. c Depending on the time of withdrwl of tem during the clssifiction stge, the FIH reserves the right to determine how finl rnking will e determined A tem which is deemed to hve withdrwn my e suject to further disciplinry ction s determined y the FIH Executive Bord. 13 VIDEO UMPIRE 13.1 Appendix 14 specifies the Video Umpire procedures. 14 CODE OF CONDUCT AND SANCTIONS 14.1 The FIH Code of Conduct pplies to ll prticipnts in FIH snctioned events Appendices 10, 11 nd 12 to these Regultions provide detils of the FIH Code of Conduct nd ssocited Guidelines for Tournment Director The Tournment Director hs uthority to reprimnd or to suspend for one or more mtches plyers, tem officils nd other officils who, in their opinion, commit rech of the Code of Conduct efore, during or fter mtch wherever tht misconduct occurred In deciding on the durtion of ny suspension, the Tournment Director is not limited to the remining mtches in the competition ut my impose suspension tht ffects mtches eyond the conclusion of the competition. 12 14.5 Suspended persons my not enter the field of ply or the technicl fcility res (including the tem enches, Coches oxes nd video tower) until completion of the mtch or mtches comprising the suspension An individul or tem my ppel ginst ny suspension. At FIH events where n FIH Representtive hs een ppointed, the ppel will e referred to n Appel Jury except tht suspension imposed fter the completion of the competition my only e ppeled to the FIH Judicil Commission s specified in FIH Sttutes. At n event where there is not n FIH representtive, the ppel will e referred to the FIH Chief Executive Officer If n individul or tem wishes to ppel, the Tem Mnger(s) must give written notice to the Tournment Director within sixty (60) minutes fter the Tournment Director s decision is pulished. If no ppel is lodged, the decision of the Tournment Director is finl If n ppel is lodged, the Tournment Director must immeditely inform the FIH Representtive, if one hs een ppointed. If there is not n FIH Representtive, the Tournment Director must dvise the FIH Chief Executive Officer. 15 PROTESTS 15.1 If tem wishes to lodge protest t the end of mtch or t the end of stnd-lone shootout competition the Tem Mnger must: c declre the intention to do so immeditely in writing directly elow their signture when signing the Mtch Report or Shoot-out Competition form; produce in ddition in writing the grounds of the protest nd must hnd tht document to the Technicl Officer on duty within 30 (thirty) minutes of the completion of the mtch or stnd-lone shoot-out competition ; deposit in ddition five hundred Euros ( 500) (or equivlent in freely convertile currency) with the written protest If protest is mde, the Technicl Officer on duty must immeditely notify the Tournment Director Notwithstnding the provisions of this Regultion, protest from decision of n Umpire or Video Umpire during mtch my not e mde to or considered y the Tournment Director A tem my protest to the Tournment Director out ny other decision of the Tournment Director or ppliction of these Regultions. In this cse the Tem Mnger must: produce in writing the grounds of the protest nd must hnd tht document to the Tournment Director within thirty (30) minutes of the puliction or other communiction on which the protest is sed; deposit five hundred Euros ( 500) (or equivlent in freely convertile currency) with the written protest. 13 15.5 The Tournment Director must mke decision nd pulish it within two hours from the sumission of protest; if possile, the Tournment Director should lso orlly notify the decision to the Tem Mnger concerned immeditely fter mking the decision The Tem Mnger must mke rrngements with the Tournment Director to e ville so tht the Tournment Director cn give their decision from the protest to the Tem Mnger Filure to comply with ny prt of this Regultion will result in dismissl of the protest 15.8 The deposit will e returned if the protest is either dismissed or llowed. The deposit will e forfeited to the FIH if the protest is not llowed ut the FIH Executive Bord my susequently decide to return ll or prt of the deposit If tem involved in protest wishes to ppel the decision of the Tournment Director resulting from ny protest under these Regultions, the Tem Mnger(s) must give written notice to the Tournment Director within sixty (60) minutes fter the Tournment Director s decision is pulished. If no such ppel is lodged, the decision of the Tournment Director is finl If n ppel is lodged, the Tournment Director must immeditely inform the FIH Representtive. If there is not n FIH Representtive, the Tournment Director must immeditely inform the FIH Chief Executive Officer.
