1 Dandenong District Cricket Association Five Year Strategy Report Updated 01/02/16
2 Introduction This five year strategy report for the Dandenong District Cricket Association has been developed to align with the Cricket Victoria and Cricket Australia strategic plan that focusses on five key aims. Maximise Victorians' passion for cricket Develop the best players and officials in Australia Increase participation substantially and inspire the next generations of Victorian players, fans and volunteers Provide first-class leadership and management to Victorian and Australian cricket Grow investment in Victorian cricket The intent of our plan is to provide a vision and guide for the ongoing development of cricket within our region that is in harmony with Cricket Victoria and Cricket Australia. The goals have been adjusted to reflect how the local community can integrate with the CV and CA plan as follows. Maximise Community Interest In Cricket Maximise Community Participation In Cricket Make The DDCA The Premier Competition For Grass Roots Cricket Grow The Financial Resources Of The Association Ensure First Class Governance And Management Of Cricket Within The DDCA This plan is a living document and as such will be updated from time to time as evolution and circumstances dictate. Input from the various stakeholders is welcome and will be considered in line with the overall objectives with the evolution of our region.
3 1 MAXIMISE COMMUNITY INTEREST IN CRICKET Item Status Comments / 1.1 Source grants from Vic Health, Cricket Australia, Cricket Victoria, etc. Clubs are made aware of any potential grants by the DDCA Secretary. However, the matter will be raised with the VMCU. 1.2 Formation of a Twenty20 or one day comp which will include marquee players from local premier clubs Marquee players are now part of T20 competition. 1.3 Maximise/enhance relationship with Premier Clubs allowing greater exposure to local cricketers Annual T20 match against Dandenong Cricket Club provides some exposure. Intend to also foster similar relationships with Casey-South Melbourne. Senior Executive members to organise a meeting with the President of CSM CC. 2 MAXIMISE COMMUNITY PARTICIPATION IN CRICKET PARTICIPATION 2.1 To set different goals for the two main areas, City of Greater Dandenong (CGD) and City of Casey (Casey) RCM, in conjunction with member clubs, is working towards increased participation. However, our goal is to aim for one team in each age group for clubs in Greater Dandenong. In Casey, expansion will be dictated by ground availability. DDCA will also approach Kingston clubs, whose juniors play in a different competition, in regards to bringing these teams across. Should this eventuate then zoning may be considered. Junior and Match Committee to consider the impact of zoning and to discuss with the Kingston based clubs in regards to a suitable model. Waiting on decision from MMTCR in regards to proposed zones. 2.2 In order to set a desired growth of formal participation, we need to measure the number of Junior & Senior Participants in CGD, Casey and City of Kingston over the last five years Report provided by DDCA Secretary to form basis for this measurement 2.3 Identify areas to target expansion ( to ensure suitable facilities are provided) Beaconsfield CC transferred all teams to DDCA in 2015/ Encourage 7-11 participants In2Cricket (increase club focus/awareness) Cricket Australia/Cricket Victoria has implemented T20 blast to encourage greater participation at this age bracket. VMCU delegate, Vince Haining, has provided outcomes/results pertaining to SECA but will follow up in regards to DDCA. 2.5 Encourage female participation dual purpose clubs whereby the spouse/mother plays netball at the same club in which her partner/child plays cricket Introduction of T20 blast encourages junior female participation. Hopefully more parents will become involved.
4 Item Status Comments/ 2.6 Clubs in low growth/older areas need to work harder to market the sport and their club Three CGD Clubs and One Casey Club (Dandenong West, Doveton North, Silverton & Southern Pirates) now have junior sides. Still a number of clubs within CGD without juniors. Come and Try day conducted by Dandenong Club CC and SEDA students on 13 th September 2015 was attended by a small number of children, new to the game. Aim was to increase numbers for CGD based clubs as well as Hallam, Doveton and Doveton North. Clubs were well represented as well as a number of members from the DDCA Executive. Imperative that event continues, but may need to consider hosting this at a DDCA club. 2.7 More flexible arrangements for juniors to participate (such as permits to play in different Associations, payment of fees, gear, etc.) Junior Match committee has addressed this issue. 2.8 Identify primary/secondary schools within the designated areas and provide access to coaching materials, etc. Currently being undertaken by Cricket Victoria and RCM 2.9 Approach Cricket Victoria/Cricket Australia for funding in relation to Development Officers and administrators for the Association Cricket Victoria has appointed Adrian Jones to develop the game in our region. Need to pursue funding for administrators Paid person to go to the schools to promote the sport, local clubs and the Association Cricket Victoria initiative whereby Adrian Jones is running a program with certain schools and clubs Expansion target certain clubs from other Associations. May need to be a bit flexible with the conditions we impose in order to attract these clubs to come across Dingley CC, Parkdale CC, Aspendale CC and Beaconsfield CC have now entered their senior teams in the DDCA. Any further expansion to be put on hold until MMTCR is finalised. ACCESS TO APPROPRIATE FACILITIES 2.12 Have more games (20/20) played on the same day. Match committee to investigate, especially for the Masters Competition. Also instead of Rd 7or Rd 8 being a one-day game for clubs first & second elevens, look at the option of playing Twenty20 games, with juniors in the morning followed by the seconds then the firsts, all at one ground Possibility of clubs first and second elevens can sharing their home ground on the same day in a Twenty20 format competition See Find out City of Casey s five year plan for grounds City of Casey is in the process of revising their strategic plans Have split innings in 40 over games (i.e. a break after 20 over s) Match committee to investigate. Also sound out selected clubs in regards to preliminary finals for Turf 1 and Turf 2, with the Grand Finals being played a week later than other grades Ensure a good working relationship with local Councils Already in place through key members of the Executive and employees of the respective councils Enhance relationship by inviting local Councillors to a DDCA functions(s) Local councillors have been invited to Turf 1 grand final luncheon and Senior Presentation Nights. Also, other key personnel from the appropriate councils. ACCREDITED UMPIRE NUMBERS 2.18 Incentives for accredited umpires. Currently all umpires are paid the same. Although a large proportion of DDCA umpires have accreditation, the DDCUA executive feels that extra payments are not necessary
5 Item 2.19 Offer a 12 month rebate to Clubs for nominating a person from their Club to become an umpire EVERY CLUB HAS A NATIONALLY ACCREDITED COACH 2.20 Ensure all Clubs have an accredited level 2 coach 2.21 Phase in mandatory coaching over a period of time 2.22 Encourage Clubs to have an accredited level 1 coach for juniors 2.23 The number of coaches a Club requires can be based on the number of sides 2.24 Appoint level 1 coaches for Junior representative sides 2.25 Enforce requirement for all coaches to hold a WWC accreditation VOLUNTEER RECRUITMENT AND RETENTION INCREASES SIGNIFICANTLY Status Comments/ There has been no discussion on this issue yet, but some incentives might be considered Referred to FYS committee to consider incentives $50.00 Coaching Course rebate offered to clubs Cricket Victoria grant to further subsidise coaching course graduates also obtained. Diarise to apply annually Still to be addressed Junior Committee will investigate compulsory Level 0 accreditation for junior coaches, as a start. An incentive needs to be offered to clubs Executive to consider once appropriate coaching levels are in place. Existing junior representative coaches are accredited. WWC policy implemented July Annual audits of clubs to ensure compliance 2.26 Approach Cricket Victoria or sponsors for incentives to offer to volunteers $25.00 vouchers obtained from The Dandenong Club for Volunteer of the Year nominees. $ voucher to be purchased for overall winner. Look at approaching CV and/or VMCU for tickets to day 2 or 3 of the Boxing Day test Ask Clubs to nominate one volunteer from their Club for special recognition. The Association may recognise the significant contribution of these volunteers by inviting them to a grand final luncheon Clubs to nominate a person by 31 st January. Nominees will receive a $25.00 meal voucher from the Dandenong Club. One nominee will be selected for a $ voucher and announced at Senior Presentation night. 3 MAKE THE DDCA THE PREMIER COMPETITION FOR GRASS ROOTS CRICKET 3.1 Develop local cricket through Pathways Currently being handled by RCM 3.2 What are the Premier Clubs going to do for the local clubs in their areas? Over the past few seasons, Premier Clubs have sent players to local clubs to assist with training 3.3 Establishing a relationship with RCM to ensure the best available coaching and also to form a logical pathway between the Association and the Premier Clubs Healthy relationship with current RCM 3.4 Females closer relationship with Dandenong Women s Cricket Club One of the few associations which struggles to field girls teams. Junior Committee will continue to work with DWCC with a view to supporting a girl s competition and to submit a proposal to CV to fund development. 3.5 Implement systems to measure umpires, coaches, etc. 3.6 Run courses for captains, coaches, umpires on rules Umpire s reports provide a basis for measurement. Will be reviewed annually and implemented as necessary. 3.7 Educate on behaviour & expectations, players code of conduct & spirit of cricket This issue is reinforced by the Executive at BOM meetings and also in a written format ( s) by the Secretary to all Clubs.
6 Item 4 GROW THE FINANCIAL RESOURCES OF THE ASSOCIATION Status Comments / 4.1 Maintain levels of liquidity Have been maintained. 4.2 Grow sponsorship base Slight increase in sponsorship base aimed for. 4.3 Seek Corporate sponsors A few new Corporate sponsors obtained 4.4 Target Community based Corporate Sponsors Sponsorship committee is continually looking for more Community based sponsors 4.5 Other forms of advertising for sponsors electronic scoreboards, etc. Electronic scoreboards now in place at a number of cricket grounds. Obtain a Corporate sponsor for Twenty20 competition The Dandenong Club will sponsor Twenty Completion with contract in place. 4.7 Concerns regarding costs. The administration cost is not a true reflection of the actual time spent by various committee members in fulfilling their roles on committee. Review honorariums every three years. 4.8 The Association s investment is in Cricket 100% 5 ENSURE FIRST CLASS GOVERNANCE AND MANAGEMENT OF CRICKET WITHIN THE DDCA 5.1 Ensure that Executive acts within the Constitution 5.2 Ensure the DDCA recruits the right skills set for the Executive Systems and processes in place Senior members of the Executive are aware of any deficiencies and recruit accordingly. 5.3 Succession planning A sub-committee to be chaired by the President be formed to address this matter. 5.4 Policy in regards to the admission of new clubs Policy being considered by Rules & Permits Committee in order to alleviate any issues whereby one team clubs, who conform to our guidelines, must be admitted to avoid any discrimatory issues 5.5 Social media DDCA needs to be proactive in using social media to promote its brand. Steve Richards has been recruited, to assist in administering/managing our social media. 5.6 Structural reforms within cricket Work closely with Cricket Victoria and VMCU. 5.7 DDCA Board Governance Review to be undertaken Review also being undertaken by Peter Barnes Comments in red relate to outstanding items
