3 1. NAME OF COMPETITION The name of the Competition shall be: BARBADOS CRICKET ASSOCIATION SHIELD 40-OVERS COMPETITION 2. GENERAL RULES OF THE COMPETITION a) The Competition shall be organised by the Barbados Cricket Association. b) The Competition shall be held annually and the winning team presented with the BCA 40- OVER Shield which shall be held for one year. c) All Clubs, Schools and Colleges participating in the BCA Intermediate, Second and Schools Division Competitions shall be eligible for the Shield Competition. A Club participating in the BCA Elite and First Division Competitions shall not be eligible for the Shield Competition. d) A player shall not be declared to represent more than one (1) team in the Competition. A player declared to play in one Competition shall not be declared to play in another Competition on the same day. See the Special Conditions and Regulations clause 8.3 e) page 1.10 as it relates to Barbados Youth players. e) If a player who has been declared to play in a Competition is declared to play in another Competition on the same day, the second team for which he plays shall forfeit the match and any points already earned in the match, and the opposing team shall be awarded full points. f) A Club, College or School may enter only one team in the Competition. g) The Clubs shall be divided into eight (8) zones. h) In each zone, all teams shall be scheduled to play against each other in a limited overs game of 40 overs. i) In the Zonal Competition the Points shall be allocated as follows: - Winning Team 4 points Losing Team 0 points Incomplete match (both teams) 2 points Abandoned match (both teams) 2 points An incomplete match is a match which started but in which there was no winner. j) In the zonal competition where two or more teams have an equal number of points the higher placed team shall be determined by: i) The winner of the head-to-head matchup between the teams tied on equal points. ii) iii) The most wins in the zonal competition, (matches won by default shall not be considered when determining the number of outright wins) and if still equal, The higher net run rate. 3.3

4 iv) If still not determined after applying 2) j) i), 2) j) ii), 2) j) iii) above, a draw by the Organising Committee shall be made to determine the higher placed team. 3. CALCULATION OF NET RUN RATE a) A team s net run rate is calculated by deducting from the average runs per over scored by that team throughout the Competition, the average runs per over scored against that team throughout the Competition. b) In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not the number in which it had been dismissed, subject to Regulation 16 d). c) Only those matches where results have been achieved on the field of play shall count for the purpose of determining net run rate. 4. FORMAT, BALLS, UMPIRES & PLAY-OFFS a) The winning teams in each zone shall meet in knockout quarterfinals, semifinals and final to determine the winner. They shall be placed on the knockout chart at Regulation 23 below. The Zone winners shall draw for the right to be the Home teams in the quarterfinals. b) Matches in the quarter-finals and semi-finals shall be determined by the Table on page 3.15 and will be played at venues to be determined by the Organising Committee. c) Umpires for all matches except the Final shall be appointed by the Barbados Cricket Umpires' Association (BCUA). d) Umpires for the Final shall be selected by the BCA from a panel of not less than four (4) submitted by the BCUA. e) Umpires' fees shall be determined by the BCA and the BCA shall be responsible for the payment of the Umpires fees. f) Match expenses incurred, other than for the quarter-finals, semi-finals and Final shall be the responsibility of the Home team which shall be entitled to all gate receipts. g) The BCA shall provide one (1) new ball per team per match, but clubs will be responsible for all replacement balls during the matches. h) Only four piece 5 ½ ounce Grade A red balls shall be used. i) Clubs may be seeded j) All expenses incurred for the quarter-finals, semi-finals and Finals shall be the responsibility of the BCA which shall be entitled to all gate receipts. k) Winning Clubs shall receive prizes as determined by the BCA and the Sponsors at the start of the Competition. 3.4

PLAYING CONDITIONS a) Laws of Cricket The Laws of Cricket (2017 Code) and the current Special Conditions of the Board of Management of the BCA for local Competitions shall apply except where specified in these Playing Conditions. b) No Ball Fast Short Pitched Deliveries i) A bowler shall be limited to one (1) fast short-pitched delivery per over. ii) A fast short-pitched delivery is a ball which after pitching, passes or would have passed above the shoulder of the striker standing upright at the crease. iii) The Umpire at the bowler s end shall advise the bowler and the striker when each such delivery has been bowled. iv) If a bowler bowls more than one (1) fast short-pitched delivery in an over as defined in clause 5 b) ii) above, the umpire at the bowler s end shall call and signal No ball on each occasion. A differential signal shall be used to signify a fast-short pitched delivery. The umpire shall call and signal No ball and then tap the head with the other hand. v) If a bowler delivers a second fast short pitched ball in an over, the umpire shall:- Call and signal No Ball When the ball is dead, caution the bowler and inform him/her that it is their first and final warning Inform the other Umpire, the Captain of the fielding side and the batsmen at the wicket what has occurred. vi) This warning shall apply throughout the innings. vii) Should there be any further instance by the same bowler, (bowling more than 1 fast-short pitched ball), in that innings, the umpire shall: - Call and signal each No ball When the ball is dead, on the second occasion, direct the captain of the fielding side to suspend the bowler immediately from bowling Inform the other umpire of the reason for this action. viii) The bowler thus suspended shall not be allowed to bowl again in that innings. If applicable, the over shall be completed by another bowler, who shall neither have bowled any part of the previous over, nor be allowed to bowl any part of the next over. ix) The umpire shall report the occurrence to the batsmen and, as soon as practicable, to the captain of the batting team. x) For the avoidance of doubt, any fast short-pitched delivery that is called wide shall also count as the allowable short-pitched delivery in that over. xi) Law shall be replaced by The umpire shall call and signal Wide Ball for any 3.5

6 delivery which, after pitching, passes or would have passed over head height of the striker standing upright at the popping crease. c) Fielder Absent or Leaving the Field of Play i) Law 24.2 shall apply except that a player shall not incur any penalty time if he/she is absent from the field of play for a time equal to, or less than eight (8) minutes. ii) If a player is off the field for longer than eight (8) minutes, the entire duration of his/her absence shall count towards his penance time. d) Wide Ball Judging a Wide 6. PITCHES i) If the bowler bowls a ball, not being a No ball, the umpire shall adjudge it a Wide if, according to the definition in clause 3. f) iv) ii) the ball passes wide of where the striker is standing and which also would have passed wide of the striker standing in a normal guard position. iii) the ball passes above the head height of the striker standing upright at the popping crease. iv) The ball will be considered as passing wide of the striker unless it is sufficiently within reach for him to be able to hit it with the bat by means of a normal cricket stroke. v) Umpires are instructed to apply very strict and consistent interpretation in regard to this clause in order to prevent negative bowling wide of the wicket. vi) A penalty of one (1) run shall be scored for each wide ball plus any runs scored from the delivery. a) Any team which has covers or access to covers shall be able to use them in any match, only if the provisions of Clause 6. b) below are met. The pitch covering shall be carried out in accordance with Clause 9.10 of the BCA s Special Conditions and clause 6(e) below. Any team which fails to cover the pitch in compliance with the said clause shall forfeit the match and full points shall be awarded to the opposing team. b) Any Club which seeks permission to use covers during the season must inform the BCA Prior to the start of the season and indicate in which Divisions it intends to use them. If approval is granted covers must be used in all matches played by the Club in Divisions for which approval is granted. c) Permission for the use of covers will not be granted after the season has started. d) All pitches shall be covered from the quarterfinals. Expenses for covering the quarterfinals and semifinals shall be the responsibility of BCA. e) Covering shall be done: - 1) At least forty-eight (48) hours before the match and if necessary until the first ball is bowled; and whenever necessary and possible at any time prior to that, during the preparation of the pitch. 2) If during the hours of play the match is suspended on account of rain. 3.6

7 f) Where there has been inclement weather before the start of quarter-final and semi-final matches, the decision whether play should take place or not shall be the sole responsibility of the Umpires. 7. HOURS OF PLAY a) The normal hours of play shall be 11:00 a.m. to 5:00 p.m. with a luncheon interval of thirty (30) minutes at 1:45 p.m. or, at the end of the innings of the team batting first, or at the conclusion of the required number of overs. b) If either team has fewer than seven (7) players the match cannot begin, however, if within fifteen (15) minutes of the scheduled or re-scheduled start of play the offending team(s) attain(s) a complement of seven (7) or more players the match shall begin. c) The offending team(s) shall, however, attract a penalty of twenty-five (25) runs i.e. twenty-five (25) runs are deducted from whatever total the team makes or from the total which their opponents are required to achieve. d) If the offending team attains its complement of players after fifteen (15) minutes but before half an hour has elapsed the team is subject to a further penalty of twenty-five (25) runs. e) If after thirty (30) minutes either team still does not have a minimum number of players then the offending team forfeits the match and its opponents are awarded full points. f) If neither team has a minimum number of players the match is abandoned and neither team receives any points. g) Hours of play may be adjusted and extended up to a maximum of thirty (30) minutes to account for the grace time granted if teams arrive late. h) If either team cannot maintain a minimum of seven (7) nominated players on the field of play during their fielding innings, the offending team shall forfeit the match, except in the case of injury to a nominated player, during the match, a team will be allowed a substitute for that player and shall not forfeit the match. 8. INTERVALS AND DRINKS BREAKS a) For a match scheduled for thirty (30) overs or more, there shall be one refreshment break per session which shall be taken after twenty (20) uninterrupted overs. b) However, if after a suspension fewer than thirty (30) overs remain to be bowled, there shall be no refreshment break. c) Refreshment breaks shall not exceed five (5) minutes. d) Where the start of play is delayed, the object shall be to rearrange the numbers of overs allowing one (1) over for every full four (4) minutes, so that both teams have the opportunity of batting for the same number of overs. e) The Umpires can adjust the luncheon interval after consultation with both captains. f) The luncheon interval shall not exceed thirty (30) minutes nor be less than fifteen (15) 3.7

8 minutes. g) Where play commences after the scheduled start of the luncheon interval the period between innings shall be ten (10) minutes duration. h) If the team batting first has been bowled out with at least thirty (30) minutes remaining before the scheduled cessation time for the first session, a ten (10) minute break shall occur and the team batting second shall commence its innings until the scheduled or rescheduled cessation time for the first session. If however the team batting first has been bowled out within thirty (30) minutes of scheduled or rescheduled cessation time for the first session lunch will be taken immediately. i) No match should be started after 2:50 p.m. If however, at 2:50 p.m. play is possible a match of fifteen (15) overs per innings shall be started. 9. LENGTH OF INNINGS a) The innings of each team shall be limited to forty (40) overs. b) No team shall be permitted to declare its innings closed. c) If the team batting first is all out and the last wicket falls after the scheduled cessation time for the first session, the innings of the team batting second shall be limited to the same number of overs bowled to the team batting first at the scheduled cessation time for the first session (the over in which the last wicket falls to count as a complete over). d) If the team batting first is all out and the last wicket falls within two (2) minutes of the scheduled cessation time for the first session, the innings of the team batting second shall be limited to the same numbers of overs bowled to the team batting first (the over in which the last wicket falls to count as a complete over). e) If the team batting first is dismissed in less than forty (40) overs the team batting second shall be entitled to bat for forty (40) overs except as provided in 9(c) and 9(d). f) In the event of the team fielding first failing to bowl forty (40) overs by the scheduled cessation time of the first session the over in progress shall be completed and the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first. g) If the team fielding second fails to bowl forty (40) overs or the number of overs as provided in 9(c), 9(d), 9(e), or 9(f) by the cessation time, the hours of play shall be extended until the required number of overs has been bowled or a result achieved. h) The Umpires shall inform the Captains of the result of the match. 10. DELAY OR INTERRUPTION (GENERAL) a) To constitute a match each team must have the opportunity to bat for at least fifteen (15) complete overs. b) In a match where the start of play is delayed the object shall always be to rearrange the number of overs so that both teams have the opportunity to bat for the same number of overs. 3.8

9 The calculation of the number of overs to be bowled shall be based on a rate of one (1) over for every full four (4) minutes of time available for play until the scheduled cessation of play. c) If the innings of the team batting first is interrupted for up to fifteen (15) minutes, the time lost shall be taken out of the luncheon interval. The Umpires may reschedule the commencement of the second session. d) The Umpires shall inform the Captains of the result of the match. e) Except as provided in Clause 10(a) any incomplete over shall count as a complete over in all calculations re the number of overs. 11. DELAY OR INTERRUPTION - FIRST SESSION a) If the start of play is delayed, a fixed time will be specified for the completion of the first session and calculated by applying the provisions of clause 10(b) above. b) If the innings of the team batting first is interrupted for up to fifteen (15) minutes, that time lost shall be taken out of the luncheon interval. The Umpires may reschedule the commencement of the second session. c) However, the Umpires shall deduct from the number of overs required to be bowled in the match, time lost in excess of fifteen (15) minutes. A calculation sheet is provided at Clause 21 below. d) If the team batting first is all out and the last wicket falls within two (2) minutes of the scheduled or rescheduled cessation time for the first session, the innings of the team batting second shall be limited to the same number of overs bowled to the team batting first (the over in which the last wicket falls to count as a complete over). e) If the team batting first is all out and the last wicket falls after the scheduled or rescheduled cessation time for the first session, the innings of the team batting second shall be limited to the same number of overs bowled to the team batting first at the scheduled or rescheduled cessation time for the first session (the over in which the last wicket falls to count as a complete over). f) If the team batting first is dismissed in less than the required number of overs the team batting second shall be entitled to bat for the required number of overs except as provided in 11(d) and 11(e) above. g) If the innings of the team batting first comes to an end after the scheduled or rescheduled cessation time for the first session, the umpires shall fix the time for the commencement of the second session. h) The Umpires shall inform the Captains of the result of the match. 12. DELAY OR INTERRUPTION - SECOND SESSION If it is not possible for the team batting second to bat for the required number of overs, the overs to be bowled shall be reduced at the rate of one (1) over for every full four (4) minutes of time lost until the scheduled close of play. 3.9

10 i) If it is not possible for the team batting second to bat for the required number of overs, the overs to be bowled shall be reduced at the rate of one (1) over for every full four (4) minutes of time lost, except that, when the innings of the team batting first has been completed prior to the scheduled or rescheduled time for the interval between innings, the reduction of overs will not commence until an amount of time equivalent to that by which the second innings started early has elapsed. ii) If the team fielding second fails to bowl the required number of overs by the scheduled or re-scheduled time for the cessation of the second session, play shall continue until the required number of overs has been bowled or until the team batting has been bowled out. iii) The Umpires shall inform the Captains of the result of the match 13. FIELD RESTRICTIONS At the instant of delivery there shall be no more than five (5) fieldsmen on the on-side and there shall be no more than two (2) fieldsmen behind the popping crease on the leg side. 14. NUMBER OF OVERS PER BOWLER a) No bowler shall bowl more than eight (8) six-ball overs in an innings. b) In a match where the start is delayed or the match is interrupted, thus causing a reduction in the number of overs per Team, no bowler may bowl more than one-fifth of the total revised number of overs allowed except that where the total number of overs is not divisible by five (5), one additional over shall be allowed to the maximum number per bowler necessary to make up the total. c) In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler who shall not have bowled the previous over, nor be allowed to bowl the next over. d) Such part of an over will count as a full over only in so far as each bowler's limit is concerned. 15. TIME WASTING a) Umpires shall fully take into account and draw to the attention of the offending team's captain any deliberate slowing down of the tempo of either the batsmen or the fieldsmen where it may be seen to be to the disadvantage of the other team. b) Umpires shall strictly apply Laws 41.9 and of the Laws of Cricket throughout the match. c) There is to be no tolerance for slow overrates or any attempt to deliberately slow down the tempo of the game. Umpires shall provide all Captains with the current over-rate at the end of the first 40 minutes of the match, and provide updates at 20 minute intervals thereafter. d) Such action shall be drawn to the attention of the BCA through the Umpires report to the BCUA. e) A Match Referee when assigned shall assist the umpires in their deliberations on this matter. 3.10

11 f) Laws 41.9 and 4.10 of the Laws of Cricket follows for ease of reference Law 41.9 Time wasting by the fielding side It is unfair for any fielder to waste time If either umpire considers that the progress of an over is unnecessarily slow, or time is being wasted in any other way, by the captain of the fielding side or by any other fielder, at the first instance the umpire concerned shall - if the ball is in play, call and signal Dead ball. - inform the other umpire of what has occurred. The bowler s end umpire shall then - warn the captain of the fielding side, indicating that this is a first and final warning. - inform the batsmen of what has occurred If either umpire considers that there is any further waste of time in that innings by any fielder, the umpire concerned shall - if the ball is in play, call and signal Dead ball. - inform the other umpire of what has occurred. The bowler s end umpire shall then either, if the waste of time is not during an over, award 5 Penalty runs to the batting side and inform the captain of the fielding side of the reason for this action or, if the waste of time is during the course of an over, direct the captain of the fielding side to suspend the bowler immediately from bowling. The bowler thus suspended shall not be allowed to bowl again in that innings. If applicable, the over shall be completed by another bowler, who shall neither have bowled any part of the previous over, nor be allowed to bowl any part of the next over. Additionally the umpire shall inform the batsmen and, as soon as is practicable, the captain of the batting side of what has occurred. The umpires together shall report the occurrence as soon as possible after the match to the Executive of the offending side and to any Governing Body responsible for the match, who shall take such action as is considered appropriate against the captain, any other individuals concerned and, if appropriate, the team Batsman wasting time It is unfair for a batsman to waste time. In normal circumstances, the striker should always be ready to take strike when the bowler is ready to start his/her run-up Should either batsman waste time by failing to meet this requirement, or in any other way, the following procedure shall be adopted. At the first instance, either before the bowler starts his/her run-up or when the ball becomes dead, as appropriate, the umpire shall - warn both batsmen and indicate that this is a first and final warning. This warning shall apply throughout the innings. The umpire shall so inform each incoming batsman. - inform the other umpire of what has occurred. 3.11

12 - inform the captain of the fielding side and, as soon as practicable, the captain of the batting side of what has occurred If there is any further time wasting by any batsman in that innings, the umpire shall, at the appropriate time while the ball is dead - award 5 Penalty runs to the fielding side. - inform the other umpire of the reason for this action. - inform the other batsman, the captain of the fielding side and, as soon as practicable, the captain of the batting side of what has occurred. 16. THE RESULT The umpires together shall report the occurrence as soon as possible after the match to the Executive of the offending side and to any Governing Body responsible for the match, who shall take such action as is considered appropriate against the captain, any other individuals concerned and, if appropriate, the team. a) A result can be achieved only if both teams have batted for at least fifteen (15) overs or unless one team has been dismissed in less than fifteen (15) overs or unless the team batting second scores enough runs to win in less than fifteen (15) overs. b) In matches in which both teams have had the opportunity to bat for the agreed number of overs, subject to the provisions of the clauses 9 to 12 above, the team scoring the higher number of runs shall be the winner. c) If the scores are equal in matches in which both teams have had the opportunity to bat for the agreed number of overs, the result shall be a tie and no account shall be taken of the number of wickets which have fallen. d) Run Rate. The run rate (runs/overs) of a team batting first shall be calculated as follows: 1) The run rate of a team bowled out after the scheduled or rescheduled cessation time of the first session shall be based on the number of overs it had received at the scheduled or rescheduled cessation time of the first session. 2) The run rate of a team bowled out within two (2) minutes of the scheduled or rescheduled interval shall be based on the number of overs it received. 3) In the other instances of a team being bowled out, its run rate shall be based on the number of overs to which it had been entitled. 4) Where the team batting first has not been bowled out, its run rate shall be based on the number of overs it had received at the scheduled or rescheduled cessation time of the first session. 5) If the team batting second has not had the opportunity to bat for the required number of overs and provided it has batted for at least fifteen (15) overs and has neither been bowled out nor has passed its opponent s score, the result shall be based on the run rate. The team with the higher run rate shall be the winner. e) If due to a suspension of play, the number of overs in the innings of the team batting second has to be revised, its target score shall be the next highest integer (whole number) after the revised number of overs (this includes the over(s) bowled before the interruption) is multiplied by the run rate of the team batting first. 3.12

13 f) Example: 1) Run Rate = Total Score divided by Total Overs bowled or in the case of a team which has been bowled out, 40 overs (see Regulation 9). Calculations must be done to three (3) decimal places. 2) Remaining Overs = (Remaining Overs before interruption) (time lost divided by 4 [ignore fractions]). 3) Total Overs Possible = Remaining Overs + Overs already Bowled 4) Target Score = Total Overs x Run Rate of Team Batting First + 1 5) In all calculations involving the number of overs in a completed innings, over.ball shall be used in the calculation; i.e. if Time is called with 8 overs and 2 balls being bowled (8.2 overs). The run rate of the first team shall be multiplied by 8.333, that is 8 overs plus 2/6 of an over + 1 to derive the target. g) In the event of either team being bowled out within two (2) minutes of the scheduled or rescheduled break its run rate shall be based on the number of overs it received and not the full quota to which it had been entitled. In all other cases the run rate of a team bowled out shall be based on the full quota of overs to which it had been entitled. h) This shall not apply in a fifteen (15) overs per side match, since each side must have the opportunity to bat for fifteen (15) overs to constitute a match. i) In a match interrupted in the second session, the target score is set by the Umpires who shall decide on the number of overs to be bowled at the team batting second, with one over being deducted for every full four (4) minutes lost. The game concludes when the target is reached, or when the revised number of overs is completed, or when the team batting second is bowled out. 17. QUARTER-FINALS, SEMI-FINALS & CHAMPIONSHIP FINAL a) Quarter-finals In the event that any match in the quarter-finals ends in a Tie or a No Decision the team which has the higher net run-rate in the preliminary rounds shall advance to the semifinals. b) Semi-finals In the event that any match in the semi-finals ends in a Tie or a No Decision the team which has the higher net run-rate in the preliminary rounds shall advance to the finals. c) The Final 1) In the event that the Final is not determined on the field of play in the first instance the match shall be replayed. 2) If the replay does not produce a result on the field of play the two teams shall be declared Joint Champions and share any monetary and other awards equally. 3.13

14 18. PROTESTS, COMPLAINTS AND APPEALS a) Clubs and Umpires are advised that protests and complaints affecting the outcome of matches must reach the Secretariat of the Barbados Cricket Association not later than 4:00 p.m. on the first working day after the incident in question. b) Other complaints must be submitted within five (5) working days. a) All protests or complaints must be submitted in written form and be accompanied by a hearing fee of five hundred dollars ($500.00). [As per Special Conditions and Regulations] c) Any notice of appeal must be given within three (3) working days of receipt of the Committee s decision and the grounds of the appeal must be submitted in writing within four (4) working days of such notice. All Notices of Appeal must be in writing and be accompanied by a hearing fee of five hundred dollars ($500.00). d) All communications to the Board shall be addressed to the Secretary and all communications by Clubs to the Board and by the Board to Clubs shall be made through the Secretaries of such Clubs, and all Clubs must notify the Secretary of the names and addresses of the Secretaries of such Clubs from time to time. 19. MATCH REFEREES A Match Referee shall be appointed for the Final to act on behalf of the BCA to ensure that the conduct of the game is upheld by: Observing that the Laws of Cricket and the Playing Conditions as set out under these Rules are carried out and by lending support to the Umpires in the execution of their duties. Noting details of the condition of the pitch and ground. Noting the efforts of the Clubs to ensure crowd control. Observing the conduct of players including their reaction to Umpires decisions.
