This rule ook is reprinted under the uthority of the FIH nd conforms to ll current informtion ville t the time of printing. Any chnges ssocited with this ook will e mde on the sme cycle used y the FIH, which is every two yers. Therefore, the next printing will e in USA Field Hockey hs estlished tem of personnel to reserch edit nd interpret informtion s it ecomes ville from the FIH. Every ttempt will e mde to disseminte pertinent informtion s soon s possile to the rodest possile udience nd in the proper context. The implementtion nd pulishing of this ook s the officil rules for hockey in the United Sttes, including ll USA Field Hockey Events, is intended to rise the understnding of the gme nd to stndrdize proper dministrtion of the rules consistently for ll levels. It is expected tht plyers, coches nd umpires red nd comprehend this puliction with the intent of pplying the rules properly in whichever cpcity chosen s n hockey prticipnt. Any interprettion of these rules or questions should e directed to USA Field Hockey nd not to locl interpreters, ssigners or legue officils. Included in this rule ook re USA Field Hockey s modifictions for domestic indoor hockey competitions. These modifictions tke into ccount sfety concerns when dministering gmes involving plyers fewer thn 18 yers of ge nd competition requirements for indoor hockey tournments nd events. Additionl regultions nd policies for specific tournments will e pulished nd distriuted s necessry.

4 USA Field Hockey s Modifictions to the 2017 FIH Rules of Hockey USA Field Hockey hs crefully considered nd pproved the following modifictions. They re presented to mtch the orgniztion of the 2017 FIH Rules of Hockey. MODIFICATIONS Field of ply: NO MODIFICATIONS Composition of tems: NO MODIFICATIONS (except s required in requirements specific to ech tournment) Cptins: NO MODIFICATIONS A designted Cptin with distinctive rmnd is required for ALL tems. Plyers clothing nd equipment: In ddition to requirements found in the Rules of Indoor Hockey, plyers my wer fce protection without medicl reson, however, cge-type goggles nd other protection tht protrudes from the fce re not llowed t ny time for field ply. My e worn for defending Penlty Corner ut must e removed efore exiting the circle. Plyer my finish nd existing ction eing slightly outside the circle, ut my not progress forwrd on ny ttck with the goggles or protruding fcemsk on. During mtch, memers of ll tems must e in uniform (shirts nd socks of mtching color) with numers 6 in height or tller on t lest the ck of the shirt. Shorts/kilts or other uniform clothing worn on the lower ody must e of like color with the shorts/ kilts worn y temmtes. Plyers in ny nd ll divisions my wer jewelry unless it is judged to e dngerous y either umpire. Mouth gurds nd shin gurds re required in ll divisions for plyers nd golkeepers fewer thn 19 yers of ge. Any violtion of this modifiction should e considered misconduct nd penlized ccordingly with pproprite crd s necessry. Golkeeper clothing nd equipment: In ddition to requirements found in the Rules of Hockey, golkeepers must wer full helmet with fixed fce msk. Further, golkeepers in ll divisions for plyers fewer thn 19 yers of ge must wer mouth gurd, throt protector, nd chest protection. Any violtion of this modifiction should e considered misconduct nd penlized ccordingly with pproprite crd s necessry.

If there is more thn one coch, the hed coch must identify themselves to the umpires prior to the strt of the mtch. The tem re egins t the end of the sustitution re t mid-field nd includes the re up to the top of the 23 meter line on the tem side of the technicl tle. No prt of the tem re is closer to the sideline thn 3 meters (if ville). Coches must sty in the tem re. The hed coch is responsile for ench decorum. The hed coch shll e green or red crded for misconduct within the tem re. A red crded coch must leve the tem re nd must not hve ny contct with the tem or the tem s plyers, including sustitutes, in ny wy for the durtion of the mtch. Once tem s coch hs een red crded, ll crds to ny memer of tht tem s coching stff shll e red. Coch crding does not impct ply (no plyers re suspended, no penlty strokes re wrded, etc.). If ll of tem s coches re red crded then the tem in question hs forfeited the gme. 10 INTRODUCTION THE RULES CYCLE The Rules in this new puliction re effective from 1 Jnury 2017 t interntionl level. Ntionl Associtions hve discretion to decide the dte of implementtion t ntionl level. A strting dte is specified ut not n end dte. We will void implementing ny mjor chnges to these Rules in the immedite future. However, in exceptionl circumstnces the Interntionl Hockey Federtion (FIH) retins the right to mke chnges which will e notified to Ntionl Associtions nd pulished on the FIH wesite : RULES REVIEW The FIH Rules Committee regulrly reviews ll the Rules of Hockey. It tkes ccount of informtion nd oservtions from wide vriety of sources including Ntionl Hockey Associtions, plyers, coches, officils, medi nd specttors together with mtch nd competition reports, video nlysis, Rules trils nd Tournment Regultions which vry the Rules. Ides which hve lredy een trilled with the FIH Rules Committee s pprovl in locl or limited circumstnces re especilly vlule. Rules chnges cn then e sed on prcticl experience. PLAYING RULES IN INTERNATIONAL MATCHES It is the intention of the Rules nd Competitions Committees to try nd reduce s fr s possile the numer of vritions to the Rules which occur through Tournment Regultions. These differences hve led to some confusion on the prt of plyers, officils, specttors nd television udiences. The Rules of Hockey nd FIH Tournment Regultions pply to ll Interntionl Hockey. The FIH Executive Bord hs greed tht the sme Rules nd FIH Tournment Regultions which vry the Rules of Hockey lso pply to the top domestic Legue level of Ntionl Assocition Hockey. This ecme mndtory t top domestic 4

11 Legue level, with effect from 1 Septemer 2015, unless Ntionl Assocition wishes to opt out of prticulr Rules or Regultions which vry the Rules of Hockey y pplying to FIH to do so. The Rules of Hockey pply to ll levels of the gme, nd re effective from 1 Jnury 2017 t Interntionl level. It is importnt to note tht Ntionl Associtions hve discretion to decide the dte of their implementtion t Ntionl level. Additionlly, Ntionl Associtions my pply to FIH to opt out of prticulr Rules t levels elow their top domestic Legues nd/or for prticulr ge groups, should they so wish. This pproch helps ring the Rules nd Regultions closer together, s well s negting the need for either Mndtory or Non-Mndtory Experimentl Rules or Rules trils. A limited numer of vritions in the plying conditions through Regultion will continue to exist in top level Interntionl mtches plyed t FIH Tournments. These include the countdown clock for penlty corners nd the current use of 4 x 15 minute qurters, which require dditionl technicl tle equipment nd resources. Similrly Video Umpire will only e used t FIH World level Tournments where the contrcted full television coverge nd fcilities enle vile system. All other mtches must e plyed in ccordnce with the Rules of Hockey unless otherwise greed y the FIH Rules Committee fter sumission y Ntionl Hockey Assocition. The procedure for Ntionl Associtions, nd Continentl Federtions, to pply to FIH to opt out of prticulr Rules or Regultions which vry the Rules of Hockey continues to e ville in the respective Workrooms on the FIH wesite. RULES CHANGES The FIH Tournment Regultions which hve een incorported into the Rules of Hockey for 2017 ll relte to equipment issues regrding firstly hnd protection, where mesuring ox of specific dimensions hs een introduced, nd secondly the use of knee pds when defending penlty corners. 5

12 The djustment to the free hit Rule 13.2 which ws posted to the Rules section of the FIH wesite on 16 Ferury 2016 to updte the 2015 Rules is now formlly incorported into the Rules ooklet. The other Rules chnges re essentilly cosmetic nd tke ccount of those chnges to the Rules of Indoor Hockey 2017, which re pplicle to Outdoor Hockey, such tht oth Rules sets re s closely ligned s possile. The overll numer of chnges to the Rules re therefore reltively few nd minor in nture. It ws considered tht there is currently no rel need for ny mjor chnges, nd tht period of Rules stility would e of enefit to our sport. Otherwise, ll other chnges in this edition of the Rules re clrifictions of existing Rules. To drw ttention to ll chnges, even these minor points of clrifiction, line ppers in the mrgin of ny text which hs een chnged. APPLYING THE RULES The FIH Rules Committee continues to e concerned tht some Rules re not pplied consistently. Rule 7.4.c: ll intentionlly plyed over the ck-line y defender nd no gol is scored. If it is cler tht the ction is intentionl, umpires should not hesitte to wrd penlty corner. Rule 9.12: ostruction. Umpires should penlise shielding the ll with the stick more strictly. They should lso look out for tckling plyer who y pushing or lening on n opponent cuses them to lose possession of the ll. Rule 13.2.: ll sttionry t free hit. Umpires re sometimes not strict enough on requiring the ll to e sttionry, leit very riefly, for free hit especilly if it is tken using self-pss. RULES DEVELOPMENT We elieve our sport is enjoyle to ply, officite in nd wtch. Ne- 6

13 vertheless, we will continue to seek wys of mking our gme even more enjoyle for ll its prticipnts while retining its unique nd ttrctive chrcteristics. This enles our sport to develop which is necessry in world which mkes lrge demnds on personl time nd in which recretion nd sport cn contriute to personl welleing. The FIH Rules Committee will therefore continue to welcome suggestions for Rules developments or for clrifiction of current Rules especilly from Ntionl Hockey Associtions. Field Plyer with Golkeeping Privileges One of the prticipnts on the field who does not wer full protective equipment ut who hs golkeeping privileges ; this plyer wers different colour shirt to their other tem memers s identifiction. Attck (Attcker) The tem (plyer) which (who) is trying to score gol. Defence (Defender) The tem (plyer) which (who) is trying to prevent gol eing scored. Bck-line The shorter (55 metres) perimeter line. Gol-line The ck-line etween the gol-posts. Side-line The longer (91.40 metres) perimeter line. 8

15 Circle The re enclosed y nd including the two qurter circles nd the lines joining them t ech end of the field opposite the centre of the ck-lines. 23 metres re The re enclosed y nd including the line cross the field metres from ech ck-line, the relevnt prt of the side-lines, nd the ck-line. Plying the ll : field plyer Stopping, deflecting or moving the ll with the stick. Shot t gol The ction of n ttcker ttempting to score y plying the ll towrds the gol from within the circle. The ll my miss the gol ut the ction is still shot t gol if the plyer s intention is to score with shot directed towrds the gol. Hit Striking or slpping the ll using swinging movement of the stick towrds the ll. Slp hitting the ll, which involves long pushing or sweeping movement with the stick efore mking contct with the ll, is regrded s hit. Push Flick Moving the ll long the ground using pushing movement of the stick fter the stick hs een plced close to the ll. When push is mde, oth the ll nd the hed of the stick re in contct with the ground. Pushing the ll so tht it is rised off the ground. Scoop Rising the ll off the ground y plcing the hed of the stick under the ll nd using lifting movement. 9

17 1 Field of ply PLAYING THE GAME The informtion elow provides simplified description of the field of ply. Detiled specifictions of the field nd equipment re provided in seprte section t the end of these Rules. 1.1 The field of ply is rectngulr, metres long nd metres wide. 1.2 Side-lines mrk the longer perimeters of the field ; cklines mrk the shorter perimeters of the field. 1.3 The gol-lines re the prts of the ck-lines etween the gol-posts. 1.4 A centre-line is mrked cross the middle of the field. 1.5 Lines known s 23 metres lines re mrked cross the field metres from ech ck-line. 1.6 Ares referred to s the circles re mrked inside the field round the gols nd opposite the centres of the cklines. 1.7 Penlty spots 150 mm in dimeter re mrked in front of the centre of ech gol with the centre of ech spot 6.40 metres from the inner edge of the gol-line. 1.8 All lines re 75 mm wide nd re prt of the field of ply. 1.9 Flg-posts etween 1.20 nd 1.50 metres in height re plced t ech corner of the field Gols re positioned outside the field of ply t the centre of nd touching ech ck-line. 18 2 Composition of tems 2.1 A mximum of eleven plyers from ech tem tke prt in ply t ny prticulr time during the mtch. If tem hs more thn the permitted numer of plyers on the field, time should e stopped to correct the sitution. A personl penlty my e wrded ginst the cptin of the tem involved, if indvertently hving too mny plyers on the pitch occurs for very short period of time nd does not mterilly ffect the mtch. In cses where this occurs nd mterilly ffects the mtch, personl penlty must e wrded ginst the cptin of the tem involved. Decisions tken prior to correcting the sitution cnnot e chnged, if time nd/or ply hs lredy een re-strted. Ply nd time is restrted with free hit to the opposing tem unless nother penlty hd een wrded ginst the offending tem immeditely efore time ws stopped in which cse tht penlty is tken. 2.2 Ech tem hs either golkeeper or plyer with golkeeping privileges on the field or plys only with field plyers. Ech tem my ply with: golkeeper wering different colour shirt nd full protective equipment comprising t lest hedger, leg gurds nd kickers ; this plyer is referred to in these Rules s golkeeper; or field plyer with golkeeping privileges wering different colour shirt nd who my wer protective hedger (ut not leg gurds nd kickers or other golkeeping protective 12

19 equipment) when inside their defending 23 metres re ; they must wer protective hedger when defending penlty corner or penlty stroke ; this plyer is referred to in these Rules s plyer with golkeeping privileges ; or only field plyers ; no plyer hs golkeeping privileges or wers different colour shirt ; no plyer my wer protective hedger except fce msk when defending penlty corner or penlty stroke ; ll tem plyers wer the sme colour shirt. Any chnge etween these options, or etween field plyers with golkeeping privileges who re either on or off the pitch, must tke plce s sustitution. 2.3 Ech tem is permitted to sustitute from its plyers not on the field of ply : sustitution is permitted t ny time except within the period from the wrd of penlty corner until fter it hs een completed ; during this period sustitution is only permitted for injury to or suspension of the defending golkeeper or defending plyer with golkeeping privileges If nother penlty corner is wrded efore completion of the previous penlty corner, sustitution other thn for n injured or suspended defending golkeeper or defending plyer with golkeeping privileges must not tke plce until tht susequent penlty corner hs een completed. At penlty corner, defending golkeeper (ie wering full protective equipment) who is injured or suspended my e sustituted y nother golkeeper wering full protective equipment or y plyer with golkeeping privileges. 13

If tem hs only field plyers, no sustitution is permitted t penlty corner until it hs een completed. If necessry, ply should continue with plyer with golkeeping privileges nd wering different coloured shirt or only with field plyers while sustitute golkeeper puts on or tkes off protective equipment. 2.4 Field plyers who leve the field for injury tretment, refreshment, to chnge equipment or for some reson other thn sustitution re only permitted to re-enter etween the 23 metres res on the side of the field used for sustitutions. Leving nd re-entering the field s prt of ply (eg when defender puts on fce msk t penlty corner) tkes plce t ny pproprite prt of the field. 2.5 No persons other thn field plyers, plyers with golkeeping privileges, golkeepers nd umpires re permitted on the field during the mtch without the permission of n umpire. 2.6 Plyers on or off the field re under the jurisdiction of the umpires throughout the mtch including the hlf-time intervl. 2.7 A plyer who is injured or leeding must leve the field unless medicl resons prevent this nd must not return until wounds hve een covered ; plyers must not wer lood stined clothing. 3 Cptins 3.1 One plyer of ech tem must e ppointed s cptin. 3.2 A replcement cptin must e ppointed when cptin is suspended. 3.3 Cptins must wer distinctive rm-nd or similr 15

22 distinguishing rticle on n upper rm or shoulder or over the upper prt of sock. 3.4 Cptins re responsile for the ehviour of ll plyers on their tem nd for ensuring tht sustitutions of plyers on their tem re crried out correctly. A personl penlty is wrded if cptin does not exercise these responsiilities. 4 Plyers clothing nd equipment Competition Regultions ville from the FIH provide dditionl informtion nd requirements out plyers clothing, personl equipment nd dvertising. Refer lso to regultions estlished y Continentl Federtions nd Ntionl Associtions. 4.1 Field plyers of the sme tem must wer uniform clothing. 4.2 Plyers must not wer nything which is dngerous to other plyers. Field plyers : re permitted to wer hnd protection which does not increse the nturl size of the hnds significntly ; ny hnd protection used, oth for norml ply nd to defend penlty corners, must fit comfortly (without the need for compressing it) into n open-ended ox of internl dimensions 290mm long x 180mm wide x 110mm high; re recommended to wer shin, nkle nd mouth protection ; re permitted to wer ny form of ody protection (including leg protection, or knee 16

23 pds, when defending penlty corner) underneth norml plying clothing ; knee pds, used for this purpose, my e worn outside the socks provided tht their colour is exctly the sme s the colour of the socks; re permitted to wer throughout mtch for medicl resons only smooth preferly trnsprent or white ut otherwise single coloured fce msk which closely fits the fce, soft protective hed-covering or eye protection in the form of plstic goggles (ie goggles with soft-covered frme ndplstic lenses) ; the medicl resons must e ssessed y n pproprite uthority nd the plyer concerned must understnd the possile implictions of plying with the medicl condition ; re permitted to wer smooth preferly trnsprent or white ut otherwise single coloured fce msk or metl grill fce msk, which follows the contours of the fce, when defending penlty corner or penlty stroke for the durtion of tht penlty corner or penlty stroke nd when they re inside the circle they re defending; the primry ojective of wering fce msk to defend penlty corner is sfety; wering of fce msks which re consistent with the underlying spirit of this guidnce should e llowed; re not permitted, when wering fce msks, to conduct themselves in mnner which is dngerous to other plyers y tking dvntge of the protective equipment they wer; other thn plyers with golkeeping privileges, re not permitted to wer protective hedger (fce msk or other protective hed covering) in ny other circumstnces. 17

24 4.3 Golkeepers nd plyers with golkeeping privileges must wer coloured shirt or grment which is different in colour from tht of oth tems. Golkeepers (ie wering full protective equipment) must wer this shirt or grment over ny upper ody protection. 4.4 Golkeepers must wer protective equipment comprising t lest hedger, leg gurds nd kickers except tht the hedger nd ny hnd protectors my e removed when tking penlty stroke. The following re permitted for use only y fully equipped golkeepers: ody, upper rm, elow, forerm, hnd, thigh nd knee protectors, leg gurds nd kickers. 4.5 A plyer with golkeeping privileges my wer protective hedger when inside their defending 23 metres re ; they must wer protective hedger when defending penlty corner or penlty stroke. If time expires just efore n umpire would otherwise hve mde decision, umpires re permitted to mke tht decision immeditely fter the end of the first period or the mtch. 29 9 Conduct of ply: plyers Plyers re expected to ct responsily t ll times. 9.1 A mtch is plyed etween two tems with not more thn eleven plyers of ech tem on the field t the sme time. 9.2 Plyers on the field must hold their stick nd not use it in dngerous wy. Plyers must not lift their stick over the heds of other plyers. 9.3 Plyers must not touch, hndle or interfere with other plyers or their sticks or clothing. 9.4 Plyers must not intimidte or impede nother plyer. 9.5 Plyers must not ply the ll with the ck of the stick. 9.6 Plyers must not hit the ll hrd on the forehnd with the edge of the stick. This does not prohiit use of the edge of the stick on the forehnd in controlled ction in tckle, when rising the ll in controlled wy over n opponent s stick or over golkeeper or plyer with golkeeping privileges who is lying on the ground or when using long pushing motion long the ground. The use of the edge of the stick on the ckhnd hs developed s technicl skill nd is permitted suject to dnger. 9.7 Plyers my stop, receive nd deflect or ply the ll in controlled mnner in ny prt of the field when the ll is t ny height including ove the shoulder unless this is dngerous or leds to dnger. 23

30 9.8 Plyers must not ply the ll dngerously or in wy which leds to dngerous ply. A ll is lso considered dngerous when it cuses legitimte evsive ction y plyers. The penlty is wrded where the ction cusing the dnger took plce. 9.9 Plyers must not intentionlly rise the ll from hit except for shot t gol. A rised hit must e judged explicitly on whether or not it is rised intentionlly. It is not n offence to rise the ll unintentionlly from hit, including free hit, nywhere on the field unless it is dngerous. If the ll is rised over n opponent s stick or ody on the ground, even within the circle, it is permitted unless judged to e dngerous. Plyers re permitted to rise the ll with flick or scoop provided it is not dngerous. A flick or scoop towrds n opponent within 5 metres is considered dngerous. If n opponent is clerly running into the shot or into the ttcker without ttempting to ply the ll with their stick, they should e penlised for dngerous ply Plyers must not pproch within 5 metres of n opponent receiving flling rised ll until it hs een received, controlled nd is on the ground. The plyer only commits n offence if they gin n dvntge or if they position themselves with the intention of stopping the ll in this wy. Plyers ostruct if they : ck into n opponent physiclly interfere with the stick or ody of n opponent shield the ll from legitimte tckle with their stick or ny prt of their ody. A plyer who runs in front of or locks n opponent to stop them legitimtely plying or ttempting to ply the ll is ostructing (this is third prty or shdow ostruction). Umpires must del firmly with use of this sort nd in pproprite circumstnces issue cution, wrning (green crd), or temporry (yellow crd) or permnent (red crd) suspension. Cutions, wrnings nd suspensions cn e given in isoltion or in comintion with nother penlty cutions cn e given to plyers in close proximity without stopping the mtch it is possile, lthough umpires re not encourged to do so, for plyer to receive two green or two yellow crds for different minor offences during the sme mtch. However, when n offence for which crd hs lredy een wrded is repeted, the sme crd must not e used gin nd more severe penlty must e wrded 44

Properties outside the specifictions re not permitted. Although the properties re descried s explicitly s possile, the FIH reserves the right to prohiit ny stick which, in the opinion of the FIH Rules Committee, is unsfe or likely to hve detrimentl impct on plying the gme.2.2 The shpe nd dimensions of the stick re tested y plcing the stick plying side downwrds on flt surfce mrked with the lines shown in figures 3 nd 4. The device shown in figure 6 is used to mesure the ow or rke nd is plced with its se on the testing surfce. The 25mm high end of the device must not pss freely more thn 8mm under the stick t ny point; ie this end of the device must not pss freely under the stick to the extent tht the edge of the stick touches the remining prt of the device. No undultions or indenttions re permitted on the ck of the hed of the stick Inclusive of ny dditionl coverings used, the stick must pss through ring with n interior dimeter of 51 mm The totl weight of the stick must not exceed 737 grms. Bll speed is determined over series of 5 tests t stick speed of 80 km/hour in the simultor of n FIH pproved lortory. Bll speed is clculted from the time the ll psses two mesuring points nd is expressed s rtio to the specified stick speed. FIH pproved hockey lls re used. The test is crried out t previling lortory conditions with temperture of pproximtely 20 C nd reltive humidity of pproximtely 50 % The entire stick must e smooth.
