1 1) General Provisions Sunshine Coast Junior Cricket Under 14 Summer Carnival Playing Conditions Participation in the carnival is open to players under 14 (or younger) as at 1 September in the preceding year. These Conditions are to be read in conjunction with the Laws of Cricket. To the extent of any inconsistency the Conditions shall apply. 2) Format The carnival consists of four rounds of one-day cricket followed by a day in which finals between sides placed first, second, third and fourth according to their relative points positions at the conclusion of the preliminary rounds is played, and the other teams play a side they have not previously met (wherever possible). 5 points will be allocated for a win and 2.5 points for a tie. In the event of two teams achieving a similar number of points their relative positions shall be decided by a comparison of their run rates throughout the preliminary rounds. Any team affected by a bye will receive credit for that match of the average points and run rates achieved by them in the games they play. Any team affected by play being abandoned because of weather will receive credit for that match of the average points and run rates achieved by them in the games they play 3) Times Generally, games shall commence at 9am. The exceptions to the above shall be the games other than at Nambour on the Friday at 8.30am (to allow teams to attend the presentations at Nambour at the end of play. Drinks may be taken on the field each hour or more frequently at the discretion of the umpires. Lunch shall be taken between 1220 and 1300 for those games which commence at 9am. For earlier or later starting games lunch which be advanced or delayed accordingly. Should an innings end within 30 minutes of the lunch break then lunch will be taken immediately. Play will end at 1620 or sooner if a result has been obtained. Drinks breaks may be taken at the discretion of the umpires. It is suggested that a break after 15 overs be taken, to be followed by similar ones after 30, and 40 overs may be appropriate. 4) Games Games shall consist of a maximum of 50 overs per side with 25 required to constitute a match. Teams may comprise 12 players who may all bat and bowl provided that no more than 11 may field at any one time. In a game involving 12 players per side 11 wickets will need to be taken to dismiss a team. Bowlers shall be restricted to bowling a maximum of 10 overs (or 20% of the available overs, whichever is less) and batsmen shall be required to retire after facing 75 legal deliveries. Fast and medium bowlers may bowl a spell of a maximum of 5 overs and the interval between spells shall be twice the number of overs in the first spell. [N.B. As a rule of thumb bowlers may be regarded as bowling fast or medium when the wicketkeeper stands back from the stumps prior to the delivery.]
2 5) Retirements Batsmen will retire immediately upon having faced 75 legal deliveries. They may resume their innings once all other batsmen in the team have completed their innings. Such resumptions shall occur in the same order as the original batting order. Batsmen who are compulsorily retired and not subsequently dismissed shall be recorded as Retired - not out. Batsmen who are forced from the field due to injury or illness may resume at the fall of a wicket, and if not will be recorded as Retired not out. All other retirements will be final and recorded as Retired out. 6) Over Rate A minimum of 15 overs per hour or one over each 4 minutes shall be bowled within the 3 hours and twenty minutes available for an innings. A side which bowls first and delivers fewer than 50 overs in that time will only have a similar number of overs available to it to bat. A side which bowls second and fails to achieve the over rate will continue to bowl until it has delivered the required number. 7) Interruptions due to Weather Interruptions due to weather in the innings of the first team will result in a reduction of overs available to both teams at the rate of 1 over for each 8 minutes lost. As well, it will be necessary to postpone lunch by half the time lost. For example, a loss of 40 minutes will result in each side s overs being reduced by 5 overs (40/8 = 5), and lunch being taken 20 minutes later. Interruptions in the innings of the second team and which prematurely end that innings will require the determination of a result on the respective run rates. That rate shall be calculated by dividing the number of runs scored by the overs faced. The only exception to this formula will be in the case of a team which batted first and was dismissed prior to the completion of the overs available to it. In that case its score will be divided by the full number of overs. 8) Grounds It is intended to play most matches on turf pitches. Bowlers in those games will therefore be required to wear spikes. [N.B. SCCA has been given access to turf pitches by the clubs on the understanding that spikes will be worn by bowlers. This requirement applies to all games on turf throughout the Sunshine Coast at all times. Participating teams are asked to cooperate in making good the undertaking which has been given.] 9) Balls Ball will be supplied. They will be two-piece leather 156g Kookaburra ball s of Australian manufacture. 10) No ball Any ball which passes or would have passed over the shoulder of the batsman in his normal standing position is a no ball. A fast full toss which passes or would have passed between the batsman s waist and shoulder in his normal standing position is a no ball. A slow full toss which passes or would have passed over the batsman s shoulder in his normal standing position is a no ball. [N.B. As a rule of thumb bowlers may be regarded as bowling fast when the wicket-keeper stands back from the stumps prior to the delivery.]
3 11) Wides Umpires will be instructed to penalise wide deliveries particularly those down leg side. For that purpose a line will be marked on the pitch 45cm from middle stump. Overs will be a Maximum of 8 deliveries (all extras to be called but only the first 2 to be rebowled) 12) Fielding Restrictions No players are to field within 10m of the popping crease unless they are on the offside and in an arc between point and the wicket keeper. No more than 5 fieldsmen will be permitted to field on the leg side.
4 SPIRIT OF CRICKET Sir Donald Bradman once said: We are all temporary custodians of the great game of cricket. It is the responsibility of the current players to ensure the game is left in a better state than when they played The Captains are responsible at all times for ensuring that play is conducted within the spirit of the game as well as within the Laws. According to the Laws the umpires are the sole judges of fair and unfair lay. The umpires may intervene at any time and it is the responsibility of the Captain to take action where required. WARMING UP: Captain and Coach only should inspect the wicket. Individuals may inspect from outside the wicket by themselves provided they are not interfering with the curator or the toss. It is poor behaviour for the whole team to walk over the pitch and wicket block prior to the toss Player should not hit up against pickets (fence); quite simply they break THE TOSS: Prior to tossing the Captains should be dressed in their whites/creams or playing strip & team cap A signed team sheet should be offered to the opposing Captain Both Captains should introduce themselves to the Umpires The home Captain (first in the draw) should provide the coin and toss Coin toss must be done in the middle, not on the sideline Away Captain calls On leaving the field the Captains should provide the Scorers with the opposing team s list ENTERING THE FIELD: Umpires should enter the field first No player should be warming up on the field as the Umpires enter The Captain of the fielding team should enter with their team behind Batters should be ready to enter the field together after the fielding team LEAVING THE FIELD: Batters should leave the field before the fielding team The fielding team should all be ready to cross the line together, not whoever is closest to the gate leaves first The Captain should appoint those that do well, normally the best bowler/bowlers to cross the line first DRINKS: Players only should take drinks on the field, not Coaches, Managers or Parents Players must be fully dressed in whites, creams or their playing strip of the day The batting team should always make sure the Umpires are provided with drinks There is no problem with players receiving drinks or bottles from the boundary line as long as play is not delayed
5 CODES OF CONDUCT This Code applies to the conduct on the field of play and off the field of play in respect of any match under the umbrella of Sunshine Coast Cricket. It applies in addition to and not in substitution for the ICC Code of Conduct and the Cricket Australia Code of Behaviour, Racial and Religious Vilification Code and the Anti Harassment Policy, [the Codes]. Specifically: PLAYERS Play for fun and not just to please parents and coaches Play by the rules: they are for the good of all Never argue with an official - if you disagree have your captain or coach approach the official during a break or after the game Control your temper. Verbal abuse of officials or other players, deliberately provoking an opponent, or throwing equipment is not acceptable Be a team player: work equally hard for yourself and your team. Your team s performance will benefit and so will you Be a good sport. Cheer (applaud) good play whether by your team or the other team. Encourage and praise your fellow team members and be enthusiastic Treat all players as you would like to be treated. Do not interfere with, bully or take unfair advantage of another player. Co-operate with your coach, team mates, officials and opponents. Without them there would be no game Be willing to train and prepare for the game. Preparation helps prevent injury, helps your team s performance and increases your level of enjoyment. Play only when you are fully fit. To play with an injury will handicap your team and may expose you to the risk of serious, life-long injury COACHES Familiarise yourself with the rules and laws of cricket, in particular LBW rulings. Make a personal commitment to keep informed of sound coaching principles and the principles of growth and development of children Be reasonable in your demands on young players time, energy and enthusiasm. Always be aware that they have other interests and demands on their time Teach your players that rules of the game are mutual agreements which no-one should evade or break, and are designed to maximise enjoyment and safety Avoid over-playing the talented players; the just average players need and deserve equal time Remember that children play for fun and enjoyment and that winning is only part of their motivation. Encourage and praise your players at every opportunity and be enthusiastic.
6 PARENTS If children are interested, encourage them to play. However do not force an unwilling child to participate. Encourage children to always play according to the rules Encourage your child to work towards skill improvement and good sportsmanship by supporting their team both at practice sessions and games Focus upon the child s efforts and performance rather than the overall outcome of the game. This assists the child in setting realistic goals related to ability, by reducing the emphasis on winning. Never ridicule mistakes, failures or losses Remember children are involved in cricket for their enjoyment, not yours Do not forget that children learn best by example; applaud good play by both teams Recognise the value and importance of volunteer coaches. They give their time and resources to provide recreational activities for the children and deserve your total support. Demonstrate exemplary social behaviour at all times by not using foul language or harassing players, coaches or officials If you disagree with an official, raise the issue through the appropriate channels rather than questioning the official s judgement and honesty in public. Remember most officials give their time and effort for your child s involvement. METHOD OF HANDLING BREACHES OF THE CODE OF BEHAVIOUR [a] An alleged breach of the Code of Behaviour may be reported by: Either or both Umpires; The Coach/manager of the Teams participating in the match in which the alleged breach occurred; The Carnival Convener The Conducts Commissioner; or Any member of the SCCA Junior, Senior or Management Committee. Procedure Complaints must be lodged in writing to the Convener of the Carnival. The Convener will advise the alleged offenders Team Management for resolution. Team management should investigate and take action deemed necessary and report same to the Convener. The Convener may refer the complaint to the SCCA Junior Match Committee and to the SCCA's Conducts Commissioner and advise the alleged offenders Team Management accordingly. The Conducts Commissioner may take whatever action he deems appropriate which could include referral to the Conducts Tribunal. The Conducts Commissioner and or Conducts Tribunal will hear complaints as soon as possible Complainants, alleged offenders, witnesses and the Management of any Teams involved may be called to give evidence to the Conducts Commissioner and when necessary attend the Conducts Tribunal Hearing.
