2 Information for Umpires at the North Yorkshire County Round of the National Schools Netball Competition Saturday 10 th November 2018 Thank you for agreeing to umpire at this event. You should have received from the school that has invited you to umpire, all the necessary information before the day of the Tournament The school for which you are umpiring is responsible for reimbursing any expenses that you may incur for this event. Tea/coffee and biscuits are provided throughout the day. Lunch may not be provided. In order to help with the smooth running of the Tournament, please may I draw your attention to the following and in doing so hope that you will have an enjoyable day. All Umpires should report to the Competition Referees by 9.30am as follows Under- 19 Christine Stephen; Under-16 Carole Foazrad; Under-14- Kate Kennady. There will then follow a briefing by Sarah Watts in the umpires room. All umpires should hold at least the INF C Award for umpiring. Umpires should produce their Umpiring Qualification card and current England Netball Membership/ I.D. card. Failure to produce these two documents or to comply with any other ruling for this Tournament - will mean that the umpire s qualification is invalid and she/he risks not be able to umpire at this event. Please ensure that you are fully conversant with the following in particular: Match timing ; Start of Play and Late Arrivals ; Team bench Substitution and Team changes ; Results ; Health and safety Gloves/jewellery/medic alert bracelets/scarves ; Discipline If a player is suspended from a game, or ordered to leave the court and take no further part in the game, that player will be required to appear in front of a disciplinary panel immediately after the end of the game. At the end of the game the Team Manager/Coach and the player concerned must report immediately to the Competition Referees, who will convene the disciplinary panel. The designated panel will then make decisions as to whether the player in question takes any further part in the tournament. Only an injured or ill player may be substituted during a stoppage in play. The substitute must play in the position of the injured or ill player and no other player in either team may change positions at this time. Umpires will umpire for the matches of the team that has invited them. The School will also provide a Scorer to be teamed with the Umpire.
3 Please ensure that you arrive on the right court at the right time. All umpires have 7 games. The Competition Referees reserve the right to move an umpire from any one game to another should they deem it appropriate. Matches are 7 mins each way with 1 minute at half time and 3 mins between games. The start and finish of each match will be signalled by a hooter ( or other appropriate audible signal). In addition, a warning bell for umpires will be sounded 2 minutes before the start of the Tournament and also 30 secs before the start of each half of every game. Please indicate centre pass clearly so the game is kept flowing Finally THANK You! Umpire Protocols : Before the match protocols Inspect the court and its surrounds to ensure that the playing surface is safe with adequate run off, and the goal post, nets, padding, ball etc comply with the specifications in the Code of Rules With the help of the Competition Referees, ensure that Team benches comply with Tournament regulations Inspect the players uniforms, jewellery, adornments and fingernails to ensure safety Encourage the captains to toss as soon as possible Check the match ball before the start of every game and ensure that it is not changed at half time. During play protocols A warning will be given 30 seconds before each start of play Indicate each centre pass immediately after each goal is scored Umpires verify centre pass with each other at each interval and immediately check with the scorers before starting the second half Consistent and appropriate use of hand signals to enhance the communication between the umpires and players. Signals to be meaningful re-creations of what the umpire is penalising. Setting of penalties is to be accompanied by clear hand signals indicating what the penalty is for, to which team it is being awarded, and which player if any is being stood out.
4 Correct application of breaking or delaying at Centre pass, i.e. offside or not on side quickly enough. Injury or Illness protocols There is no injury time in this Tournament. Please refer to the Tournament Regulations regarding injuries. Note where match ball is and get used to leaving it where it is there is no real need to pick it up and hold it unless the court conditions mean that the ball will move from the place indicated. Umpires responsibility Please ensure that you communicate/indicate very clearly : What the infringement is What penalty is being awarded i.e. Throw in/free pass etc To which team it is being awarded Which player is being penalised Precisely where it should be taken Code of conduct umpires Please be aware of your responsibilities as a Good umpire, your Duty of Care to the players and the Code of Conduct for umpires which are advised by England Netball as follows: As an umpire I will: Be affiliated to EN and comply all rules, regulations and requirements of the sport including any leagues and competitions in which I umpire Respect the rights, dignity and worth of all people involved in netball, regardless of gender, marital status, race, colour, disability, sexuality, age, occupation, religion or political opinion. Not abuse of misuse any relationship of trust or position of power or influence held by me within my team, club, League, County, Regional or National Association Always conduct myself in an appropriate manner and cooperate with other officials and administrators Exercise self control; I understand that verbal, emotional and physical abuse of coaches, spectators, athletes or other officials is not acceptable or permitted behaviour in netball. Treat all officials with respect, never bully or take unfair advantage of another official Umpire consistently, independently and with complete impartiality and exercise reasonable care and skill to enforce the rules of the game, to apply them fairly and to effect control of the game so as to ensure safety of the players at all times.
5 Abide by the safeguarding best practice guidelines for children and young people Ensure that I will maintain the level of knowledge required by attending appropriate and approved EN courses Conform to the appropriate standard of mental and physical fitness defined by EN which will enable me to effectively control matches Be appropriately dressed whenever I umpire Abide by any disciplinary sanctions that might be imposed on me Promote this code of conduct to other umpires and officials I will not: Consume alcoholic drinks or illegal substances or smoke either immediately prior to or whilst umpiring Wager on any match or at any event where I am umpiring Coach during any match at which I am umpiring Use Social Media technology to bring the game into disrepute or make an inappropriate comment about a fellow official, coach, athlete, volunteer or the NGB Umpires have a Duty of Care to the players to: Exercise reasonable skill and care to enforce the rules Apply the rules fairly Effect control of the game. So as to ensure players are not exposed to unnecessary risk of injury The duty of the umpires is to exercise that degree of skill and care for the safety of the players which is appropriate in the circumstances A reasonably competent umpire is required to fully understand and enforce the rules of the game, making decisions which show sound technical ability combined with good professional judgement exercised according to the circumstances. A good umpire is one who.. Has a sensitivity and understanding for play and the players Contributes something of their personality, as well as their knowledge of the rules Is involved in the game and is part of the game Is not afraid to show a little positive emotion on court Enjoys moments of good team work and quietly sympathises with mistakes Is human enough to make the odd error and big enough to admit it afterwards Can lift the game from the doldrums of mediocrity and bring out the best in players Players readily say; good we have got that umpire again.
