1 FY12 IDA Allocations 1. The IDA16 replenishment arrangements provide that IDA country allocations be made available for information to IDA s Executive Directors at the end of each fiscal year during the IDA16 period, and that they also be disclosed on IDA s external website. 1 This note responds to this commitment and provides FY12 IDA country allocations (Table 1) and key performance data on which the FY12 allocations were based (Table 2). 2. Allocations. Table 1 shows the country allocations for FY12, as determined through the Based Allocation (PBA) system. 2,3 The table also shows the funds that were set aside in each region for regional projects in FY12. The total country allocation for each country (in the fourth column) is broken down by the grant and credit components. 4 The first column provides the grant allocation, the second column provides the regular or blend terms allocation, and the third column provides the hard-term credits that were made available to credit-worthy blend countries (except for the small island blend economies which receive regular IDA-only terms). The FY12 allocations totaled SDR10,649 million, including SDR1,490 million in grants, SDR8,522 million in credits, SDR112 million in hard-term credits, and SDR472 million in funds that were set aside for regional projects. The largest share of total FY12 resources was allocated to Africa, which received SDR5,184 million, followed by South Asia (SDR3,393 million), East Asia and Pacific (SDR1,239 million), Europe and Central Asia (SDR392 million), Latin America and the Caribbean (SDR264 million), and Middle East and North Africa (SDR99 million). 3. Key Data for FY12 Allocations. Column A of Table 2 shows country performance ratings (CPRs) along with three indicators on which these ratings were based (see sub-columns A.1-A.4). The first two of these indicators represent the quality of a country s policy and institutional framework, as measured through the 2010 Policy and Institutional Assessments (CPIA), while the third indicator reflects the quality of a country s IDA portfolio. The first indicator (sub-column A.1) represents the average of the CPIA ratings for the following three CPIA clusters: Economic Management (cluster A), Structural Policies (cluster B), and Policies for Social Inclusion (cluster C). The second indicator (sub-column A.2) corresponds to the CPIA rating for the cluster D, Public Sector Management and Institutions. The third indicator (sub-column A.3) is based on the portfolio performance indicators, and reflects the quality of a country s IDA portfolio during the calendar year Columns B and C of Table 2 show the country population and GNI per capita for the calendar year 2010, respectively Additions to IDA Resources: Sixteenth Replenishment. The allocation of SDR115 million for Haiti in this table represents 35 percent of the total exceptional allocation of SDR329 million that the country receives in IDA16 for the purpose of supporting reconstruction after the earthquake in This exceptional allocation is funded out of the IDA s Crisis Response Window (CRW). In addition to PBA allocations presented in this table, IDA also provided a CRW allocation of US$250 million to support the World Bank Group s response to the Horn of Africa drought emergency in FY12.
