2 2013 Qualifying Competition Season TECHNICAL ANNOUNCEMENT 1. GENERAL The 2013 U.S. Figure Skating qualifying competition season consists of a total of 13 events. These include 12 qualifying events (nine regional championships, three sectional championships), and the 2013 U.S. Figure Skating Championships (juvenile, intermediate, novice, junior and senior). All 13 events are sanctioned by U.S. Figure Skating and conducted according to the most current U.S. Figure Skating rulebook, 2013 edition, with changes and clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or amended is the responsibility of the participants. U.S. Figure Skating reserves the right to incorporate revisions to the international judging system (IJS) made by the ISU for junior and senior events and by U.S. Figure Skating to novice events and below. The qualifying and national championship competitions are only open to competitors who (1) Are current members of U.S. Figure Skating (2) Meet the eligibility requirements according to U.S. Figure Skating Rule 2211 (3) Meet all age and test requirements pertaining to the event to be entered and (4) Meet the citizen and residency requirements as stated in Rules and ICR 6.09 of the U.S. Figure Skating Rulebook. Please note amendments have been made to the requirements for returning U.S. skaters as well as non-u.s. skaters wishing to compete. Consult the rulebook to ensure you complete the necessary requirements. Important Notice for All Coaches To coach at a U.S. Figure Skating qualifying level competition, a professional coach or choreographer must be: Declared by a skater in the registration process with U.S. Figure Skating Listed as Coaches Education Requirement (CER) Category A compliant for Current with Coach Registration (requires annual fee and background check) A current member in good standing with U.S. Figure Skating A current member in good standing with the PSA A coaches requirements chart can be found here: Each local organizing committee (LOC) will be provided with a list of coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. Coaches who are NOT on the list will need to show proof of membership in both U.S. Figure Skating and the PSA, a Coaches Registration card, proof of Category A compliance in CER, and a photo I.D. at check in. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential no exceptions. We strongly urge all coaches to have their cards with them. Important Notice for All Pairs and Dance Teams All pairs and dance teams will begin their qualifying season at their respective sectional championships (unless they have been notified of a bye advancing them directly to the U.S. Championships). These events are no longer offered at the regional championships. 2

REGISTRATION A. METHOD Online Electronic Registration (Required) Online registration is the ONLY method available for entry into the 2013 U.S. Figure Skating qualifying competition season. Registration opens July 15,

4 To enter online into the 2013 qualifying competition season, proceed in the following manner: Log on to Input your membership number and password o If you do not already have a password, go to first and follow the online instructions. DEADLINES The entry deadline for the 2013 qualifying competition season is 11:59 p.m., Sept. 1, The time zone of your primary residence/principle training center (juvenile, intermediate) or home club (novice, junior, senior) will determine the entry deadline of 11:59 p.m., Sept. 1, NO EXCEPTIONS WILL BE MADE. NO LATE REGISTRATIONS WILL BE ACCEPTED AFTER THIS DEADLINE. Juvenile and Intermediate Singles Competitors ONLY: During the online registration process, you will be given the option to input your principle training center if you wish to compete out of the region you train rather than the region in which your primary residence is listed. The following guidelines must be followed: You must train at your principle training center at least six (6) months and one (1) day during the calendar year to be eligible The region you select is binding (whether it is based on primary residence or principle training center) and cannot be changed. Age requirements must be met by Sept. 1, Test requirements must also be met by Sept. 1, Provisional entries based on passing a test after the closing date of entries will not be accepted. Please refer to U.S. Figure Skating Rules for further testing information and guidelines. *Skaters entering a singles event in addition to a partnered event must enter a regional championship within the section they have chosen for the partnered event. C. ENTRY FEES All competitors entering the 2013 qualifying competition season must submit payment of the $175 entry fee to U.S. Figure Skating. 5 Sectional Championships Qualifying Entry Fees Singles skaters advancing from the regional championships to the sectional championships will incur an additional $175 entry fee and a $10 administration fee. This total will automatically be charged using the same credit card used to pay for entry into the qualifying season. Skaters receiving byes or who advance per the four or fewer rule will NOT incur any additional entry or administrative fees. D. PAYMENT Online payment via credit card is the ONLY accepted form of payment. For those competitors advancing to the sectional championships from the regional championships, the credit card used during the initial entry registration will be automatically charged the additional sectional entry fee. If an alternative method must be used for the sectional entry fee, please contact Lindsay Mulvey, U.S. Figure Skating, at Once entered, all withdrawals are considered final. A skater may not reenter even if the withdrawal occurs prior to the entry deadline on Sept. 1, Please note: refunds are not given for any reason. *If you need to withdraw, you must send an to Gia Witmer at gwitmer@usfigureskating.org, with your name, U.S. Figure Skating membership number, event in which you were entered (i.e. Junior Ladies) and the competition from which you wish to withdraw. E. BYES No medical byes will be considered. Competitors awarded a bye to their sectional championships or the U.S. Championships will receive official notification in writing from U.S. Figure Skating. All competitors wishing to compete in the 2013 qualifying competition season, including those who receive a bye, must enter by the Sept. 1, 2012, deadline. Please refer to the most recent U.S. Figure Skating rulebook for details on byes. 3. TECHNICAL DETAILS A. CONDUCT OF EVENTS For the 2013 season, all events and levels at all championship competitions (regional, sectional, U.S. Championships) will be conducted in accordance with the international judging system (IJS). Check the U.S. Figure Skating website for technical and/or rules updates. B. AGE AND TEST QUALIFICATIONS All age and test requirements can be found in the U.S. Figure Skating Rulebook starting with Rule 4200 (senior singles). 5

6 C. TECHNICAL ELEMENTS The well-balanced program charts for all levels and disciplines are posted on the U.S. Figure Skating web site at As referenced earlier in this announcement, U.S. Figure Skating will incorporate all changes made by the ISU with regard to well-balanced programs. Please refer to this web site often for continuous updates. PLANNED PROGRAM CONTENT SHEET (Required component) All competitors entering into the 2013 qualifying competition season are required as part of their online registration to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at up to two weeks prior to the start of your competition. Failure to do so creates extra work for the officials working your competition. You will not be allowed to receive your credential at registration until your PPCS is submitted. D. MUSIC COMPETITON MUSIC INFORMATION (Required component of online registration) U.S. Figure Skating requires all competitors to fully complete a competition music information form as part of the online registration process. The following information is required for each piece of music used in the composition of the short program and free skate: composer, orchestra, duration of music, record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying events during the 2013 season, CDs are the only acceptable media. CDs must be: Clearly marked with name (last name, first name), event entered and the music time/length. Each CD must have only ONE (1) track on it. In the case of a short program and free program, two (2) separate discs must be used. Any disc with more than one (1) track will NOT be accepted! Lead in time (time before the music begins) on CDs may not exceed two (2) seconds. Due to compatibility and reliability reasons, music may NOT be submitted on re-recordable "CD-RW" discs. Each CD must be turned in - in a paper CD sleeve with a see through window (obtainable at any office supply store), also labeled with the skater s name and event. Standard hard plastic jewel cases or other CD holders are no longer acceptable. CDs that are not properly identified will NOT be accepted. Competition music must be turned in at the registration desk at the time of registration. At the Championships, competitors will not receive their credentials at registration until they turn in their music. The originals will not be kept and forwarded on from Regionals to Sectionals; rather the Music committee will make digital copies at each event to pass the music up to the next level of competition. The music CD s will be returned to the competitors at the end of their final event. Each competitor that qualifies for Sectionals or the 2013 U.S. Figure Skating Championships will be required to bring CD copies to the next event as backup. 6

7 Skaters receiving byes to the U.S. Championships are required to their competition music no later than one (1) month (Dec. 19, 2012) prior to the start of the U.S. Championships to the following address: Richard Larsen U.S. Championships Music Tech All competitors must have at least one (1) additional copy rink-side at practice sessions and during the actual competition event. Skaters receiving byes must also bring CD copies of their music to the event as backup. The LOC will accept no responsibility for damage or loss. CDs not picked up by the end of the competition are not the responsibility of the LOC and will be discarded. E. SEEDING AND QUALIFYING ROUNDS AT REGIONAL CHAMPIONSHIPS Any skaters who are added to an event due to unforeseen circumstances will be added to one of the groups (which group will be at the discretion of the chief referee) up to 48 hours before the start of the first qualifying group in that event. No reseeding or reassignments between groups will be made after the competitors are notified of their qualifying groups. Posting of the start order will be on the LOC website or the arena. The official schedule of events will be posted at the competition. F. OFFICIAL BULLETIN BOARD/EVENT WEBSITE The official bulletin board and event website will contain any announcements or changes, and it is the responsibility of the competitors to check often for official notices. Please refer to the local portion of the announcement for further information regarding the bulletin board and event website. 4. ADVANCEMENT TO SECTIONAL CHAMPIONSHIPS/U.S. CHAMPIONSHIPS A. QUALIFIERS SINGLES COMPETITORS All singles competitors advancing to the sectional championships will receive instructions for downloading the specific event announcement from for the competition to which they have advanced. For every competitor, all information required to be sent to the sectional championships local organizing committees (photos, practice ice requests, etc.) must be postmarked no later than the deadline on the respective form. For those competitors receiving a bye to the sectional championships or a bye or automatic invitation to the U.S. Championships, you will receive either instructions for downloading the announcement or your announcement via and must follow the deadlines set forth by the LOC. B. ALTERNATES Skaters placing in fifth and sixth place (unless there are fill-ups) at the regional championships in the juvenile, intermediate, novice, junior and senior singles events will be designated as first and second alternates. These competitors will be provided access to an event announcement as they may be selected to compete up to 48 hours before their competition event. Alternates DO NOT need to mail in any paperwork or required forms unless contacted by U.S. Figure Skating. 7

8 5. INSURANCE/LIABILITY A. LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee, and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships (U.S. Figure Skating Rule 1600). 6. ANTI-DOPING Anti-doping tests will be conducted at the 2013 Prudential U.S. Figure Skating Championships, held in Omaha, Neb., Jan , Anti-Doping testing will be conducted in the Senior-level and consist of the top four place-winners plus one random selection for each discipline. 9 Local Organizing Committee (LOC) Additional Information 2013 Southwestern Regional Figure Skating Championships Hosted by the Denver Figure Skating Club and Colorado Skating Club Oct , 2012 COMPETITION INFORMATION The 2013 Southwestern Regional Figure Skating Championships is hosted by the Denver Figure Skating Club (DFSC) and Colorado Skating Club (CSC) and will be held Saturday, October 20 through Tuesday, October 23, 2012 at the South Suburban Ice Arena (SSIA), 6580 South Vine Street, Centennial, Colorado. The entry deadline for the 2013 Southwestern Regional Championships is 11:59 p.m., Sept. 1, The time zone of your primary residence/principle training center (juvenile, intermediate) or home club (novice, junior, senior) will determine the entry deadline of 11:59 p.m., Sept. 1, Registration entries must be submitted at OFFICIAL ANNOUNCEMENTS The Official Bulletin Board will be maintained at SSIA. The Official Schedule will be posted on the Official Bulletin Board and will supersede all other schedules. It is the responsibility of each competitor to check the Official Bulletin Board daily for all official notices. The skating starts will be posted by the start of the first practice for the competition. All communication, confirmation times and event notifications will be via and event website. Please check the official website for all official communication For additional assistance not in the announcement or website, please us as REGISTRATION The registration desk will be located at SSIA and will open Thursday, October 18, 2012 and remain open throughout the competition. Registration Desk hours will be posted on the official website ( as well as on the wall where the desk is located. Competitors must register and turn in their music to receive their credential. The credential and information packet will be provided to the competitor. Competitors must have completed their entry and be registered to receive their credential. COACHES Coaches must check in at the Coaches Registration Desk and must be current registered members of US Figure Skating and PSA. Coaches must also have completed the Coach Registration process and by Category-A CER compliant. A photo ID is required to obtain a credential. Proof of membership must be presented at the Coaches Registration Desk upon arrival to obtain credentials needed for access to locker rooms and rink side access. CREDENTIALS Credentials for Competitors, Coaches, and Chaperones will be issued at the time of registration during the competition. With an entry, and following the registration rules, the Skater will receive their credential. A skater will receive their credential only after turning in all appropriate music as well as having a Planned Program Content form on file. Skaters, Coaches and Chaperones must wear their credential at all times in SSIA beginning 1:00pm Thursday, October 18, 2012 for all practice ice sessions, competition events and to obtain entrance into the venue. Only skaters and credentialed coaches can access the locker rooms and rink side access. Parents will not be allowed in the secure areas. 9

10 All credentials admit the individual they are for. Chaperone credentials admin the individual to spectator areas only. Lost credentials will be replaced for a $25.00 fee. MUSIC Only standard format CDs will be accepted. Music will be by CD only. Each CD should only have one track recorded and clearly marked with the skater's first and last name, event, time/length. Music is to be turned in at the registration desk at least one hour before your event. A backup copy of the music should be readily available at the actual time of competition. The competition committee will take all reasonable precautions to safeguard your CD; however, the committee will not accept responsibility for accidental damage. CD RW will not be accepted. CDs should be picked up following your event at the registration desk. Competitors are required to bring another copy of their music to be played on Official Practice Ice.. FACILITY South Suburban Ice Arena (SSIA) is the main competition facility having two indoor surfaces, 85 x 200, with rounded corners. A snack bar will be available during practice sessions and during the competition. Both ice surfaces have spectator seating. Locker Rooms will be assigned by gender and we request all skaters use locker rooms as there are limited general use benches. Several vendors will be available during the competition along with the facilities pro-shop. Family Sports Center (FSC) will be used for additional practice ice which has two indoor surfaces, 85 x 200 with rounded corners. A restaurant will be available and both surfaces have spectator seating. Only Skaters, Coaches and Chaperones can gain access to the FSC venue for practice ice. All rules for rink side access will apply to the practice venue as well. DFSC, CSC, SSIA, FSC being utilized for these events accept no responsibility for injury or damage sustained by any participant in the competition (U.S. Figure Skating rule 2300). PRACTICE & PRE-EVENT ICE Practice Ice will begin Thursday, October 18, 2012 and will be available each day of the competition. Official Ice, Practice Ice and Pre-Event Ice sessions should be requested and paid for on the PRACTICE ICE FORM located at the website from September 17-30, There is a tiered fee system depending on when the form is filled out and ice is selected. As more sessions are added and availability is known, the next tier will open. Official Ice (skater s music being played): 30 minute session Practice Ice (no music played): 30 minute session Pre-Event Ice (no music played): 15 minute session The Form and choice of sessions is due by Friday, September 30, 2012 for the first round of sessions. The following information will be required to complete the Event Ice Form: Competitor s Name, U.S. Figure Skating Number, Level Entered, Home Club, address, home and cell phone, coach name, coach and coach cell phone. This online form allows you to pay by PayPal or check. If paying by check, make it payable to 2013 Southwesterns and mail to: 2013 Southwesters Practice Ice c/o Denver Figure Skating Club PO Box 2768 Centennial, CO All sessions will be chosen by the skater at the time of filling out the online form. If the skater chooses more than one (1) Pre-Event session or one (1) Official Ice prior to October 1, 2012, they may forfeit their selections. After October 1, 2012, we will open the second tier selections; the date of this release will be announced via the website. Any open Official Ice, will be offered again to competitors for a 10

11 second selection as well as any open Practice and Pre-Event sessions. If skaters select more than one Official Ice during this round (for a total of two), they may forfeit their selections. During the third tier, if necessary to fill slots, skaters may select more sessions. Any open selections will be offered at the Practice Ice Desk and can be purchased after the skater has registered. Changing selection: After a skater has registered and received their tickets, if they want to exchange any Practice Ice session, please go to the Practice Ice desk. Tickets cannot be refunded, only switched for a different session. Official Ice and Pre-Event Ice cannot be refunded. FEES: There is a tiered fee system depending on when the ice is selected and purchased. Official Ice 30 minutes (Your music played) On or before Oct 1: $15.00 (with entry) Second/Third tier: $17.00 At Registration: $18.00 (if space is available) Practice Ice 30 minuets (Your music NOT played) Pre-Event Ice 15 minutes (No music for any skater) On or before Oct 1: $12.00 (with entry) On or before Oct 1: $10.00 (with entry) Second/Third tier: $14.00 At Registration: $15.00 (if space is available) Second/Third tier: $12.00 At Registration: $13.00 (if space is available) We reserve the right to cancel or change any practice session that has fewer than 5 skaters. Skaters will receive tickets for each session, denoting the type (Official, Practice or Pre-Event). All practice ice sessions will be organized according to level, whenever possible, and limited to 20 skaters some skaters on the session will have Official Ice tickets while some have Practice Ice tickets. Skaters must turn in this ticket and show their credential prior to stepping on the ice. We recommend showing up five (5) minutes prior to the session beginning so he/she may step on the ice when the session starts. Only those skaters with Official Ice tickets will have their music played. Music play order will be based on a random draw at the start of the session at time of turning in their ticket. Music will not be played on Pre-Event Ice sessions. Continue to visit the competition website for release dates of additional ice. Admission will be charged beginning Saturday, October 20, AWARDS The presentation of awards take place as scheduled and posted on the Official Bulletin Board following the posting of results. Medals will be awarded to 1st thru 4th place finishers for all qualifying round events and championship round events. All championship round first place winners will be awarded a trophy. All winners should appear dressed in their competitive costumes with skates on for the award ceremony. ADVERTISING If you are interested in placing an ad in the competition program for your skater, your club, your business, or your upcoming competition, please see the advertisement page at the end of this announcement or separately located on the competition website VIDEOGRAPHY The Event Video Company (EVC) will serve as the official videographer for all U.S. Figure Skating qualifying competitions for the 2013 competition season. EVC will provide professional videotaping services for all events. Please note: videotaping of the competition, including practice ice, in any form is strictly prohibited per U.S. Figure Skating policy. 12

13 PHOTOGRAPHY Photographs are permitted for personal use only, but for the safety of the skaters, no flash photography is allowed. Any resale of photography is strictly prohibited. Thank you for your compliance with these policies. Anyone abusing this U.S. Figure Skating rule will be asked to leave the arena.
