1 INTERNATIONAL SKATING UNION Communication No ICE DANCING 1. RULE CHANGES AS A RESULT OF CONGRESS DECISIONS 2006 The detailed changes passed at the June Congress in Budapest that affect Ice Dancing will be published in the new General Regulations, Special Regulations and Technical Rules Ice Dancing. In the meantime, the following changes should be noted: Determination and Publication of Results (Rule 543) the Rule is the same as published in Communication 1318 with the following exception: Combination Lifts are evaluated as one unit by adding the base values of the two first executed types of lifts, multiplying the result by 0.8 and afterwards applying the GOE with the numerical value of the most difficult type of lift. The factored base value of the combination lift will be rounded to two decimal places. The definition for a fall is confirmed as in Communication 1343 that says loss of control by a skater with the result that the majority of his/her own body weight is on the ice supported by any other part of the body other than the blades e.g. hand(s), knee(s), back, buttock(s) or any part of the arm. Marking Compulsory Dances (Rule 508 paragraph 3 a) i) and ii) The Grade of Execution of Compulsory Dances was revised to also include the quality of edges and quality of execution of steps, turns and movements of the dance so that positive features in the plus area will be reflected by the judge so the rule was revised as follows: 3. Marking Compulsory Dances a) Technical Score i) Scale of Values A Table with the Scale of Values of the sections of the Compulsory Dances is published and updated annually as the dances change each year. This Scale of Values (SOV) contains Base Values of all the sections of each Compulsory Dance and adjustments for the correctness and quality of their execution. The Base Values are measured in points and increase with the increasing difficulty of the sections in the Compulsory Dance, which is determined by the difficulty of steps and movements included in the section. ii) Grade of Execution (GOE) Every Judge will mark the Accuracy of skating and Placement of every section of the Compulsory Dance and quality of edges and quality of execution of steps, turns and movements of this section depending on the positive features of the execution (e.g. correctness, depth and quality of edges, cleanness and sureness) and errors on the seven grades of execution scale: +3, +2, +1, Base Value, - 1, -2, -3. Each + or - grade has its own + or - numerical value indicated in the SOV Table. This value is added to the Base Value of the section or deducted from it. The guidelines for marking are published and updated in ISU Communications. Skating Skills Definition (Rule 508 paragraph b) i) The definition for SKATING SKILLS was revised as follows as the deleted criteria have been added to the assessment of quality of execution (GOE): SKATING SKILLS: The method used by the couple to perform dance steps and movements over the ice surface and the efficiency of their movement in relation to speed, flow and ice coverage. Overall skating quality Flow & glide Speed and power Balance of technique and skating ability of partners Ice coverage (Depth and Quality of Edges & Cleanness and Sureness have been moved to GOE) 1

2 Illegal Elements Original Dance (Rule 509 para 3) and Illegal Elements Free Dance (Rule 510 para 4) The illegal elements were confirmed as published in Communication 1343 with the exception that the following will no longer be considered to be an illegal element: Skating with a hand (or hands) on the ice (at any time including during the introduction and conclusion. In the Original Dance only the use of such a movement is still not permitted and will receive a deduction from the judges as outlined in the Marking Guides published in this Communication. Marking Original Dance and Free Dance (Rule 511 NEW) A new combined Rule for Marking Original and Free Dances was passed Marking of Original and Free Dances a) Technical Score i) Scale of Values A Table with the Scale of Values of the Required Elements for the Original and Free Dances is mentioned in paragraph v) below and can be, if necessary, updated in ISU Communications. This Scale of Values (SOV) contains Base Values of all the elements and adjustments for the quality of their execution. The Base Values are measured in points and increase with the increasing difficulty of the elements. The difficulty of the Required Elements in the Original and Free Dances is determined by their Levels of Difficulty. ii) Levels of Elements Difficulty Technical Specialists will determine the name and the Level of every Required Element in the Original and Free Dances. All elements are divided into at least four (4) Levels depending on their difficulty. The description of characteristics that give an element a certain Level of Difficulty is published and updated in ISU Communications. iii) Grade of Execution (GOE) Every Judge will mark the quality of execution of each Required Element in the Original and Free Dance depending on the positive features of the execution and errors on the seven grades of execution scale: +3, +2, +1, Base Value, -1, -2, -3. Each + or - grade has its own + or - numerical value indicated in the SOV Table. This value is added to the Base Value of the element or deducted from it. The guidelines for marking are published and updated in ISU Communications. iv) Illegal Elements/Movements There must be a 2.0 point deduction for every illegal element/movement included in the program of Original Dance and/or Free Dance. For the list of Illegal Elements/Movements for Original Dance see Rule 509, paragraph 3 and for the list of Illegal Elements/Movements for Free Dance see Rule 510, paragraph 3. v) Scale of Values Tables* * The Scale of Values of the Required Elements may be updated and will be published in ISU Communications. b) Program Components Score i) Definition of Program Components - In addition to the Technical Score each of the Judges will evaluate the couples whole performance which is divided into five (5) Program Components in the Original and Free Dance (Skating Skills, Transitions/Linking footwork/movements, Performance/Execution, Composition/Choreography, Interpretation/Timing). SKATING SKILLS Definition: Overall Skating quality: edge control and flow over the ice surface demonstrated by a command of the skating vocabulary (edges, steps, turns etc.), the clarity of technique and the use of effortless power to accelerate and vary speed. Criteria: Balance, rhythmic knee action and precision of foot placement Flow and effortless glide Cleanness and sureness of deep edges, steps and turns Power/energy and acceleration Mastery of multi-directional skating Mastery of one foot skating Equal mastery of technique by both partners shown in unison 2

3 TRANSITIONS/LINKING FOOTWORK /MOVEMENTS Definition: The varied and or intricate footwork, positions, movements and holds that link all elements and constitute the distinct technical content of the dance. Criteria: Variety Difficulty Intricacy Quality Balance of workload between partners Variety of Dance holds (not excessive side by side and hand in hand) Conformity to pattern and stop requirements (Original Dance only) PERFORMANCE/EXECUTION Definition: Performance The involvement of the couple physically, emotionally and intellectually as they translate the intent of the music and the choreography. Execution - The quality of movement and precision in delivery. This includes harmony of movement. Criteria: Physical, emotional and intellectual involvement Carriage Style and individuality/personality Clarity of movement Variety and contrast Projection Unison and oneness Balance in performance between partners Spatial awareness between partners management of the distance and management of the changes of hold COMPOSITION/CHOREOGRAPHY Definition: An intentional, developed and/or original arrangement of all types of movements according to the principals of proportion, unity, space, pattern, structure and phrasing. Criteria: Purpose (idea, concept, vision) Proportion (equal weight of the parts) Unity (purposeful threading) Utilization of personal and public space Pattern and ice coverage Phrasing and form (movements and parts structured to match the phrasing of the music) Original of purpose, movement and design Shared responsibility in achieving purpose by both INTERPRETATION/TIMING Definition: The personal and creative translation of the music to movement on ice. Criteria: Effortless movement in time to the music (Timing) Expression of the music s style, character and rhythm Use of finesse 1 to reflect the nuances of the music Relationship between the partners reflecting the character of the music Correctness of the rhythm(s) of the music chosen (Original Dance) Appropriateness of the Music (Original Dance & Free Dance) Skating to the rhythmic beat in Original Dance and skating primarily to rhythmic beat in Free Dance. Note: If the music does not have a rhythmic beat, the Judges must take a deduction from the Component for Timing/Interpretation. 1 Finesse is the skaters refined, artful manipulation of nuances. Nuances are the personal artistic ways of bringing variations to the intensity, tempo, and dynamics of the music made by the 3

4 composer and/or musicians. ii) iii) Marking of Program Components Program Components are evaluated by Judges, after the completion of a program, on a scale from 0.25 to 10 with increments of Points given by the Judges correspond to the following degrees of the Components: <1 - very poor, 1 - poor, 2 - weak, 3 - fair, 4 - average, 5 - above average, 6 - good, 7 - very good, 8 - superior, outstanding. Increments are used for evaluation of performances containing some features of one degree and some of the next degree. Guidelines for judging are published and updated in ISU Communications. Deductions Deductions are applied for each violation according to the Regulations (see Rule Calculations). Clothing (Rule 512 paragraph 1) The following was added to this rule to avoid the dangerous situation that can occur when some parts of decorations come off the costume: the decorations on costumes must be non-detachable. Composition of the Panels of Judges for ISU Championships and Qualifying Rounds for Ice Dancing (Rules527and 559) The Qualifying Rounds for Ice Dancing that were used at ISU Championships when the number of entries exceeded 31 have been removed and these rules have been amended accordingly. Based on the results of the Compulsory Dance, the 30 best-placed couples will skate the Original Dance. Composition of the Panels of Judges for ISU Championships Rule 527) and Composition of the Panel of Judges for Europeans and Four Continents (Rule 528) The completely new Rule that will apply for all Figure Skating disciplines was passed by the Congress. This rule changes the system of the Judges draw for all ISU Championships that now will be conducted every year between October 1 st and November 15 th and the Exchange Judges will not be used now at the European Championships. Practices (Rule 529) To provide a fairer day s schedule for couples skating in the first event starting groups and to increase the safety of skaters on practices by having the number of couples in practice groups match the number in event groups the following paragraphs were added: 5. All Original Dance practices after the draw for Original Dance will be in starting order and all Free Dance practices after the draw for Free Dance will be in starting order if possible. 6. The maximum number of couples on a practice group for Compulsory Dance, Original and Free Dance should be five (5) if possible. Interruptions in Compulsory Dances (Rule 538 paragraph 1) The following clarification was made: 1. An interrupted Compulsory Dance shall be resumed at the nearest technically practicable point in the step sequence (which must be after the point of interruption) and not necessarily at the exact point of interruption. The couple may not repeat the steps missed by the interruption or the Judges must deduct from the GOE of the section/s concerned. Announcements of Technical Changes (Rule 539 new paragraph 4) In response to requests from the coaches, the following was added to be enable skaters and coaches to know the yearly rules as early as possible: 4. All Communications concerning technical requirements must be published before July 1 st except for pending decisions as a result of a Congress, clarifications and additional examples which may be published as needed. Duration of Junior Free Dance (Rule 541, paragraph 2) As many coaches have already started choreographing junior Free Dance programs to the three minute duration for this year, the time delay of the following change provides ample warning to prepare for the following year. Effective starting with season 2007/2008, the duration of the Junior Free Dance will be three (3) minutes and 30 seconds (+ or 10 seconds). 4

MAJOR ERRORS AND KEY POINTS IN COMPULSORY DANCES SEASON 2006/2007 The Ice Dance Technical Committee is attaching guidance sheets on each of the Compulsory Dances for the season 2006/2007 on pages 6 to 11. These are intended to provide specific information on each dance for the assistance of skaters, coaches and judges. They include identification of major errors to be assessed by judges in assigning marks for GOE in each Section and the key points to be considered in assessing the Components of the given dance. 3. For example, the series of chasses and slip chasses (steps 9 17) should be skated lightly with a lot of character using continuous knee action, tight clean footwork with matching, crisp free leg movements. Body style & movements should reflect Samba rhythm.
