3 ARTICLE 1. DEFINITIONS AND INTERPRETATION The following short terms shall be used and interpreted in the spirit of the following meanings unless specifically defined elsewhere. 4 ARTICLE 2. POLICIES AND RULES The rules set out in the following manuals will be part of the Commission s Technical Regulations: FIG Code of Points (COP) WAG Australian Levels Program (ALP) Any modification to the ALP will be circulated in writing by GA on the authority of the WAG Commission (National Levels) and/or the WAG High Performance Manager (International Levels). All modifications will be published on the GA website. ARTICLE 3. COMMISSION COMMITTEES 3.1 National Gymsport Commission Technical Director Judging Coordinator General Member Coaching General Member Communication General Member National Levels GA Staff Member (ex officio) Reference should be made to Gymsport Technical Commissions Part A Commission Governance for the job descriptions and desired criteria for the National Technical Director and National Judging Coordinator. All matters specifically relating to WAG High Performance are under the jurisdiction of GA WAG High Performance Management (see 3.2) General Member - Coaching Job Description (i) Oversee the development and updating of the coach education framework in conjunction with GA staff (ii) Be responsible for the development of coaching course resources in conjunction with GA staff (iii) Assist with the development and update of the Australian Levels Program and associated resources (iv) Identify and develop coach workshops and development opportunities in conjunction with GA staff (v) Identify and encourage former gymnasts to be trained as coaches (vi) Develop initiatives to help develop and retain coaches in the sport (vii) Work with the State Coaching coordinators (viii) Assist with the development of additional resources for coach education (ix) Lead working groups and coaching projects as required Desired Criteria (i) Accredited Coach Advanced or above (ii) Current Technical Member (iii) Sound technical knowledge and understanding of the gymsport (iv) Respected within the gymsport community (v) Experience as a course presenter at coach education courses (vi) Good organisational and IT skills (vii) Interpersonal and communication skills (viii) Team player (ix) Planning skills (x) Knowledge of international trends (xi) Tertiary education November 2015 Page 4 of 31

5 3.1.2 General Member - Communications Job Description (i) Key communication link to state commissions (ii) Gather information from each state commission prior to National Commission meetings. (iii) Provide commission updates to States & gymsport community (iv) Update information and documents for website in consultation with GA staff (v) Develop a communication strategy (vi) Minute all commission and other meetings and distribute post meeting (vii) Develop initiatives to help promote pathways, athletes and officials, within the sport. Desired Criteria (i) Accredited Coach or Judge (ii) Current Technical Member (iii) Sound technical knowledge and understanding of the gymsport (iv) Respected within the gymsport community (v) Good organisational and IT skills (vi) Interpersonal and communication skills (vii) Team player (viii) Planning skills (ix) Knowledge of international trends (x) Tertiary education General Member National Levels Job Description (i) Manage projects and working groups as required (ii) Manage the development and update of WAG Australian Levels Program (iii) Assist with the development of programs and resources associated with WAG Australian Levels Program Desired Criteria (i) Accredited Coach or Judge (ii) Current Technical Member (iii) Sound technical knowledge and understanding of the gymsport (iv) Respected within the gymsport community (v) Good organisational and IT skills (vi) Interpersonal and communication skills (vii) Team player (viii) Planning skills 3.2 National High Performance Management Team National Coach National High Performance Manager 3.3 National Nomination Panel (NP) (Formerly National Selection Committee) Function The NP s function is to provide: (i) Selection of gymnasts and coaches for Australian teams; and (ii) Recommendation of officials for national and international events. Composition Composition of the WAG NP shall consist of the following members: (i) National High Performance Manager (Chair) (ii) National Coach (iii) International Technical Expert 1 (appointed to the NP) (iv) International Technical Expert 2 (appointed to the NP) November 2015 Page 5 of 31

6 (v) Medical Expert (NPSC or delegated medical expert) for athlete medical status only Appointment and Term of Office The GA CEO will appoint all members of the NP following recommendations from the National Performance Director (NPD). International Technical Experts will be appointed for a period of 4 years (i.e. until December 2016) unless they are determined to have a conflict of interest. International Technical Experts will be replaced on a by event basis in these situations. Meetings The NP is required to meet prior to the nomination of gymnasts and officials to national teams whenever an Event Specific Criteria Selection Policy is in place. The NP is not required to meet in order to discuss nominations, which are governed by Selection Policies Part A or Part B; however the National Coach may seek advice from NP members prior to making these nomination decisions. Voting Not applicable - the National Coach will make the final decision regarding the nomination of athletes and officials for selection to national teams. The WAG NHPM will communicate these nominations to the NPD. All nominations need to be approved by the NPD and CEO prior to selections being confirmed. ARTICLE 4. At least two of the following: National Technical Director or appointed representative National Judging Co-ordinator or appointed judging representative May include other suitably qualified and experienced judges as determined by National Judging Co-ordinator International Levels Applies to Australian Championships and Australian Classic. At least two of the following: National Coach or appointed representative National Technical Director or appointed representative National Judging Co-ordinator or appointed judging representative Enquiries Queries on D scores should be directed to the Jury by the end of the rotation in question. There will be no cost attached. Queries on E scores are not permitted. 5.4 Rules and Procedures Specific to AUSTRALIAN CHAMPIONSHIPS Entries A maximum of one team per State may be entered at any level Athletes must compete in the division in which they have been entered at the close of definitive entries Only reserve athletes nominated at close of definitive entries can replace injured or withdrawn athletes States must submit a team order one week prior to commencement of Australian Championships Final team order may be revised at the Orientation meeting prior to Australian Championships Qualification Specific Qualification Rules for National Level 10 Athletes Only National Level 10 athletes who are additional to the State team must qualify with o a minimum AA score of for entry to Australian Championships o or a minimum 3 apparatus score of November 2015 Page 10 of 31

11 o or a minimum 2 apparatus score of o or a minimum 1 apparatus score of o if qualifying on 1, 2 or 3 apparatus, gymnasts may compete on the qualified apparatus only All Qualification Scores must be provided with Definitive Entries All qualification scores must be achieved with appropriately qualified judges at a State or National sanctioned event registered on the State competition calendar within 6 months of the Australian Championships (National Clubs 2015 will satisfy this requirement) Level 10 athletes will be admitted entry to Australian Championships to a maximum number of 40 The number of NL 10 athletes after the team number from each State, will be admitted in order of State ranking from previous year s Australian Championships team result Specific International Levels Closing Dates, Qualification Scores & Injury Petitions Qualification scores must be achieved for IL8 and higher athletes for them to be eligible to compete in the Australian Championships Qualification scores for all International athletes must be submitted at the time of definitive entries. For IL 10, Junior and Senior athletes only who have not achieved the qualification score by the close of definitive entries, submission of qualification scores to GA will be extended until Tuesday 10 th May, 2016 All qualification scores must be achieved with appropriately qualified judges at a State or National sanctioned event registered on the State competition calendar, or at an International event recognised by the WAG Technical Director, within 6 months of the Australian Championships (Australian Classic 2015 will satisfy this requirement) Qualification scores and/or requirements and injury petitions that are being provided after Definitive entries must be submitted to GA by the State Association on state letterhead If no qualification score and/or requirements are received, or a petition is not accepted, the entry fee will be forfeited and the gymnast withdrawn No refunds will be provided for entered athletes who do not reach the qualification score and/or requirements by the specified date. No refunds will be provided for Junior or Senior athletes entered who have petitioned by the specified date, but whose petition is not approved by the National Coach If qualification scores and/or requirements are available at the time Definitive Entries are due then they must be provided at this time Specific Injury Petitions Process for Junior & Senior Athletes Injury petitions for non-qualified Junior and Senior athletes must be submitted to GA prior to Day 1 of the Australian Championships competition (IL 8, 9 & 10 athletes cannot submit injury petitions) Petitions will be considered only if the injury is linked directly to the gymnast being unable to show performance readiness by the qualification extension date Injury-petitioned athletes must be able to demonstrate performance readiness i.e. submit a video or show the National Coach a routine of qualification standard one week prior to Day 1 of the Australian Championships competition. Athletes unable to demonstrate performance readiness at the required standard by the due date will not be permitted to compete in the Australian Championships. 12 5.4.5 Awards Any invited international athletes competing at the Australian Gymnastics Championships will be able to participate in the event, however will not be eligible to receive Australian Championship awards. International athletes will only be invited to attend should the event schedule allow it. If an international event is combined with the Australian Championships awards will be decided by the event organisers Uniforms Item Team 1 AA 2 Apparatus Finals Leotards State teams (all gymnasts in identical International stream as per Team. Gymnasts may wear a leotard of their choice leotards) National Levels may wear a leotard of their choice Tracksuits State team tracksuit State team tracksuit State team tracksuit T-shirts State team t-shirt State team t-shirt State team t-shirt State Associations will determine uniform requirements for their own State teams within the guidelines above State Associations will determine rules regarding branding on tracksuits or leotards (must be in keeping with FIG rules) For the team competition, even if a state does not have a full team, identical leotards must be worn by individual competitors from the same State As the All Around competition is held concurrently with the team event for International Levels, the rules for uniforms will be applied for both days of the team event 5.5 Rules and Procedures Specific to NATIONAL CLUBS CARNIVAL Divisions Up to National Level 10 Up to National Level 8 Up to National Level 7 Up to National Level 6 Up to National Level Rules All competition rules will be as per the WAG ALP unless specified by the Organising Committee All competition equipment will be FIG standard except where specified differently in the WAG ALP FIG Code of Points to be used when competition rules not covered in the ALP are required Gymnasts may only compete in one of the above divisions Gymnasts may compete in the level they are qualified or higher For NL 7 10 all teams will be eligible for Team event finals and Team Awards. Team awards will be the combination of Day 1 and scores. For NL 5 & 6 all teams will compete on both Day 1 and. Only the top 24 teams will be eligible for team awards. Team awards will be scores only. Team awards will be given to full teams only (i.e. minimum 3 gymnasts) The team total for each day will be determined by the total of the 3 highest scores on each of the four apparatus. Points for the All Around Club Award in each level will be determined by the scores from Day 2 competition only. The WAG Champion Club at the National Clubs Carnival will be decided by the accumulation of points from National Levels 10, 8, 7, 6 and 5 November 2015 Page 12 of 31

13 All clubs/programs must supply a club/program judge or representative of appropriate qualification for each phase of competition entered. ie: one judge for Level 5 and Level 6, one judge for Level 7, and one judge for Level 8 & 10. 14 Senior International - FIG Senior Rules apply There are no team awards All clubs/programs must supply a club/program judge or representative of appropriate qualification for each level entered Equipment Janssen Fritsen Supersoft beat board will be available for International levels 7, 8, 9 and 10 athletes All other equipment will be as per WAG Technical Regulations Uniforms It is the intention that gymnasts represent their club at this event and therefore compete in club leotards, or a leotard endorsed by their club Gymnasts who train within NCEs (MEL, PER) or State High Performance Programs (QLD, SA) will wear program tracksuits, all other gymnasts will wear their club tracksuit Uniform regulations will be the same for both days of competition Any clarification re uniform should be referred to the High Performance Manager prior to the competition Item Leotard Tracksuit T shirts AA & Apparatus Finals Club approved leotard must be worn for both days of competition All athletes from the same club in the same level must wear identical leotards Club or program tracksuit may be worn on both days Club or program T shirts may be worn 5.7 National Judges Subsidy Funding Criteria AUSTRALIAN CHAMPIONSHIPS To be eligible for a Gymnastics Australia Judges Subsidy payment a judge must: Be a current Technical Member of Gymnastics Australia Have the required judging qualification to judge the relevant level at the Australian Championships Have the required pass mark at Advanced Judges Course to be placed on D or E panel at Australian Championships Be endorsed by the State Association to judge at the National Championships Must have no financial obligation to GA Judges must submit the appropriate forms to GA prior to or at the Australian Championships or payment may not be allocated. Judges must sign off their judging schedule at the end of the Australian Championships or payment may not be allocated. Gymnastics Australia will determine the number of judges to receive the subsidy each year and will determine the amount of subsidy considering the number of judges. For more information on this, please see the National Championships Judges Subsidy Policy on the page of GA s website. ARTICLE 6. NATIONAL AWARDS 6.1 Awards The following WAG Awards may be awarded each year: Type Award Who Selection Guidelines National Levels NL Gymnast of the Year Athlete A gymnast who has competed in at least 3 Australian Championships in National Levels system November 2015 Page 14 of 31

15 National Levels Coach of the Year NL Coach or Coaching Team National Levels Senior International NL Development Coach of the Year Gymnast of the Year Coach ATHLETE A gymnast who has achieved a ranking in the top 3 in NL 10 at the Australian Championships in the year of the award A coach who has demonstrated ongoing personal professional development A coach who has coached the State team for at least 3 years (not necessarily consecutive) A coach who has contributed to the success of the State team through providing gymnasts of high quality and standard A coach who has contributed to the success of the State team through their contribution to State Team training, team training at the event, contribution to the team during the competition etc. Consistently brings athletes up to State team standard and selection (evidenced over at least 3 years) To be nominated by State Association A coach who is working in National Levels program who has demonstrated an ability to progress athletes through the National Levels program with significant results at National and State events Evidence provided to show that the coach has an understanding of sound development practices A coach who has demonstrated ongoing personal professional development To be nominated by State Association The senior Australian gymnast who achieves the highest individual ranking on any event at the Benchmark Event (BME) for the year, will be the WAG Senior International gymnast of the year. Award winners are determined by the WAG Commission, with the exception as noted for the Carol Sussman award The Carol Sussman Award is exempt from Gymnastics Australia ratification 6.3 Carol Sussman Award: Awarded for Floor Artistry Awarded to a National Levels gymnast at Australian Championships on behalf of Gymnastics Victoria Judges Association. Selection will be based on the artistry of presentation, the expression, aesthetic movements and music. The gymnast will display qualities of artistry through the attitude and emotion exhibited and how she presents herself. The routine will be visually appealing with a blend of strength, beauty and elegance of movement, with well-defined bodylines, good technical alignment and fluidity of movement. There will be a direct correlation between the movements and the music. Nominations by floor judges on Day 1 of Australian Championships will be submitted to the WAG Commission for consideration. All nominated routines will be viewed by the WAG Technical Director, the WAG Judging Co-ordinator and a representative of the Gymnastics Victoria judging community, who will make the final decision based on performances on both days of competition.
