Please make checks payable to: Skokie Park District If you have questions, please contact: Kerry Murphy, kmmurphy@skokieparks.org or General Rules: The Winter Blizzard is sanctioned by U.S. Figure Skating and will be conducted under the rules set forth in the 2016 edition of the U.S. Figure Skating Rulebook and this announcement. Particular note should be taken of these sections: Rule 3070: Eligibility to compete Rules : Requirements for each level Rule 2910: Duration and Warm-up Periods of Synchronized Team Skating Rule 7020 Clothing and Equipment Synchronized Skating Rule 7021 The clothing of the competitors must be modest, dignified and appropriate for athletic competition, not garish or theatrical in design. Costumes may, however, reflect the character of the music chosen. The clothing must not give the effect of excessive nudity inappropriate for the discipline. Ladies may wear a skirt or body suit or full length trousers. Men must wear full-length trousers; no tights are permitted. Accessories, feathers and props are not permitted. Clothing that does not adhere to these guidelines will be penalized by a deduction. See rule Sequins, rhinestones or jeweled trim may be used in moderation on the clothing of senior, junior and collegiate synchronized skating teams only (see rule 7021 (E)). This adornment is allowed on the bodice only and must be nondetachable. Sleeves and skirts are to be void of adornment. Feathers or other materials that could be dislodged upon contact are not allowed. The use of adornments at all other levels is prohibited. If any part of the costume or decoration falls on the ice during a competition, the team will be penalized by a deduction. See rule The skating clothing worn in actual competition may not bear any form of advertising. However, warm-up suits may bear the name of a sponsor when the team is on the ice. The sponsor s name must not exceed 4.65 square inches (30 square centimeters) The use of hair pins and bobby pins is prohibited while skating in any synchronized skating competition. Liability: U.S. Figure Skating, Figure Skating School of Skokie, and Skokie Park District, Skatium accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the 2013 edition of the official U.S. Figure Skating Rulebook. Judging System: Synchronized skating events will be judged using the 6.0 judging system 1

3 Music: Rules governing music selection can be found in the U.S. Figure Skating rulebook, rules Only CDs (standard Compact Disk format) or cassette tapes (no cases, please)will be accepted. CDs: Must be clearly marked with name, event entered and the music length and contained in a hard sided jewel case. Cassettes: Must be clearly marked with name, event entered, length of music and side to be played. Due to compatibility and reliability reasons no music may be submitted on re-recordable CDRW discs. Competition music must be turned in at the registration desk and must be submitted no later than one hour prior to the event in which the team is skating. All music must be picked up at the completion of the competition. CDs and cassettes will not be mailed back to competitors. All teams must have an additional copy of their music available for practice sessions. Teams must also have an extra copy available at rink side during the actual competition event. The organizing committee will not accept responsibility for damage or loss of music but will take every precaution to ensure its safety. Videotaping: Videotaping will be available at this competition. Competition Schedule: Competition schedule will be ed and posted on the Skokie Park District website. 4 BASIC SKILLS SYNCHRONIZED SKATING LEVEL 1 3 & Preliminary In order to safely practice and compete at the various levels, it is strongly recommended that skaters have mastered the elements of the Basic Skills level at which they are skating. (See program requirements.) Eligibility Rules: All skaters on the team must either be full U.S. Figure Skating members or members of the U.S. Figure Skating Basic Skills program. All Basic Skills Synchronized Skating teams must be registered with U.S. Figure Skating and have a team number. In order for the team to be eligible for this event, no skaters on the team may have passed higher than a preliminary test (moves in the field, freestyle or dance) and the majority of the team must be no test. The skaters test level is as of the competition entry deadline. No skater may compete on multiple Basic Skills synchronized skating teams. Age/Number of Skaters: Varies based on the level. The ages for Basic Skills synchronized skating teams are as of the preceding July 1. If the majority of team is younger than the listed age, consider skating up to the level that best meets the skaters skill levels. Each team may have between 8-16 skaters. Teams may have a total of four athletes on their roster in addition to the maximum number permitted on the ice for their respective level. Costume Rules: Basic Skills synchronized skating teams should follow Rule 7022 Clothing and Equipment (U.S. Figure Skating Rulebook) when selecting their clothing for competition. Coach Compliance: Coaches bringing their Basic Skills synchronized skating team to a Basic Skills competition should have, at a minimum, the Basic Skills Instructor Membership and background check. Events offered will be: Level 1 Level 2 Level 3 Preliminary *All participants must be United States Figure Skating Basic Skills Program members or full club members. These memberships are registered through the local rinks which use the Basic Skills Program or the skating club. Attached are the Level 1, 2 and 3 descriptions, as well as preliminary. 3

5 Basic Skills Synchronized Skating The competition program is also part of the U.S. Figure Skating Basic Skills program. The competition program is for Basic Skills level skaters who are interested in a first competition or team experience, taking the Synchro 1-4 badges a step further. Teams compete at Basic Skills competitions and non-qualifying synchronized skating competitions around the country. Required elements Each level has specific required elements that must be completed: LEVEL CIRCLE LINE BLOCK WHEEL INTERSECTION LEVEL skaters, majority under 9 years old 1 ½ - 2 minutes +/- 10 seconds LEVEL skaters, majority under 12 years old 1 ½ - 2 minutes +/- 10 seconds LEVEL skaters, majority at least 12 years old 2 2 ½ minutes +/- 10 seconds One circle, which must contain a two foot turn (stroking from backward to forward is permitted). Must contain a forward inside and/or forward outside edge glide. One circle, which must include the choreographed step sequence: 2 forward crossovers, FO 3 turn, back pump, BO 1 foot glide (held for at least 2 counts), back pump, 1 backward crossover, FI stroke (1 direction only, don t need to repeat) Circle element, which must include the combination move from Basic 8. (1 direction only, don t need to repeat) One line, which must cover half ice to full ice and must have only forward skating. One line, which must cover the ice and may include forward and backward skating. Line element, which must cover the ice and must include forward and backward skating. One block, which must cover half ice to full ice, and must have only 1 configuration. One block, which must cover the ice and must have 1 or 2 configurations. One block, which must cover the ice and must have 2 or 3 configurations. One wheel, choice of 4-spoke or 3 spoke with backward pumps. One wheel of the team s choice with backward pumps. Wheel element of the team s choice with backward pumps, chasses, or crossovers. The emphasis of the competition is on mastering the basic skills of synchronized skating: - Control of rotation in wheels and circles. - Straight lines in lines, blocks and intersections. - Unison and use of skills such as guiding and shadowing. - Incorporating skills from the Basic 1-8 levels to strengthen skating skills. - Learning how to do transitions and skate to music. - Learning skills that will be the foundation for higher levels. One intersection: Two lines facing each other, 2-foot glide at point of intersection. One intersection: Two lines facing each other, 2-foot or 1-foot glide at point of intersection. One intersection: Two lines facing each other, 1-foot glide or forward lunge at point of intersection. Restrictions in Level 1 & 2: - Additional elements are not allowed (the team must do only their required elements). - Teams may only use hand-to-hand, shoulder-to-shoulder and choo-choo holds. - Wheels and circles may not travel, change rotational direction or change configuration. - Basic Skills Level 1 teams may not do steps higher than Basic 5, with the exception of forward chasses. - Basic Skills Level 2 teams may not do steps higher than Free Skate 1, with the exception of forward chasses. Restrictions in Level 3: -No traveling within elements (change of configuration and rotational direction are allowed). Restrictions in all levels: All of the synchronized skating illegal elements found in Rule #7160 of the U.S. Figure Skating Rulebook Please reference for most up-to-date Beginner Synchronized Skating rules These levels are part of the U.S. Figure Skating Basic Skills program. Basic Skills competition guidelines will be used. There will be no more than 6 teams in each group, and judges must only be members of U.S. Figure Skating at least 16 years old. If there are not enough entries, Levels 1 & 2 can be combined, at the discretion of the Chief Referee. 4
