2 SOUTHERN CALIFORNIA INTER-CLUB ASSOCIATION Competition Rules for the 2008 SOUTHERN CALIFORNIA INTER-CLUB CHAMPIONSHIPS These Championships are sanctioned by US Figure Skating and will be conducted in accordance with the rules set forth in the current US Figure Skating Rulebook, except as herein provided. Rule numbers in this announcement refer to rules in the US Figure Skating Rulebook. Changes made at the 2008 US Figure Skating Governing Council meeting will be in effect and will be identified on the Southern California Inter-Club website at and posted at the arena and will be considered sufficient notice to all competitors, coaches and officials. ELIGIBILITY Only eligible skaters per Rule 3056 who are members of clubs affiliated with the Southern California Inter-Club Association, or clubs whose skaters are specifically invited by the Association to participate, are eligible to compete. Such clubs are all other clubs in the Southwest Pacific Region. Members of clubs outside the Southwest Pacific Region must be second club members of a club in the Southwest Pacific Region. Skaters may enter only one category of each event to be skated, per Rule 3216A of the current Rulebook, with the exception of the Solo Dance Events. Skaters may enter EITHER the new Competitive Test Track events or the standard singles events but NOT both. All competitors may enter Artistic, Pairs or Dance events. 3 SYSTEM OF JUDGING The International Judging System (IJS) will be used for all Juvenile, Open Juvenile, Intermediate, Novice, Junior and Senior standard competition events and dance events as well as Masters Adult, Adult Gold singles and Adult Gold dance. Competitors in these events must submit a Planned Program Content Sheet with their entry. In all other events, including Artistic and Competitive Test Track events, the 6.0 Closed System of Judging will be used. The number of Judges shall be at least five for all events. COMPUTATION AND RULES FOR PLACEMENT Computation for Placement for all events shall be made in accordance with Rule LENGTH OF PROGRAMS Program times allow 10 seconds plus or minus unless indicated as MAXIMUM. In that case there is no minimum time. Timing begins when the skater(s) begin to move or skate. Timing ends when the skater(s) comes to a complete stop at the end of the program. AWARDS Trophies will be awarded through fourth place for Final rounds of all events. SINGLES EVENTS Singles events at all levels shall consist of Free Skating events. Artistic events will be held for Junior/Senior, Novice, Intermediate, Open Juvenile/Juvenile, Pre-Juvenile, Preliminary and Pre-Preliminary levels. GROUP DIVISION OF SINGLES EVENTS SENIOR, JUNIOR, NOVICE, INTERMEDIATE AND JUVENILE STANDARD FREE SKATING EVENTS If there are more than 18 skaters in an event there shall be a Qualifying Round and a Championship Round. Competitors will be divided into Qualifying Round groups, with seeding, and advance to a Championship Round in accordance with Rule 3273 through Rule Each Round shall consist of programs as set forth in Rule Juvenile events and Competitive Test Track events shall not be seeded. TEST TRACK EVENTS AND ALL OTHER FREE SKATING EVENTS If there are more than 12 skaters in any event, the competitors will be divided into groups of no more than 12 skaters, divided by age. If skaters are divided into groups, there will be NO FINAL ROUND. ENTRIES MAY BE LIMITED TO TIME ALLOWANCES. EARLIEST POSTMARKS WILL PREVAIL. ARTISTIC PROGRAM The Artistic Program is one in which the skating moves are selected for their value in enhancing the skater's artistry and interpretation of the music rather than for technical difficulty. Single jumps (including the Axel Paulsen) and one double jump are permitted; however, content may not exceed that for Free Skating at the same level. Credit for jumps and spins will be based solely on their choreographic effectiveness. The program should be an integrated exploration of the music; it should not be merely a collection of pleasing or spectacular moves with emphasis being placed on skating skills. Vocal music is permitted. Skating attire must be modest, dignified, and not garish or theatrical in design. Skating attire may, however, reflect the character of the music chosen. Any ornamentation attached to the clothing must be firmly fastened so as not to fall off while skating under normal competitive conditions. Accessories and props are not permitted. Marking the Artistic Program: 1. Two marks are given. The first mark is for Skating Techniques, the second is for Presentation. 2. In marking Skating Techiques, the following shall be considered: a. The ease, flow, glide, sureness, power and depth of the edges. b. Ability to vary the speed and direction of the skating. c. Variety of expression and innovative moves. d. The succession of movement within the program. e. Utilization of space and ice coverage. f. Style. Note that difficulty of elements is not a factor and technical performance is a factor only to the extent that items a. through f. above are affected.

4 3. In marking Presentation, the following shall be considered: a. Interpretation of the music and rhythm. b. Musical timing and understanding of the phrasing of the music. c. Use of the entire body to develop the artistic and musical expression. d. Creativity. e. Choreography - art of arranging movements. f. Variation in tempo, tension, emotion, movements. g. Internal motivation of movements and expression projected to the audience. h. Suitability of music to the skater. 4. Judges shall deduct.01 to.02 in the second mark for the following: a. Prohibited jumps. b. Prolonged lying on the ice. c. An excess of two footed skating. d. Falls which are the fault of the skater and not part of the program and which interrupt the harmonious composition. e. Theatrical and garish costumes/make-up, removable pieces and props. 5. The Presentation (second) mark shall break the tie in an individual judges total. Program time for Junior/Senior will be 2:40 minutes maximum; Juvenile Novice will be 2:10 minutes maximum. Program time for all other events will be 1 minute, 40 seconds maximum. Program time for Adult Artistic events will be 1 minute, 40 seconds maximum. The program may be less but not more than the time specified. Eligibility rules for Singles free skating shall apply. If entries in the Artistic events are divided into groups only one round will be skated. STANDARD SINGLES EVENTS SENIOR FREE SKATING Competitors must have passed the US Figure Skating Junior Free Skating Test or higher to be eligible for entry in the Senior Free Skating events. The Senior Free Skating events shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with Rules 3641 and Program time: 2:50 minutes Maximum FREE SKATING: Shall be in accordance with Rule Program time: Men: 4:30 minutes - Ladies: 4:00 minutes JUNIOR FREE SKATING Competitors must have passed the US Figure Skating Novice Free Skating Test but not the Senior Free Skating Test to be eligible for entry in the Junior Free Skating events. The Junior Free Skating events shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with Rules 3651 and The group to be skated will be Group A. Program time: 2:50 minutes Maximum FREE SKATING: Shall be in accordance with Rule Program time: Men: 4:00 minutes - Ladies: 3:30 minutes NOVICE FREE SKATING Competitors must have passed the US Figure Skating Intermediate Free Skating Test but not the Junior Free Skating Test to be eligible for entry in the Novice Free Skating events. The Novice Free Skating events shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with Rules 3661 and Program time: 2:30 minutes Maximum FREE SKATING: Shall be in accordance with Rule Program time: Men: 3:30 minutes - Ladies: 3:00 minutes INTERMEDIATE FREE SKATING Competitors must have passed the US Figure Skating Juvenile Free Skating test but not the Novice Free Skating Test to be eligible for entry in the Intermediate Free Skating events. The Intermediate Free Skating events shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with Rule Program time: 2:00 minutes Maximum FREE SKATING: Shall be in accordance with Rule Program time: 2:30 minutes

5 OPEN JUVENILE FREE SKATING Competitors must be 13 years of age or over and must have passed the US Figure Skating Pre-Juvenile Free Skating Test but not the Intermediate Free Skating Test to be eligible for entry in the Open Juvenile Free Skating events. Age as of the CLOSING DATE FOR ENTRIES shall govern. IJS will be used for this event. FREE SKATING: Shall be in accordance with Rule Program time: 2:15 minutes JUVENILE FREE SKATING Competitors must not have attained the age of 13 years of age and must have passed the US Figure Skating Pre-Juvenile Free Skating Test but not the Intermediate Free Skating Test to be eligible for entry in the Juvenile Free Skating event. FREE SKATING: Shall be in accordance with Rule Program time: 2:15 minutes PRE-JUVENILE FREE SKATING Competitors must have passed the US Figure Skating Preliminary Free Skating Test but not the Juvenile Free Skating Test to be eligible for entry in the Pre-Juvenile Free Skating event FREE SKATING: Shall be in accordance with Rule 3691 except the double Lutz and double Axel are not permitted. Program time: 2:00 minutes PRELIMINARY FREE SKATING Competitors must have passed the US Figure Skating Pre-Preliminary Free Skating Test but not the Pre-Juvenile Free Skating Test to be eligible for entry in the Preliminary Free Skating event. FREE SKATING: Shall be in accordance with Rule 3701 except the double Lutz and double Axel are not permitted. Program time: 1:30 minutes PRE-PRELIMINARY FREE SKATING Competitors must not have passed the US Figure Skating Preliminary Free Skating Test to be eligible for entry in the Pre- Preliminary Free skating event. FREE SKATING: Shall be in accordance with Rule Program time: 1:30 minutes BASIC LEVEL 3 FREE SKATING Competitors must not have passed any US Figure Skating Tests to be eligible for entry in the Basic Level 3 Free skating event. Girls and boys may be combined. Shall be in accordance with Rule 3721 of the current USFSA Rulebook except jump spins are not permitted. Program Time: 1:30 minutes BASIC LEVEL 2 FREE SKATING Competitors must not have passed any US Figure Skating Tests to be eligible for entry in the Basic Level 2 Free skating events. Girls and boys may be combined Jumps: No jumps of one revolution or greater permitted except single toe loop, single salchow and half loop. Jump Combinations: Jump combinations or sequences not required but no more than three in total permitted. Spins: A minimum of one spin with a minimum of three revolutions. Jump spins are not permitted : Connecting moves and steps should be demonstrated Program Time: 1:40 Maximum. BASIC LEVEL 1 FREE SKATING (6 years & under) Competitors must not have passed any US Figure Skating Tests to be eligible for entry in the Basic Level 1 Free skating event. Girls and boys may be combined Must be performed as a continuous program with all listed elements performed once in any order with music. 1. Forward Swizzles, minimum Backward Wiggles, minimum Dip. 4. Bunny Hop. 5. Snow Plow Stop, 1 or 2 foot. Program Time: 1:10 Maximum. Full ice with music Two marks will be awarded for Required Elements and Presentation with the mark for Required Elements breaking ties. Note: This is a Compulsory Program but it has always been called Free Skating because it is set to music.

6 COMPETITIVE TEST TRACK EVENTS Competitors must be 20 years of age or younger. All levels shall consist of a Free Skating program only; there will be no Short Programs. If there are more than 12 entries in an event, the event will be divided by age. There will be no final rounds. All events will be judged using the 6.0 judging system. All program times are ±10 seconds. Penalties: 0.1 each mark for each illegal element 0.1 each mark per 10 seconds time violation 0.1 in 1 st mark for insufficient revolutions 0.1 in 1 st mark for step sequence not fully utilizing the ice, Pre-Juvenile and above 0.2 in 1 st mark for each technical element not permitted in the event description SENIOR FREE SKATING Competitors must have passed the Junior Free Skating Test or higher. Program Time: Men 4:30, Ladies 4:00 Jumps Men: Maximum of eight (8) jump elements including at least four (4) different double jumps, one of which must be a double Lutz. Jump combinations and sequences are allowed. Ladies: Maximum of seven (7) jump elements including at least four (4) different double jumps, one of which must be a double Lutz. Jump combinations and sequences are allowed. Spins Four (4) spins, of which one must be a spin combination consisting of all three positions and one change of foot (minimum 2 revolutions in each position and 5 on each foot), one a flying spin and one a spin with only one position. Minimum six (6) revolutions are required for spins other than the combination spins. Men: Two step sequences of a different nature. Ladies: One step sequence and one spiral sequence. See Rule 3640 for descriptions. JUNIOR FREE SKATING Competitors must have passed the Novice Free Skating Test but not the Senior Free Skating Test. Program Time: Men 4:00, Ladies 3:30 Jumps Men: Maximum of eight (8) jump elements including any single jumps and double jumps may only be the double Salchow, double toe loop, double loop and double flip. Jump combinations and sequences are allowed. Ladies: Maximum of seven (7) jump elements including any single jumps and double jumps may only be the double Salchow, double toe loop, double loop and double flip. Jump combinations and sequences are allowed. Spins Three (3) spins, of which one must be a spin combination consisting of all three positions and one change of foot (minimum 2 revolutions in each position and 5 on each foot), one a flying spin and one a spin with only one position. Jump combinations and sequences are allowed.

INTERMEDIATE FREE SKATING Competitors must have passed the Juvenile Free Skating Test but not the Novice Free Skating Test. Program Time: 2:30 Jumps Maximum of six (6) jump elements including any single jumps and double jumps may only be the double Salchow and double toe loop. Jump combinations and sequences are allowed. Spins Three (3) spins in any position of which one must be a spin combination with at least one change of foot (minimum 2 revolutions in each position and 4 on each foot). All spins may have flying entries. Minimum four (4) revolutions are required for spins other than the combination spin(s). One step sequence straight line, circular or serpentine fully utilizing the ice surface. JUVENILE FREE SKATING Competitors must have passed the Pre-Juvenile Free Skating Test but not the Intermediate Free Skating Test. Program Time: 2:15 Jumps Maximum of six (6) jump elements including any single jumps, Axel permitted. Jump combinations and sequences are allowed. Spins Three (3) spins in any position of which one must be a spin combination with at least one change of foot (minimum 2 revolutions in each position and 4 on each foot). All spins may have flying entries. Minimum four (4) revolutions are required for spins other than the combination spin(s). One step sequence straight line, circular or serpentine fully utilizing the ice surface. PRE-JUVENILE FREE SKATING Competitors must have passed the Preliminary Free Skating Test but not the Juvenile Free Skating Test. Program Time: 2:00 Jumps Maximum of six (6) jump elements including any single jumps, Axel not permitted. Jump combinations and sequences are allowed. Spins Three (3) spins in any position of which one must be a spin combination (minimum 2 revolutions in each position and, with an optional change of foot, 3 on each foot or 6 total). Minimum four (4) revolutions are required for spins other than the combination spin(s). Flying spins are not allowed. One step sequence straight line, circular or serpentine fully utilizing the ice surface. PRELIMINARY FREE SKATING Competitors must have passed the Pre-Preliminary Free Skating Test but not the Pre-Juvenile Free Skating Test. Program Time: 1:30 Jumps Maximum of five (5) jump elements including any single jumps, Axel not permitted. Jump combinations and sequences are allowed. Spins Minimum of two (2) spins of a different nature. Spin combinations are allowed, (minimum 2 revolutions in each position and 3 on each foot or 6 total). Minimum three (3) revolutions are required for spins other than the combination spin(s). Flying spins are not allowed. Connecting moves and steps should be demonstrated throughout the program.

8 PRE-PRELIMINARY FREE SKATING Competitors must not have passed the Preliminary Free Skating Test. Program Time: 1:30 Jumps Maximum of five (5) jump elements, all single jumps, Axel not permitted. Jump combinations and sequences using only a waltz jump, toe loop and/or Salchow are allowed. Spins Minimum of two (2) spins of a different nature with only one position. Minimum three (3) revolutions are required. Flying spins are not allowed. Connecting moves and steps should be demonstrated throughout the program. BEGINNER Competitors must not have passed higher than the Basic Skills Free Skating Badge Tests. Program Time: 1:30 Jumps Maximum of five (5) jump elements including any half revolution jumps plus Salchow and toe loop. Jump combinations and sequences are not permitted. Spins Spins in an upright position. Minimum three (3) revolutions are required. Flying spins are not allowed. Connecting moves and steps should be demonstrated throughout the program. LIMITED BEGINNER Competitors must not have passed higher than the Basic Skills Free Skating Badge Tests. Program Time: 1:30 Jumps Maximum of five (5) jump elements including any half revolution jumps. Jump combinations and sequences are not permitted. Spins Spins in an upright position. Minimum three (3) revolutions are required. Flying spins are not allowed. Connecting moves and steps should be demonstrated throughout the program. ADULT FREE SKATING EVENTS Competitors must be at least 21 years of age at the close of entries. MASTERS CHAMPIONSHIP, SENIOR, JUNIOR, NOVICE See Rules 3730 through 3771 for test requirements, program length and content. IJS will be used for these events. FREE SKATING: Shall be in accordance with Rule ADULT GOLD Skaters must have passed the US Figure Skating Adult Silver Free Skating Test but not the Standard Intermediate Free Skating Test. IJS will be used for this event. FREE SKATING: Shall be in accordance with Rule Program time: 2:40 Maximum ADULT SILVER Skaters must have passed the US Figure Skating Adult Bronze Free Skating Test but not the Adult Gold Free Skating Test or the Standard Intermediate Free Skating Test. FREE SKATING: Shall be in accordance with Rule Program time: 2:10 Maximum ADULT BRONZE Skaters must have passed the US Figure Skating Adult Pre-Bronze Free Skating Test but not the Adult Silver Free Skating Test or the Standard Pre-Juvenile Free Skating Test. FREE SKATING: Shall be in accordance with Rule Program time: 1:40 Maximum ADULT PRE-BRONZE Skaters must not have passed the US Figure Skating Adult Bronze Free Skating Test or the Standard Preliminary Free Skating Test. FREE SKATING: Shall be in accordance with Rule Program time: 1:40 Maximum

9 PAIRS EVENTS SENIOR PAIRS Only pairs of which both partners have passed the US Figure Skating Junior Pair Test shall be eligible for entry in the Senior Pairs Event. The Senior Pairs Event shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with 4041 of the current US Figure group Skating to be Rulebo skated will be Group C. Program time: 2:50 minutes Maximum FREE SKATING: Shall be in accordance with 4042 of the current US Figure Skating Rulebook. Program time: 4:30 minutes JUNIOR PAIRS Only pairs of which both partners have passed the US Figure Skating Novice Pair Test but not the US Figure Skating Senior Pair Test shall be eligible for entry in the Junior Pairs Event. (For exception see 4050) The Junior Pairs Event shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with 4051 of the current US Figure group Skating to be Rulebo skated will be Group C. Program time: 2:50 minutes Maximum FREE SKATING: Shall be in accordance with 4052 of the current US Figure Skating Rulebook. Program time: 4:00 minutes NOVICE PAIRS Only pairs of which both partners have passed the US Figure Skating Intermediate Pair Test but not the US Figure Skating Junior Pair Test shall be eligible for entry in the Novice Pairs Event. (For exception see 4060) The Novice Pairs Event shall consist of a Short Program and Free Skating. IJS will be used for this event. SHORT PROGRAM: Shall be in accordance with 4061 of the current US Figure group Skating to be Rulebo skated will be Group C. Program time: 2:50 minutes Maximum FREE SKATING: Shall be in accordance with 4062 of the current US Figure Skating Rulebook. Program time: 3:30 minutes INTERMEDIATE PAIRS Only pairs of which both partners have passed the US Figure Skating Juvenile Pair Test but not the Novice Pair Test shall be eligible for entry in the Intermediate Pairs Event. (For exception see 4070). IJS will be used for this event. FREE SKATING: Shall be in accordance with 4071 and errata dated 11/21/07 of the current US Figure Skating Rulebook. Program time: 3:00 minutes JUVENILE PAIRS Only pairs of which both partners have not passed the US Figure Skating Intermediate Pair Test shall be eligible for entry in the Juvenile Pairs Event. (For exception see 4080). IJS will be used for this event. FREE SKATING: Shall be in accordance with 4081 of the current US Figure Skating Rulebook. Program time: 2:30 minutes PRE-JUVENILE PAIRS Only pairs of which both partners have not passed the US Figure Skating Juvenile Pair Test shall be eligible for entry in the Pre-Juvenile Pairs Event. (For exception see 4090) FREE SKATING: Shall be in accordance with 4091 of the current US Figure Skating Rulebook. Program time: 2:00 minutes PRE-PRELIMINARY PAIRS Only pairs of which both partners have not passed the US Figure Skating Preliminary pair test shall be eligible for entry in the Preliminary Pairs Event. FREE SKATING: Shall be in accordance with 4101 of the current US Figure Skating Rulebook. FINAL ROUND Fiesta Tango, Willow Waltz. Test and age requirements per rule SOLO DANCE EVENTS The Solo Dance events consist of ONE DANCE ONLY. Skaters may enter one or more Solo Dance events as long as they are eligible under the test qualifications. Ladies and Men may compete against each other. Ladies will dance the ladies steps and men will dance the men's steps as set forth in the US Figure Skating Rulebook. Only one round will be skated and that will be the Final Round. The 6.0 system of judging will be used for all solo dance events. EACH DANCE IS A SEPARATE EVENT. Skaters in the following Gold and Pre-Gold Solo Dance events must have passed the Silver Dance Test: Viennese Waltz; Argentine Tango; Blues; Paso Doble Skaters in the following Silver and Pre-Silver Solo Dance events must have passed the Bronze Dance Test but not the Gold Dance Test: American Waltz; Tango; Fourteenstep; Foxtrot Skaters in the following Bronze and Pre-Bronze Solo Dance events must have passed the Preliminary Dance Test but not the Silver Dance Test: Hickory Hoedown; Willow Waltz; Fiesta Tango; Cha Cha

Tests required for eligibility in any event must be passed PRIOR to submission of an entry. Any test(s) passed after the close of entries which adversely affects the eligibility requirements for the event entered will disqualify the entrant. THERE WILL BE NO REFUNDS FOR ANY REASON AFTER THE DRAW, other than a death in the immediate family. Entry fees are refundable only if the competition is not held. A $25 fee will be charged for return checks. This fee must be paid before the competitor is allowed to skate. If there is only one entry in an event, the skater may skate up one level, skate an exhibition for a critique (time permitting), or receive a refund of their entry fee (no refund if the skater skates up or skates an exhibition). Schedule of events will be posted on the Southern California Inter-Club website at Group assignments, where applicable, will be posted on the website. The schedule and groups will be mailed as soon as available with receipt of a self-addressed, stamped envelope. REGISTRATION A Registration Desk will be established in the lobby of the arena. All competitors and officials are requested to register as soon as possible upon arrival at the arena. AFTER REGISTRATION, ALL IDENTIFICATION BADGES MUST BE PROMINENTLY DISPLAYED UPON ENTERING THE ARENA. Competitors should check in at the Registration Desk 45 minutes prior to the posted start of their event. MUSIC Skaters are to provide their CDs (standard CD format only, no re-recordable CDRW discs) for their events. Each cassette tape/cd must have only one program on it, starting at the beginning of the tape/cd. Tapes/CDs should be clearly marked with the skater's name, event, pro's name and length of music. Music must be turned in to the registration desk at the time of check-in for the event. Music with vocal will not be permitted except for Original Dance, Free Dance and Artistic Events. Judges will take a 0.1 deduction from the Program Components mark for vocal music in any other events using 6.0 scoring; the Referee will take a 1 point deduction in IJS. Please pick up your music promptly after your event. No tapes/cds will be saved longer than one hour after the competition's final event concludes. BULLETINS AND NOTICES An Official Bulletin Board will be maintained in the lobby of the arena and will contain official information only.
