2 Eligibility In order to compete in the State Games of America (SGA), participants must have qualified by: Placing First, Second, or Third in any figure skating event in a local State Games competition occurring between May 1, 2007 and May 15, 2009 Placing First, Second, or Third in any figure skating event at the 2007 State Games of America competition For Synchronized Team Skating, placing First, Second, or Third in a local State Games competition, or if the event is not held in the local State Games, placing First, Second or Third at the US Synchronized Team Sectional Championships or ISI Nationals For Theater on Ice/Production, placing First, Second, or Third in a local State Games competition, or if the event is not held in the local State Games, placing First, Second or Third at the US National Theater on Ice Competition or ISI Nationals Being a resident of Colorado as the host state for the 2009 State Games of America. Rules Skaters who placed 1 st in their event at the 2007 State Games of America, must move up one test level except for those at the Senior level Skaters may enter any event at SGA by virtue of placement at the local State Games figure skating competition Skaters may enter events at their current test level or one level higher Skaters may NOT enter events at a level lower than their current test level Skaters may NOT enter both a restricted and unrestricted free skate event Skaters holding memberships in both USFS and ISI must skate at the highest level attained Skaters are NOT required to skate all events at the same level Skaters may NOT enter more than one level in any event Decision of the judges is final once results have been posted Qualifying and Championship Rounds: o Will be held for Juvenile through Senior Unrestricted Freeskate if entries warrant o Will be organized as described in the USFS rule book under Seeding and Qualifying Rounds section To order a rulebook from either organization o US Figure Skating: or o ISI: or Competition Format Groups in solo events will be divided by age. Because events of the US Figure Skating and ISI have been merged into a hybrid format, please read through all event descriptions carefully and thoroughly. Events are necessarily generalized because of the wide diversity currently offered by the individual states. Every effort has been made to provide an equitable event structure that will allow skaters from throughout the United States, whether a US Figure Skating, ISI, or nonaffiliated skater, to compete in a fairly defined method. Eligibility for all age-restricted events is determined by the skater s age as of May 15, The Chief Referee, State Games Figure Skating Commissioner, and Colorado State Chair may elect to combine men s and ladies events or boy s and girl s events, with the exception of freeskate and short program events, due to limited entries in the event. All adult events are for skaters 19 years of age and older. Notes Regarding Individual State Events: All events at SGA are solo events except Pairs (must be male/female team), Couples Dance (must be male/female team), Synchronized Team, Team Entertainment, and Theater on Ice/Production. Where States provide for similar pairs or duets, skaters must break the pair or duet and skate individually. If one partner of a pair or dance team qualifies for participation via an individual event, the partner is automatically qualified to also enter any event. Facilities The primary ice surfaces will be at the Colorado Springs World Arena, 3185 Venetucci Blvd., Colorado Springs, CO There are 3 rinks at this facility all under the same roof the World Arena (200 x 100 ), the Olympic Rink (200 x 100 ), and the NHL Rink (200 x 85). Admission will be charged for events held at the World Arena. The secondary ice rink is Sertich Ice Center (200 x 85 ) located at 1705 E. Pikes Peak Avenue in Memorial Park. No admission will be charged at this facility. Liability, Judging, and Governing Body This will be a US Figure Skating sanctioned event endorsed by the ISI. Members of US Figure Skating and ISI must be in good standing. US Figure Skating and ISI members must include their US Figure Skating and/or ISI number. US Figure Skating s ordinal scoring method, the 6.0 system, with separate marks for technical merit and for composition and style will be used. Judging will be by 2/3 US Figure Skating judges and 1/3 ISI judges. Where events include 1/15/2009 5:00:37 AM Page 2 of 13
3 restrictions, judges will be instructed to deduct 1.0 for every element included that is added, repeated, or not permitted. Local members of the artistic community may be used for Showcase, Artistic, and Team Entertainment events but NOT Theater on Ice/Production. The new judging system (IJS), used by US Figure Skating Qualifying competitions, will NOT be used for this competition. Registration We will be registering skaters for the competition online starting in January. You will also be able to request a paper entry form online if you prefer that method of registration. When you register online, you will be sent an with your PIN number that you will need in order to re-enter the system to see your schedule and select any pre-purchased practice ice session that you reserved when you entered. Please make sure to keep this PIN number for future reference. The registration desk will be located inside Gate A at the World Arena and will open one (1) hour to (2) hours before the first practice ice scheduled for the competition. This is tentatively scheduled for 7:00 am on Wednesday but will be dependent on entries and requests for practice ice. Actual registration desk times by day will be ed to coaches and posted online prior to the event. Hotel Information All room reservations can be made by phone by calling Tournament Gold at or online at The following hotels are located close to the World Arena (within walking distance in some cases): Crowne Plaza Colorado Springs, Fairfield Inn South, Doubletree-World Arena, Hampton Inn World Arena, Comfort Inn South-World Arena, La Quinta Suites, and Residence Inn-World Arena. The other hotels are within 15 minutes of the rink. Music Competitors are required to turn in ALL their music to the registration desk when they register. You may not register unless you turn in your music. Except for the Compulsory Dance events, skaters must provide their own music. Vocal music is permitted. Only CDs (CD-R type only) will be permitted. Each CD must be clearly labeled with the skater s name, event, and length of the program. There must only be one program on the CD. No more than a 3 second lead in can be used on CDs both for competition & practice ice. Programs are allowed a ten-second leeway from the designated times except where indicated otherwise. The State Games of America will make every effort to protect your music but will not be responsible for CDs. Competitors should bring at least 2 copies of their music with them; one (1) to turn in at registration and one (1) to use for practice ice. Please pick up your music at the registration desk after your event. The State Games of America will not return music left at the rink and assumes no responsibility for CDs that are not picked up prior to the end of competition. Coaches should keep an extra copy on them while their skater( s) or team(s) are on the ice competing. Video Taping/Photography Professional videotaping and photographs will be available for purchase. NO FLASH PHOTOGRAPHY is allowed in the rink areas during competition. Flash photography is dangerous to the skaters! The competition committee reserves the right to remove anyone from the rink who ignores requests and warnings regarding the use of flash photography. Awards Awards will be presented as close to the conclusion of each event as possible. Medals will be awarded to the top three places in each event. Depending on the number of skaters in the Juvenile, Intermediate, Novice, Junior, and Senior Unrestricted Free Skate events, the freeskate event may consist of a qualifying round and a Championship round. Medals will be awarded to the top 3 places in both the qualifying rounds and the championship round. Results from the qualifying rounds will not be factored and will not be used to determine final placements. Practice Ice Skaters will be able to pick their own practice ice sessions online. You may indicate number of sessions you want to pre-purchase on the registration form or online and pay for them with your entry. You will receive a PIN/Athlete ID number in order to access your practice ice records and select your sessions with your confirmation. DO NOT LOSE THIS NUMBER!!! Practice ice will be available at The World Arena and Ice Halls and Sertich Ice Center starting on Tuesday or Wednesday, July 28 th or 29 th depending on the competition schedule. Sessions are 30 minutes in length. SEE REFUND POLICY BELOW PLEASE ONLY REQUEST WHAT YOU ABSOLUTELY NEED WHEN YOU REGISTER FOR YOUR EVENTS AND THEN PURCHASE ADDITIONAL SESSIONS ONCE THE SCHEDULE IS POSTED. Additional practice ice will be available for purchase online after the schedule is posted and once the skaters who have pre-purchased sessions have had a chance to select their sessions first. Practice ice will be available for sale by cash/check only at the Practice Ice Desk at the rink, but it is suggested that you pre-sign up for the number of sessions you want so you can pick your practice sessions online first and avoid having to choose from the sessions that are left and to avoid long lines at the Practice Ice Desk. 1/15/2009 5:00:37 AM Page 3 of 13
4 Practice ice will be $15.00 per session per person pre-purchased at the time of registration, $20.00 per session per person online after the schedule is posted and pre-purchase skaters have chosen their sessions, and $25.00 at the rink. Team practice ice (1 team per session - exclusive) will be $ per session per team in advance only. Teams with 10 or more skaters must select an exclusive session for safety reasons. Teams with less than 10 skaters who do not choose an exclusive session will be able to choose a multi-team session and the cost will be per skater at the rate listed above. Music will be played on all practice ice sessions based on random draw each skater who wants to have their music played will draw a number before starting the session and the music will be played in the order drawn. We DO NOT guarantee that everyone s music will be played on each session. You must have a backup copy to use on the practice ice copy as we will not retrieve music turned in at registration. Props will be allowed only on designated artistic sessions. Practice Ice Locations: The World Arena (WA), Olympic (OLY), and NHL are all located in one complex. Sertich Ice Center is located just northeast of the World Arena complex and takes about 10 minutes in normal traffic and 15 minutes during rush hour traffic. Maps to this rink will be available at the practice ice and registration tables as well as on the website. Practice Ice Purchases at the Rink: There will be a Practice Ice Desk just inside Gate A at the World Arena where you may purchase additional sessions and it will open one (1) hour prior to the first practice ice session scheduled for the competition. Entries Registration Form: All participants may register or request a registration packet online. Teams (Synchronized Team, Theater on Ice (TOI)/Production, Team Entertainment) must fill out the team roster (available to fill out or print online at Entry forms must be RECEIVED BY May 15, 2009 or online until midnight on May 15th. Entries received after May 15, 2009 will be considered late, and will be accepted at the discretion of the Chief Referee and Figure Skating Commissioner. Late entries will be assessed a $30.00 late fee. The competition committee reserves the right to limit entries in any event or to cancel an event. Entry fees will only be refunded in accordance with refund policy below. Notification of competition and practice ice times will not be available by phone. All competition and practice ice times will be available online ONLY at and will not be sent via mail to competitors. Refund Policy Full refunds, including practice ice, are available if withdrawal is prior to May 15, After May 15, 2009, entry and practice ice refunds are only available if the competition is not held or there is a death in the competitor s immediate family. There will be NO medical refunds given. Connecting footwork and choreography are encouraged but excessive footwork and added elements will be penalized. Note 1 The second jump of a jump combination must be made from the landing edge of the first jump. No turn or change of foot between jumps is permitted. Note 2 The Balance Move Sequence must include a Forward and a Backward Spiral. Additional Spirals and Balance Moves such as Spread Eagles, Ina Bauers, Shoot the Ducks, etc. may be included. Teams may not skate up a level but must enter the division that reflects their member s test level as of the cutoff date for entries. All team members must wear all black. No more than 50% of the team may have passed the USFS Pre- Preliminary MIF test or ISI FS 3. NO skaters may have passed any tests higher than the Pre-Preliminary MIF test or ISI FS 3. No skaters may cross over to skate on another team at a different level. 12 THEATER ON ICE LONG PROGRAM (TOI)/PRODUCTION (CO-ED EVENT) A team of eight to thirty skaters (8 to 20 for Bronze level) will create a program using all aspects of skating to tell a story. Vocal music is allowed. Teams may use props and scenery to help tell their story, but is not necessary. No limit to the number of skating elements used in the program. Please refer to the Theater on Ice guidelines on the USFS Website: go to Programs, then Theater on Ice. Teams may use costumes, props and scenery to help tell their story. There is no limit to the number of jumps allowed in a program. However, jumps must have a meaning in relation to the theme and should not be gratuitous. Solo, pair, dance or synchronized elements also must have meaning within the theme. Skaters are permitted to leave the visible portion of the ice such as behind a curtain or piece of scenery, but must remain on the ice surface itself during the number. All participants must wear their skates on the ice at all times. Before the music is started the team must take a stationary position on the ice and a skater must give a hand signal. The team should provide a written description of the performance. The description should be no more than 50 words in length and should be provided to the competition local organizing committee in the local language. An audio description of the program (or other verbal text) may be part of the CD/tape and precede the commencement of the program. The audio reading should not exceed 30 seconds. (See competition section in this guidebook for more information on audio descriptions.)
