Andrew B. Smth, superntendent of the Oak Sprngs Trout Hatchery, led the lst wth a record of 48 years. Everett Moore, Butte Falls Hatchery superntendent, followed closely wth 44 years n the hatchery system. Guy Taylor, wldlfe conservaton ade, had spent 25 years workng for the Commsson n varous capactes. Ted Howell, constructon superntendent, and Harry Voss, assstant superntendent of the Wallowa Hatchery, each had 20 years to hs credt. John Chambers, assstant superntendent of the Wllamette Hatchery, had a 19-year servce record. The men were feted at a jont retrement party early n June. O.S.U., OREGON HOST TO TWO MAJOR CONVENTONS The 55th annual conference of the nternatonal Assocaton of Game, Fsh and Conservaton Commssoners and the 95th annual conventon of the Amercan Fsheres Socety wll be held n Portland (Hlton Hotel) ths September. t wll be the frst meetng n Oregon for each group. The nternatonal Assocaton, whch meets on September 20 and 21, represents the fsh, game, and conservaton departments of the Unted States and Canada. Presdent ths year s L. P. SHOOTNG RANGE OPEN TO PUBLC Hunters wll be glad to know that the Multnomah County Sherff's Kelly Butte shootng range agan wll be made avalable to the general publc ths summer. Located at 95th and S.E. Powell Streets, the range wll be open from noon untl 6 p.m. each Saturday and Sunday untl after the openng of the huntng season ths fall, accordng to Sherff Donald Clark. A fee of ffty cents per gun wll be charged. Proceeds wll be used to provde covered frng ponts and other mprovements to facltes. 3 ADD THE EQUVALENT of 75 new fshng lakes or reservors and approxmately 2,300 mles of trout water to the State's recreatonal assets and you are bound to shorten the tme between strkes. The Oregon Game Commsson's program of tradng angler-rejected fsh for the trout and pan fsh he wants and can catch has been a lft to anglng n Oregon. Some of the lakes or reservors dd not turn out exactly as expected, but over the years the majorty of treated waters have provded good to excellent fshng where there has been none. Let's take, as two examples, Damond Lake and then a smaller water, Morgan Lake n northeastern Oregon. The 1954 treatment of Damond Lake wth powdered rotenone to remove ts rough fsh populatons was one of the frst large scale projects of ths knd n the Unted States. Ths lake was formerly a top-trout water n Oregon. The fshery had been reduced to a sad state due to the prolfc Tu chub ntroduced from Klamath Lake. Nne years of creel census snce removal of the chub have ndcated a catch of 965,000 pounds, or 4871/2 tons, of trout caught by anglers. The total catch has averaged over 53 tons of fsh each season. The 1964 season was the hghest on record, wth 115,500 angler trps accountng for a catch of over 416,000 ranbow trout that weghed approxmately 171 tons. Ths one year's catch s equal n weght to the total average annual sport catch of sprng chnook salmon on the Wllamette Rver plus the annual steelhead catch n the Alsea, Wlson, and Trask GAME BULLETN By Robert L. Borovcka, Coordnatng Bologst Rvers. The average annual stockng cost of Damond Lake s less than $7,000. Sxty-fve acre Morgan Lake at the outskrts of La Grande was hardly consdered fshng water before ts man clam to fame was a stunted populaton of yellow perch and bullhead catfsh. The few fshermen found at the lake before treatment had plenty of prvacy but few fsh. The stunted perch and catfsh were klled wth rotenone n 1956 and the lake was restocked wth brook and ranbow trout. Snce then the annual anglng pressure has been approxmately 8,000 angler-days wth a catch of over 16 tons of trout n the four-month season. rrgaton reservors usually respond well to chemcal treatment. An example s Unty Reservor n eastern Oregon where 51,625 angler trps produced over 270,000 nce ranbow trout n The 1965 season s startng good and may be even better. Stream sectons that year after year were scorned by anglers as ft only for squawfsh, carp, and suckers suddenly sprouted nto top-notch trout waters. The elmnaton of competton from rough fsh speces enables trout populaton to explode by both natural reproducton from trbutary streams and by restockng wth fngerlng and fry. New technques have been developed so that on some streams the water can be detoxfed at specfc ponts and the kll of fsh confned to the problem areas. The present chemcal treatment program to remove fsh populatons from nfested waters and restock wth game speces s not qute the news story t was at the begnnng. Through research and experence, the technques as s o c a t ed wth the work have become a basc management tool of most fshery departments. Problems of speces dfferentaton assocated wth the chemcal treatment ncrease as waters contanng anadromous and other desrable fsh enter the total stream habtat. The Oregon Game Commsson, snce the start of the program n 1941, has rehabltated over 75 major lakes and reservors, at least 140 small ponds, and approxmately 2,300 mles of trbutary streams and rver sectons. The Commsson, as well as other state conservaton agences, had a dffcult sellng job n the early days of the program. Now we may receve frequent requests from sportsmen to elmnate undesrable speces f the rough fsh start to compete wth popular and well-establshed fsheres. The rehabltaton program n fshery management s not well understood by many of the people who reap the harvest when a bonanza fshery begns. The basc dea s really rather smple. f you have a lawn full of weeds and you would rather have grass, you ether plow the yard and plant new grass or kll all the weeds and reseed. n fsh management we have only recently started ntensve research on selectve chemcals to elmnate fsh; so t s necessary to plow up the lake, so to speak, and restock wth what the fshermen want. Now, as n the past, the majorty of fshermen do not want carp, squawfsh, suckers, and chub, but they want game fsh. Varous formulatons of cube and der- Contnued on Page 4 Page 3

There s a vast background of scentfc study on the use of rotenone n nsect and fsh control. Rotenone tself s harmless to man and warmblooded anmals n even hgher concentratons than used n fsh control. Fsh are klled by the effect of rotenone on the glls and the respratory system. Rotenone - klled fsh can be collected for human consumpton on most projects. Possbly, new chemcals wll eventually replace rotenone, but at the present tme t s the most desrable product for rough fsh control. Newer chemcal formulatons have been tred and some wth great success. Recent studes have shown many of these chemcals are very persstent and collect n other aquatc lfe n lakes. Research s now n progress to completely study the problem. Each program of chemcal treatment of lakes and streams may pose problems pecular to the land area n whch t s stuated. Detaled bologcal and physcal surveys must be conducted on each water scheduled for treatment. A great deal of coordnaton s necessary to ntate a project. Sportsmen, busnesses, landowners, recreatonsts, nature lovers, state and federal agences, and many other nterests must be nformed of any Page 4 'LAKE * l. *WA proposed program. t s the Commsson's desre that every nterest be notfed and apprased of contemplated rehabltaton projects. The elmnaton of the problem fsh n the lake, reservor, or stream s not the complete answer for good anglng. There must be teamwork among ndvduals, outsde agences, and alled departments of the Game Commsson. New access must be provded n antcpaton of the shft of recreatonsts to the area. Campgrounds must be bult, boat ramps mproved and ncreased, and santary facltes must be provded. Publc access must be assured before the project can be approved. All land management agences, such as the U. S. Forest Servce and Bureau of Land Management, are mportant n the access phase of the project. County, cty, and state agences have been very helpful n plannng and constructng new facltes. Many sportsmen's clubs have been actve n provdng santary facltes necessary at these new fshng locatons. Commsson engneers provde valuable techncal assstance. Bologcal nvestgatons are necessary to determne the proper number, sze, and speces of fsh to restock. Angler's preferences as to speces of fsh must be consdered, consstent wth what the water wll produce. Projects must be planned well n advance so the correct sze, numbers, and speces of fsh for restockng can be reared n the hatcheres. The entre operaton requres a _. team-approach nvolvng all dvsons of the Commsson. Spectacular anglng success has been obtaned wth restockng of fngerlng ranbow trout of the rght sze and stran. Brook trout have produced well n several nstances where habtat s sutable. Some specalzed fsheres have been developed, such as the Atlantc salmon program n Hosmer Lake n the Cascades. The Atlantc salmon have now replaced a heavy populaton of carp and stunted brook trout. Medocre success has been acheved n Oregon by restockng wth warm-water game fsh. Warm Sprngs Reservor n eastern Oregon, after treatment and restockng, produced farly good bass and catfsh anglng, but rough fsh and yellow perch from extensve trbutary systems are startng to domnate the populaton. Some lakes have had llegal ntroductons of pan fsh but few of these have provded top-qualty anglng. Devls Lake at Lncoln Cty s producng bass and perch anglng but t s underutlzed. Streams, such as the Crooked Rver above and below Prnevlle Reservor, the John Day Rver from the town of John Day to Dayvlle, and the Malheur Rver and trbutares, are good examples of projects where an entre new trout fshery was developed after rough fsh were reduced n number. The Crooked Rver chemcal treatment project was done n conjuncton wth the buldng of Prnevlle Reservor to brng rough fsh under control before the reservor was flled wth water. The Malheur Rver project n southeastern Oregon was part of the Bully Creek Reservor rehabltaton work. t has been the polcy of the Game Commsson to conduct studes n advance of each project so that ndvdual speces of fsh would not be n danger of serous reducton n numbers n ther entre envronment. Fshery bologsts have found that t s almost an mpossblty to completely elmnate an ndvdual populaton of fsh from a stream envronment by usng rotenone. Carp, roach, and varous warm-water fsh that are prmarly lake-dwellng speces have been successfully elmnated from ndvdual lake systems. What are the most common rough fsh speces that cause problems of competton and overpopulaton n game-fsh waters? n Oregon possbly the Tu chub, Sphateles bcolor (Grard), often called roach or chub, s the number one culprt on the most unwanted lst. Other speces that are on the most unwanted lst are carp, coarsescale suckers, brdgelp suckers, and redsde shners all common speces to the entre Columba Rver system. n many areas the trbutary system to a lake or reservor may be so extensve that t s mpossble to keep all undesrable fsh from renfestng the man body of water. n these cases, the Game Commsson has found that t -s possble to provde an excellent fshery for two to fve years after chemcal treatment. t s good management to repeat the project when competton agan bulds up n the envronment. The sportsmen of Oregon have occasonally been the losers of thousands of dollars when unscrupulous partes have taken t on themselves to stock a speces of fsh that they feel should provde good anglng, or one n whch they have a partcular nterest. Anglers have also ntroduced undesrable fsh speces by llegally usng lve mnnows for anglng. Few anglers know what speces of fsh they may be usng for bat. n most sectons of Oregon t s llegal to use lve or dead fsh for bat. Some reservors and lakes have necessarly been re-treated because of the thoughtless acts of other people. The problem of rentroducton of rough fsh by unthnkng persons s well llustrated by the table on South Twn Lake showng results of the annual populaton studes by nets and the buldup of Tu chub after ntroducton. What are the fnancal consderatons n conductng the program? Snce 1941 the Game Commsson has expended Page 6 approxmately one-half mllon dollars on rough fsh control. mproved anglng due to chemcal treatment not only provdes a fne new fshng hole for anglers, but other nterests also may be affected. Whole communtes suddenly fnd themselves n the mdst of a recreaton boom after waters have been rejuvenated and the anglers move n for the reward. Resorts that had boats, cabns, and other facltes that were dle, suddenly found they could not handle all the new busness. The frenzy of openng weekend on a lake that starts to produce after chemcal treatment s somethng to behold. Possbly the only bad thng about provdng a new fshery n a lake or stream s the loss of prvacy. The magntude of campng and general use on the lakes s a reflecton of the qualty of sport fshng. No attempt has been made to assess the overall economc beneft of the program. The success n Oregon, natonally, and for that matter nternatonally, certanly ndcates a contnuaton of populaton control n fsheres management. We do have relable statstcs from a number of lakes where studes have been conducted to determne total catch and anglng pressure. D am o n d and Morgan Lakes and Unty Reservor were mentoned as examples at the begnnng of ths artcle. One of the most mportant problems n the expanson of chemcal treatment n the Northwest s the mxng n most of our streams of salmon and steelhead and other anadromous speces wth rough fsh populatons. Temperature separaton of the speces durng summer and fall months and the use of detoxfcaton statons durng treatment have made some projects feasble. A case s the John Day Rver project n eastern Oregon where both temperature and detoxfcaton statons were used effectvely. Research s now beng conducted n the search for specfc chemcals or bologcal controls that may permt reducton of ndvdual undesrable populatons of fsh. ntensve survey and nvestgatons of some waters have revealed more nformaton on the dstrbuton of ndvdual speces of fsh and how they mght best be controlled. Small ponds n Oregon have been detoxfed wthn a matter of days so that fsh could be restocked mmedately. Rotenone has been used to control competton and predaton n steelhead and salmon pond-rearng research. Medco Pond n southern Oregon has provded some nterestng facts on competton from undesrable fsh. Durng the frst year of operaton followng an unsuccessful elmnaton of bullhead catfsh and after a stockng of 114,000 steelhead fry, the pond produced over 1,000,000 small catfsh that weghed 16,- 000 pounds. A total of only 82 pounds of steelhead smolts was recovered. ntensve chemcal treatment after drawdown each year has now provded almost the entre producton n the fsh desred. Bullhead catfsh have been elmnated from the pond by systematc a n n u al chemcal treatment wth rotenone. The pond now produces approxmately 110,- 000 steelhead smolts annually. The unusual success of the rearng program at Medco Pond s an ndcaton that steelhead and salmon producton s prmarly related to the complete removal of compettve fsh even though other factors contrbuate to mortalty of fry. As technques are mproved, t s felt that from expermental work done n the John Day system, anadromous fshrearng habtat can also be restored and survval ncreased due to the elmnaton of competton among speces of fsh. t has been demonstrated that the young of steelhead and salmon may rear from the fry stage up to the tme of mgraton n waters where the competton has been elmnated. Before the elmnaton of competton, few, f any, fry reared n these waters. Partal rough fsh control projects have seldom been successful. Even though t has been tred many tmes, t appears mpossble to completely control numbers and reproducton of some speces by elmnatng a porton of the populaton. However, there has been some success wth partal control n Oregon. Few people know that two of the most popular trout-fshng waters n Oregon, East and Paulna Lakes, requre partal control of roach each year. Wthout the control program, roach would domnate the avalable habtat n each lake. The partal control program at East and Paulna has been carred on each year. snce A program of determnng the feaslbty of partal control of yellow perch s now beng conducted at Tenmle Lakes on the Oregon coast. No amount of statstcs showng economc values receved or the money generated by the fshery can replace the real value of the satsfacton of havng a good creel of trout. For the fsherman to say "We had good luck today" s the real test of a program. Lqud rotenone can be rapdly appled to water wth a smple boat baler.

Calforna bghorn sheep wll be hunted n Oregon for the frst tme snce the speces became extnct shortly after the turn of the century. True, only sx permts wll be ssued the frst year, but ths s a start toward harvestng bghorn rams whch are consdered by many to be the ultmate bg game trophy n the world. As to why we are havng a bghorn season, let's trace the hstory of ths anmal and ts rentroducton to Oregon. Very seldom s man able to rectfy errors of the past, partcularly n the case of wldlfe whch has dsappeared. The Calforna bghorn, sometmes called the lava beds bghorn or rmrock sheep, s a subspeces whch s farly common n the Unted States and Canadan Rockes. Calforna bghorns orgnally occuped much of the butte and rmrock area of southeastern and central Oregon, beng partcularly numerous on the Steens and Hart Mountans. Sheep numbers declned followng settlement by whte man n the late 1800s and dsappeared shortly after the turn of the century. Fortunately, a remnant populaton sur,., vved n Brtsh Columba, and the Oregon State Game Commsson began negotatons n 1950 to obtan some of ths GAME BULLETN An ntroducton Pays Off By R. U. Mace, Chef, Upland Game stock for rentroducton. Trappng arrangements began n 1953 followng approval of the project by the Brtsh Columba Game Department and ts actve co-operaton n the ntal phases of the effort. A trap subsequently was constructed on Rske Creek, west of Wllams Lake. At the same tme, a 35- acre holdng pen was bult on Hart Mountan n Lake County to serve as a temporary home untl a larger 600-acre pasture could be fenced n. ON NOVEMBER 4, 1954, the trap was sprung, settng n moton the hstorc rentroducton of the Calforna bghorn to ts natve Oregon range. Twenty sheep, ncludng one ram, twelve ewes, and seven lambs, survved a 36-hour trp by truck n fne condton and were released n ther new home at 2:30 a.m., November 8. The anmals were turned nto the adjonng 600-acre pasture followng completon of the fence n July. Reproducton has been good snce the orgnal transplant. Anmals were frst lberated outsde the pasture n 1957, and others have escaped snce that tme to populate adjacent range on Hart Mountan. Most of these anmals contnue to resde wthn a 10-mle radus of the pasture. Eleven sheep were trapped and transplanted on the east sde of the Steens Mountan n late 1960 and early A count contnues to be made each year on Hart Mountan to determne numbers of sheep. Admttedly, the results are conservatve because the area s rough and steep wth many pockets dffcult to reach on foot. The most recent tally, May 26, revealed a mnmum of 116 anmals to be present. Approxmately 35 were counted nsde the pasture whle the remander were seen along the west face of Hart Mountan. Many of these were mature rams. The Commsson feels that the tme has come to declare a modest dvdend. Thus, sheep huntng becomes another mlestone to mark the progress of modern bg game management n Oregon. 8 How Far Have We Come... "On August 30, Game Wardens Fsh & McClees caught fve members of the famles n the Toga Country... wth the heads, hdes and meat of two elk n ther possesson. Caught wth the goods they confessed and got off wth the mnmum sentence of 30 days and $ "Compare the above sentence, f you wll, wth some of the $500 and $1,000 fnes for nfractons of the prohbton law.... "The Game Commsson and sportsmen, as well as Elks, are thoroughly aroused and future penaltes promse to be most severe." B.P.O.E. New ths year, however, s the ssuance of a small number of permts for bghorn sheep and mountan goats. Fve tags wll be ssued for huntng of mountan goats n the Eagle Cap Wlderness Area of the Wallowa Mountans from August 28 to September 6. Bag lmt s one adult goat. Sx tags for bghorn sheep wll permt huntng n the Hart Mountan area. The frst three tags ssued wll be vald on September 11 and 12 and the second three on September 18 and 19. The bag lmt s one ram wth not less than 3/4 curl and each hunter wll be accompaned by a Game Commsson representatve. Applcaton for bghorn sheep or mountan goat tags may be made on a post card, furnshng name, address, huntng lcense number, and choce of season. The fee s $10 per tag but do not submt fee wth applcaton. Deadlne dates for flng applcatons for controlled season tags and unt deer and elk permts are shown n accompanyng box. The controlled hunt applcaton form (avalable at lcense agences) must be used for applyng for antelope or controlled deer hunt tags.
