If an approved jurisdictional determination is completed as part of the review process for this application, a copy will be posted on the St. Paul District web page at the following link: Project PROJECT DESCRIPTION AND PURPOSE: The City of Lino Lakes is proposing to replace a culvert and install a weir below the Ordinary High Water Mark (OHWM) of Reshnau Lake. The project is associated with proposed improvements of the West Shadow Lake roadway. Reshanau Lake flows into Rice Lake from a drainage channel through an existing culvert underneath West Shadow Lake Road. The weir would be installed on the upstream end of the culvert at an elevation of feet. The existing culvert is partially blocked by unknown debris. The City of Lino Lakes has made multiple attempts to remove the debris with no success. The debris prevents the culvert from fully functioning to its designed capacity. The City intends to restore the hydraulic capacity by replacing the existing culvert with a new culvert of the same size and type in the same location. The purpose of the culvert is to maintain an existing hydraulic connection between Rice Lake and Reshanau Lake, and the purpose of the weir is to provide consistent water levels during storm and drought events. The proposed project intends to maintain recreational use of Reshanau Lake by installing the weir to increase the average annual minimum water elevation from feet to

2 NAME, AREA AND TYPES OF WATERS (INCLUDING WETLANDS) SUBJECT TO LOSS: The project would result in the discharge of fill material below the plane of the OWHM along 72 linear feet (0.02 acre) of the outlet channel connecting Reshanau Lake to Rice Lake Basin 2 for the installation of a new 60-inch arch reinforced concrete pipe culvert and weir, and associated riprap. Installation of the weir is also expected to permanently convert 1.4 acres of lake-fringe wetlands from shallow marsh wetland community dominated by cattail to deep marsh wetland community. No impacts to Rice Lake are expected from the installation of the weir. AVOIDANCE AND MINIMIZATION (as described by applicant): In order to reduce wetland impacts, the design of the culvert includes installation of the new culvert in the same location as the existing culvert and matching the size and material of the new culvert with existing culvert. Impacts to Reshanau Lake and wetlands around Reshanau Lake were minimized by lowering the weir elevation from to Mitigation The applicant is not proposing compensatory mitigation. Federally Listed Threatened and Endangered Species According to the U.S. Fish and Wildlife Service website on checked on October 01, 2018, the following species are found in Anoka County, Minnesota: Northern long-eared bat Threatened Hibernates in caves and mines - swarming in surrounding wooded areas in autumn. Roosts and forages in upland forests during spring and summer. Historic Properties The latest version of the National Register of Historic Places has been consulted and no listed properties (known to be eligible for inclusion, or included in the Register) are located in the project area.
