Bartlett, V.S.I. Affairs, about Mrs. Sulton & her purchase. We are in rect of your letter of 9 th ult. And have to say, that we made a petition to the Indian Department requesting that [if] any Indian should be able to purchase land, they should have it at half the upset price and it was granted to us. We follow this rule in reference to Mrs. Sutton. She is entitled to the land she bid off and we beg it may be granted to her. We thank you for the information you give us in reference to the six farm lots. We see it amounts to $ without the improvements... Jacobs Evidence [p. 4] Page 74: Chippewas of Saugeen and Owen Sound Captain Anderson s Evidence. Appendix No. 29 Since the Report of the Commissioners of 1842, considerable changes have taken place among this Tribe. Subsequently to the surrender made to Sir Francis Head in 1836, the Indians divided themselves into two Bands, once of which settled at the mouth of the Saugeen River, while the other chose for its location a spot in the bight of the Bay of Sydenham. With the help of the Government, [p. 5] they erected a church, school house, and comfortable houses, at each of the Settlements. In 1854 a cession of almost the entire Peninsula was obtained from them, reserves to the extent of 43,839 acres being only retained for their own occupation, of which 11,453 acres on the east were, by mutual consent, considered to belong to the Band living at Newash or Owen s Sound. The Reserves at Saugeen and Chief s Point, on the west, containing about 10,800 acres, are for the benefit of the Saugeens; that at Colpoy s Bay, for the Band of that name, containing about 6000 acres; and that at Cape Croker, by admeasurement, 15,586 acres, is common to the Saugeen and Owen Sound Bands. Chippewas and Pottawatamies of Saugeen This Band resides on the tract retained for them near the town of Southampton. The Reserves... are: A Block... about 8600 acres, Chief s Point; the Fishing Islands. They are 13 in number,... now leased to a white man at an annual rental of 75 cy. [end of Reserve list]... It appears that in 1837 they numbered about 197 including 20 Pottawattamies, and were, in the opinion of the Chief

2 2 of 11 Superintendent, very poor and miserable, trusting very much to hunting and fishing for their support. The same may be said of them still. They share in the largest annuity of any Tribe in Canada... Entitled to large sums from land sale and rental of their fisheries rich land 12 years occupying this tract repeated supplies of farm implements, cattle, grain but such is their indolence and improvidence that they had in part to be supported during the last winter by the Department. [p. 6] Page 76: Their Superintendent, Captain Anderson, says, in August last, of them: <Three yoke of oxen... ill cared for... have a white man... to plough up their little gardens,... To shew the improvidence of these poor creatures, a merchant at Saugeen (Mr. Jardine) informs me that he for his share bought from them last autumn 500 barrels of fish... $5 per barrel... they did not reserve a supply for their families during the winter... Department supplied them with provisions,... this spring they made a large quantity of sugar... at five pence per lb., and still they appear to be largely in debt.... a more favourable opinion of them is expressed by their Missionary.> Revd. Mr. Kabbege s Evidence. Their present numbers are 256. The increase since 1844 may be partly due to immigration, as during the last year the deaths have preponderated over the births. The principal causes of death are stated to be intemperance, exposure, insufficiency of wholesome food and pulmonary complaints. They have a resident Missionary of the Wesleyan persuasion among them, and school is kept by his son. The attendance however is very irregular, never exceeding 20. The average... is... about The band possess as public property a frame church, a school-house and three yoke of oxen. Their village, which is beautifully situated on the high ground, on the right bank of the river, contains 16 frame and 14 log houses. They cultivate 294½ acres, which are not held in common, but divided into separate little farms. Raised wheat, Indian corn, pease, potatoes largest farm is 14 acres band revenue $5,362.50, from share of annuity, interest on land sales and rent of Fishing Islands ($150). [p. 7] Page 77: Chippewas [PS: & Pot.] of Newash or Owen s Sound By the surrender of 1854, there were reserved for this Band, a tract on the Western side of Owen s Sound, stretching ten miles along the shore, and extending two miles into the interior... Land at Cape Croker unsurrendered islands: White Cloud, Griffith s, Hay their land at Owen s Sound sold for their benefit, moving to Cape Croker. [p. 8] Page 78: They are squalid, thriftless and much addicted to intemperance gratifying exceptions temperance pledges The numbers of this Band are 238. some Iroquois remain here, most returned last year to Caughnawaga and St. Regis 29 moved to Manitoulin resident Wesleyan Missionary school poorly attended. Policy of noninterference. ] Re some matters of dispute between the Owen s Sound Indians and the Saugeen Band; desire of govt. to leave internal affairs to the Indians. Matters of common interest of bands should be regulated by their united Councils. Rival schoolmasters: Dept. took no part in the appointment of either... G.G. deeply regrets that any sectarian differences should arise upon such a question... Re Mr. Sawyer, salary withheld; improper conduct alleged. In making these charges Mr. Keeshick seems to be guilty of that interference in the affairs of another band which he complains of in others.... Don t listen to bad white men. ] Doc. 804 (2p) Petition, to Sir Edmund Walker Head, Governor General of British North America, from the Inhabitants of the Township of Amabel, in the County of Bruce, June 29, at the sale held at Owens Sound in the month of September 1856 we were induced to purchase Lands in the Township of Amabel at extremely high prices, locality from which there was no means of Egress except by very circuitous routes... Road to be chopped 180 feet wide. Road from Southampton for four miles could not be chopped. Need to survey the line to the east boundary of Southampton. Signatures. Mr. Frost... The Chiefs are so stupid not knowing for their own benefit... let the Goverment write a stronger letter... Oliphant, Superintendent General, Indian Dept., Quebec, to Captain Anderson, S.I.A, Cobourg, June 28, About Saugeeng fishing Islands Rent due by W.B. Church [?] on Indian Sawmill. Orillia & Surrender of Saugeeng Reserve. G.G. satisfied with course that Anderson proposed, to adopt for the excention of Mssrs.[?] Lin[] & Hamilton s Lease of the Fishing Islands at Saugeen ; to pay the Rent is due on the Indian Sawmill at Orillia ; the Reserve at Saugeen should be surrendered by the Indians for sale.
