1 218 NASS RIVER SALMON STOCK ASSESSMENT UPDATE MONDAY, 2 AUGUST The following is the tenth general public update for 218 of Nass River salmon and summer run steelhead stock assessments from the Nisga a Lisims Government Fisheries and Wildlife Department. All data presented in this update are preliminary and subject to change with further assessment information that becomes available and should be interpreted cautiously. For in season assessment purposes only. NASS RIVER ASSESSMENT OPERATIONS UPDATE OPERATIONAL ASSESSMENT INFORMATION FOR Fishwheel Assessment data: 1 June to 19 August. Data summary below. 2. Meziadin Fishway data: Operations began on June 3. Current water temperature: 17. C (98 17 mean=16.5 C). Counts to date: 38,232 Sockeye (36,13 large (416 tagged) and 2,12 small) and 17 Chinook (15 large and 2 small). The average (94 17) large counts for date: 112, Sockeye and 258 Chinook. Projection to fishway based on sockeye counts and regression of in season to final counts to date from 1994 to 217 (r 2 =.84): 93, large Sockeye (95% CI: 65,, 122,). Although the Mez sockeye return continues to be very low to date, NFWD radio telemetry data has detected large numbers of radio tagged sockeye in the Nass mainstem between Cranberry River and the Meziadin confluence. The Nass fishwheels have spaghetti tagged over 5,1 sockeye (including 595 radio tagged fish); but only 416 spaghetti (and 4 radio tags) have been counted at Mez to date. The Mez water temperatures were 22. C from July 31 to Aug 3 and the Nass mainstem was 1. C. Fish have held in mainstem until water temperatures dropped; almost 5, sockeye passed the fishway last night which is the peak count to date. Aging results up to 12 July also found that 6% of the sampled Nass sockeye return were sea/river ecotype fish (e.g., Gingit stock) that would not be destined to Meziadin River. 3. Kwinageese Weir data: Video weir operations began on 6 July. Water temperature is 15. C (98 17 mean=14.9 C). Counts to date: 13 large Chinook (2 tags), 1 small Chinook, 1 Sockeye ( tags), and 147 Bull Trout. The average (9 17) large counts for date: 6 Chinook, 3,6 Sockeye, and 17 Bull Trout. The 218 Kwin sockeye return is from extreme poor returns in 213 (only 397 spawners) and 214 (only 498 spawners) that were blocked from a rock slide detected in 211. GITWINKSIHLKW (GW) FISHWHEELS (NASS TEST FISHERY STARTED IN 1994 [25th year]): The Nass River test fishery fishwheels began operation on 1 June for tagging and historical catch index assessments for salmon and summer run steelhead. All fish caught in the GW fishwheels to date were released alive after tagging and/or counting. Fishwheels 1 and 2 are currently operating at the lowest water levels experienced since operation; 1.4 m lower than average water levels (.4 m vs. 1.8 m) based on

2 operations. Record low water levels from the 1 17 June period (up to 2.4 m lower than historical averages) were also observed. A chart of the water levels at the test fishery follows the text summary that compares current levels to historical levels. The Nass River water temperature is currently 1.3 C below average (8.5 C vs. 9.8 C) based on the operations. GREASE HARBOUR (GH) FISHWHEELS: Start up dates of the GH fishwheels were on 5 June (FW5), 6 June (FW6), 7 June (FW3), and 15 June (FW4) for operating four fishwheels at Grease Harbour (upstream of Ts'im Anwiihlist). The GH fishwheels are used for inseason mark recapture tag recoveries, abundance estimates passing upstream, additional tagging (adult Chinook and Chum salmon, and Pacific Lamprey), and for selective harvesting when permitted by Nisga a Lisims Government. No harvesting from the fishwheels has been directed to date. Of the 23,18 Sockeye caught at all fishwheels to date, all have been released, as have the other salmon, steelhead and other fish caught. The Nass fishwheel catches are currently below average for Sockeye, Chinook, Coho, Pink, and Chum, and above average for steelhead and Pacific Lamprey. Total fishwheel catches of salmon, steelhead, and Pacific Lamprey to date are shown below including tagging results and jacks caught. RUN SIZE AND ESCAPEMENT ESTIMATES FOR NASS SALMON & SUMMER RUN STEELHEAD In season estimates of run size and projected forecasts to Gitwinksihlkw fishwheels for adult Nass salmon and summer run steelhead are shown below and are based on historical catch index and mark recapture methods. The current run sizes for 218 are below average for Nass Sockeye, Chinook, and Coho, and above average for summer run steelhead when compared to means to date from 1994 to 217. Summer run steelhead estimates began on 1 July and the run size target is based on a minimum return goal as steelhead will continue to enter the Nass River after the fishwheels shutdown in mid September. Estimates to Gitwinksihlkw are based on two methods, mean run timing and log regression of the in season to final estimates to date. The current run size projection for Nass Sockeye is ranging between 182, and 252, to reach the run size goal (25,) based on the in season to final method with a point estimate of 21, based on 93% of the run entered to date based on mean run timing. The current run size projection for Nass Chinook is 1, to reach the run size goal (15,) based on in season to final method based on 98% of the run entered to date based on mean run timing. Run size projections to date for Coho (39,; range: 18, 6,) and summer run steelhead (17,; range: 11, 24,) are based on mean run timing (58% coho and 44% steelhead). Of note, by 19 Aug, in season run size forecasts for Nass Sockeye are performing well (mean absolute percent accuracy 9%; range=71 1% from 1994 to 217). For in season estimates to 19 Aug, mean percent accuracy for Nass Chinook is 8%; range: 62 93% from 213 to 217, and for coho is 76% (range: 35% 99%) from 1994 to 217. Alaskan seine fisheries start dates in 218: District 11 (Lower Clarence/Revilla) on 1 July; District 12 (Middle Clarence) on 17 June; District 13 (Cordova) on 22 July, and District 14 (Noyes/Dall) on 15 July. The table below shows the current estimates of catches of salmon in Alaskan net fisheries in Districts (and mean catch comparisons from 2 to 217) to week ending 18 AUG 218 based on data from ADFG. Current salmon catches are below average for all salmon species. Of the total inseason Sockeye catch reported in Alaskan fisheries to date (11,), approximately 21, (19%) are estimated as Nass origin based on mean stock composition estimates from 1982 to 217 and are below average (96,) to date. The average total mean harvest of Nass Sockeye in Alaskan fisheries from 2 to 217 was 12, (range: 28, 3,). IN-SEASON SE ALASKAN CUM. 4 Of the total commercial catch of sockeye (4,) in Area 3 (12,) and outside Area 4 (28,) to date, NFWD is estimating approximately 1,8 are of Nass origin (27%) based on stock composition modeling. The average total mean harvest of Nass Sockeye in Canadian commercial net fisheries in Areas 3 5 from 2 to 217 was 84, (range: 11, 28,). DFO implemented management actions in Area 3 to reduce harvest impacts on the Kwinageese Sockeye stock during their migration through Area 3 in mid July. The Nass Sockeye stock requires rebuilding from a past spawning barrier detected in 211 that resulted in extreme poor returns in 213 (only 397 spawners) and 214 (only 498 spawners). Sockeye retention was not be permitted in commercial fisheries in Area 3 from 9 July to 22 July, the anticipated peak of the Kwinageese Sockeye migration, as documented in DFO s 218 Integrated Fisheries Management Plan (IFMP). NISGA A DOMESTIC AND SALE FISHERIES: Nisga a domestic and sale fisheries are monitored by the Nisga a Fisheries and Wildlife Department and began on 6 May 218. Cumulative harvests to week ending 11 AUGUST are shown in the table below for Food, Social, and Ceremonial (FSC) catches. For the same week ending period, mean cumulative harvests from 2 to 217 are shown for comparison. The current total harvests estimated in 218 to date, including Nisga a sale fisheries in the marine and in river that occurred in June and July, are below average for all Nass salmon. Due to low returns of Nass Sockeye and Chinook, total salmon and steelhead harvests (5,) in the Nisga'a fisheries to date are currently 58, fewer fish than on average harvests (18,) based on returns from 2 to 217. Forecast models used were a combination of sibling (Sockeye and Chinook only) and brood year mean returns that project 25%, 5%, and 75% probability point estimates. Pre season TRTC forecasts (5% probability estimates) for 218 predicted a below average return forecast for Nass Sockeye (377, vs. 57,), Nass Area even year Pink (635, vs. 74,), Nass Chinook (19, vs. 31,), Nass Chum (33, vs. 52,; well below the 45, escapement goal), and above average return forecast for Nass Coho (223, vs. 2,) based on mean TRTC estimates from 1994 to 217. When reviewing Nass salmon returns over a 34 year period ( ), the forecasted returns in 218 are projected to be poor for Chinook (28 th ), Sockeye (27 th ), and Chum (22 nd ); fair for Pink (17 th ); and good for Coho (1 th ) with caution for Coastal Nass Coho salmon returns that returned in low numbers in 215. The current in season TRTC estimates are tracking below pre season forecasts for all three Nass salmon species with ranges indicating returns that are early or late. Nisga a entitlement ranges to date: Nass Sockeye is between 39, and 49, with a current harvest estimate of 43,796 to date; Nass Chinook, between 2,5 and 3,5, with a current harvest of 4,683; and Nass Coho, between 9, and 13,, with a current harvest of 782. The Nisga a Nation also has additional treaty underages for Nass salmon that were accumulated from 2 to 217 fisheries: in total, 4,19 sockeye, 5,7 Chinook, 16, coho, and 16, pink.
