Public Comments [00:03:07]: Issues with hijacked s from the Hoh River Trust and Rebeckah Brooks were shared. III. Additions to the Agenda [00:05:59]: The agenda was approved by consensus with the an addition offered by Cathy Lear to have a discussion about how the Lead Entities on the coast can find funding & staffing capacity to prepare multi-phase project proposals the way Puget Sound Lead Entities do using PSSR and PSP funds. 3 NPCLE Meeting Summary: 20 May, 2014 IV. Consideration of approval of the April Meeting Summary [00:09:10]: It was decided to wait to approve the meeting summary at the end of the meeting so everyone could get a chance to read it. V. NPCLE Updates [00:11:05]: Washington Coast Sustainable Salmon Partnership (WCSSP) Update [00:11:10]: - The last WCSSP Board of Directors meeting since NPCLE has met was on April 22 nd the next meeting will be May 27 th in Forks at the DNR. We briefly touched on what projects are coming forward for the next SRFB round, the new monitoring initiative coming out of SRFB for the regional organizations, the next round of the Washington Coast Restoration Initiative for the 2015 state legislative session, and finally the new Floodplains by Design program being offered by Ecology was mentioned as a potential source of funds for big projects like we have been discussing for the lower Bogachiel River. - After reviewing the WCSSP agenda from April [00:20:55], Miles then gave an overview on the National Fish and Wildlife Foundation (NFWF) proposal to fund years of our Regional Plan implementation using their "business plan" model that they have successfully developed in California and Oregon. - Next [00:21:45] Miles gave an overview of the new Communications Plan coming out of RCO, WDFW and the Council of Regions. - [00:23:00] We then updated on the Washington Coast Marine Advisory Council (WCMAC) which recently met on April 23 rd. Miles, Rich and Rod reviewed the main items from the WCMAC agenda. Update on Lake Ozette Sockeye Steering Committee [00:33:42]: The agenda from the most recent LOSSC meeting was reviewed at our April meeting. The next meeting will be June 12 th. Update on SRFB [00:34:52]: - We reviewed the SRFB Round 15 Schedule. Upcoming dates include the date for our TRP site visit tomorrow (May 21 st ), and a consensus that we should hold our June 17 th morning scoring discussion with the Technical Committee (@ 11:00 am) to make sure we are all scoring consistently. We then discussed details about the final scoring and ranking in July. - Next was consideration for approval of the final version of the 2014 Edition of the NPCLE Salmon Restoration Strategy which had recently finished its public review without any corrections or changes being submitted. Rod Fleck moved (2 nd Cathy Lear) the 2014 Edition of the NPCLE Salmon Restoration Strategy is unanimously approved [00:38:10]. VI. Next were the formal presentations for this years SRFB Round 15 Proposed Projects: (00:38:36 we took a short break to set up the first presentation) - [00:53:30] Cassel Creek Boat Launch Road Decommission ( ). - [01:14:25] Haehule Creek Culvert Replacement ( ). - [01:30:30] Squaw Creek Culvert Replacement ( ). 2

4 NPCLE Meeting Summary: 20 May, 2014 VII. Next [01:55:31] was a check-in on the Technical Review Panel site visit schedule for the 21 st. VIII. Then [01:59:30] we discussed Cathy Lear's topic about attempting to find a way to hire help to prepare large multi-phase projects for WRIA 20 the way Eric Carlsen does for NOPLE. We looked at it as perhaps something the region could find support for. Miles also threw out the idea of finding funding to work with timber companies to store waste wood for future LWD placements IX. April Meeting Summary approved with corrections by consensus [02:16:00]. X. Public Comments/General: Tami did a check-in on the Newsletter articles for the next West End Natural Resource News.[02:16:20] XI. Adjourn at 15:25 PM [02:17:16]. PARK IN THE BACK LOADING DOCK PARKING LOT (First left as you head up the hill -the main parking lot will be hosting another program that day). WEDNESDAY May 22 nd : 09:00 AM Meet at the U.W. Olympic Natural Resources Center (ONRC), Forks. 09:15 AM Depart ONRC for Haehule Creek Culvert Replacement on the Dickey River. 10:00 AM Arrive Haehule Creek ( ). 10:30 AM Depart Haehule Creek Site 10:45 AM Arrive Squaw Creek Culvert Replacement site ( ). 11:15 AM Depart Squaw Creek site and go south through Forks to the Hoh Basin. 33 From NPCLE Bylaws 2.0 Lead entity components: The Initiating Governments are counties, cities, and tribal entities within the geographic area. In WRIA 20 there are six. They include: Clallam County, Jefferson County, the City of Forks, the Makah Tribe, the Quileute Tribe, and the Hoh Tribe. The initiating governments (hereinafter, sometimes, IGs ) are responsible for seeking formation of the lead entity from the State of Washington, establishing the lead entity geographic area, selecting the contracting agent for the lead entity, making business recommendations to the contracting agent (e.g., hiring a coordinator, approving a budget or budgets, and approving major expenditures), establishing committees, and approving bylaws and ground rules for operations.. The Citizen Committee is the component of the lead entity responsible for final prioritization of the habitat project list based upon recommendations from the technical committee, its own evaluation of community support, and policy considerations (e.g., weighing geographic balance). Its membership is consistent with Chapter (b) RCW and to the degree possible, reflects interests identified in the statute.. RCW Habitat project lists. (1)(a) Counties, cities, and tribal governments must jointly designate, by resolution or by letters of support, the area for which a habitat project list is to be developed and the lead entity that is to be responsible for submitting the habitat project list. No project included on a habitat project list shall be considered mandatory in nature and no private landowner may be forced or coerced into participation in any respect. The lead entity may be a county, city, conservation district, special district, tribal government, regional recovery organization, or other entity. (b) The lead entity shall establish a committee that consists of representative interests of counties, cities, conservation districts, tribes, environmental groups, business interests, landowners, citizens, volunteer groups, regional fish enhancement groups, and other habitat interests. The purpose of the committee is to provide a citizen-based evaluation of the projects proposed to promote salmon habitat. (c) The committee shall compile a list of habitat projects, establish priorities for individual projects, define the sequence for project implementation, and submit these activities as the habitat project list. The committee shall also identify potential federal, state, local, and private funding sources. (2) The area covered by the habitat project list must be based, at a minimum, on a WRIA, combination of WRIAs, or any other area as agreed to by the counties, cities, and tribes in resolutions or in letters of support meeting the requirements of this subsection. Preference will be given to projects in an area that contain a salmon species that is listed or proposed for listing under the federal endangered species act. (3) The lead entity shall submit the habitat project list to the salmon recovery funding board in accordance with procedures adopted by the board. (4) The recreation and conservation office shall administer funding to support the functions of lead entities.
