1 EAST REGION FLAG FOOTBALL 2018 Divisional Tournaments Boys: Thursday, September 27th, 2018 Girls: Friday, September 28th, 2018 Master Convenor: Atweh Atweh St. Richard This booklet contains general information, official rules and tournament schedules. We wish to thank all of the convenors, principals and vice principals who have generously given up their time and facilities for these tournaments. Convenors are in charge of the tournament. If games must be shortened or decisions made on site, a coaches meeting must take place and final ruling will be made by the site convenor. Any type of decision made by a convenor to complete a tournament or interpret rules or playoff decisions will be honoured by the committee. ALL TEAMS MUST ARRIVE ON SITE PRIOR TO THE FIRST GAME FOR THE COACHES MEETING Referees are under instruction by their association to NOT stop the clock in games where one team is clearly ahead in game (usually over ten point lead) with time running out. Important changes for the tournament: During all plays offensively and defensively, all players must face the line scrimmage. Any player with their back to the line of scrimmage will be given a 5 yard penalty. Also, any player, coach or spectator committing acts of over aggression, whether verbal or physical may face penalties ranging from loss of yards to removal from tournament. NEW RULE: One player (receiver only, offense only) may be in motion prior to the snap, but not in motion towards the line of scrimmage. Centers and quarterbacks are NOT ALLOWED to be in motion prior. 4 How Pools are Created in the East Region In the school year, athletic reps passed a motion to adopt school size primarily and then geographic proximity as the basis for grouping schools in the divisional round of play. This is used in all city level (volleyball, basketball and soccer) and regional (flag football, junior volleyball and primary soccer) sports. The figure used is the October 31 st enrollment provided by the Health and Physical Education department. The 45 participating schools in the east region are divided into three groups A, B and C based on the October 31 st enrollment. An A sized school will only play other A schools and/or B schools at a divisional tournament. A C school will play C schools and/or B schools at a divisional tournament. An A school will not play a C school at the divisional level of play. The school population table will be adjusted annually and in place for the divisional basketball tournament scheduled for February. Below is the enrollment from October 31 st A Schools B Schools C Schools St. Maria Goretti (964) St. Victor (322) St. Theresa Shrine (199) Our Lady of Fatima (758) St. Martin de Porres (321) St. Florence (188) St. Brendan (546) St. Barbara (310) St. Sylvester (181) St. Rose of Lima (469) St. Joachim (308) Immaculate Heart (179) St. Agatha (459) Prince of Peace (303) St. Gabriel Lalemant (151) St. Lawrence (454) St. Barnabas (303) St. Bede (138) Holy Spirit (440) St. Thomas More (290) St. Elizabeth Seton (138) St. Albert (433) St. Malachy (282) The Divine Infant (119) St. Richard (405) St. Aidan (277) St. Ignatius of Loyola (115) Cardinal Leger (350) Our Lady of Grace (266) St. M.
