1 DEVON RUGBY FOOTBALL UNION RUGBY DEVELOPMENT PARTNERSHIP Chair : Rob PALMER Secretary: Dave CRAWFORD Treasurer: Ken JEFFERY (01803) Minutes of Meeting Wednesday 15 th June 2011 Okehampton RFC until Apologies Dave Crawford, Allan Baker, Conrad Sutcliffe, Jon Bendle and Rob Curtis. 2. Approval of Minutes It was noted that paragraph 2 of the Chairman s Reports should read u16s and not u14s. Proposed Max Turner, Seconded Chris Perkins 3. Actions & Matters Arising Alan Baker has taken over the role of Devon Schools Secretary from Pete Ramsay and Kevin Davis has taken on the role of Devon Mini/Jnr Chair from Paul Setter. Paddy Dummett and Conrad Sutcliffe are the new representatives for the Devon Referees. ACTION: RP to send out all meeting dates to the above. 4. Chairman s Report PFE The draft report has been completed and was well received by the RFU and is now being used as a role model to other CBs. Thanks were given for the support of members who had input into this. The Club Consultation evenings were held at Ivybridge, South Molton and Exeter Saracens with an 83% club attendance from the north and east and a 64% club attendance from the south and west of the
2 county. Thanks to Rob Masters and Jon Bendle for the work done on this consultation process and the feedback from the clubs as a whole was very positive. ACTION: JB and RM will circulate their report on the consultation evenings. There will now be a final check on the report and it will then be sent to Devon Hon Sec for finalisation at the next DRFU Senior committee meeting and then the AGM for full approval. RDP members to check their individual sections and make sure all are ok before the next committee meeting. 5. Secretary s Report Nothing to report 6. Treasurers Report Ken Jeffery stated that due to being so close to the yearend most sections were working well within their budgets and all was looking good. There are a few final invoices/claims that need to be submitted but figures will be ready for presentation at the AGM. For the season 2011/12 all sections (apart from u18 s) will be using the same budget figures as 2010/11. It was confirmed by RP that all monies from the RFU had now been received. RP thanked Ken for his help and support with all things financial especially with the allocation of funding.
3 7. Coaching Report Chris Perkins report that there had been 3 applications for the new Bursary funding, but, courses were now in jeopardy due to lack of numbers wishing to attend. A coaches evening is being set up and all information will be sent out in due course. The RFU have trained up coach developers to take the junior level courses (TAG, Rugby Ready, and CPD s). One person on the Devon list is also on the banned list for having any contact with junior players. It was discussed and decided that until this person could prove otherwise then Devon would not use him as a coach developer. Elaine Palmer said that whilst his CRB had been returned to him, he has not been cleared by the RFU as there was no green tick against his name on the Rugby First site. ACTION: RP will send a letter to all Devon clubs stating the DRFU position on this along with a reminder that all summer camps must be sanctioned by the DRFU. 8. Referees Issues There were no representatives from the referees society present but it was stated that on the 3 match final day the supply of a 3 man charge was expected not 3 x Mike Harrison reference the extra 180 cost. U13/U14 Player Development The standard of play for these age groups went beyond all expectations with the regional games being played at Tavistock being of a very high standard. All of the players for these age groups are monitored through SoR and the high standard pays good testament to the clubs that are providing them.
4 At the club consultation evenings it was suggested that these age groups be removed from SoR but Rob Tavener stated that without them there would be no funding. 10. U15/U16 Player Development The u15s had a brand new set of coaches/manager this season all elected through the coaching application process. From this year s u15s Stuart Townsend and Henry Turner were selected for the Harrow elite pathway. The u16s had 14 players go to the SW trials and from those 5 players were selected into the England u16 set up. This u16 age group is the first to have gone right the way through the SoR. ACTION: Charlie to send Max details of these players so that a letter of congratulation can be sent. The matter of age grade playing in the divisional structure was discussed. Was there any point to letting players play up a level at county level for them to not be able to continue with this age group at regional level? It was decided that players should remain with their own age group and only on exceptional circumstances should they be allowed to play up. Players are to be informed at the start of the season that if they play up an age group at county level this will not be the norm for regional squad selection. ACTION: RP to attach Aspirational Pathway to these minutes
5 11. U17/U18 Player Development The 25min game rule has now been rescinded and all matches at these levels will be full games. All representative matches have been set and Gary Aldridge asked if one could be a mid-week match possibly under lights? Rob Tavener said that the guidance on viewing players for selection should be at least half a match. Dan Lee and Matt Lamont have gone on to represent England u18s. (Details of these players to be sent to Max so letter can be sent) 12. School of Rugby & Academy The new manual is being produced for the forthcoming season with the first session for SoR being held on the 4 th July. Rob Gibson the academy manager and other coaches have all given free sessions to the SoR and players has greatly benefited from this and it has shown in the games. For the oncoming season there will also be Physio support through Exeter Chiefs. The SoR has a promotional video which can be seen on YouTube but needs final editing. All player reports have been sent out to players and feedback to them is available on request. Sessions for the 2011/12 season will be on the first Monday of each month. ACTION: MT will send a letter to each Exeter Chief Coach involved RT to supply names and contact details.
6 Mac Bayliss attended the Youth Structured Season conference and stated that the new YSS was unworkable as it penalises clubs that have players that have representative players and should be used as a planner only. In theory the YSS should be sent out at least 14 months before start of season so that it can be implemented for the 2012/13 season. In contrast the YSS set for the girl s game is very different as their elite pathway is straight forward and all fixtures for club/county/divisional play have been set and filled. ACTION: MB will reassess the jnr YSS and have it re-entered onto the DRFU website. 13. Schools and Colleges Development days are set for 1 st July at Kelly College and 7 th July at Stover. School affiliation sheets have been sent out of which 25 have been returned. It was thought that a more open circulation of activities should be sent out to all schools so that they could see what they are getting for their affiliation fee. The skeleton of Devon School competitions will be finalised and sent out in the next two weeks. Unfortunately the AGM was poorly attended by school reps as the emphasis is being taken away from representative rugby, but, there are 10 teachers who are involved with competitions and hopefully this will give the base for a strong school union link.
7 14. Minis and Juniors Kevin Davis of Torquay RFC has been elected as the new Chairman. 15. Women s and Girls Rugby All fixtures have been set for the 2011/12 season giving clubs 17 club fixtures, 3 county matches and a full divisional programme (Jan April), 3 x 7 s tournaments, Gloucester 10s and the National 7s. The letters and nomination sheets for the county programme have been sent out with trials for Ladies, U18s and U15s to be held on the 25 th September at North Tawton RFC. 2011/12 also sees a change in the age banding for the girls with the implementation of the u13s. Mica Evans of Exeter Saracens has been selected for the England u20 squad and will play in the Nations Cup matches in the USA in July. 16. Any Other Business Chris Perkins has sent out details on the new Wheelchair Rugby group and reminded people that the event is to be held on 6 th July in Plymouth. 17.
