9 Season Structure Grading Games U11 U17 & Youth Girls The process for grading games are as follows: 4 Rounds of Grading Games Fixtures system generated No points or percentage will be awarded Best & Fairest votes will be awarded Players will be required to play 2 grading games to qualify for finals ** club secretaries can submit requests for players who do not meet the eligibility. For example sustained injuries, holidays. Club submissions should be in writing and submitted to Football Operations Manager by the Secretary. Grading committee can promote or relegate teams based on the results from the grading rounds in order to balance competitions
10 Coaching Requirements Coach Responsibilities All coaches and assistant coaches must have the following requirements before being allowed to coach. A current accreditation certification with the Australian Coaching Council of Level one standard or higher Lodged an application for registration and coaching permit with the League for an Affiliated Club, and Agreed to and signed the League s Coaches code of conduct (in accordance with Schedule 18). A current Working with Children Check
11 Policies & Principles Recruiting & Poaching Policy The South East Juniors and its affiliated member clubs do not condone or permit the act of recruiting or offering of individual incentives to junior players. Any representative of a South East Juniors club including coaches, players, administrators, volunteers or employees who approach, actively attempt to recruit or offer individual incentives of any kind to players will be deemed to have acted in a manner detrimental to the interest of competition and prejudicial to the game of Australian Football. Upon receiving a formal complaint from any member club, the South East Juniors may impose penalties as it sees fit subject to the findings of the subsequent investigations.
12 Policies & Principles Recruiting & Poaching Policy Penalties may be in the form of fines, loss of competition points, suspensions, de registration or disqualification from the South East Juniors competition. All complaints will be dealt with in accordance with the South East Juniors complaints procedure. All findings will be circulated to the relevant member clubs and AFL Victoria. Please Note: This rule does not prevent the movement of players from one club to another, however does discourage the practice of club officials actively approaching children to move to other clubs.
13 Policies & Principles Club Player Movement Statement Aim: To create a set of principles for clubs in respect of Club to Club player movements within the South East Juniors. Methodology: South East Juniors understands and respects the parameters of the AFL National Transfer Regulation s however acknowledges that excessive player movement can have a detrimental effect on the viability of teams, fairness and evenness of competitions.
14 Policies & Principles Club Player Movement Statement In the spirit of the game, junior sport and even competition, South East Junior member clubs agree to be guided by the following set of principles; 1. At all times, clubs will foster good sportsmanship in their Coaches, players and parents whilst maintaining the highest regard for the integrity of the game and for that of the South East Juniors and its member clubs. 2. Clubs will be transparent in their participation opportunities for players wishing to come from another SEJ Club. Clubs should actively discourage the intake of new players where team lists are already at capacity.
15 Policies & Principles Club Player Movement Statement 3. Club Registrars and/or Secretaries will monitor player movements into a team and not accept any more than four (4) transfers into a team in any one season without prior written permission from South East Juniors. 4. Member clubs will actively discourage and not permit any coaches, players, administrators, volunteers or employees to: make any approach, or actively attempt to recruit players from other clubs offer individual incentives of any kind to players or their families
16 Policies & Principles Club Player Movement Statement SANCTIONS Any representative of a South East Junior club identified in clause 4 (a) and (b) and has been found to have acted in a manner detrimental to the interest of competition and prejudicial to the game of Australian Football may be subject to such penalties such as fines, loss of competition points, suspensions, de registration or disqualification from the South East Juniors competition.
17 By-Laws Evening Up Team Numbers Match Day By-Law 14.3 (c) Where a team has between 14 and 18 players and the second team has more players than the first team, both teams shall field the same number of players, therefore an equal number of players shall take the field. By-Law 14.3 (c)(i) U8 U13 Up to and including Under 13 teams, clubs must loan or accept the number of players required to even up the teams.
18 By-Laws Continued By-Law 14.3 (c) (iii) U14 U17 In the Under 14, 15 and U17 competitions, if players are not offered to the team with less than 18 players, then playing numbers must be reduced so that both teams field the same number of players. If players are offered, but not accepted, then the team with the greater number of players is not required to reduce playing numbers, i.e the evening up rule does not apply.

21 By-Laws The rules that apply to the Youth Girls competition are as follows; Players cannot take the ball out of the ruck. Players can only have up to two bounces before disposal. Players can not intentionally kick the ball off the ground. Marks are paid over ten metres. Penalties are twenty-five metres. Only three players allowed per team at centre square bounces. No jewellery is to be worn, including metal hairclips such as bobby pins. Players caught wearing prohibited equipment will receive a Yellow Card, and can NOT be replaced. Mouth guards are compulsory in Youth Girls football. Players caught not wearing a mouth guard by umpires will receive a Yellow Card, and can be replaced by another player.
22 Reports & Send Offs Yellow Cards By-Laws Players sent from the field with a yellow card are not permitted to return until 10 minutes of playing time has elapsed. This player CAN be replaced. Red Cards Players sent from the field with a red card have been reported and are not permitted to return for the remainder of the game. This player CANNOT be replaced.

24 Junior Match Program Under 8 s, 9 s & 10 s FAQ s 1. How do we know how big to make the oval? All U/8 games will be played on ground size no larger than 80m x 60m with three equal zones. All U/9 &U10 games will be played on ground size no larger than 100m x 80m Ovals should be set up across the ground not up and down the ground. 2. Do we need to use portable goal posts? Yes. Portable Goal Posts will be used to determine the two scoring ends. 3. Do we need to paint the boundary line for the smaller oval? No. The boundary line will need to be marked by small cones. 4. Do I need a runner or water carriers No. The coach or assistant coach is on the field umpiring the game. Water can be delivered at the breaks.

26 Judicial System Independent Tribunal Tuesday Evenings Clubs notified on Monday afternoon of required attendees Appeals Board Hear and determine any appeal from any decision from the Independent Tribunal Investigations Complaints received by the GM may be referred to the Complaints or Investigation Officer, before it is dealt with the Tribunal. Conciliation The GM may refer any Complaint for conciliation to be dealt with.
