3 PURPOSE The purpose of the Policies and Procedures document is to provide clear guidance to clubs in relation to the operation of Junior Football across the Peel District. These Policies and procedures are as adopted by the Peel District JCC Executive Committee and are to be read in conjunction with the District Football Development Council Global By laws. Maintaining a positive game day environment is of paramount importance to the Peel District and along with educating/training officials, coaches, volunteers and spectators the game day environment is best placed to achieve that outcome. One of the most important Bylaws in junior football is Bylaw BYLAW 1 SPIRIT OF JUNIOR FOOTBALL IN WA Every participant understands that Junior Football in Western Australia is delivered to the Community with the Spirit of the Game in mind. It is incumbent on every participant irrespective of their place in the game, to ensure that they will, Not focus on winning at all cost and understand that the role of Junior Football is to foster the development of Junior Players, Volunteers, Umpires, Coaches and Officials. Learning to win and lose is part of the developmental journey of a participant but must remain secondary to the primary focus of junior player development. Maximise the enjoyment and development of junior footballers. Provide our children with a game environment that is safe, fun and fair. Ensure that the values which add to the spirit of our game, which include fairness, equality, respect and teamwork are encouraged and celebrated. Uphold, promote and protect the Rules, Laws, Codes, Policies and Spirit of the game. Not accept poor behaviours around our game and deter practices that undermine our games environments (Coaching, Playing, Volunteering, Spectating and Umpiring). Adhere to any directive issued by the games controlling bodies in the best interests of achieving the above.

4 PEEL DISTRICT BYLAWS AND BYLAW EXEMPTIONS In conjunction with The Global Competition Bylaws of 2017 are the following Peel District Bylaw exemptions which are specifically for the Peel District only. These Peel District Bylaw exemptions are overriding the specific Global Competition Bylaws. Bylaw Exemptions 2017 By law 11.1 Play up/downs (from the WAFC Bylaws 2014, now deleted from Bylaws on though still remains as an exemption for the Peel District to Maximise participation) Due to the isolated nature of some PDJCC clubs, and the small population centers in which these clubs operate, the PDJCC has been approved to keep in place by law 11.1 to allow a player to play up or down a maximum of 1 year group on application to the PDJCC as means to ensure current teams are maintained. This would not include Yr. 2 playing up into Yr. 3, Year 3 playing up into Yr. 4 or Yr. 6 playing up into Yr. 7, all of which would not be approved due to safety concerns given the different states of play between the age groups. By law Runner Youth teams are to appoint only ONE Runner. By law Runner The runner is not required to use the interchange gates but may run directly onto the field from the coaches box to deliver a message to the player and exit directly to the Coaches Box. By law 22.8 Water Carriers Each team in the Youth competition is permitted to have three (3) Water Carriers as per the PDJFL Water Carrier PROTOCOL. These persons shall be clearly identified by wearing approved JCC uniforms. By law 29 Game day even up to be exempt for finals The PDJCC has been approved to use Bylaw 29 for Youth players to be able to compete in the Finals participating within their own team. Teams will even up on field and play with the same number of players, but players will not be expected to play for the opposition. This is to avoid players playing in the opposition team while not participating to the best of their ability, which could in fact jeopardise the likelihood of a positive game environment.

5 WATER CARRIER PROTOCOL Bylaw Exemption (In addition to Bylaw 22 TEAM OFFICIALS) Each Team in the Youth Competition are permitted to have three (3) Water carriers. All Water Carriers are to be correctly attired and wear and clearly display their Accredited Water Carrier ID Tag and Lanyard. Each of the three (3) Water Carriers is responsible supplying water only to the players in one of allocated three zones and they must only move through their allocated zone. ZONE 1 ZONE 2 ZONE 3 Diagram 1 Water Carriers are permitted to enter the playing surface after confirmation that a goal has been scored by Either Team (as per Diagram 1). ZONE 1 ZONE 2 ZONE 3 NO GO ZONE During Set Shots & Kick Ins. Diagram 2 Water Carriers in the two non active zones (Centre and Defensive as in Diagram 2) may enter the playing surface to hydrate players when a Set Shot for Goal is taken in the Forward Zone. Water Carriers in the two non active zones (Centre and Defensive Centre and Defensive as in Diagram 2) may enter the playing surface to hydrate players when a behind is scored. In both cases, the Water Carriers are to hydrate players in their allocated zone and are then to immediately leave the playing surface when the ball is brought back into play. Umpires are permitted be lenient in applying warnings and penalties in these circumstances and only apply penalties for deliberate or persistence loitering or interference with play or officials/players. No lenience at all shall be permitted with Water Carriers being in; 1. the Defensive Zone during Kick ins; 2. the Forward Zone during Set Shots; 3. or the Centre Zone during Centre Bounces to restart play; Umpires shall apply the appropriate penalty as per the Laws of the Game for these breaches.

6 PEEL DISTRICT EVEN UP POLICY Even Up Before Start of Modified Play Y3 to Y7 /Junior Girls Y4 to Y6 /Youth Girls Y7 to Y9 The equalisation rule of on field playing numbers is to be applied to all Modified and Girls games. The application of this rule within the Modified competition is to be within the spirit of the game. Rule was brought in to ensure maximum participation for all individuals playing. The even up rule will apply when one or two teams have less than 15 players (Y5 Y7) (Youth Girls Y7 to Y9) and 12 players (Y3, Y4 and Junior Girls) All additional players will be offered to the lesser numbered team 1. Players must be rotated so that no single player plays more than 1 quarter for the opposition team where possible (as may be difficult to achieve bearing in mind there are no forfeits Y7 down) Each team (Y5 to Y7) and (Youth Girls Y7 to Y9) shall have even numbers of 15 players and (Y3, Y4 and Junior Girls) 12 players Even Up Before Start of Youth Play Y8 to Y11/12 and Youth Girls Y10 to Y12 The even up rule of on field numbers is to be applied to all Youth games All grades have a minimum (16) and maximum (18) player numbers (Current Bylaw 28 states that a match is deemed a forfeit if either team consists of less than 12 players) The even up rule will apply when one or two teams have less than the maximum number of players. (18) 1. If the lesser team has required minimum player numbers (16) they have the right to refuse additional players enabling teams to continue to play for premiership points. 2. If lesser team has less than minimum (16) then the even up rule applies and premiership points to be forfeited to the team with higher numbers 3. If both teams have less than minimum numbers (16) then coaches can agree to play with as little as 14 a side and premiership points are still to be awarded. If both team have less than 14 players each the game is to be played but deemed a draw premiership points are to be split as per the norm and umpire fees to be split between the two teams.

7 Even Up During State of Play Even numbers are required at all times except if a yellow/red card is issued. Once penalty period has expired then an even number from both teams must be on field. (Red/Yellow Cards issued under Even Up Rules cannot be replaced for 15 minutes as per by law ) If a player is injured teams are to even up on field until minimum numbers (16) are reached. If teams are already at minimum player numbers (16) and a player is injured the opposition is to even up immediately. Teams are required to even up until only 14 players are left on field. If a team is required to reduce player numbers to less than 14 due to injury the game is to called off with Premiership points being awarded to team with greater numbers Procedure In the event of injuries to any players the following process is to be applied: The team manager of the team with the injured player/s is to notify the opposition team manager. The team manager of the team without the injured players advises the coach that players must be taken from the field as soon as possible to meet the even up rule policy these players become part of the interchange and can be rotated on as per normal. During the next break the team managers are to advise the umpire of the current state of play with the new on field numbers. If during the state of play a team reaches 14 players and another player is injured the coach with the injured players is to advise the captain to inform the umpire of decreased player numbers and will halt play to discuss with both teams. Disputes In the event of a team not removing players from field following an injury the following process is to be followed: Team manager notifies the umpire as soon as is practical. Umpire instructs team to remove players from field.

8 Penalties If a team fails to comply: A Club, in which any one of their coach refuses the even up provisions will be required to explain as to why a team/ or club will not be penalized. Any coach who disregards this rule will be issued with deregistration citations as stated in this manual Any Club, player or team official, considered by the JCC Executive to be in breach of this By-Law, may be fined, deregistered,

9 2017 PEEL DISTRICT RE-GRADING POLICY Policy Statement To provide an opportunity if required, whereby Year 8 to Year 12 divisions are regraded to ensure an evenly matched competition. Background Year 7 youth football provides a hybrid competition to enable the transition from junior to youth football. The year 7 competition is played under a divisional structure. At the conclusion of the home and away season, the teams finishing in the top half of each division play-off against each other, while teams finishing in the bottom half of each division also play-off against each other. The results of these play-off matches enable the Peel District Junior Competition Council (JCC), to make appropriate assessments and classifications with a view toward starting the Year 8 season with evenly graded divisions. In some instanceshowever, mostly due to player movements, certain youth teams in year 8 upward become noticeably stronger or weaker during the off-season. Therefore, these teams may not be as evenly matched with the other teams in their new season s division, compared to what was thought at the conclusion of the previous season s play-off process. Research has revealed that while youth footballers agree that winning is fun, they prefer an evenly matched competition. It is therefore the responsibility of the JCC to ensure that, if required, youth level competitions be reviewed and re-graded if need be. Policy: The sole objective of this policy is to only re-grade if it will make the division more evenly matched. 1. During the first four rounds of the season, the JCC (or a delegated representative) will take a careful note of results. Games which have resulted in losing margins of 6 goals or more will be highlighted. 2. The JCC (or a delegated representative) will seek brief input from the losing team s coach (via the Club President) as to why it was thought the team lost by such a large margin. A very brief reason is all that is required, e.g. best players missing, injuries during the game or not good enough to match skills. 3. At the end of round 4, the JCC will analyze the teams that have lost by 6 goals or more. Where 6 goals losses in one division have occurred in every match, that team will need to be considered for a re-grade. 4. At the end of round 4, the JCC will analyze the teams that have won by 6 goals or more. Where a 6 goal win in one division has occurred in every match, that team will need to be considered for a re-grade. 5. The JCC will use the 6-goal margin as a guide only. If it is the view of the JCC that a team either deliberately avoided a 6-goal win, or could/should have won by 6 goals except for extenuating

10 1. circumstances e.g., win by 5 goals 6.20 to 4.2, win by 5 goals with 16 players etc, then the JCC may also consider that team for a re-grade. 2. At the conclusion of round 4, the JCC will draft its proposals for any re-grade. Those proposals will then be forwarded by the Wednesday following round 4 to affected clubs for comments. The Clubs will be required to provide comments back to the JCC, either verbally at a formal meeting, or in writing, no later than the Monday following round At the conclusion of this discussion phase, and after giving due consideration to the Club submissions, the JCC will make a final determination on any re-grading. 4. The JCC will submit new fixtures for any re-graded divisions by the Thursday before round As a result of regrading, no division will have less than 5 teams unless it is deemed absolutely necessary by the JCC. 6. In the interests of equality, if a division with uneven numbers will require byes to become part of the fixturing, then a bye will be the preferred option so long as that division is as evenly matched as possible, and there is no option to bring another evenly matched team into it.

11 2017 Year 3 Peel JCC Competition Guidelines In conjunction with The Global Competition Bylaws and Peel District Bylaw exemptions are the guidelines for the Year 3 and Year 7 competitions within the Peel District. Under no circumstances will the PDJCC allow play ups from Year 2 to Year 3, Year 3 to Year 4 and Year 6 to Year 7 as per Bylaw 12. Due to the trial being a success from the 2014 season the year 3 competitions will play every week in season 2017 and the PDJCC will oversee the rules and conditions applied to this entry level competition. Year 3 competition is a 12 a side format and will consist of NO more than 15 players per team without written permission from the PDJCC. Even up bylaws will apply. Every year 3 team will consist of a Coach, Assistant Coach and Team Manager. The focus is skills, drills and development of Auskick based training that will prepare players for year 4 football. 100% focus is on fun, participation and skill development of the players. No scratch matches will be played in training time sessions. No play ups or play downs will be authorised unless there is written permission from the PDJCC. No players will be hand written on team sheets. Coaches and assistant Coaches will be the umpires for all these games and will required to complete the ONLINE Umpire training accreditation course prior to any game being played in the Peel District. Player Jumpers are to be numbered and will be recorded on ALL team sheets against the player s name and Fox Sporting pulse number. Every Coach and Team Manager of a Year 3 team will be required to attend one of the 2 bounce downs that will be provided by the PDJCC and sign this criteria form prior to Round 3 in season 2017.

12 2017 Year7 Peel JCC Competition Guidelines The Year 7 age group is still seen as a hybrid competition in Western Australia as it makes the transition from Junior to Youth Football. This has resulted in the WAFC allowing JCC Executives the opportunity to devise guidelines that would be most beneficial to their District. Please see below for some standard guidelines which will apply to the 2017 Year 7 competition in the Peel District: Ground Length of a maximum 150m Ground Width of a maximum 130m 15 players on the field per team at any one time Maximum 7 players on the bench Maximum 22 players per team to be played during any one match Yr. 7 teams will keep score, play for premiership points and percentage A ladder will be maintained for each division A Playoff finals series will be played between equally ranked teams of the 2 divisions (e.g. 1st v 1st, 2nd v 2nd). This will be at the discretion of the JCC based on umpire and ground availability. This playoff round will take place in the first week of finals. The JCC would also like to allow for 2 umpires each Yr. 7 game. In order to achieve this, it is expected that the involvement of Club Umpires will be required to make up umpiring numbers. This will involve an ongoing discussion between the JCC Executive and the Peel Umpires Association. Clubs will be advised, when possible, how many umpires will be available for this age group, and the subsequent requirement for club umpires to be involved. Please note, as the Year 7 Competition is a transition competition from Modified Rules to Youth Football volunteer club boundary umpires will be required.

Players cannot take full possession out of ruck contests. 5. After a goal As in 4. Different players contest the ruck each time. Goals can only be kicked by players in forward zone. 6. Scrimmage No diving on ball. Umpire stops play. Free kick awarded to nearest opponent. 7. Out of Bounds A. From a kick. Kick awarded to nearest opponent. B. If doubt as to which team kicked the ball. Ball up 5m in C. Off hands or body - ball up 5m in from boundary D. Full possession rule. 8. Tackling Players cannot hold with hands, knock out of hands, push in side, steal the ball. Players given every opportunity to deliver ball i.e. No harassing. 9. Bumping No deliberate bumping. No deliberate contact is permitted. 10. Barging Barging, fending off or chopping with hands passed opponents is NOT allowed. A free kick shall be awarded. 11. Stealing/ Not allowed. The ball is possessed by the act of catching it, grabbing it or placing two hands on it when it is Smothering/ on the ground. Once the ball is possessed, all other players must back off to allow the player with the ball to Harassing/ kick or handball uncontested. Possession rule 12. Off hands or body - ball up 10m in. D. Full possession rule. (refer notes in 4.) Umpire to ball up 10m inside the boundary to reduce the incidents of additional ball ups. (i.e. less chance of ball going out of bounds, less congestion) 8. Tackling Wrap around tackle is permitted. A. Whereby a player applies a legal tackle, the player with the ball must dispose of it correctly within three seconds or a free kick for holding the ball will be awarded. B. If player with the ball had prior opportunity to dispose of the ball prior to be being tackled, they will be deemed holding the ball also. C. Stealing/ Smothering Stealing or smothering the football whilst the opponent is in the process of kicking or has possession in general play is permitted. 12. Shepherding Shepherding is permitted. A player is not permitted to shepherd more than 5 metres from the ball. 13. Mark A mark is paid when the player catches the ball directly from kick which has travelled a minimum distance of 10 metres. The marking player must control the ball directly from the kick. (i.e. the ball must not touch another player in flight) 14. Bouncing the Ball (or touching the ball down) 15. Kicking off the Ground A player is permitted to bounce the ball twice prior to disposing of the ball. The player in possession must dispose of the football or take a bounce prior to travelling 15 metres. Players are not permitted to deliberately kick the ball off the ground or use feet to control the ball whilst it is on the ground. Whereby the foot makes accidental contact to the ball, the umpire should call play on. 16. Order-off Rule To be applied. Penalty as per yellow and red card system. Prescribed penalty process does not apply in these age groups. 17. Staying in Position To stop congestion, umpires & coaches should instruct players to stay in position. Standard position play should be taught to improve the flow of the game. 18. Coaches Coaches are not permitted on ground. One Runner only is permitted on the ground in Year 6 s & 7 s competition, however they should immediately exit the ground after delivering a message. 19. 19 COMMUNICATIONS PROCEDURE The PDJCC communications protocols for complaints are as follow for the 2017 season Season a. Any person (coach, manager, official, spectator, and player) who has a match day complaint should attempt to solve it at the time through their team manager who will communicate with the umpires and opposition manager as required, within the scope of the bylaws. b. If the issue cannot be solved immediately, it should be recorded appropriately and brought to the attention of the club s committee and President, who should communicate with the other club s President to attempt to solve the issue, utilising the processes and procedures each individual club should have in place. c. If the issue cannot be solved between clubs you must, within 48 hours of the incident, provide an official complaint to the JCC Executive as per Bylaw 53. This complaint must be on a Club Letterhead, signed by the President and should contain evidence of attempts made to solve the issue at the time of the incident and evidence of communication with the other club(s) involved, as the above 2 steps suggest. d. The JCC Executive will only accept complaints which proceed in this manner, and will endeavor to provide an official reply within 7 days. e. Feedback in relation to Umpires can be done on the Online Form by close of business the Monday following. The link will be sent to all clubs. Please remember we are all peers, not enemies. Communication between Presidents should be positive and regular, and should be done in a way that seeks solutions rather than shifts responsibility. 21 PEEL DISTRICT E POINT PROCESS The E Point system will apply to all Players, Coaches, Volunteers, Clubs and Spectators alike. Reward points are earned by simply maintaining the required behavioural standards our codes and laws require. Both teams can earn Four (4) E Points on each game day. The accumulative points will dictate ladder positions ahead of percentage for our Teams. Four (4) E Points will be awarded to each team if there has been no breach of codes of conduct, no red cards, no yellow cards, no coaching box warnings, no poor crowd behaviour, no retrospective breach established after a game and if all players, coaches and support staff are dressed accordingly in the correct attire. It is not a penalty; it is a reward. One (1) E Point will not be awarded for every YELLOW card received by each participating Team on game day. Maximum of Four (4) E Points can be earned/not earned per game played. No Yellow Card infringement appeals will be taken into. If any Player, Team Official, Support Staff or Spectator is issued with a RED card on game day, then One (1) E Point will automatically not be awarded to the offending team, an additional One (1) E Point will not be awarded to the offending team if found guilty at a P & D Hearing for their actions. If any Player in any Team is issued with a RED Card and has taken a PRESCRIBED PENALTY, as per the Report by Umpire Form, then the player s aligned team will only be awarded with Two (2) E Points for their actions. For any bylaw breach/policy breach and inappropriate game day behaviour the offending Team could not be awarded with a maximum of Four (4) E Points per game. If a Player, Team Official, Support Staff or Spectator is reported and is required to attend a P & D Tribunal Hearing and is found guilty for their actions, then only Two (2) E Points will be awarded to the offending team. The Officiating Umpires of the game will record any E Points that are not awarded on the E Point/Umpires Appraisal Form(Y3-Y7) and on the Match Day Paperwork App (Y8-Y12). The team mentioned first is deemed to be the home team. The controlling Umpire or an Executive Member of the Peel JCC have the authority to record breaches of game day code of conduct which may result in E Points not being awarded to a team.

22 If all Four (4) E Points are not allocated to a team on any given game day for any given reason, then it can be up for review by the Peel JCC Executive Committee. The Year 7's to Year 12's Premiership ladders on the SportsTG website will be available for all clubs to view on Wednesday evening after each round played, The Premiership Ladder for all Youth Teams will read as follows: Each Winning Youth Team will be allocated with Four (4) Premiership Points. Each Losing Youth Team will be allocated with Zero (0) Premiership Points. Two (2) Premiership Points will be given to each participating team if the game ends in a draw. If the Winning Team is awarded with any E Points, then the winning team will be allocated with Four (4) Premiership Points plus the Four (4) E Points making the Premiership ladder as being Eight (8) points for the win. If the Winning Team is not awarded with any E Points, then the winning team will be allocated with only Four (4) Premiership Ladder points for the win. If the Losing Team is awarded with any E Points, then the losing team will be allocated Zero (0) Premiership Ladder points with the allocated Four (4) E Points making the Premiership ladder as being Four (4) Premiership points for the loss. If the Losing Team is not awarded with any E Points, then the Losing team will be allocated with Zero (0) Points on the Premiership Ladder points for the loss.

23 PEEL DISTRICT RED/YELLOW CARD GUIDELINES If a RED/YELLOW Card penalty is received by a player, team official or a spectator, this form must be completed and returned to the Peel District Registrar with your Club s Official Match Day Paperwork. When a player in Modified Rules [Yr. 3 Yr. 7] receives a penalty- YELLOW CARD: - Player must be escorted from the ground by the Team Runner; he can be replaced immediately but will remain on the bench for 15 minutes of game time. Team Manager is to fill in comments on this form regarding the incident. The Club is required to conduct a Club Tribunal and advise the PDJFL of the outcome. Please make sure the player is aware of the reason the penalty was given. When a player in the Open Rules [Yr 8- Yr 11/12] receives a penalty- YELLOW CARD: - Player must be escorted from the ground by the Team Runner; he can be replaced immediately but will remain on the bench for 15 minutes of game time. The Home Team Interchange Steward will keep time and let the player know when he can return to play. If a player refuses to leave the ground after a yellow card penalty, the penalty is upgraded to a Red Card Penalty. MULTIPLE YELLOW CARDS: - If a player receives a second Yellow Card in the same game, the player is then deemed to have committed a Red Card offence [as below] and cannot take any further part in that game. If a player receives 3 Yellow Cards in a season he is automatically suspended for 1 week and as a result will not be eligible for Fairest & Best votes. RED CARD: - Player must be escorted from the ground by the Team Runner; the player cannot take any further part in the game. The player cannot be replaced for 15 minutes game time; the Home Team Interchange Steward will keep time and notify both teams when the player can be replaced. A Player that has received a Red Card and has not taken a Prescribed Penalty is to attend the Protests and Disputes (P&D) Tribunal on a Tuesday, at a time and place advised by the JCC. The JCC will to be informed on the day that a Report has been lodged via the MDP App. This is to ensure a Tribunal Hearing is booked for first Tuesday after the game. The player cannot play until his case has been heard by the P&D Tribunal. For Your Information: Upon being reported players, spectators and officials must not remain within the perimeter fence, where there is no perimeter fence the perimeter fence will be interpreted as being located 10m outside and parallel to the playing surface. If a player, spectator or official does not leave the arena immediately it will result in the game ending and the offending team forfeiting the match.

24 When a coach or official receives a penalty- YELLOW CARD: - Upon being shown the card the coach or official needs to remove themselves from the team coaches box and stand outside the perimeter fence of the ground for 15 minutes of game time and are not permitted to have any contact with the players or other team officials during this time. Where there is no fence, the perimeter is interpreted as being located 10m outside and parallel to the playing surface. If the 15 minutes penalty of game time runs over a break (quarter time, half time or three quarter time) the penalty still applies and the coach or official must comply with the sanctions that apply for the yellow card during play. RED CARD: - The coach or official cannot take any further part in the game and must remove themselves from the team coaches box and stand outside the perimeter fence of the ground and are not permitted to have any contact with the players or other team officials during this time. Where there is no fence, the perimeter is interpreted as being located 10m outside and parallel to the playing surface. If the penalty of game runs over a break (quarter time, half time or three quarter time) the penalty still applies and the coach or official must comply with the sanctions that apply for the red card during play. The coach or official that receives the red card is to attend the Protests and Disputes (P&D) Tribunal on an allocated day by the JCC P&D tribunal secretary. The JCC will to be informed on the day that a Report has been lodged via the MDP App. This is to ensure a Tribunal Hearing is booked for first Tuesday after the game. The coach or official cannot Coach/Officiate until the case has been heard by the P&D Tribunal. BOTH YELLOW & RED CARDS: - A Coach or Official that has received a yellow or red card will automatically be fined $200 and suspended from the next fixture week of football (further penalties may apply as determined by the P&D and the WA Football Commission). A suspension is not limited to the game of the age group that the infraction occurred but is inclusive of all trainings and games for any sanctioned Football match. PLEASE NOTE: A coach will also have the incident investigated by the WA Football Commission to determine if a coaching citation is necessary (as per the coaching code of conduct) and the incident will be recorded on the coach s record. For Your Information: If a player or official does not leave the arena immediately it will result in the game ending and the offending team forfeiting the match.

25 MATCH DAY OFFICIAL ROLE & RESPONSIBILITIES It is compulsory for all home clubs to supply a Match Day Official in 2017 and beyond. Role: Point of contact for visiting clubs and umpires, who can make decisions on behalf of the home club before during and after games. Responsibilities and Duties: The responsibilities of the Game Day Match Official are to ensure and to facilitate in the smooth running of all Home Ground Football Matches being played at the time of his/her appointment. This person will ensure that Ground Inspections have taken place, all debris has been removed and that the surface is in good condition. Should there be any concerns with the playing surface or immediate surroundings, the Game Day Match Official needs to ensure that this situation is rectified to the satisfaction of all team officials and umpires before the game commences. The Games Day Match Official needs to be aware of the storage position of the District By Laws and Club Rule Book, which should be kept in the Canteen, so as to be able to give clear direction should there be a query regarding the laws of the game. The Game Day Match Official should be familiar with the Ground layout. In the case of two or more matches scheduled at the same oval at the same time, the Match Day Official will need to give direction to officials, participants, umpires and supporters when required. The Match Day Official should be the person who also will assist the First Aid Officer if a stretcher is needed or, in the extreme case, will call for an ambulance. It is the duty of the Match Day Official to be available if required. Greet Umpires and show them where ground facilities are. Provided water to Umpires during and after the game. To ensure Umpires are escorted safely from the grounds at half time and the end of the game.

26 To ensure no verbal abuse or personal attacks are present to uphold a positive Game Day Environment. Should any umpire have any problems with a law clarification, query or abuse from any Home and Away Team Official, participant or sideline spectator, it is the Games Day Match Officials responsibility to handle the situation calmly and efficiently, making every attempt to diffuse the situation. At Games, the Game Day Match Official may request Team Officials to remove players from the field of play, if in the opinion of the Match Day Official there is a possibility that a breach of By Law 1 has or may occur. Be familiar with the playing times for each game and ensures the Time keeper is aware. Equipment: This person should be wear a High Visibility Vest with the description of Game Day Official clearly defined on the back, or any other appropriate identification that clearly defines them as the Game Day Match Official. Ensure that the stretcher is available at the interchange bench. First Aid supplies & ice packs / bags are available Match Day paperwork is collected by Home team/s

27 GAME DAY PAPERWORK CHECKLIST FOR TEAM MANAGERS AND CLUB REGISTRAR In the case of a neutral venue the team mentioned first is the home team therefore the home team manager assumes their respective role. The JLT Match Day Checklist information is to be recorded and checked off prior to the commencement of the game by both the Home and Away Team Managers and kept at club level. This can be done on the AFL MatchDay app. Please ensure these guidelines are followed and the timelines are met by all involved. Home Team Managers Years 3 s to Year 12's Team Sheet (To be signed off by the Umpire at the end of the game) Interchange Steward and Independent Scorer (Y7 to Y12) Each Team to provide a person to record their own Teams Interchanges on The Interchange Managers App Each Team is to supply their own IPad - Independent Goal Score Card supplied by Home Team. At the completion of the game Interchange reports will be required to be ed to the District Registrar & District Administrator peelregistrar@westnet.com.au/ jcocking@wafc.com.au Score Cards Home Team to supply 2 one for your Teams Goal Umpire and the other for the Independent Scorer (Y7 to Y12) Boundary Umpire (2 Boundary Umpires may be used per team). Y7 to Y12 At the completion of each game the Home Team Manager is to hand their team sheet(y3-y11/12) and Goal Score Card to(y7-y11/12) to the Umpire. The Home Team Manager provides the umpire with the E Point Form (Y3 to Y7) and an IPad (Y8 to Y12)(Some Umpires may wish to use their phone) ensure that the officiating umpire has completed the Match Day paperwork(y3-y7) and Match Day Paperwork APP (Y8-Y11/12), without interfering or standing over the Umpire/s and collect the Match Documents once the Umpire has completed his/her Duties. Team Manager is to deliver Team Sheet and 2 x Goal Score Cards to your Club Registrar as instructed by your Club for processing by Sunday evening. The officiating umpires of the game will sign off on both Home and Away Team Sheets, complete the Fairest & Best Votes and Game Day E Points Reports, if E Points lost on the MDP App (Y8-Y11/12), If E points not awarded in the Y3-Y7, please complete E Point Form and provide an explanation for not awarding or any relevant information that may have occurred during the course of the game in space provided on form, prior to returning Match Documents to respective Team Manager s

(Y7 to Y12) Boundary Umpire (2 x Boundary Umpires per team may be used per team.) At the completion of each game the Away Team Manager is to hand their Team Sheet and Goal Score Card to the umpire letting the Umpire complete his duties without interference or standing over him/her, collecting once the Umpire has completed his/her duties. Team Manager to deliver the Team Sheet and Score Card to the Club Registrar as instructed by your Club for processing by Sunday evening. Club Registrar The Club Registrar to adjust team sheets and/or enter scores electronically on Sports TG no later than 9.00pm Sunday Night. All Match Documents are to be lodged with the District Registrar no later than 5pm Monday Deliver to Mandurah City Dry Cleaners and Laundrette 38 Pinjarra Rd Mandurah 6210 or for the North Clubs, deliver to Clarke Rubber,8-10 Commodore Drive Rockingham, no later than 10am Monday morning. If and when there is a Report or Prescribed Penalty, the Umpire will complete the MDP App report and the JCC Executive will be notified via the MDP App.

30 REPORT BY UMPIRE PROCESS On game day, when a person/player is reported and is required to attend a Tribunal Hearing or has taken a Prescribed Penalty for their actions, the Umpire will complete The Red & Yellow Card Report on the Game Day Paperwork App. The Game Day Paperwork App is set up to Automatically notify the JCC Executive if a Tribunal Hearing is required. The District Administrator will notify clubs of all details relevant to the above. IDENTIFICATION TAGS Team Officials Identification tags, supplied by the Peel District Executive Committee, are required to be worn during the course of the game by the Coach, Assistant Coach, Team Manager and Interchange Steward of each team, in the Year 3's to 12 s Age Groups within the Peel District, all other team official s roles, their tags must be kept with them and provided upon request. Failure to adhere to this Peel District Policy will result in 1 E Point being not awarded to the offending team. GAME DAY ATTIRE Team Officials All Coaches, assistant Coaches and Team Managers must be correctly dressed in their club s shirt/attire, this includes stand in volunteers on game day. a) Water Carriers must wear a blue vest/shirt. b) Team Runners must wear a yellow shirt/vest, appropriate sports shorts/tracksuit pants and running shoes are COMPULSORY (No things, bare feet) (ID Tags to be produced upon request). c) Boundary Umpires must wear a white vest/shirt, (ID Tags to be produces upon request). d) First Aid person must wear a white shirt with a green cross. All Team Official vests must be clearly identified. (ID Tags to be produced upon request). e) Goal Umpires are required to wear a white coat or vest supplied by the club. Clubs are to supply each team with set of Team Officials attire as displayed above. These may feature sponsors advertisements to offset any costs, but such sponsors advertisements shall be restricted to an area no larger than 640cm2 on the rear and an area no larger than 320cm2 on the front of the uniforms. Clubs should have replaced all of their On-Field Uniforms during the 2011 Season so that all On- Field Uniforms comply with PDJCC requirements for the 2012 Season and beyond.
