3 Strategic Objectives The Victorian Rugby Strategic Plan was developed off the back of the Australian Rugby Strategic Plan. The four key strategic objectives are: Make Rugby a game for all Ignite Victoria s passion for the game Build sustainable elite success Create excellence in how the game is run

6 Strategic Pillar 1 Make Rugby a game for all Our Development and competition teams are responsible for making Rugby a game for all through new rugby offerings of Game-On and VIVA 7s as well as existing rugby pathways in 15s and 7s.
7 Strategic Pillar 1 Make Rugby a game for all Help more Victorians get involved in Rugby by playing and supporting the game Objectives Initiatives Measures Grow the game through XVs, Sevens, Game-On and VIVA 7s Strengthen Rugby s delivery system through a high quality, flexible workforce. Promote the benefits of being playing and being involved in Rugby. Diversify Rugby participation with a particular focus on Juniors, Women, Indigenous, Pacific Island and Asian demographics. Promote Game-On, VIVA 7s and 7s/15s formats to attract different groups and address concerns about the physicality of the XVs game. Create a competition structure that improves the standard of Premier Division, encourages growth in Second Division and offers social Rugby for smaller clubs. Build a high quality, flexible workforce and volunteer network Development Officer (DO) workforce to rollout Game-On, VIVA 7s and 7s/15s formats. Work with clubs/schools through annual VRU Clubs Health Check (VRU CHC) to develop the next generation of volunteer network. Utilise ARU resources and other external providers to develop a Clubs best practice toolkit of managing a community club. Communicate through multiple channels the physical, mental and social benefits of playing and being involved in Rugby to overcome negative perceptions, particularly on injury Form Junior sub-committee to review Junior competition structure. Set-up Regional Hub Pathway Program centres to decrease travel time. Introduction of odd age groups, i.e. U13s in 2016 Establish women s pathways through clubs/schools utilising Game-On, VIVA 7s and 7s/15s formats. Facilitate greater connectivity between clubs/schools to lead in to a stronger Colts competition by Produce weight for age cost/benefit analysis for distribution to VRU. Grow Victorian Rugby Union to 21,000+ participants in 2020; Roll-out 10 VIVA 7s Centres by 2020 DOs KPI measures for Game-On and VIVA 7s 80% compliance of affiliated bodies (ABs) against VRU CHC Grow ABs by 40% in 2020 Four community Rugby forums per annum on Rugby benefits Retain 80% of Junior players in the game Develop Women 7s/VIVA 7s in Form Schools/Clubs Colts recruitment project by June 2016
8 Development Strategy The VRU Development team is active in primary and secondary schools across Victoria through the introductory Rugby program Game-On as well as through non-contact Sevens VIVA 7s. The team also run a number of secondary school gala days throughout the year reaching about 4,000 participants in total.
9 Development Activity NAME OF PRODUCT Game On Primary School Male Rugby 7s Secondary School PRODUCT INFORMATION Game On is an Australian Rugby Union initiative that is part of the Sporting Schools program run by the Australian Sports Commission. The program is based around each students getting 5 touches/experiences of Rugby over several weeks. The activities are game based and run on the preface of fun and enjoyment in teaching the different rugby skills Our Secondary School 7 s program is run in a Gala Day format. We run 3 different days, an U14, U16 & U18 tournaments. 12 teams compete in each age group within a round robin format followed by Semi Finals and a Final. Prior to the Gala day we offer each school FREE training sessions to get them up to speed on how the game is played. 11 Strategic Pillar 2 Ignite Victoria s passion for the game Make Rugby more entertaining to watch Objectives Initiatives Measures Make Rugby more entertaining to watch Through match officials and coach education forums facilitate an entertaining style of rugby at all levels Through annual VRU Rugby survey measure customer satisfaction levels and set improvement targets Improve the match day experience for all community rugby games Increase community rugby marketing and communications through all channels Deliver Club education to improve club operations. Facilitate one on one club education sessions with the six clubs. Use industry experts to deliver relevant content Work with clubs/schools to ensure a safe, entertaining match-day experience, for players, coaches, match officials, administrators, supporters and volunteers. Formulate a comprehensive Community Rugby Communications Plan Establish digital presence (including content, platform and monetization strategy) to promote fan engagement. Own and create Community rugby content that is distributed through social media channels One on one sessions held with six clubs with action plan created Annual update provided to all clubs (75% attendance) A reduction in judicial matters by 40% in 2020 from 2015 levels. Generate regular community rugby content that is distributed through social media channels. 10 monthly Community Rugby Electronic Distributed Mails (EDM) Three General Meeting Forums and one AGM per annum Revive the Rugby Union Brand in Victoria by creating Rugby content that is owned by the VRU Launch new fixtures and competitions incl Sevens competitions for Universities, Schools, Women's and Australian Rules Players (both contact and non-contact). Create multiple Sevens tournaments that are financially sustainable and attract new participants to the game (Metro and Regional). Develop Melbourne International 7s in to ARU Platinum Status Develop Goldfields 7s in to leading Club 7s tournament. Develop Springtime 7s for clubs and schools

14 Strategic Pillar 3 Build Sustainable Elite Success In 2016 there were five home-grown Victorians who represented Australia in the World Rugby Junior World Cup in Manchester. All have progressed through the Victorian Rugby Union/Melbourne Rebels Elite Pathways Program. (L to R) Ah-mu Tuimalealiifano, Sione Tuipulotu, Robert Leota, Jordan Uelese and Ikapote Tupai have all been beneficiaries of the program led by former Wallaby/Foundation Rebel Nic Henderson.
15 Strategic Pillar 3 Build Sustainable Elite Success Make Victorians proud of our elite teams Objectives Initiatives Measures Clear pathways from Community to the Elite Level Melbourne Rebels and on to the Wallabies Better ID and development of talent, coaches and match officials Create a home for Victorian Rugby Advance performance and medical science insights, technology and analytics Develop an operational plan for all rep teams from U/12s to U/20 s & Rising extending to an emerging players program for Top 25 players Sevens rep pathways for Men and Women at U/18s and Opens Women's elite and rep program Coach & referee recruitment/ education plan involving Rebels coaches. Raise Dewar Shield standards as a natural long term feeder competition Set minimum standards across all levels of Community Rugby competition e.g. coach accreditation, referee recruitment Develop and implement a Facilities Management Plan to support targeted growth and meets the needs of the Victoria s elite pathway Seek State government/aru funding for a professional consultant to develop State-wide Sport Infrastructure Plan (SSIP) Forever in Union (FIU) and other funding sources to help fund the development of a Victorian Centre for Excellence Communicate our plans for the growth of Rugby in Victoria to all municipalities for inclusion in their capital plans Equip relevant representative teams with up-to-date performance science research, program management and analytical capabilities. Create closer link with Rebels coaching staff and target U20 s players for inclusion in Rebels pre-season All Victorian representative teams finish top 4 at each level i.e. JGC 15, 17 U20s Run Regular coaching and referee development clinics Achieve benchmarks set for 2016, 2018 & 2020 targets FIU funds of $250k pa for elite by 2017 & over $500K for home of Rugby Contact councils by March 2016 SSIP Funding by December 2015 to develop a 5-year plan Two feedback sessions with all players in Elite Pathways At least 10 U20 Players to be selected in the wider Rebels Development pre-season Squad

Develop and hold quarterly strategic planning sessions with VRU Management Team Successful performance against plan strategic objectives. Establish a secure financial base for the VRU and strong recurring income streams. Drive administrative excellence in Rugby, the Rugby Economy and commercial partnerships Ensure best practice governance and compliance processes Maintain strong and vibrant relationships with all levels of government Establish a secure funding model with all new initiatives reviewed through a thorough business plan process Develop a business development/sponsorship marketing presentation for different sources of funding including government, sponsors and other avenues. Enhance the offering of all existing competitions including Dewar Shield, Premier A, B, Juniors and other competitions Monetise VRU properties Create new rugby content that is owned and managed by the VRU that is entertaining and participants are prepared to pay to play Ensure all policies and procedures are consistent with best practice for Not-for-profit Associations. Create a whole of Government strategic relationship plan which would also include a Home for Rugby in Victoria. Through Accounting system ensure all government grants are acquitted in accordance with grant agreements Secure $150,000 of new income Produce 5% operating surplus each year Establish and grow VRU Development Fund to $0.5m by 2020 Through annual VRU Rugby survey measure customer satisfaction levels and set improvement targets.
