1 2017 Welcome coaches, Thank you for volunteering your time to help the Brookfield Parks and Recreation Department with our flag football program. Our volunteers are what help make our programs run so efficiently and successfully. Volunteers are our eyes and ears when we are not available, and we greatly appreciate your help. The primary purpose of the leagues is to offer youth an opportunity to participate and enjoy a recreational experience in a healthy competitive setting. The emphasis is upon participation, character development, good sportsmanship, and enjoyment. The league is conducted under supervision of the Brookfield Parks, Recreation & Forestry Department, hereafter referred to as the "Department". The following are season reminders for you to be aware of: Teams will play games weekly on Saturdays from September 9- October 14th. Call all of your players to introduce yourself and give them your team s first practice/game. Please have all calls completed by August 20th. Thank you again for dedicating your time to our youth sports leagues. Additional Information: All volunteer coaches will be screened for a criminal background check. 2 CITY OF BROOKFIELD PARKS AND RECREATION DEPARTMENT FLAG FOOTBALL RULES PROGRAM OBJECTIVE The primary purpose of the leagues is to offer youth an opportunity to participate and enjoy a recreational experience in a healthy competitive setting. The emphasis is upon participation, character development, good sportsmanship, and enjoyment. The league is conducted under supervision of the Brookfield Parks, Recreation & Forestry Department, hereafter referred to as the "Department". NOTE: All games will be played according to the City of Brookfield Parks and Recreation rule book. Two competing teams or coaches may not agree to alter any rules. GAME A coin toss determines first possession of game. Opposite team begins 2 nd half with ball. There are no kick offs. The offensive team takes possession of the ball at its 5-yard line and has three (3) plays to cross midfield. Once a team crosses midfield, it has three (3) plays to score a touchdown. If the offense fails to score, the ball changes possession and the new offensive team takes over on its 5-yard line. If the offensive team fails to cross midfield, possession of the ball changes and the opposition starts its drive from its 5-yard line. All possession changes, except interceptions, start on the offense s 5-yard line. Possession begins at the spot of the ball after the interception is returned. Teams change sides (directions) after the first 20 minutes. Trick plays are not allowed. Deceiving opponents is not in the spirit of the league and not the type of lessons we want to teach the participants. Please also limit the number of legal plays (i.e. end reverse) that use a form of deception. The focus of the league is to teach the fundamentals of football. ELIGIBILITY & ROSTERS All players must be registered with the Brookfield Park & Recreation Department and meet league eligibility guidelines. Teams will be formed by the Brookfield Park & Recreation Department staff. Coaches can not add players to the team roster at any time. All players on the official roster must be registered with THAT team. Players from other teams may NOT be added for the purpose of having sufficient players for the game. Teams must field a minimum of five (5) players at all times. Teams consist 10 players (5 on the field with 5 players waiting to play). All players must play in each game. Coaches can decide when, but all players must play in the game with the goal of playing 50% of the time. Intentional violation of the minimum playing time rule may result in the forfeiture of the game. Home team is listed second on the schedule. EQUIPMENT / UNIFORMS The league provides each player with a mouthpiece, flag belts, jerseys and flags. Players must wear shoes. Cleats are allowed, except for metal spikes. Inspections must be made. All players must wear a protective mouthpiece; there are no exceptions. Official Flag jerseys must be worn during play. All uniforms must be tucked in.

3 The following football sizes will be used in the program: Pee Wee: Grade 3 Junior: Grade 4 Youth: Grades 5th-6th TIMING/OVERTIME Games are played to 40 minutes continuous clock. The clock stops only for timeouts. Halftime is 3 minutes long If the score is tied at the end of 40 minutes, teams move directly into overtime. Possession will be determined by a coin toss. The first team to score wins. Each time the ball is spotted, a team has 30 seconds to snap the ball. Teams will receive one warning before a delay-of-game penalty is enforced. Each team has one 60-second and one 30-second time out per half. Officials can stop the clock at their discretion. In the event of an injury the clock will stop and then restart when the injured player is removed from the field of play. The game will be declared a tie if no one scores by the top of the hour. SCORING Touchdown: 6 points Extra point: 1 point (played from 5-yard line) or 2 points (played from 12-yard line); All extra points can be scored by run or pass. Safety: 2 points A BLOCKING IS NOT ALLOWED Blocking no blocking is allowed. Impeding the progress of a defender to make a defensive play on the ball is considered blocking. I.e. creating a wall of players and having the ball carrier run behind the wall. Even though no contact is made this strategy is considering blocking. FIELD The field size is 30 yards by 70 yards with two 10-yard end zones and a midfield line-togain. No-Running Zones precede each line-to-gain by 5 yards. No Run Zones are in place to prevent teams from conducting power run plays. While in the No Run Zones (a 5 yard imaginary zone before midfield and before the endzone), teams may not run the ball in any fashion. All plays, including those that begin with a handoff, must be pass plays. Stepping on the boundary line is considered out of bounds. Each offensive squad approaches only TWO No Run Zones in each drive (one zone 5 yards from midfield to gain the first down, one zone 5 yards from the goal line to score a TD). If a penalty forces your team backwards, you must go through the no run zone again

5 RUNNING The quarterback cannot run with the ball. Only direct handoffs behind the line of scrimmage are permitted. Offense may use multiple handoffs (this includes hand offs to the center). No hand off back through the legs to the Center. A penalty will be called, loss of down. Absolutely NO laterals or pitches of any kind. No-running zones, located 5 yards from each end zone and 5 yards on either side of midfield, are designed to avoid short-yardage, power-running situations. If the ball is placed on one of these lines, running is permitted, if inside the running zones you must pass. The player who takes the handoff can throw the ball from behind the line of scrimmage. Once the ball has been handed off, all defensive players are eligible to rush. Runners may not leave their feet to advance the ball. Diving, leaping or jumping is considered flag guarding. Spinning is allowed, but players cannot leave the ground to avoid a defensive player (no diving). Flag Obstruction-All jerseys MUST be tucked in before play begins. The flags must be on the player s hip and free from obstruction. Deliberately obstructed flags will be considered flag guarding. The ball is spotted where the ball carrier s feet are when the flag is pulled, not where the ball is. If one foot precedes the other, the forward foot marks the spot. o For Line to Gain and Goal Lines, the ball AND the feet must cross the line. Diving for a flag is not allowed. Players cannot leave the ground to get a flag. RECEIVING All players are eligible to receive passes (including the quarterback if the ball has been handed off behind the line of scrimmage). A player must have at least one foot in bounds when making a reception. Interceptions change the possession of the ball at the point of the interception. Interceptions are the only changes of possession that do not start at the 5 yard line. Interceptions are returnable; except on extra point attempts. In the case of simultaneous possession by both an offensive and defensive player, possession is awarded to the offense. Only one player is allowed in motion at a time. All motion must be parallel to the line of scrimmage and no motion is permitted towards the line of scrimmage. Players CAN be in motion at the time of the snap as long as it is lateral motion and not forward motion PASSING All passes must be forward and received beyond the line of scrimmage. Shovel passes are allowed but must be received beyond the line of scrimmage. The quarterback has a seven-second pass clock. If a pass is not thrown within the seven seconds, play is dead, loss of down. Once the ball is handed off, the seven-second rule no longer is in effect.

6 DEAD BALLS The ball must be snapped between the legs, not off to one side, to start play. No shotgun formations allowed. Quarterbacks and Centers of the opposite sex can snap the ball off one side as opposed to between the legs. Quarterbacks and Centers of the same gender must snap the ball between the legs. Substitutions may be made on any dead ball. Play is ruled dead when: Ball carrier s flag is pulled. Ball carrier steps out of bounds. Touchdown or safety is scored. Ball carrier s knee hits the ground. Ball carrier s flag falls out. Note: There are no fumbles. The ball is spotted where the ball hits the ground. RUSHING THE QUARTERBACK All players who rush the passer must be a minimum of seven yards from the line of scrimmage when the ball is snapped. Any number of players can rush the quarterback. Players not rushing the quarterback may defend on the line of scrimmage and cannot pass the line of scrimmage until the ball is handed off. Once the ball is handed off, the seven-yard rule no longer is in effect, and all defenders may go behind the line of scrimmage. A special marker, or the referee, will designate seven yards from the line of scrimmage. If a defender lined up 7 yards back with the intention of rushing cannot make a forward move before the snap. If they jump too early they will have to retreat back to their original spot (7yards back) before they can rush. A legal rush is: Any rush from a point 7 yards from the line of scrimmage. If a rusher leaves the rush line early, they may return to the rush line, reset and then legally rush the quarterback A penalty may be called if: The rushers leaves the rush line before the snap and crosses the line of scrimmage before a handoff or pass-illegal Rush Any defensive player crosses the line of scrimmage before the ball is snapped-offsides A Sack occurs if the QB s flags are pulled behind the line of scrimmage. The ball is placed where the QB s feet are when the flag is pulled. A Safety is awarded if the sack takes place in the offensive teams end zone.

7 PENALTIES All penalties will be called by the referee. If a rule comes up during the game that has not been covered, the refs will use their judgment and will discuss it after all games are completed on Saturday. Referees determine incidental contact that may result from normal run of play. All penalties will be assessed from the line of scrimmage. Only the team captain may ask the referee questions about rule clarification and interpretations. Players cannot question judgment calls. Games cannot end on a defensive penalty, unless the offense declines it. FORFEITURE OF GAME Games will NOT be rescheduled to accommodate teams with players not available on scheduled dates. Teams will forfeit a game when: A team will automatically forfeit when an adult coach is not available at the team s bench at the scheduled starting time. An ineligible or suspended player is used. An ejected player refuses to leave the premises. A team fails to field the minimum number of players by the scheduled game time. Continued unsportsmanlike conduct after a warning by the referee or authorized official of the Brookfield Parks & Recreation Department. Should both teams forfeit a game due to ineligible players, then both teams will receive a loss in the standings. The Parks, Recreation & Forestry Department should be contacted at least three days prior to game date if a team plans to forfeit its game. Intentional violation of the minimum playing time rule may result in the forfeiture of the game. Cancellations - Postponements - Inclement Weather Games are played rain or shine. In the event of severe weather or unplayable field conditions postponements or cancellations will be recorded on the Department s Recreation Newsline. at , cancellation of games or additional information can also be found on the City of Brookfield Website All efforts will be made to reschedule any cancelled games. However, due to extremely poor weather conditions over a period of time this cannot be guaranteed. If necessary re-scheduled games will be on played on weeknights. League games which are re-scheduled will have field priority over previously scheduled team practices. Games will NOT be re-scheduled to accommodate teams with players/coaches not available on scheduled dates.

8 SPECIAL NOTES The officials will provide a pre-game briefing on the rules for all players and coaches. The official will allow 1 coach on the field to set the offense and this coach may not coach during the play. However, the coach on the sideline may call in information during the play. There may be 1 coach allowed on the field to set the defensive plays he or she must stand behind the 7yard line after the play begins. This coach also may not call out plays during the play. However, the coach on the sideline may do so. An official will stand at the 7 yard back line for the players to see. Tie breakers: No playoff games will be scheduled. If 2 or more teams are tied, head to head competition will determine the champion If still tied, total points scored minus total points given up between the teams will determine seeding/place. Officials Game officials are representatives of the Brookfield Parks & Recreation Department and are officially in charge of each game. Officials will discuss rule interpretations only with coaches of the competing teams. Officials are empowered to eject players and coaches from games for violations of official rules and regulations or unsportsmanlike conduct Any circumstances arising that are not covered by the rulebook Rules will be left to the discretion of the Brookfield Parks and Recreation Department. SPORTSMANSHIP/ROUGHING If the referee witnesses any acts of tackling, elbowing, pushing, cheap shots, down field blocking, or any unsportsmanlike act, the game will be stopped and the player will be ejected from the game. FOUL PLAY WILL NOT BE TOLERATED. Trash talking is illegal. Officials have the right to determine offensive language. (Trash talk is talk that may be offensive to officials, opposing players, teams, or spectators.) If trash talking occurs, the referee will give one warning. If it continues, the player or players will be ejected from the game. Fans must also adhere to good sportsmanship: Yell to cheer on your players, not to harass officials or other teams. Keep comments clean and profanity free. Compliment ALL players, not just one child or team. Each player, coach and parent should exhibit good sportsmanship throughout the season. Any questions regarding rules and regulations of the league can be directed to the officials in a non-threatening manner. Yelling at referees, coaches and/or players will not be tolerated, and anyone who violates this rule will be asked to leave the playing area. During each practice there should be time for the coaches and players to discuss teamwork and sportsmanship. Communicate to your players that good sportsmanship is an important part of the program.

9 COACH/MANAGER RESPONSIBILITY All Coaches serve in a voluntary capacity. EACH COACH/MANAGER shall be completely responsible for his/her team's knowledge of all rules and policies as specifically indicated herein. PERSONALLY EXPLAIN THESE POLICIES AND RULES TO YOUR PLAYERS. Each coach/manager shall notify players regarding schedule and communications from the Parks and Recreation office. Team coach/managers or an adult assistant (18 years of age or above) must be present with each team AT THE TEAM'S BENCH for the duration of each game and have control of their team at all times. Games will be declared a forfeit if an adult is not present at the scheduled starting time. Coaches are responsible for insuring that spectators do not interfere with the conduct of the game. Personnel officially connected with a team will not smoke on the bench or playing field during practice or while a game is in progress. Profane language or gestures will not be used by players or coaches at any time; violations will result in ejection by league supervisor. The League Committee will assist in the resolution of all issues concerning coach's conduct when not resolved at the staff level. PLAYER / COACH CONDUCT Players are responsible for their conduct at all times. By the act of participating, all teams, players, managers, and coaches acknowledge that they are acquainted with and will abide by all League Rules. Profanity, possession or drinking of alcoholic beverages, excessive baiting and jockeying, unsportsmanlike conduct or making physical contact with game officials will be cause for suspension (up to one calendar year) by the Recreation Supervisor of the Parks and Recreation Department. Ejection from a game will constitute automatic temporary suspension through the next regularly scheduled league or playoff game. Two ejections during the season will automatically constitute suspension for the duration of the current season. An ejected player will immediately vacate the playing area and resist from further comment or action. For the purpose of this rule, the "playing area" will be taken to mean, "far enough away from the field of play so that the ejected player, in the opinion of the officials, has no effect whatsoever on the game, its players, officials or spectators". Bench conduct by players and coaches must be positive and directed towards players on your team. Players and coaches who make negative comments towards another team or an official will not be tolerated. Coaches must control the players on their teams. Our staff will expect your assistance if a player cannot control themselves.

10 PROTESTS & APPEALS No protests will be accepted on judgment calls by the officials The officials and opposing team coach must be notified of the pending protest prior to the next play following the situation to be protested. If a coach has reason to protest a game, such protest must be in writing and delivered to the Parks & Recreation office on the next business day, between 8:00 am and 5:00 pm. A $20.00 protest fee must accompany any protest. If the League Committee rules in favor of the protesting team, the fee will be returned; otherwise, the fee shall be forfeited to the City. The League Committee will rule on any protest, suspension, appeals, and any other matters of league concern not specifically enumerated within this operating policy or this rulebook. The League Committee will consist of the League Coordinator, and other individuals appointed by the Recreation Supervisor who are knowledgeable about youth sports. Committee membership will be for one year, December through November.

14 PARENT S MEETING As a coach, please hold a brief parent s meeting at the beginning or end of your first practice to inform parents about expectations for the season. This meeting will answer what the general rules are, and help clarify any questions that parents may have. Any questions that you as a coach cannot answer, please forward to the Brookfield Parks & Recreation Department so that we can answer their questions. Please also explain the requirement that they and their child read the CODE OF CONDUCT and CONCUSSION AWARENESS information that you will be ing to them (see following pages), and their need to sign and submit the form electronically only (i.e. online). We prefer these forms are not printed out and brought into our office. Below is a list of information that should be explained to parents: Dates and times of practices Parents and car pools please ensure that an adult is present before you drop off participants Please pick up participants promptly after practices. Give them a schedule of the games-direct them to our website. For your own records, find out if any of the participants have a medical condition that you should be aware of (i.e. asthma, a heart condition, allergies, etc.). Proper attire and the team shirt (provided) need to be worn for all games. Explain the five (5) minute rule for forfeiting games so that parents understand the importance of their child being there by the scheduled time. Make sure that they are aware of the cancellation/postponement/inclement weather phone number. Remind them games are played Rain or Shine, unless there is severe weather. Inform them that all the participants on the team will be educated to the league rules and regulations. Remind them that this league is about the players, and not the adults involved. 15 City of Brookfield Parks, Recreation and Forestry Participant Rules and Code of Conduct Youth sports programs play an important role in promoting the physical, social and emotional development of children. It is therefore essential for parents, coaches and officials to encourage youth athletes to embrace the values of good sportsmanship. Moreover, adults involved in youth sports events should be models of good sportsmanship and should lead by example by demonstrating fairness, respect and self control. I therefore pledge to be responsible for my words and actions while attending, coaching, officiating or participating in a youth sports event and shall conform my behavior to the following code of conduct: 1. I will place the needs of the participants ahead of a personal desire to win. 2. I will not engage or in unsportsmanlike conduct with any coach, parent, player, participant, official or any other attendee nor encourage my child or any other person to do so. 3. I will not engage in any behavior which would endanger the health, safety or well being of any coach, parent, player, participant, official or any other attendee nor encourage my child or any other person to do so. 4. I will not use drugs or alcohol while at a youth sports event and will not attend, coach, officiate or participate in a youth sports event while under the influence of drugs or alcohol. 5. I will not engage in the use of profanity or encourage my child or any other person to do so. 6. I will treat any coach, parent, player, participant, official or any other attendee with respect regardless of race, creed, color, national origin, sex, sexual orientation or ability. I will encourage my child to also do so. 7. I will not engage in verbal or physical threats or abuse aimed at any coach, parent, player, participant, official or any other attendee nor encourage my child or any other person to do so. 8. I will not initiate a fight or scuffle with any coach, parent, player, participant, official or any other attendee or encourage my child or any other person to do so. 9. I will remember that the game is for kids not adults. I hereby agree that if I fail to conform my conduct to the foregoing while attending, coaching, officiating or participating in a youth sports event I will be subject to disciplinary action, including but not limited to the following in any order or combination: Consequences: 1. Verbal warning. 2. Mandatory meeting with the Brookfield Parks and Recreation staff before the next scheduled game. 3. Immediate removal of coach and/or child from the youth sports program. 4. In severe cases we reserve the right to proceed directly to the third consequence.

All concussions are serious. Most concussions occur without loss of consciousness. Concussions can occur in any sport. Recognition and proper management of concussions when they first occur can help prevent further injury or even death. WHAT IS A CONCUSSION? A concussion is an injury that changes how the cells in the brain normally work. A concussion is caused by a blow to the head or body that caused the brain to move rapidly inside the skull. Even a ding, getting your bell rung, or what seems to be a mild bump or blow to the head can be serious. Concussions can also result from a fall or from players colliding with each other or stationary objects. The potential for concussion is greatest in athletic environments where collisions are common. However, concussions may occur in any sport or recreational activity. As many as 3.8 million sportsand recreation-related concussions occur in the United States each year. RECOGNIZING A POSSIBLE CONCUSSION When in doubt, hold them out. To help recognize a concussion, you should watch for the following two things among you athletes: 1. A forceful blow to the head or body that results in rapid movement of the head. - and - 2. Any change in the athlete s behavior, judgment, or physical functioning. (See the signs and symptoms of concussion listed on the next page.) It s better to miss one game than the whole season! It s better to miss one game than the whole season!

17 SIGNS OBSERVED BY COACHING STAFF SYMPTOMS REPORTED BY ATHLETE Appears dazed or stunned Headache or pressure in head Is confused about assignment Nausea or vomiting or position Balance problems or dizziness Forgets sports plays Double or blurry vision Is unsure of game, score, or opponent Sensitivity to light Moves clumsily Sensitivity to noise Answers questions slowly Feeling sluggish, hazy, foggy, Loses consciousness (even briefly) or groggy Shows behavior or personality Concentration or memory Can t recall events prior to hit or fall problems Can t recall events after hit or fall Confusion Does not feel right As an athletic coach, it is your responsibility to remove an athlete from the youth athletic activity if you determine the athlete exhibits signs, symptoms, or behavior consistent with a concussion or if you suspect the athlete has sustained a concussion. The athlete then needs to be evaluated by a health care provider to determine if he/she sustained a concussion. An athlete who has been removed because of a suspected concussion may not participate again until he/she is evaluated by a health care provider, is symptom free and has been provided written clearance to participate from a qualified health care provider. Wisconsin Act 172 defines a health care provider as a person whom all of the following apply: 1. He or she holds a credential that authorizes the person to provide health care. 2. He or she is trained and has experience in evaluating and managing pediatric concussions and head injuries. 3. He or she is practicing within the scope of his or her credential. Wisconsin Act 172 defines credential to mean a license or certificate of certification issued by the state. It is recommended that persons operating a youth athletic activity provide recommendations to athletes and parents about potential health care providers.

18 Prevention and Preparation As a coach, you can play a key role in preventing concussions and responding to them properly when they occur. Here are some steps you can take to ensure the best outcome for your athletes and the team: Educate athletes and parents about concussion. At the beginning of each sports season for a youth athletic activity, each person who wishes to participate should receive concussion and head injury information (such as) 1) Know Your Concussion ABCs: A Fact Sheet for Parents and 2) Know Your Concussion ABCs: A Fact Sheet for Athletes. No person may participate in a youth athletic activity (practice or play) unless the person returns the Parent/Athlete Agreement signed by the athlete and, if he or she is under the age of 19, by his or her parent or guardian. Talk with athletes and their parents about the dangers and potential long-term consequences of concussion. Explain your concerns about concussion and your expectations of safe play to athletes, parents, and assistant coaches. Insist that safety comes first. Teach athletes safe playing techniques and encourage them to follow the rules of play. Encourage athletes to practice good sportsmanship at all times. Make sure athletes wear the right protective equipment for their activity (such as helmets, padding, shin guards, and eye and mouth guards). Protective equipment should fit properly, be well maintained, and be worn consistently and correctly. Check with your youth athletic activity organizer about concussion guidelines and policies. Concussion policy and/or management plans can be developed to include commitment to safety, emergency procedures, and a Return to Play procedures. Teach athletes and parents that it s not smart to play with a concussion. Sometimes players and parents wrongly believe that it shows strength and courage to play injured. Discourage others from pressuring injured athletes to play. Know if players have ever had previous concussions. Never allow an athlete that has a confirmed or suspected concussion to return to activity until symptom free and provided with written clearance from a health care provider. Don t let athletes persuade you that they are fine. Prevent long-term problems. A repeat concussion that occurs before the brain recovers from the first can slow recovery or increase the likelihood of having long-term problems. In rare cases, repeat concussions can result in Second Impact Syndrome, which causes brain swelling, permanent brain damage, and even death. This more serious condition is called second impact syndrome. Keep athletes with known or suspected concussion from play until they have been evaluated by a health care provider with experience in evaluating for concussion. Remind your athletes: It s better to miss one game than the whole season.

19 ACTION PLAN ACTION PLAN WHAT SHOULD A COACH DO WHEN A CONCUSSION IS SUSPECTED? 1. Remove the athlete from play. Look for the signs, symptoms, and behaviors of a concussion if your athlete has experienced a bump or blow to the head. 2. Ensure that the athlete is evaluated by a trained health care provider. Do not try to judge the severity of the injury yourself. Health care providers have a number of methods that they can use to assess if the athlete has sustained a concussion. As a coach, recording the following information can help health care providers in assessing the athlete after the injury: Cause of the injury and force of the hit or blow to the head Any loss of consciousness (passed out/ knocked out) and if so, for how long Any memory loss surrounding the injury What other symptoms the athlete experienced after the injury Number of previous concussions (if any) 3. Inform the athlete s parents or guardians about the possible concussion. Make sure the injured athlete s parent or guardian knows that the athlete is required be seen by a health care provider with experience in pediatric concussion management. Provide recommendations of potential health care providers in the area to the athlete, parents or guardian. Do not allow the athlete to be unsupervised at any time (return to the locker room or bus) if you suspect a concussion. Do not allow the athlete to drive home if you suspect a concussion. 4. An athlete who has been removed from any youth athletic activity because of a determined or suspected concussion may not participate again until he/she is evaluated by a health care provider, is symptom free and provides written clearance from a health care provider to return to activity. It is recommended that coaches participate in additional Concussion/Head Injury Training such as: Free Concussion in Sports Course offered by NFHS: Register at: Course Objectives: - Educate coaches, parents, officials, and students about concussions - Identify the signs and symptoms of concussions - Understand the problems associated with concussions - Actions to take when a concussion is present - Identify responsibilities of coaches, parents, officials, and students The WIAA strongly encourages coaches at all levels to take this free course along with officials, parents and athletes so they have a better understanding of concussions and their effects on young, adolescent brain function.

20 A Fact Sheet for Parents Assess the situation Be alert for signs and symptoms Contact a health care professional What is a concussion? A concussion is a type of brain injury that changes the way the brain normally works. A concussion is caused by a bump, blow, or jolt to the head and can also occur from a blow to the body that causes the head and brain to move rapidly back and forth. Even what seems to be a mild bump to the head can be serious. Concussions can have a more serious effect on a young, developing brain and need to be addressed correctly. What are the signs and symptoms of a concussion? You can t see a concussion. Signs and symptoms of concussion can show up right after an injury or may not appear or be noticed until hours or days after the injury. It is important to watch for changes in how your child or teen is acting or feeling, if symptoms are getting worse, or if s/he just doesn t feel right. Most concussions occur without loss of consciousness. If your child or teen reports one or more of the symptoms of concussion listed below, or if you notice the symptoms yourself, seek medical attention right away. Children and teens are among those at greatest risk for concussion. Appears dazed or stunned Is confused about events Answers questions slowly Repeats questions Can t recall events prior to the hit, bump, or fall Can t recall events after the hit, bump, or fall Loses consciousness (even briefly) Shows behavior or personality changes Forgets class schedule or assignments SIGNS AND SYMPTOMS OF A CONCUSSION SIGNS SIGNS OBSERVED OBSERVED BY PARENTS BY OR GURADIANS SYMPTOMS REPORTED BY SYMPTOMS YOUR CHILD REPORTED TEEN BY YOUR CHILD PARENTS OR GUARDIANS Thinking/Remembering: Difficulty thinking clearly Difficulty concentrating or remembering Feeling more slowed down Feeling sluggish, hazy, foggy, or groggy Physical: Headache or pressure in head Nausea or vomiting Balance problems or dizziness Fatigue or feeling tired Blurry or double vision Sensitivity to light or noise Numbness or tingling Does not feel right Emotional: Irritable Sad More emotional than usual Nervous Sleep*: Drowsy Sleeps less than usual Sleeps more than usual Has trouble falling asleep *Only ask about sleep symptoms if the injury occurred on a prior day. 21 DANGER SIGNS Be alert for symptoms that worsen over time. Your child or teen should be seen in an emergency department right away if s/he has: One pupil (the black part in the middle of the eye) larger than the other Difficult to arouse Severe headache or worsening headache Weakness, numbness, or decreased coordination Repeated vomiting or nausea Slurred speech Convulsions or seizures Difficulty recognizing people or places Increasing confusion, restlessness, or agitation Unusual behavior Loss of consciousness (even a brief loss of consciousness should be taken seriously) Children and teens with a concussion should NEVER return to sports or recreation activities on the same day the injury occurred. They should delay returning to their activities until a health care provider experienced in evaluating for concussion says they are symptomfree and provide written clearance to return to activity. This means, until permitted, not returning to: Physical Education (PE) class, Sports practices or games, or Physical activity at recess. What should I do if my child or teen has a concussion? 1. Seek medical attention. A health care provider experienced in evaluating for concussions can direct concussion management and review when it is safe for your child to return to normal activities, including school (concentration and learning activities) and physical activity. If your child or teen has been removed from a youth athletic activity because of a suspected concussion or head injury, they may not participate again until he/she is evaluated by a health care provider and receives written clearance to participate in the activity from the health care provider. 2. Help them take time to get better. If your child or teen has a concussion, her or his brain needs time to heal. Your child or teen should limit activities while he/she is recovering from a concussion. Exercising or doing activities that involve a lot of concentration, such as studying, using a computer, texting, or playing video games may worsen or prolong concussion symptoms (such as headache or tiredness). Rest will help your child recover more quickly. Your child may become upset that he/she cannot participate in activities. 3. Together with your child or teen, learn more about concussions. Talk about the potential long-term effects of concussion and the problems caused by returning to daily activities too quickly (especially physical activity and learning/concentration). How can I help my child return to school safely after a concussion? Help your child or teen get needed support when returning to school after a concussion. Talk with your child s school administrators, teachers, school nurse, coach, and counselor about your child s concussion and symptoms. Your child may feel frustrated, sad, and even angry because s/he cannot keep up with school work and learn as well after ac concussion. Your child may also feel isolated from peers and social networks. Talk often with your child about these issues and offer your support and encouragement. As your child s symptoms decrease, the extra help or support can be removed gradually. Children and teens who return to school after a concussion may need to: Take rest breaks as needed, Spend fewer hours at school, Be given more time to take tests or complete assignments, Receive help with schoolwork, and/or Reduce time spent reading, writing, or on the computer.
