2 Introduction The Camogie Association encourages all counties to have an U15 county development programme in was the year identified under the unified underage development plan for all counties to have a squad at this age group, if they do not already have one. This is the fourth year of this programme. Because the U16 championship takes place in the summer months of 2015 some counties may experience difficulty achieving this underage model for their under 15 development. At the annual county chairpersons and secretaries meeting in October 2013 it was unanimous that counties wanted an All-Ireland Blitz competition. However, if counties feel that they do not have the resources (coaching personnel etc.) to participate it is not be mandatory for Phases & Timeline Below is the provisional allocation phase and dates. Phase 1 Counties: U15 Intercounty activity starts on June 1 st 2015 and finishes August 15th 2015 Phase 2 Counties: U15 Intercounty activity starts August 1st to Oct 3rd 2015 Phase 1 Counties Phase 2 counties June 1 st to Aug 15th 2015 August 1st to Oct 3rd Wexford 1. Kerry 2. Kilkenny 2. Westmeath 3. Offaly 3. Wicklow 4. Meath 4. Carlow 5. Dublin 5. Louth 6. Cork 6. Laois 7. Clare 7. Mayo 8. Limerick 8. Roscommon 9. Waterford 9. Monaghan 10. Tipperary 10. Cavan 11. Galway 11. Tyrone 12. Derry 12. Donegal 13. Antrim 13. Armagh 14. Down 14. Kildare Longford, Leitrim, Fermanagh and Sligo will be approached in 2015 to see if they interested in participating. - Our Game Our Passion 2
3 Phase 1 Counties - June 1st to 15th August 2015 Phase 1 counties will be capable of running their under 15 squads during this time of the year because: The U16 championship is beginning on July 5th and the 16 counties in phase 1 all have more than 10 clubs and so have greater number of girls playing at this age group. Players aged 15 in these counties and not involved in the county U16 team will be inactive for two months. Counties will be able to organise via U15 Schools of Excellence and Development Squads for these players to be active while the under 16 s are playing. Phase 1 counties will have the personnel numbers capable of having counties participate in U16 intercounty championship while also run U15 Schools of Excellence. The phase 1 counties are the most active in post primary competitions and these start in September so by having U15 Schools of Excellence/Development squads June to September it avoids interference with schools fixtures. Phase 2 Counties August 1st to Oct 3rd 2015 The playing numbers available to these counties at U16 intercounty level depend on a number of U15 players also. Coaching Personnel to run both U14 county squads, U15 county squads and U16 intercounty championship teams at the one time of the year would not be feasible These counties although they participate in post primary competition. The majority of these counties run in house competition and are not strong enough to participate in provincial competition with the exception of Westmeath, Armagh and Kildare. Difference between Schools of Excellence & Development Squads School of Excellence Participation based hence more inclusive All clubs send players Minimum of 3 sessions Max 5 sessions 1.5 hours per session 3 week structure minimum, max 5 weeks 1 game based Day Development Squads Selected players for purpose of competition hence more exclusive Players selected after School of excellence sessions are complete County games day run to select county development squad(s) from school of excellence participants - Our Game Our Passion 3
4 Definition: School of Excellence is participation in min 3 (Max 5) x 1.5hr training sessions held by a county (schools of Excellence) over 3 or 5weeks plus 1 games based day. Each club is invited to send players, if clubs feel they have no player to represent them then that is their prerogative. However, clubs have a duty to inform all eligible players in their club of the opportunity to attend the School of Excellence. The number of players each club can send is outlined below Development squads are picked after schools of excellence have taken place and are exclusive for participation blitz basis Inclusive and Exclusive - inclusive - open ; exclusive - selected players U15 school of Excellence squads to remain inclusive on a training basis and county development squads exclusive for participation and competition basis. On final week of County Schools of Excellence, a county games day takes place where a county development squad(s) are selected. (This is replacing trial games as feedback from our Player lifestyle camps state players feel trial games are an unfair system) counties may determine themselves how this games based day is ran. Schools of Excellence Timeline for Schools of Excellence Schools of Excellence for Phase 1 counties may begin training from June 1st All blitzes must be completed before the All Ireland Blitz on August 15th Schools of Excellence for Phase 2 counties may begin training from August 1st All blitzes must be completed before the All Ireland Blitz October 3rd Please adhere to guidelines as they have been set out with player burnout and schools competitions taken into consideration. The Camogie Association strongly recommends: That all clubs in all counties are provided with a clear opportunity to send players to participate in their county U15 programme. The Camogie Association strongly recommends: That the management in the clubs are contacted and given the responsibility to nominate players from their club. - Our Game Our Passion 4
5 School of Excellence Notes The reason these squads are inclusive is to maximise the number of girls exposed to top quality coaching and also to phase in a players participation in a county team environment. Players will participate in 4 (7) training sessions and a games day blitz in their county after which development squads are chosen, they can continue to train weekly for a max of 1 day a week. The Schools of Excellence (training sessions) must be led by a coach with a minimum of a Level 1 coaching qualification from Camogie or GAA and must attend the workshop for underage management that will be held on an annual basis provincially. All counties must adhere to Garda vetting procedures. - Our Game Our Passion 5
6 Development Squad Guidelines Development Squads Players are selected on the basis of talent and also attitude in that they have the potential to excel as intercounty players in the future - as so far can be determined at that age. After Development squads are picked, training on a weekly basis is a maximum 1 day a week and must not interfere with club fixtures. Counties may play in 4 blitzes and challenge games during the time frame above, excluding All Ireland blitz day U15 Development squad players may play with their club team up to 24 hrs in advance of any U15 intercounty blitz or challenge game. Phase 1 Schools of Excellence may begin training from June 1st and development squad preparation will culminate at All Ireland blitz day (played at a venue where senior All Ireland Camogie semi finals are taking place on Aug. 15th Phase 2 Schools of Excellence may begin training from August 1st to Oct 3rd A national All Ireland blitz day will take place on October 3rd for the squads. Counties organising challenge games must inform the Camogie Association of such fixtures along with date, venue, time and referee name for insurance purposes Counties wishing to host blitzes must notify The Camogie Association Croke Park and also identify what counties they are inviting, this is for player welfare and insurance reasons. Counties who organise or participate in blitzes or challenge games that have not been sanctioned by the camogie association will be deemed ineligible to participate in the blitz on All Ireland Senior Camogie Semi final day and for the 2 nd phase counties they will not be able to participate in the All Ireland U15 participation day on October 3 rd Please note: 1. Girls who are on an intercounty U-16 panel for 2015, who have played a part in any U-16 intercounty championship game in that year are not eligible to partake in the U-15 All Ireland blitz. There will be no exception to this rule for Phase 1 counties in For phase 2 counties exceptions can be made to the above rule, with prior permission from the Camogie Association 3. The Camogie Association would ask counties in Phase 1 not to select players who are eligible to or who are playing on the county U14 squad. - Our Game Our Passion 6
7 Underage blitzes General blitzes rules /format for regional blitzes (Rules will differ for provincial and All Ireland Blitz day) No half time team talks [Ref will throw in the ball once players have switched ends] Unlimited substitution, roll on/roll off basis from the halfway line. Games usually 24 minutes duration Teams allocated food breaks No player is allowed to play more than 120min of camogie on a blitz day. Each team may have to play some group games in succession Schedule will be distributed to all counties 5 days in advance of blitz. Schedule will be displayed at the event. Teams must wear the allocated jersey number corresponding to the program. 3 points for a win, 2 pt for a draw. 1 point for a loss. No score difference will apply. If 2 teams finish on same points, the result of their game shall determine who qualifies. If still tied, the result [NOT score] v the other highest team shall determine who qualifies. A strict code of conduct must be observed by all players/ team/ mentors and parents. We will follow the give respect get respect initiative Refs will be encouraged to explain fouls, rule infringements etc to players throughout the day Teams must be on the sideline ready to play 10 minutes before throw in If a player scores a point directly from a sideline cut, it will be worth 2pts. - Our Game Our Passion 7
