2 Fisheries and aquaculture activities in the Republic of Belarus Republic of Belarus has no outlet to the sea, therefore all activities in fisheries sector are carried out in inland ponds, lakes and rivers. 1. Fisheries: The total area of the fishing grounds hectares (2012): The area of the rented fishing grounds hectares (53 percent); The area of the fishing grounds used without charge hectares (47 percent); 2. Aquaculture: The total area of the aquaculture grounds hectares (2012): The area of the rented aquaculture grounds hectares (31 percent); The area of the aquaculture grounds of the specialized fish farms (under the supervision of the Ministry of Agriculture and Food of the Republic of Belarus hectares (69 percent). 2

4 STATE PROGRAM OF THE FISH INDUSTRY DEVELOPMENT IN With the aim of development and increasing of the effectiveness of fisheries activities in the Republic of Belarus the Council of Ministers has approved the State Program of the Fish Industry Development in г.г. (hereinafter the Program). The main Program sponsor and coordinator is Ministry of Agriculture and Food Of the Republic of Belarus. 4
5 THE CORE OBJECTIVES OF THE PROGRAM the sustainable provision of the population with highquality fish products; increase of the consumption of delicacy fish products in the Republic of Belarus; growth of fish products export; increase of fish-processing capacities and production of wide variety of fish products; import substitution with local-made products; rational usage of the fish resources in fisheries areas. 5

26 The Program provides the increase of valuable fish species production (Salmonidae, Acipenseridae and Siluridae) from 120 tons in 2011 up to 3800 tons in 2015 At present time in the Republic of Belarus 12 investment projects for total amount of 300 billions of BLR (about 24 million euro in actual prices) are in the various stages of implementation, including: - 5 projects planned to be fulfilled in current year; - 4 projects are to be implemented in a year 2014; - 3 projects - the development of design specifications and estimates are finished, but the sources of financing are not fully determined yet. 26
27 The investment projects for valuable fish species production (Salmonidae, Acipenseridae and Siluridae) - 5 projects for rainbow trout (Salmo trutta) breeding; - 1 project for sturgeon fish species (Acipenseridae) breeding; - 1 projects for clarias catfish (Silurus glanis) breeding; - 2 project for European catfish (Clarias gariepinus) breeding; - 3 projects for the valuable fish species breeding and processing that are not finally determined yet. 27
28 Example of the investment project in the area of industrial aquaculture (rainbow trout breeding) Commodity trout fish farm for 268 tons of commodity trout per year in «Alba» Fish Farm (at Sula River in Stolbcy Region of Minsk Oblast). First line of the complex (135 tons output) is now in the process of construction. The designed output of the whole complex is 268 tons of commodity trout per year. Estimated cost of the construction of the first line is 41 bln. BRB (3,280 mln. euro). Commissioning by the end of year
29 The Importance of Freshwater Fish Processing Because of the increase of the production of fresh-water fish in the Republic of Belarus (in five years - almost four times since year 2006), the industrial fish processing of freshwater fish has became more and more important. In previous years 6 fish-processing shops in major fish farms have been built, of the total capacity of 2750 tons raw materials per year. In accordance with The Program of the Fish Industry Development in more fish-processing shops are to be constructed, including workshops for canning fish production. 29
30 Republic of Belarus and WTO Republic of Belarus has applied to enter to the WTO in 1993? But only now the possible date of joining to WTO became more or less certain by the year After the joining of the Russian Federation to WTO Agreement in 2012 Republic of Belarus being the member of Customs Union, Eurasian Economic Community and Single Economic Space, is actively participating in a process of adaptation of economy of the country to the conditions of the World Trade Organization: - the plan of high priority measures for is approved by Eurasian Economic Commission; - the work for harmonization of the regulations of the Republic of Belarus for safety of food products with norms and standards of European Community and WTO are conducted, in particular the approval of the technical regulation for safety of fish and fish products is under the way. 30
31 Republic of Belarus and WTO: what we are going loose? Republic of Belarus can face a number of problems: - The budget incomes can decrease the official statictics says that in January-April of the 2013 the budget surplus of Belarus is 2.2 trillion rubles, or 1.3 % to GDP. It can result in budget deficit and most of the social programs will lack financing; - It will hit the native industry. As it well known, one of the major conditions of joining to WTO is gradual liquidation of subsidy assistance to the industry. - It will hit the consumer goods and food industry, since in Belarus this branches are defended by high customs tariffs for imported goods. - The agriculture will be at the risk area, since in WTO the measures of direct support of agricultural producers are not welcome. 31
32 Republic of Belarus and WTO: what we can win? Nevertheless, there are certain advantages in joining to WTO: - Prestige: the membership in WTO comprising 158 countries will give to Belarus the possibility to be integrated in world economy; - Inflow of investments: Belarus is very attractive for the investors because of advantageous geographical position. - Reforming of economy and modernization of production: the authorities will have to undertake the reforming and privatization of the state enterprises, otherwise will nor receive the subsidies; - Elimination of discrimination of belarussian products at world markets: being a mebmer of WTO, Belarus can submit the complaints to the arbitrary bodies about unfair partners; - Decrease of the prices for imported goods. 32
33 Participating of Belarus in trade agreements Republic of Belarus also takes in other trade agreements, such as following: -Free Trade Agreement between Customs Union countries (Russia, Belarus and Kazakhstan) and EFTA States (so far 9 rounds of negotiations has been conducted) and it is planned to sign the Agreement by the end of the 2013 at the beginning of the year 2014); - Free Trade Agreement between Customs Union countries and Vietnam (so far 3 rounds of negotiations has been conducted).
