These facilities are responsible for the rearing release of both salmon trout into state waters. The majority of the agencies general fund is used to fund these facilities as well as a large portion of Sport Fish Restoration, Mitchell Act, Army Corps of Engineers dollars. Program includes Fish Health Section ( ) which monitors hatchery fish production for fish pathogens. Monitoring occurs monthly prior to release. If pathogens are detected, treatments are prescribed. Program also includes Fish Marking & Identification ( ) which mass marks fish for selective harvest, coded wire tag (CWT) represent releases groups of fish, maintains statewide marking release databases, inputs exports data in regional databases. Program includes Trout Stocking & Purchase ( ) where funds from license sales are used to purchase trout from private facilities for stocking throughout Oregon for air stocking of high lakes. Program also includes Statewide Hatchery ( ) which is responsible for providing policy guidance to hatchery operations. Funds derived from the sale of Fee Pheasant Permits provides pheasant hunting opportunity at several wildlife areas throughout the state ,787, ,018 $ 4,913, Restoration, : This section is responsible for administering the Pittman-Robertson Act technical assistance throughout the state. 2 9 5 Game Research & Inventories : The function of the Research Program is to provide wildlife managers with documented information, to develop techniques on measurements of population status, movements, mortality factors, habitat use for many wildlife species (deer, elk, bear, cougar, beaver, etc.) to effectively manage wildlife resource of the state. The agency has statutory obligations to regulate wildlife populations the public enjoyment of wildlife in a manner that is compatible with primary uses of the ls to provide optimum recreational benefits. Big game census surveys are conducted annually by department staff in each of the 21 Districts throughout Oregon. Species surveyed include deer, elk, pronghorn antelope, bighorn sheep, Rocky Mountain goat. 12, ,551 2,320,951 $ 3,208, Fishery Research & Monitoring Program: Field programs (Corvallis LaGre; , ) responsible for the field monitoring, research, evaluation of Oregon's native fish. The program data is used to evaluate population trends ESA impacts to listed species in order to manage both recreational commercial fisheries within Oregon. A large portion of the funding comes from PCSRF, USACOE, BPA. Programs include Native Fish Investigations ( ) which conducts statewide research on Oregon s non-anadromous native fish. This program provides scientific information on the status, life history, genetics, habitat needs for Oregon s native fish populations. This information is intended to aid fish managers lowners in developing appropriate conservation recovery strategies, on-going monitoring plans. Such information will also help ODFW implement fish management goals, subbasin plans, the Native Fish Conservation Policy, the Oregon Plan for Salmon Watersheds. In addition, data information provided by the Native Fish Investigations Project is necessary to ensure present future recreation angling opportunities for native game species. 5,265,087 1,227,500 6,712,764 26,048,343 $ 39,253, Oregon Hatchery Research Center : The Oregon Hatchery Research Center is a facility specifically designed to support both basic applied research into the mechanisms that may create differences between wild hatchery fish, ways to better manage these differences to meet fishery conservation objectives. The center is also charged with helping Oregonians underst the role performance of hatcheries in responsibly using protecting Oregon s native fishes. Research facilities include four artificial stream channels that simulate actual stream conditions, four concrete raceways, a tank farm comprised of 44 fiberglass tanks, an analytical lab, a compete wet lab with heated, chilled, filtered UV-treated water. The facility is currently funded with license dollars some outside grants. 177, ,652,989 0 $ 2,830, Marine Commercial Fishery Sampling (groundfish & salmon) : This program gathers data on ocean commercial fishery lings, including species, catch, biological parameters. Samplers cover all commercial fishery ports of ling. Samplers also act as liaisons points of contact for commercial fishermen processing plants. This program is primarily funded through dedicated Commercial Fish fund (CFF) ,235,303 1,142,407 $ 3,377, Access & Habitat : Income provided by a $4 surcharge on Hunting Licenses is used to fund projects providing access for hunting, improve habitat for wildlife, or a combination of Access Habitat. The program uses data from these other sources to develop management recommendations for the best use of Oregon's salmon resources, to evaluate proposed ocean salmon fishery regulations. 521, ,067,433 1,324,189 $ 3,913, Marine Recreational Fishery Sampling (groundfish & salmon) : This program gathers data on ocean sport fishery lings, including species, catch, effort, biological parameters. 3 16 4 Fish Screens & Passage : This program works to restore maintain fish populations by protecting them from entrainment into water diversions providing adequate passage to habitat areas for all life cycle needs. The program s directive is to share the cost of installing fish screens providing passage with water users. The cost share includes monetary, construction engineering, design assistance, as well as a tax credit. 1,119, ,696,547 5,536,106 $ 14,351, Conservation Conservation Program: Oregon Conservation Strategy (OCS) Program ( , ) ensures that conservation actions/strategies identified in the OCS are implemented by ODFW staff, state federal agencies, non-governmental organizations, publics. This program facilitates conservation by identifying developing partnerships for implementing the OCS, identifying priority fish wildlife conservation needs providing a process for reviewing updating the OCS. Program. This program includes the Aquatic Invasive Species (AIS) team that conducts watercraft inspections, provides public education outreach, implements other related activities to protect Oregon against AIS. This program also includes four staff biologists two Regional Conservation Biologists (West & East Regions) that assist with implementation of the Oregon Conservation Strategy (OCS) at the regional geographic scale ( ) ,561 1,741,946 3,689,715 $ 6,398, Conservation Bonneville Power Administration Mitigation : This program is responsible for development implementation of long-term wildlife mitigation programs in Oregon associated with habitat losses due to the construction of hydroelectric projects in the Columbia River basin including habitat restoration, enhancement, acquisition ,375 3,147,726 $ 3,277, Statewide Policy Coordination : This program is responsible for the coordination, development, implementation of conservation recovery plans within Oregon. Provides sport commercial license sales to sport fishermen, hunters, charter boat operators, commercial fishermen. Acts as primary public point of contact for marine fishery licensing information other public inquires ,483, ,929 $ 1,622, Damage, Green Forage & DEAR Programs : Green Forage is designed to assist lowners experiencing crop damage from game mammals by improving forage providing alternate food sources. Major activities include: forage seedings, fertilizer application, water developments, reseeding forest clearcuts to provide alternate food, controlling noxious weeds. Deer Enhancement Restoration (DEAR) program started in 1985 to assist lowners improve mule deer habitats on their ls. Activities include forage seedings, water developments, juniper control, riparian fencing, shrub plantings. Statewide Damage Program: Funds are distributed to each Region to provide assistance to lowners experience property damage caused by wildlife. Expenditures activities include fencing netting materials, repellant, hazing materials, personnel to haze (primarily elk), relocation of animals, publications regarding living with wildlife, etc. 54, ,462 0 $ 597, ODFW Program Priorities 3

4 22 3 Capital Improvements: Program includes Restoration Enhancement ( ) which restores state-owned hatcheries, enhances natural fish production, exps hatchery production provides additional public access to fishing waters. The R&E Program provides increased sport fishing opportunities, also supports improves the commercial salmon fishery. The program is funded by a $4 surcharge on all sport fishing licenses, license ling fees from the commercial gillnetting troll fisheries. These surcharges are used to fund a variety of fish habitat restoration enhancement projects. Any public or private non-profit organization may request funds to implement a project. Restoration projects tend to focus on ODFWsponsored projects to replace fish liberation equipment, repair fish Capital hatcheries, repair fish passage facilities, collect information on Improvements physical biological characteristics of streams, lakes or estuaries. Program also includes Deferred Maintenance ( ). ODFW owns operates buildings, l improvements, leasehold improvements, other assets. These assets are sited on more than 436,100 acres of agency owned or controlled l. The Maintenance Master Plan, completed in December of 2005, identified facility facility-related requirements. Program also includes Emergency Hatchery Maintenance ( ) which provides emergency repairs maintenance for ODFW s state-funded hatcheries. Funds for emergency projects are allocated by the Engineering Facilities section within the Fish Division on a case by case basis to fund emergency repairs/maintenance that a hatchery facility cannot absorb within their existing operating budget. Program includes Major Improvements ( ) ,846,760 3,201,240 $ 9,048, Conservation Wolf Program : This program includes a wolf biologist assistant who are responsible for developing, revising implementing the Oregon Wolf Conservation Plan. Staff monitor the status distribution of wolves in Oregon in addition to education, outreach wolf depredation related incidents investigations. 0 86, ,600 $ 245, Predator Marine : Conducts hazing of sea lions in Columbia River coastal locations, lethal removal operations for sea lions at Bonneville Dam, to minimize sea lion predation on salmon minimize interactions with fisheries. This program is also responsible for trapping tagging sea lions, collecting predation fishery interaction data as part of these operations. 233, , ,943 $ 492, Habitat Resources Intra-agency Coordination : This section coordinates with other agencies to address l water use issues associated with fish, wildlife their habitats. This program includes coordination technical assistance for state energy facility siting, forestry, l use, waterway alterations, natural resource damage assessment. Program includes Lowner Technical Assistance ( ) which provides assistance to lowners for enhancement of private property for fish wildlife habitat. These programs also gather data on commercial shellfish lings, including species, catch, effort, biological parameters. Samplers also act as liaisons points of contact for commercial shellfish fishers ,148, ,415 $ 2,408, Recreational : This program is responsible for overseeing statewide recreational fisheries management for inl fisheries the Sport Fish Restoration Program, the Statewide Biometrician. Program functions include oversight of state fishing regulations, the Restoration & Enhancement program, the Salmon Trout Enhancement Program (STEP), the Warmwater Program ( ). 5 28 9 Marine Groundfish Research, Monitoring, & Evaluation : This program designs conducts research assessment projects to produce data analyses needed to solve fishery management issues. Examples include reducing catch of prohibited species by various gear types (bycatch reduction), developing new information on discard mortality, documenting life history characteristics such as age structure or age at maturity for use by stock assessment scientists , ,076 $ 1,498, Conservation Water Quality/Quantity/Instream Flow Program : This program is involved with many water issues that can directly or indirectly affect fish wildlife. Its areas of interest are divided into four primary categories: Water Allocation Water Quality, Hydro Power Program, Natural Resources Information, Vector Control (Animal borne Diseases affecting fish, wildlife, or humans). Staff work closely with other agencies regarding stream flows, water use permitting activities, hydro relicensing, water quality issues. Marine Mammal Conservation : This subprogram is responsible for coordinating with the Marine Resources Program to oversee the health of marine mammals. Staff conducts studies surveys of pinnipeds, seal sea lion predation, interactions of these animals with other important marine resources human activities in the coastal zone. This is a shared program with the Fish Division. Marine Mammal Research, Monitoring, & Evaluation : This program gathers data on seal sea lion population trends, feeding habits, movement reproduction. Moneys within this fund are combined with funds from the Oregon Department of Agriculture used as part of the overall cost-share with USDA Services (WS) participating Oregon Counties to assist with controlling agriculture damage caused by predatory animals. 6 38 11 Hydro Program : ODFW is a member of the state Hydroelectric Application Review Team works closely with facilities operators, other agencies, interest groups in re-licensing efforts. ODFW s hydro power program consists of a statewide coordinator as well as regional hydropower coordinators as well as implementation staff. This program is also currently involved with the development efforts of wave energy along the Oregon coast. This program is primarily funded through dedicated hydroelectric fees ,869 2,522,994 $ 2,521, Endangered Species Act & Scientific Take Permitting : This program provides administrative technical support in the implementation of an Endangered Species program for statewide fish management activities essential to division regional staff. Programmatic direction is provided by the state Endangered Species Act (ESA) the federal Endangered Species Act as they apply to fish management policies, objectives, guidelines contained in state Oregon Administrative Rules (OARs). This program administers Scientific Take Permits other permits for use by federal, state, other public private entities needed to accomplish research educational activities with Oregon. 483, ,757 0 $ 595, Nearshore & Estuarine (marine reserves, spatial planning, permit reviews) : This program reviews permits for ocean estuary development actions provides recommendations to the permitting agencies with regards to natural resource impacts.
