6 WATTS BAR LAKE 2016 Dove Season Opens Thursday, Sept 1; Early Canada Goose Season Also Begins NASHVILLE --- Dove season opens on Thursday, Sept. 1 at noon (local time), which marks the annual start of one of Tennessee s most long-standing outdoor sports traditions. Doves are found throughout the various regions in the state, but the highest concentration is in farming areas. 15 CHEROKEE LAKE Elk Hunt Winners, Commercial Fishing Proposals Made at August TFWC Meeting CROSSVILLE, Tenn. --- The participants in Tennessee s 2016 elk hunt were announced at the August meeting of the Tennessee Fish and Wildlife Commission which concluded Friday. The TFWC was also presented a preview of next year s proposed commercial fishing regulations, and update on recommendations for cervid deer carcass importations as they pertain to states with chronic wasting disease (CWD). Tennessee began its elk hunt in 2009 with the participants selected from a computer draw. At its May meeting, the TFWC approved the addition of an archery only elk hunt which will be held Oct Selected for the archery only hunt were Dennis C. Edwards (Brentwood), Travis L. Brown (Telford), William Scott Taylor (Murfreesboro), Donald Alvin Jackson (Cleveland), and James A. Millwood (Chattanooga). The selections for the regular hunt set for Oct were Kevin Hart (Yuma), Austin L. Burks (Waynesboro), Timothy C. Copeland (Crossville), and Bryan C. White (Harrison). The fifth permit for the elk hunt was presented to a non-governmental organizational, the Tennessee Wildlife Resources Foundation. The permit was auctioned and Wade Roberts (Leoma) was the high bidder at $9,000. Fund-raising proceeds from the auctioned tag are designated for the elk restoration program. The youth tag permit winner is Jordan Redmond (Oakdale). This will be the fifth year for the tag which is designated for youth ages The elk hunt permits are valid on elk hunting zones at North Cumberland Wildlife Management Area. Additionally, established beginning for this year, the permits will be valid on private lands within Anderson, Campbell, Claiborne, Morgan, and Scott counties. TWRA Fisheries Division chief, Frank Fiss, presented proposed changes to the commercial fishing and mussel harvest proclamations. The proposals would allow commercial fishers to use a variety of minnow traps to harvest baitfish. Fiss also proposed changes that would improve the accuracy of descriptions of mussel refuge boundaries. These proposals will be formally discussed at the TFWC s September meeting. The sport fish proposals will be presented at the September meeting. The next year s sport fish regulations are typically established at the TFWC s October meeting. Chuck Yoest, Wildlife and Forestry Division assistant chief, presented for commission consideration four possibilities for applying the wildlife carcass importation regulation. The regulation requires hunter-taken deer and elk being imported from CWD positive areas be fully processed before being brought into the state. The regulation also allows for finished taxidermy to be imported. The Commission took action to apply the current harvested cervid (deer, elk) importation restrictions to the entirety of any states not bordering Tennessee in which CWD is present or occurs in the future, and also any bordering state in which CWD is present or occurs within 150 miles of the (Con t on p. 16) 15

Pending no further action by the Commission, on May 1, 2017 the importation restrictions will apply to the entirety of any state in which CWD is present or occurs in the future. The TFWC passed several proclamations. The Buffalo Ridge Refuge, consisting of 1,813 acres in Humphreys County just south of I-40 and on the west side of the Buffalo River. The refuge has a structure which will serve as the Tom and Wendy Beasley Wildlife Outreach and Special Events Center. The Middle Fork Forked Deer River Refuge in northwest Madison County. It is 984 acres that will serve as a wetland demonstration site. While owned by TWRA, the West Tennessee River Basin Authority and The Nature Conservancy will develop the site into a wetlands demonstration area using acquired grant funds. The Mississippi River Floodwaters Zone Hunting Closure which will automatically close an area to big game hunting should floodwaters occur as they did last December which resulted in the Commission closing a portion of the deer season on this area via an emergency proclamation. The area to be closed should floodwaters exceed 34.0 foot elevation at the Caruthersville, Mo., gauge includes all areas west of Highway 78 from the Kentucky state line to the Obion River Bridge, and west of the Obion River from the Highway 78 Bridge to the Mississippi River. A proclamation opened a section of the Holston River upstream from the Holston Army Ammunition Plant Waterfowl Refuge to boating and fishing activities. The section to be opened is from the Inter-Plant Railroad Bridge downstream to the Holston Ammunition Plant boundary. This river section will remain closed to hunting activities from the fourth Saturday of August through the end of February. The TFWC approved the agency s budget for fiscal year of approximately $86 million. The budget includes the discontinuance of the agency s funded weekly television show, Tennessee Uncharted. The meeting was held for the first time at the Art Circle Public Library in Crossville. ( Dove Season... con t from p. 7) In addition to the start of dove season, the early season for Canada goose also starts on Sept. 1 and runs through Sept. 15. 17 DOUGLAS LAKE Joe Fortner Named Southeastern Association of Fish and Wildlife Tennessee Wildlife Officer of the Year NASHVILLE --- Joe Fortner has been honored as the Tennessee Wildlife Resources Agency Wildlife Officer of the Year for the Southeastern Association of Fish and Wildlife Agencies (SEAFWA). The recipient of the award was announced by Darren Rider, TWRA Boating and Law Enforcement Division colonel. Fortner serves as a wildlife officer in TWRA Region III District 31 s DeKalb County. He was selected among other TWRA law enforcement officers to become the state recipient. He will be recognized during the annual SEAFWA meeting in October to be held this year in Baton Rouge, La. While assigned DeKalb County, Fortner works throughout the district s 12 counties. Also honored as their respective TWRA region and district selections were Ricky Lyle, Region I and Chase Taylor, District 11; Daniel Plunkett, Region II and Mark Vance, District 21; Marty Griffith, District 32: David Carpenter, Region IV and Jeff Roberson, District 41. It s always a difficult situation when one officer is selected out of a group of officers that have all gone above and beyond the duty of ensuring Tennessee hunters, anglers and boaters are provided safe and enjoyable recreational opportunities, said Rider. All these officers are to be commended for their professionalism and efforts they displayed this year. All these officers had a fantastic year, but Joe really excelled in all aspects of his job. His achievements and accomplishments were outstanding. Among Fortner s activities this past year, he conducted educational and outreach events that included a kids fishing rodeo, displaying the Wildlife on Wheels educational trailer, Gigging for Grads, and the National Archery in the Schools Program (NASP). He also assisted with several county fair exhibits providing information. He taught several hunter education, boater education and trapper education programs. Joe s efforts in excellence and innovation were also great, said Rider. He covers one of the premier trout fisheries in the state, the Caney Fork River, and has utilized the use of a kayak to reach these large crowds of anglers and paddlers. His determined law enforcement efforts resulted in 4,392 hunters, fishermen and boaters being inspected for compliance. These efforts produced a total of 147 court citations and warnings. 19 NORRIS LAKE All 400 Permits Issued at Drawing for Sandhill Crane Hunting Season NASHVILLE --- All 400 permits were issued at a Saturday hand-held drawing to participate in Tennessee s fourth sandhill crane hunt. The drawing was held at the Birchwood Community Center in north Hamilton County. As a result of the drawing, there are no leftover permits to issue this week at Tennessee Wildlife Resources Agency regional offices. The draw was conducted by TWRA staff members from the Nashville office and the TWRA Region III office in Crossville. The drawing had been held in October for the previous three hunts. All persons issued a sandhill crane permit must pass an internet-based crane identification test before hunting. All permits issued are not valid until a verifiable Sandhill Test validation code is written on each permit. The purpose of this test is to improve hunter s awareness and ability to distinguish between sandhill cranes and protected species which may be encountered while hunting. At its April meeting, the TWFC voted to extend the season to 55 days and move it later in the season. The season will be Dec. 3-Jan. 12, 2017 and Jan , 2017 and includes a three day closure (Fri.-Sun., Jan ) for the Tennessee Sandhill Crane Festival. ---TWRA WMA Big Game Quota Hunt Results Available; Leftover Permits Go on Sale Aug. 24 NASHVILLE --- The Tennessee Wildlife Resources Agency is announcing that the 2016 big game quota hunts results have been posted. Application results can be viewed by clicking here. When reviewing the application results, sportsmen must enter in only one form of identification without using dashes, spaces or special characters (for example ) and then enter in the date of birth using the format mm/dd/yyyy ( example-06/10/1967). If you have multiple hunt applications for the year, you will need to select the drop down box and choose the quota hunt that you wish to view the results. The award status column will tell you if you were unsuccessful or awarded for each hunt code. Bluegill and Shellcracker: Lots of bluegill and shellcracker are being caught on crickets and night crawlers fishing gravel pockets on 5 feet of water For more information go go TWRA Leasing Fields for 2016 Dove Season NASHVILLE --- The Tennessee Wildlife Resources Agency is seeking fields to lease for the upcoming 2016 dove season. The first segment of dove season opens at noon on Thursday, Sept. 1. Mourning doves are a popular game bird and one of the most widely distributed and abundant birds in North America. More mourning doves are harvested than all other migratory bird species combined in 39 of the continental states. In Tennessee, about 40,000 hunters harvested approximately 300,000 mourning doves last year. Landowners can earn up to $3,600 for providing a dove field for public hunting. These fields must be available for a minimum of three priority hunt dates in September. 22 (Con t on p. 23)

23 DALE HOLLOW LAKE ( Dove Fields... con t from p. 22) TWRA began its leased dove field program in the late 1980s and the program has been very successful in providing quality hunting opportunities for hunters. In addition to leased fields, many public dove fields are provided on wildlife management areas in each TWRA region. The TWRA website will have specific information about WMAs and leased dove fields in each region by Aug. 15. The standard fall leased field is a harvested grain field to which TWRA leases the hunting rights for three priority dates. The hunting access rate paid to landowners for fall leased fields may be up to $75 per acre for a maximum of 40 acres. Fields that are top sown with wheat are eligible for an additional $15 per acre. Interested landowners must sign up their fields in August. Anyone interested in leasing a dove field to TWRA should contact their TWRA regional office.
