2 DRAFT SUMMARY OF DISCUSSION 1. Mihi and karakia tīmatanga, welcome Members were welcomed and the agenda for the day s meeting was confirmed. 2. Update on west coast finfish issues MFish advised that: o NZ National Plan of Action for Sharks was signed on 26 September Members requested a hard copy be distributed o Kaimoana Regulations: Freshwater application in the North Island final agreement 20 October. o Bluenose TACCs decreased (BNS 1: 1000 to 786t; BNS 8: t). Some members applauded the Minister for the wording of the release which acknowledged the importance of economic, social and cultural wellbeing. o Deemed value changes: - Parore and bluenose increased - Swordfish and gemfish decreased Some members expressed disappointment with the decrease in deemed value for swordfish o Kingfish 7 & 8 and rough skate no change. MFish acknowledged that recreational fishers will be disappointed with the kingfish decision as it is an extremely valuable recreational species that is overcaught as bycatch in the jack mackerel fishery. However, the Minister has directed MFish to work with jack mackerel fishers to mitigate over-catch, possibly through changes in gear technology, fishing practices or increased research on kingfish species. o MPA process for the North-East Biogeographic region has now begun: It was requested that Northern members be updated on progress of this process. It was also requested that MFish insist Crown Minerals be involved in the process both for the North-East and the North-West Biogeographic region (expected to commence in 2011/2012). Members also requested MFish seek explanation from DOC as to why seabed mining was allowed within the marine mammal sanctuary that has been created on the 2

3 North Island West Coast as part of the Hector s and Maui s Dolphin Threat Management Plan. o The Waikato Tainui Fisheries Accord was signed on 20 October o Te Roroa Settlement was signed 29 October including their Fisheries Protocol o Ngāti Apa Settlement has been signed. Upcoming decisions: o Special Permits: commercial exploratory & developmental fishing activities for QMS stocks o Harvest Strategy Standard (update: signed off by the Minister A hard copy was provided with the draft copy of the minutes) Current Consultations: o o o 3. Customary hui update Regulatory proposals: Freshwater species codes and minimum mesh sizes, Regulatory framework for fishing pots & Amateur charter boat reporting: EXTENDED TO 17 NOV Strategy to provide for the input & participation of tangata whenua: EXTENDED TO 31 MARCH Maori commercial aquaculture settlement a plan for how the Crown intends to deliver its obligations: EXTENDED INDEFINITELY Hally Toia gave an update from the customary hui held the day before. Customary members had discussed how to give recognition to kaitiakitanga throughout the plan. They asked all members to consider what kaitiakitanga means to them. It was explained that kaitiakitanga goes beyond fisheries and the environment and it was suggested that it could be incorporated into the plan as a high level principle, as well as reflected throughout the content of the plan. 4. Guest Speaker Mark Morrison (nursery habitats of snapper) A copy of this presentation will be sent with these minutes and placed under resources on the NIWC Finfish fisheries plan website. Discussions following this presentation included: - The use of anecdotal information in assessing habitat change over time. - Recent changes in fisheries management, a move towards ecosystem based management. - MFish should be sharing information with councils. 3

4 - Some members had noticed an increase in snapper on the West Coast, but were not seeing this being reflected in the Manukau Harbour. - The need for TAC limits to take account of land- based effects. - The roles that climate change, natural processes and human activities may be playing in habitat change. 5. Fishplan input into future science prioritisation processes MFish provided an explanation of how the research prioritisation process works now, and is intended to work in the future. A copy of the slides from this presentation are attached in Appendix 2. Concerns were expressed by members that there was a step of MFish prioritisation behind closed doors. MFish explained that any decisions made internally by MFish then go out for consultation as part of the proposed fisheries services for the upcoming year. 6. Developing our environmental objectives Members brainstormed ideas of what measures were needed to achieve the draft environmental objectives. These were then discussed and shared with the group, generating further conversation about environmental issues and management and what is needed to improve the North West Coast marine environment. MFish will develop these ideas in the way that they have developed the sustainability and inclusive management objectives, and distribute this to the group over the summer break for discussion at the first meeting in Agenda for next meeting MFish suggested that next meeting be the last one for 2008, with a two month break over the summer period. A presentation from Leane Makey who is co-ordinating the Integrated Kaipara Harbour Management Group was suggested for a future meeting. The next meeting will be held on the 27 th of November, and dates for the first meeting in 2009 will be discussed then. 8. Karakia whakamutunga Otene Reweti closed the meeting with a karakia. ACTIONS: Members - Members to consider dates for the first meeting in
