Exhibit 3. Fishery Improvement Project (FIP) Work Plan for Western Kamchatka Fisheries harvesting the following salmon stocks: Ozernaya coho, Koshegochek coho and sockeye, Golygina coho and sockeye, Opala coho and sockeye, Kol sockeye and Vorovskaya coho and sockeye salmon Fishery Clients: Vityaz-Avto and Delta Budget: $735,000 Goal/ Performance indicators 1. Demonstrate that sockeye and coho escapement goals are appropriate and can be estimated. PIs (sockeye, coho) 2. Demonstrate that sockeye and coho escapements are fluctuating around their escapement targets. Actions Due Date Responsibilities A. Clarify what the escapement targets are for sockeye salmon and explain why they are appropriate. B. Clarify what the escapement targets are for coho salmon and explain why they are appropriate. A. Provide escapement data on sockeye and coho salmon by river, and relative to the escapement target, for the past 15 years. Timeline revised to 2017 Progress provided a report that included revised escapement goals for sockeye and coho salmon stocks based on an analysis of spawner-recruit data. Actions completed and in The report included escapements by species aggregated over all rivers. This was insufficient to 1 Budget All report related goals/activities have total budget of $120,000

PI 1.1.1, (sockeye, coho) assess escapements relative to goals. Timeline being revised to in 3. Demonstrate that the Olympic system is effective at achieving objectives. PIs 1.2.1, (all target species) 1. Describe in-season fishery actions taken in the areas adjacent to the Ozernaya, Koshegochek, Golygina, Opala, Kol and Vorovskaya rivers during the past two years to meet targets. 2. Provide the catch of salmon and char, by year, species and fishing location (river or parcel) by Vityaz Avto and Delta for the past 15 years. 3. Provide a table comparing the total catch quota for each species in the areas described in (4A) over the past two years, with the total commercial catch in those areas. 4. Provide annual reports summarizing actions taken by the Anadromous Fish Commission (establishment and modification of passing days) relevant to the fisheries during the previous fishing season, and identify steps to assure the harvest control rule is robust to main 15, , 2015 Due each All information provided in the Actions 1-3 completed but action 4 added in Additional information is needed to meet an unconditional pass for PI

uncertainties. 1. Provide quantitative annual estimates of the illegal harvest by species in western Kamchatka from 2005 to present. 2. Provide sport and indigenous fishery catches by species and year for the Ozernaya, Koshegochek, Golygina, Opala, Kol and Vorovskaya rivers. 3. Work with fishery experts to develop a plan to improve salmon escapement monitoring in the Koshegochek, Golygina, Opala, Kol and Vorovskaya rivers sufficient to manage the fisheries to meet escapement goals. 4. Demonstrate you have begun monitoring escapements according to the plan. 5. Provide a report summarizing the monitoring results and assessing the impact on salmon in these areas. 4. Demonstrate there is good information on all other fishery removals from the stock. PI (all target species) The Client will work with O2 and to develop plan The Client will work with to monitor escapements and complete The report provided expert judgements on the magnitude of illegal harvests for different time periods. In addition the report included graphs showing sport and indigenous harvests. However, escapement monitoring needs to be improved to meet an unconditional pass for PI Actions 1-2 completed, but actions 3-5 added in 5. Demonstrate that the stock status assessment takes uncertainty into account. 1. Provide an analysis on the effect of reduced escapement monitoring on the level of uncertainty in stock assessment programs. The report included a description of how salmon stock assessments take 3

PI (all target species) 6. Demonstrate that char populations are highly likely to be within biologically based limits. PI Demonstrate that there is a strategy in place to maintain char species which are highly likely to be within biologically 2. Describe how stock assessments account for identified uncertainties in data sources (e.g. environmental variability, errors in catch and escapement reporting, etc.). 3. Provide an analysis of the relationship between historical escapement monitoring data to actual escapements and include a justification of why the revised escapement monitoring plan described above is sufficient to represent un-surveyed streams in the area. A. Provide catch data (all companies) on char by river for the past 15 years. B. Provide fishery-independent information on char abundances to demonstrate population trends. A. Describe the fishery strategy for ensuring char species are not overfished and explain why this strategy is expected to be successful. B. Provide some evidence that the 2018 The Client will work with O2 and to complete the analysis. uncertainty into account and an analysis of the effect of reduced escapement monitoring on this uncertainty. However, escapement monitoring needs to be improved in order to meet an unconditional pass for PI Actions 1-2 completed, but action 3 added. Evidence: Se e pages in The report included catch information for char and demonstrated that yield fluctuations were correlated with pink salmon catches. Actions completed and in the The report included the information requested. Actions completed. 4

based limits. PI strategy is successful in maintaining char species within biological limits in the 8. Demonstrate there is adequate information to support the strategy. PI A. Describe the information used to monitor fishery impacts on char species and explain how this information is sufficient to detect an increase in risk to char populations. The report included the information requested. Actions completed in the 9. Demonstrate that the fishery does not hinder recovery of Chinook salmon stocks. PIs and A. Chinook salmon are not allowed to be retained in the commercial fishery. Provide information on the number of Chinook salmon incidentally caught in the commercial fishery. Provide information on the expected survival of those incidentally caught and released in the fishery. B. Develop and implement a plan to verify that the fishery is minimizing mortality to Chinook salmon. June 1, Client provides information for their fishery and requests additional agencies if necessary and O2/WWF/KFF: organize observer presence The report included information demonstrating that the timing of the Chinook salmon migration into freshwater occurred well before the commercial salmon fishing started. They also provided data showing that Chinook salmon escapements have been increasing since the ban on commercial retention was implemented. Actions completed. 5

10. Demonstrate that the strategy to protect ETP species is effective. PIs 2.3.2, Demonstrate that the fishery has short and long term objectives. PI A. Provide evidence showing that Kamchatka steelhead and Steller sea lions are not killed by the fishery (e.g. provide logs or observer records of fishery encounters with these species). B. Develop and implement a plan to verify that the fishery is minimizing mortality to ETP species. A. Provide documentation of explicit short and long term fishery objectives consistent with MSC Principles 1 and 2. June 1, Client provides information to O2 O2/WWF/KFF: organize observer presence in the The 2015 independent observer program verified that company employees complied with company policies prohibiting carrying firearms while fishing. In addition, the report noted that the timing of steelhead migration in the area is very late in the season and would only overlap with the end of the coho salmon fishing season. Actions completed. Evidence: See page 4 of Semenov et al., and pages in the report Information requested included in the Action completed in the All independent observer related goals/activities have total budget of $615,000 6

12. Demonstrate that the system is accountable and transparent. PI Demonstrate that enforcement of fishing regulations is consistently applied and provides an effective deterrence. PI Provide evidence that information on fishery performance and actions is available to interested stakeholders and describe how the system responds to relevant scientific findings and recommendations. 2. Each year, provide a list of actions taken by the Anadromous Fish Commission the previous fishing season. In addition, provide the information used (inseason catch and escapement data) to justify taking those actions, and what the final results were (total catch and escapements) 1. Describe the penalties used for non-compliance with fishery regulations, and provide independent evidence that commercial fishing companies consistently comply with regulations. 2. Implement a digital catch reporting system to minimize the potential risk of IUU catch mixing with the legal catch. 3. Monitor local rivers to ensure illegal poaching is effectively controlled. 4. Develop a plan to assess the Ongoing, starting 2017 Ongoing Ongoing 2017 O2/WWF/KFF: Verify catch reporting system. Client implements. Client organizes anti-poaching The report included information on the strategy for salmon in the region. However, scientific justification for the actions was not provided. The information provided was insufficient to meet an unconditional pass for PI Action 1 completed action 2 added in the The 2015 independent observer program verified compliance with seal protection regulations and policies, demonstrated that beach seines and set nets were operated within legal fishing parcels only during legal fishing periods, and confirmed that active enforcement efforts have 7

14. Demonstrate that the fishery system is subject to internal and external review. PI magnitude of illegal fishing in the area 5. Start collecting information according to the plan 6. Provide a report of the results of the illegal fishing study. A. Provide evidence that the system is subject to regular internal and at least occasional external review teams to regularly patrol streams during the spawning season. Client will work with O2 and academic consultants to develop and implement the plan to assess the magnitude of illegal fishing. minimized the incidence of illegal fishing on the Opala River. However, more information is needed for other rivers to meet an unconditional pass for PI Action 1 completed, actions 2-3 ongoing, actions 4-6 added. 1-7 and 10 in the 2015 Kamchatka Fish Fund Independent Observer Report The report did not specifically include the information requested. However, there was sufficient information available to address this goal. Action completed. Evidence: The system is subject to regular internal review as evidenced in pages of the The system was restructured in 8

2010 as a result of internal reviews. In addition, scientists regularly publish reports through the North Pacific Anadromous Fish Commission that are externally reviewed and publicly available. 15. Demonstrate that research and monitoring results are disseminated in a timely fashion. PI A. Work with fishery agencies to obtain relevant research and monitoring results and make them publicly available. The report included the information requested. Action completed. Evidence: The entire attached report provides evidence for this. 9
