2 2 About Seafood Watch Monterey Bay Aquarium s Seafood Watch program evaluates the ecological sustainability of wildcaught and farmed seafood commonly found in the United States marketplace. Seafood Watch defines sustainable seafood as originating from sources, whether wild-caught or farmed, which can maintain or increase production in the long-term without jeopardizing the structure or function of affected ecosystems. Seafood Watch makes its science-based recommendations available to the public in the form of regional pocket guides that can be downloaded from The program s goals are to raise awareness of important ocean conservation issues and empower seafood consumers and businesses to make choices for healthy oceans. Each sustainability recommendation on the regional pocket guides is supported by a Seafood Report. Each report synthesizes and analyzes the most current ecological, fisheries and ecosystem science on a species, then evaluates this information against the program s conservation ethic to arrive at a recommendation of Best Choices, Good Alternatives or Avoid. The detailed evaluation methodology is available upon request. In producing the Seafood Reports, Seafood Watch seeks out research published in academic, peer-reviewed journals whenever possible. Other sources of information include government technical publications, fishery management plans and supporting documents, and other scientific reviews of ecological sustainability. 3 3 Guiding Principles Seafood Watch defines sustainable seafood as originating from sources, whether fished 1 or farmed, that can maintain or increase production in the long-term without jeopardizing the structure or function of affected ecosystems. Based on this principle, Seafood Watch had developed four sustainability criteria for evaluating wildcatch fisheries for consumers and businesses. These criteria are: How does fishing affect the species under assessment? How does the fishing affect other, target and non-target species? How effective is the fishery s management? How does the fishing affect habitats and the stability of the ecosystem? Each criterion includes: Factors to evaluate and score Guidelines for integrating these factors to produce a numerical score and rating Once a rating has been assigned to each criterion, we develop an overall recommendation. Criteria ratings and the overall recommendation are color-coded to correspond to the categories on the Seafood Watch pocket guide and online guide: Best Choice/Green: Are well managed and caught in ways that cause little harm to habitats or other wildlife. Good Alternative/Yellow: Buy, but be aware there are concerns with how they re caught. Avoid/Red: Take a pass on these for now. These items are overfished or caught in ways that harm other marine life or the environment. 1 Fish is used throughout this document to refer to finfish, shellfish and other invertebrates.

4 4 Summary Tuna are caught by a variety of gear types in the Atlantic Ocean. This report focuses on Atlantic troll and pole fisheries, which include handline, for blackfin tuna (Thunnus atlanticus), bigeye (Thunnus obesus), skipjack (Katsuwonus pelamis), and yellowfin (Thunnus albacares. Blackfin tuna populations are healthy in the Atlantic and fishing mortality rates are sustainable. There is some uncertainty surrounding the current status of yellowfin tuna populations in the Atlantic, but there is some indication that they are overfished and unsustainably fished. Bigeye tuna populations appear to be recovering and skipjack tuna populations are healthy. In the Atlantic Ocean these species are managed by the International Commission for the Conservation of Atlantic Tunas (ICCAT). There are currently not any management measures in place for blackfin tuna. Troll and pole and handline fisheries have minimal impact on bottom habitats, and low bycatch rates are associated with these fisheries. 7 7 Introduction Scope of the analysis and ensuing recommendation This report focuses on Atlantic troll and pole fisheries, including handline, for blackfin tuna (Thunnus atlanticus), bigeye (Thunnus obesus), skipjack (Katsuwonus pelamis), and yellowfin (Thunnus albacares). Overview of the species and management bodies Blackfin tuna are only found in the Western Atlantic in pelagic waters from Massachusetts south to Trinidad and Brazil. Blackfin tuna are known to form mixed schools with skipjack tuna. Spawning appears to occur in offshore waters (Froesey and Pauly 2013). Bigeye, skipjack, and yellowfin tuna are found in tropical and subtropical waters of the Atlantic, and skipjack and yellowfin are also found in the Mediterranean (ICCAT 2012a). There are four populations of bigeye and yellowfin and five of skipjack: Western and Central Pacific Ocean, Eastern Pacific Ocean, Atlantic (eastern and western for skipjack) and Indian Ocean. Juvenile yellowfin tuna and juvenile bigeye tuna tend to form schools with skipjack tuna that are mostly found in surface waters. Larger tunas are found in subsurface waters where they also form schools (ICCAT 2012a). In Atlantic waters these species are managed by the International Commission for the Conservation of Atlantic Tunas. Production Statistics Blackfin tuna catches peaked during the mid-1990s at 4,488 t; since 2003, catches have been below 2,000 t (ICCAT 2014). Globally, bigeye tuna are primarily caught in longline fisheries (ISSF 2013b). In the Atlantic Ocean, bigeye tuna are principally caught by longlines but also by purse seines and bait-boat fisheries. Other surface gears, such as troll and pole, catch only a small portion of the total catch. For example, in 2013 only 740 t of bigeye tuna were caught by other surface gears. The peak catch of bigeye tuna occurred in 2001 (100,000 t), but catches have been declining since, to 63,066 t in 2013 (ICCAT 2014). In the Eastern Atlantic, purse seines by far catch the majority of skipjack tuna. In the Western Atlantic, bait boats catch the majority. Other surface gear fisheries (i.e., troll and pole) catch a small amount of skipjack tuna, although more in the Eastern than the Western Atlantic. In 2013, 7,094 t of skipjack tuna were caught by other surface gears in the Eastern Atlantic, and only 326 t in the Western Atlantic. Total catches of skipjack tuna in the Atlantic during 2013 were 221,628 t (ICCAT 2014).

8 8 The gear used to capture yellowfin tuna in the Atlantic Ocean are primarily purse seines in the Eastern Atlantic and longlines in the Western Atlantic. In 2013, 1,772 t and 1,101 t of yellowfin tuna were caught by other surface gears in the Eastern and Western Atlantic, respectively. Skipjack tuna imports dropped from 24,128 t in 2011 to 17,635 in Nearly all (84%) of the skipjack tuna imported by the United States during 2012 came from Mexico (NMFS 2014). During 2013, yellowfin tuna were primarily imported from the Philippines (24%), followed by Trinidad and Tobago (18%) (NFMS 2014).

Around 200 t of bigeye and skipjack and 300 t of yellowfin were exported in Exports of bigeye tuna and yellowfin tuna were higher in 2012 (679 t and 843 t, respectively). Skipjack tuna exports during 2012 were 339 t. Atlantic bluefin exports were much less during 2011 (293 t) compared to 2012 (797 t). Information on blackfin tuna exports/imports is not available (NMFS 2014). Common and market names Blackfin tuna do not have any other accepted names. Skipjack tuna are also known as ocean bonito and lesser tuna. In Hawaii, bigeye and yellowfin tuna are known as Ahi, and skipjack as Aku. Primary product forms These species are sold fresh and frozen and for the sashimi and sushi market.

13 13 Assessment This section assesses the sustainability of the fishery(s) relative to the Seafood Watch Criteria for Fisheries, available at Criterion 1: Stock for which you want a recommendation This criterion evaluates the impact of fishing mortality on the species, given its current abundance. The inherent vulnerability to fishing rating influences how abundance is scored, when abundance is unknown. The final Criterion 1 score is determined by taking the geometric mean of the abundance and fishing mortality scores. The Criterion 1 rating is determined as follows: Score >3.2=Green or Low Score >2.2 and <=3.2=Yellow or Moderate Score <=2.2=Red or High Rating is Critical if Factor 1.3 (Fishing Mortality) is Critical. For bigeye tuna, there is a high amount of uncertainty surrounding the abundance and fishing mortality estimates, but abundance and fishing levels appear to be fluctuating around sustainable levels. Skipjack tuna appear to be at a healthy abundance and fished at a sustainable level. Blackfin tuna have not been assessed, so their status is uncertain, but there is no indication that they are depleted or undergoing overfishing. Medium FishBase assigned a high to very high vulnerability of 72 out of 100 (Froese and Pauly 2013). However, bigeye tuna s life history characteristics suggest a medium vulnerability to fishing. For example, bigeye tuna reach sexual maturity around the time they reach a size of cm; they reach a maximum size of 200 cm and live around 11 years (Davies et al. 2011) (Froese et al. 2013). They are broadcast

15 15 spawners and top predators (Froese and Pauly 2013). These life-history characteristics result in a medium vulnerability. Moderate Bigeye tuna in the Atlantic was last assessed in Large declines in abundance occurred during the mid-1990s, but over the past 5 6 years, abundance appears to have increased. In 2010, the biomass was estimated between 72% and 134% of the biomass at maximum sustainable levels (B MSY ) (median = 101%), whereas median estimates of B/B MSY from the late 1990s to 2008/09 were below 1. The 2010 assessment contained uncertainty surrounding the best method to represent the dynamics of the stock, and the indices of abundance and the calculation of model inputs were very large in this assessment (ICCAT 2010a). Because the biomass is fluctuating around B MSY and bigeye tuna has a moderate vulnerability to fishing, this factor is scored as moderate concern. Moderate Bigeye tuna in the Atlantic were last assessed in The maximum sustainable yield (MSY) was estimated between 78,700 t and 101,600 t, with a median value of 92,000 t. Fishing mortality has historically been high, particularly during the mid-1990s when fishing mortality was higher than F MSY. In recent years, fishing mortality rates have declined; currently, they are estimated between 65% and 155% of F MSY, with the median value at 95% (ICCAT 2010a). Because F appears to be fluctuating around F MSY, this factor is scored as moderate concern. Blackfin tuna is a small tuna species that reaches sexual maturity by 50 cm length and 3 years of age. The maximum length attained is around 108 cm and they live to around 5 years. Blackfin tuna are broadcast spawners and high-level predators in the ecosystem (Froesey and Pauly 2014). These life-history characteristics also suggest a medium vulnerability. Moderate In Atlantic waters, blackfin tuna are assessed along with 13 other small tuna species. Currently, there is not enough information to conduct a full assessment of this group (ICCAT 2012a). According to the International Union for Conservation of Nature (IUCN), blackfin tuna is a species of Least, with a stable population trend, and is considered one of the most common tuna species in the western Atlantic (Collette et al. 2011a). They receive a score of moderate concern because information on their status is unknown and they have a moderate vulnerability to fishing pressure. Factor Fishing Mortality Scoring Guidelines

Moderate Blackfin tuna makes up a small proportion of small tuna catches in the Atlantic Ocean. No assessment has been conducted due to a lack of data. Landings have been variable over the years, peaking in the ealry 1990s but showing no consistent trend over time (ICCAT 2012a). They are caught by a variety of gears but there is no indication that overfishing is occurring (Collette et al. 2011a). It receives a score of moderate concern score because information on fishing mortality is not available. Sexual maturity is reached around 45 cm length or 2 years old, and skipjack can reach a maximum size of 110 cm and age of 12 years. It is a broadcast spawner and has a high trophic level (Froese and Pauly 2013). Factor Abundance Scoring Guidelines 5 (Very Low ) Strong evidence exists that the population is above target abundance level (e.g., biomass at maximum sustainable yield, BMSY) or near virgin biomass. 4 (Low ) Population may be below target abundance level, but it is considered not overfished 3 (Moderate ) Abundance level is unknown and the species has a low or medium inherent vulnerability to fishing. 2 (High ) Population is overfished, depleted, or a species of concern, OR abundance is unknown and the species has a high inherent vulnerability to fishing. 1 (Very High ) Population is listed as threatened or endangered. Low Stock assessments for skipjack tuna are difficult to employ due to its biology and fishery characteristics. In the Atlantic Ocean, eastern and western stocks of skipjack tuna are assessed. According to the most recent assessment in 2014, the biomass in the eastern region is likely above target levels (biomass needed to produce the maximum sustainable yield, B MSY ) and the biomass in the western region is probably 30% above the level needed to produce the maximum sustainable yield (B 2013 /B MSY = 1.3). Both populations are not overfished (ICCAT 2014). The high level of uncertainty associated with this

20 20 assessment precludes a score of very low concern, so this factor rates as low concern. Low Stock assessments for skipjack tuna are difficult to conduct based on their life history and the fishery characteristics. The last assessment in the Atlantic was conducted in 2014 for eastern and western populations. The assessment determined that the fishing mortality rate (F 2013 ) in the eastern Atlantic was likely below the level needed to produce the maximum sustainable yield (F MSY ), and the rate in the western Atlantic was likely 30% below F MSY (F 2013 /F MSY = 0.70) (ICCAT 2014). Because the populations appear to be sustainably fished but there is some uncertainty surrounding the results, this factor scores as low concern rather than very low concern. YELLOWFIN TUNA Factor Inherent Vulnerability

21 21 Scoring Guidelines Low The FishBase vulnerability score for species is 0-35, OR species exhibits life history characteristics that make it resilient to fishing, (e.g., early maturing ( Medium The FishBase vulnerability score for species is 36-55, OR species exhibits life history characteristics that make it neither particularly vulnerable nor resilient to fishing, (e.g., moderate age at sexual maturity (5-15 years), moderate maximum age (10-25 years), moderate maximum size, and middle of food chain). High The FishBase vulnerability score for species is , OR species exhibits life history characteristics that make is particularly vulnerable to fishing, (e.g., long-lived (>25 years), late maturing (>15 years), low reproduction rate, large body size, and top-predator). Note: The FishBase vulnerability scores is an index of the inherent vulnerability of marine fishes to fishing based on life history parameters: maximum length, age at first maturity, longevity, growth rate, natural mortality rate, fecundity, spatial behaviors (e.g., schooling, aggregating for breeding, or consistently returning to the same sites for feeding or reproduction) and geographic range. Medium FishBase assigned a moderate vulnerability score of 46 out of 100 (Froese and Pauly 2013). Yellowfin tuna reaches sexual maturity around 100 cm in length and 2 5 years of age. A maximum length of cm can be attained and they can live 8 9 years. It is a broadcast spawner and high-level predator in the ecosystem (Froese and Pauly 2014) (ICCAT 2014). These life-history characteristics also support a medium level of vulnerability. Factor Abundance Scoring Guidelines 5 (Very Low ) Strong evidence exists that the population is above target abundance level (e.g., biomass at maximum sustainable yield, BMSY) or near virgin biomass. 4 (Low ) Population may be below target abundance level, but it is considered not overfished 3 (Moderate ) Abundance level is unknown and the species has a low or medium inherent vulnerability to fishing. 2 (High ) Population is overfished, depleted, or a species of concern, OR abundance is unknown and the species has a high inherent vulnerability to fishing. 1 (Very High ) Population is listed as threatened or endangered.

22 22 High Yellowfin tuna in the Atlantic Ocean was last assessed in There was some degree of uncertainty with the two models, which indicated opposite results (i.e., one showed an increasing abundance trend and the other showed a decreasing trend). The population is currently estimated to be 15% below Convention objectives (B 2010 /B MSY = 0.85 ( )) and therefore overfished (ICCAT 2011a). This rates as a high concern because the population is considered overfished. Moderate The current fishing mortality rate is estimated to be 13% below F MSY (F current /F MSY = 0.87 ( )) and the maximum sustainable yield (MSY) is estimated at 144,600 t (ICCAT 2011da. This suggests that fishing mortality rates are sustainable. However, the assessment had some degree of uncertainty surrounding the results, with two models indicating opposite trends. One model estimating that fishing mortality rates were not sustainable, while the other estimated they were sustainable (ICCAT 2011a). In addition, the fishing mortality reference point used in the base case model (F max, which is the fishing level that

23 23 produces the largest yield per catch from the fishery) may not be suitable, because some studies have indicated that F max is likely greater than F MSY (Gabriel and Mace 1999). Therefore, if a more conservative reference point were used, it may have actually indicated that overfishing is occurring. This precludes a score of low concern and instead rates as moderate concern.

24 24 Criterion 2: Impacts on Other Species All main retained and bycatch species in the fishery are evaluated in the same way as the species under assessment were evaluated in Criterion 1. Seafood Watch defines bycatch as all fisheries-related mortality or injury to species other than the retained catch. Examples include discards, endangered or threatened species catch, and ghost fishing. To determine the final Criterion 2 score, the score for the lowest scoring retained/bycatch species is multiplied by the discard rate score (ranges from 0-1), which evaluates the amount of non-retained catch (discards) and bait use relative to the retained catch. The Criterion 2 rating is determined as follows: Score >3.2=Green or Low Score >2.2 and <=3.2=Yellow or Moderate Score <=2.2=Red or High Rating is Critical if Factor 2.3 (Fishing Mortality) is Critical. Although other tuna species, sharks, and other fish may incidentally be caught, they are in very small amounts (<5%) so,

26 26 based on Seafood Watch criteria, they do not qualify for inclusion in this report. Baitfishing used in troll and pole fisheries typically makes up only a small proportion of the total fishing effort on bait species (Gillett 2012). Interactions with Endangered, Threatened, or Protected species are also likely very minimal in these fisheries. Therefore no additional main species were included in this report. The worst-scoring species in this report are blackfin and yellowfin tuna. Criterion 2 Assessment Factor Discard Rate < 20% Handline and troll and pole methods have very low discard rates, typically ranging from 0% 7% (Kelleher 2005). Troll and pole and line fisheries depend heavily on the use of baitfish, which most often comes from other fisheries (Gillett 2012). However, the amount of tuna caught is much greater than the amount of baitfish used. The tuna to bait ratio is typically around 30:1, although this can vary by fishery due to differences in the baitfish used and the fishing technique (Gillett 2010). Therefore, the score is left as <20%.

27 27 Criterion 3: Management effectiveness Management is separated into management of retained species (harvest strategy) and management of non-retained species (bycatch strategy). The final score for this criterion is the geometric mean of the two scores. The Criterion 3 rating is determined as follows: Score >3.2=Green or Low Score >2.2 and <=3.2=Yellow or Moderate Score <=2.2 or either the Harvest Strategy (Factor 3.1) or Bycatch Management Strategy (Factor 3.2) is Very High = Red or High Rating is Critical if either or both of Harvest Strategy (Factor 3.1) and Bycatch Management Strategy (Factor 3.2) ratings are Critical. RFMOs are the only legally mandated fishery management bodies on the high seas and within EEZ waters. There are currently 18 RFMOs ( that cover nearly all of the world s waters. Member countries must abide by the management measures set forth by individual RFMOs in order to fish in their waters (Cullis-Suzuki and Pauly 2010). Some RFMOs manage all marine living resources within their authority (i.e., General Fisheries Commission for the Mediterranean (GFCM)), while others manage a group of species such as tunas (i.e., International Commission for the Conservation of Atlantic Tunas (ICCAT)). This report focuses on the troll and pole fisheries for Atlantic bluefin, blackfin, bigeye, blackfin, skipjack, and yellowfin tuna in international waters within the North and South Atlantic Ocean, and these are managed by ICCAT (see below for member countries). For this report, we are scoring ICCAT s management of these fisheries. ICCAT Contracting Parties: United States, Japan, South Africa, Ghana, Canada, France, Brazil, Morocco, Republic of Korea, Cote d Ivoire, Angola, Russia, Gabon, Cabo Verde, Uruguay, Sao Tome and Principe, Venezuela, Equatorial Guinea, Guinea, United Kingdom, Libya, China, European Union, Tunisia, Panama, Trinidad and Tobago, Namibia, Barbados, Honduras, Algeria, Mexico, Vanuatu, Iceland, Turkey, Philippines, Norway, Nicaragua, Guatemala, Senegal, Belize, Syria, St. Vincent and the Grenadines, Nigeria, Egypt, Albania, Sierra Leone, Curacao, Liberia, El Salvador and Mauritania. Subfactor Management Strategy and Implementation Considerations: What type of management measures are in place? Are there appropriate management goals, and is there evidence that management goals are being met? To achieve a highly effective rating, there must be appropriate management goals, and evidence that the measures in place have been successful at maintaining/rebuilding species. Moderately Effective

29 29 There are no management measures in place for blackfin tuna (ICCAT 2012a). There are no management measures specific to skipjack tuna, but the establishment of a time/area closure in the surface fishery to protect juvenile bigeye tuna also provides some protection to skipjack and yellowfin tuna (ICCAT 2012a). There are total allowable catches (TAC) for yellowfin and bigeye tuna (ICCAT 2012a) (ICCAT 2011b). ICCAT does not have formally accepted target reference point. There is a framework for a harvest control rule, but none is currently used (ISSF 2013a). Because management measures have been enacted for several tuna species included in this report, this rates a moderately effective score. Subfactor Recovery of Species of Considerations: When needed, are recovery strategies/management measures in place to rebuild overfished/threatened/ endangered species or to limit fishery s impact on these species and what is their likelihood of success? To achieve a rating of Highly Effective, rebuilding strategies that have a high likelihood of success in an appropriate timeframe must be in place when needed, as well as measures to minimize mortality for any overfished/threatened/endangered species. Moderately Effective Bigeye tuna is under a multi-year conservation and management program, which was initiated in This program was amended in 2011 to include yellowfin tuna. Included in this plan are capacity limitations, vessel authorization to fish, catch limits for bigeye, and a total allowable catch (TAC) for yellowfin (ICCAT 2011b). Because recovery plans have not been in place long enough to determine their success, this receives a moderately effective score. Subfactor Scientific Research and Monitoring Considerations: How much and what types of data are collected to evaluate the health of the population and the fishery s impact on the species? To achieve a Highly Effective rating, population assessments must be conducted regularly and they must be robust enough to reliably determine the population status. Moderately Effective Stock assessments for bigeye, skipjack, and yellowfin tuna are conducted every 4 6 years, and include catch and effort data from both fishery-dependent and -independent sources, along with biological information and other data sets. Assessments for blackfin tuna are not conducted on a regular basis;

30 30 although they do include some catch, effort, and size data, the overall data needed for assessments are lacking (ICCAT 2012a). However, there is uncertainty surrounding the results of these assessments and there are issues with reporting catch data for some species. This rates a moderately effective score. Subfactor Management Record of Following Scientific Advice Considerations: How often (always, sometimes, rarely) do managers of the fishery follow scientific recommendations/advice (e.g. do they set catch limits at recommended levels)? A Highly Effective rating is given if managers nearly always follow scientific advice. Highly Effective Scientific advice for the management of blackfin tuna was not given in the last assessment (ICCAT 2012a). No specific management recommendations were made for skipjack tuna, other than to keep catches below the maximum sustainable yield (MSY) (ICCAT 2014). It was suggested that maintaining yellowfin tuna catches at current levels (110,000 t) should lead to the biomass being above B MSY by 2016, and the TAC was subsequently set at this level starting in 2012 (ICCAT 2012a). Bigeye tuna catches should be kept at 85,000 t or less to allow for population growth, and the TAC was lowered to this level in 2009 (ICCAT 2012a). Because management has a history of following scientific advice, this receives a highly effective score. Subfactor Enforcement of Management Regulations Considerations: Do fishermen comply with regulations, and how is this monitored? To achieve a Highly Effective rating, there must be regular enforcement of regulations and verification of compliance. Moderately Effective In terms of member countries compliance with management measures, ICCAT has one of the best practices of reviewing, assessing, and addressing compliance issues (Koehler 2013). Individual countries are required to provide catch and effort data to the ICCAT Secretariat, and this data make it possible to monitor total allowable catches (TACs). In addition, vessel monitoring systems are required on all vessels longer than 20 m (ICCAT 2003). A TAC for yellowfin tuna was implemented in 2012 but it is too early to determine if catches were below this level. If catches of yellowfin tuna exceed TAC levels, there is the ability to subtract overages from subsequent years (ICCAT 2012a). Bigeye catches have been below TAC levels from 2005 to 2011 and, if they ever exceed the TAC, there are measures in place to adjust the

31 31 following years country quotas (ICCAT 2012a). There is no TAC for blackfin tuna or skipjack tuna (ICCAT 2012a). This rates a moderately effective score because there does not appear to be an issue with catches going over TAC levels. Subfactor Management Track Record Considerations: Does management have a history of successfully maintaining populations at sustainable levels or a history of failing to maintain populations at sustainable levels? A Highly Effective rating is given if measures enacted by management have been shown to result in the long-term maintenance of species overtime. Moderately Effective Management measures have been able to sustain some species, but others remain overfished (e.g., yellowfin tuna) (ICCAT 2012a). This rates a moderately effective score to account for the uncertainty surrounding yellowfin tuna recovery. Subfactor Stakeholder Inclusion Considerations: Are stakeholders involved/included in the decision-making process? Stakeholders are individuals/groups/organizations that have an interest in the fishery or that may be affected by the management of the fishery (e.g., fishermen, conservation groups, etc.). A Highly Effective rating is given if the management process is transparent and includes stakeholder input. Highly Effective The International Commission for the Conservation of Atlantic Tunas (ICCAT) has attempted to include stakeholder input in the management and conservation of some species (i.e., Atlantic bluefin) (ICCAT 2008b). Observers are allowed at scientific and commission meetings but may not vote on individual management measures. This results in a score of highly effective to account for the inclusion of stakeholder input, transparency of management process through meeting reports, and the ability of non-delegates to attend and participate in meetings.

The fishery s overall impact on the ecosystem and food web and the use of ecosystem-based fisheries management (EBFM) principles is also evaluated. Ecosystem Based Fisheries Management aims to consider the interconnections among species and all natural and human stressors on the environment. The final score is the geometric mean of the impact of fishing gear on habitat score (plus the mitigation of gear impacts score) and the Ecosystem Based Fishery Management score. The Criterion 2 rating is determined as follows: Score >3.2=Green or Low Score >2.2 and <=3.2=Yellow or Moderate Score <=2.2=Red or High Rating cannot be Critical for Criterion 4.
