7 Chinook Forecast uses the Environmental Model to Predict Adult Returns (EMPAR); utilizing full life history data, multiple linear regressions averaged for best fit.

8 Exploitation Rate: Low Abundance Threshold: 700 NOR Critical ER <15% SUS

9 Coho forecast using previous method of regressing run size against an adjusted CPUE did not support normality, through discussion co-managers agreed to using 2016 terminal escapement multiplied by ratio of 2016/2015 CPUE.

10 3 levels of management: Normal, escapement >20,000 ER < 50% Low, escapement >10,000 and <20,000 ER < 35% Critical, escapement <10,000 ER <10%

Boldt Decision 50% of harvestable share Share defined by species specific Management Objectives: Chinook: Low Abundance Threshold, critical status, total stock ER 25%, SUS 15% of total ER Coho: ERs based on forecast; critical 10% ER Pink: escapement 155,000, anything above that split 50/50 Chum: odd year escapement 13,100, anything above that split 50/50

12 Fishery Planning Considerations Types of Fisheries Commercial treaty or non-treaty economic type net fishery, catch is sold & monetized Recreational non-treaty sport fishery, individual catch for take home, not sold. Ceremonial & Subsistence treaty fishery for cultural traditions, ceremonial utilizes designated fishers only, subsistence is for all licensed tribal members to individual catch for take home, not sold ( Take Home ). Test Fishery treaty or non-treaty sampling fishery to gathering scientific information, not included as allocated catch within the harvestable shares.

13 Fishery Planning Considerations Types of Areas Marine Area = mixed stock fishing, multiple stocks are impacted in fishery Terminal Area = specific stock fishing, only one stock is impacted in fishery Types of Retention Non Selective Fishing : all catch regardless of mark is retained. Mark Selective Fishing: target hatchery raised fish, only marked fished retained. Non-Retention : all catch release, no take home.

June 3 rd July 31 st Fly Fishing Only, release all fish except 2 hatchery steelhead may be retained. 2. August 1 st November 30 th, CLOSED 3. December 1 st January 31 st Fly Fishing Only, French Creek to Swede Heaven Only, release all fish except 2 hatchery steelhead may be retained. Swede Heaven to North Fork Falls: CLOSED South Fork, Mountain Loop Highway upstream: 1. June 3 rd Sept 4 th, open for gamefish, selective gear rules, statewide min size/daily limits (2 trout). 2. Sept 5 th Jan 31 st, CLOSED South Fork, Mountain Loop Highway downstream: CLOSED Areas above Anadromous barriers, May 27 th Oct 31 st. Statewide min size/daily limits.
