Cultural- capitalising and promoting the heritage and tradition that artisanal fishing and its history and techniques represent in the area; 4. Environmental -by putting fisherman at the heart of efforts to preserve fisheries resources. And also: A major strategic communication that puts fishermen at the center of a territorial approach local 3

4 A fishing day: 350 profit for a crew made up an average of two people - for 25kg of fish at an average price of 20 per kg - 13 hours of work - 30% management fees; A day of "pesca-tourism": 360 profit for the same crew - 10 passengers at 40 each - a quarter of the capacity of fishing nets used - 2 to 5 kg of fish caught - 11 hours working - 10% management fees.

9 French regulation of pescatourism An inadequate regulatory framework: - Regulation of passenger on fishing boat; - The weight of the death of the Michelin Group CEO January 26, 2006 on board of a fishing boat off the port of Audierne (Britain); - Taxation of professional fishing inconsistent with another sideline. Different levels of ministerial responsibilities: - Fishing through the Ministry of Agriculture and Fisheries; - The sea and the coast (Maritime Affairs) through the Ministry of Environment and Sustainable Development, Transportation and Housing; Different territorial levels of expertise: - Regional (Inter-Branch of the sea); - Departmental (Departmental Territories of the Sea). 9

10 Prerequisites Rely on cooperation agreements on issues of diversification of fishing between PACA and Campania (Naples); That fishermen should be at the heart of the project by validating the idea of a project; Choose a pilot area for experimentation; Ensure a transversal partnership to field of action of pescatourism; Involve maritime affairs in the conduct of the project; Enroll the project approach in the axis 4 of the FEP. 10

13 Objective: Determine the conditions for the implementation of pescatourism, diversification of traditional fishing by the tourism in PACA from the department of the Var and achieve it.

A preparatory phase of 8 months (January 2009-June 2009): Study of local fisheries, land and regulations; Search match, Definition of the type of activity (regulation of the activity), Organization of the touristic offer. 2. A pilot phase of 12 months (July 2009-May 2010): Piloting pesca-tourism activities, Review and analysis of results, Development of a certification system pescatourisme. 3. An extension step of 18 months (June 2010-December 2011): Extending the experiment to additional ships, Identification of complementary activities, Review and analysis, Final testing (Summer 2011), CERTIFICATION SYSTEM

17 THE PROJECT RESULTS PESCATOURISME 83 Actions carried A regulation of the activity; The abandonment of the notion of passenger transport; Several pilot activities; Reviews and analysis; A pesca-tourism DUP; A security procedure for pesca-tourism in the department of Var : A trademark with the INPI with a charter of practice; Customer surveys; A methodological report. 17

A MENTALITY WHICH IS CHANGING FOR SOME FISHERMEN;
