4 Fisheries Management Management is guided by Fisheries Act CAP 378 of 1991 (Revised 2012) Fundamentally, the Act enforces a Biological Management System that controls i. Slot size ii. Fishing seasons iii. Fishing grounds iv. Fishing Effort
5 Current management objective It is to exploit the marine natural resources at maximum sustainable yield (MSY) The current management system is highly inefficient and can possible lead to fish stock collapse. It is also resisted by fishermen because it minimizes their economic gains Maximum Economic Yield (MEY) is the op:mal management objec:ve. The Act is under review to accommodate more efficient fisheries management systems e.g. economic control, taxa?on, Property right system
6 Types of Fisheries Ar:sanal fisheries (it is in internal waters and territorial waters) Covering 20,500 km 2 Types of fish: i. There are about 33 fish species in the inshore waters ii. 15 fish species are of commercial importance each contribu:ng above 2% in total weight landed and value Semi-industrial fisheries (by 3 trawlers at Ungwana Bay) offshore Malindi; Types of fish: i. Shrimps Industrial fisheries (deep sea by Distant Water Fishing Fleets like Spain, France, Japanese, Korean and Taiwan province of China) in the EEZ; Types of fish: i. Tuna and tuna like species
7 Marine Fisheries Potential Ar?sanal The es:mated carrying capacity (K) is 25,000 metric tons per annum MSY is 8,781 metric tons Fish stock at MSY (XMSY) is 9,494 metric tons Op:mal fishing effort is 4,625 boats Current effort is about 5,600 boats Current fish extrac:on 9,800 metric tons valued at Kshs. 1.3 billion The stock is overexploited! Sta?c sustainable fisheries curves for the Kenya marine ar?sanal fishery defining its BE, MSY, MEY reference points and the current fishery status (2012) based on Gompertz Fox surplus produc?on model
