The Marine Aquarium Trade in Kiribati Karibanang Tamuera Aram Fisheries Division Ministry of Fisheries & Marine Resources Development Outline of Presentation 1. Background Information 2. Government Plans & Policies 3. Status of Marine Ornamental Trade 4. Issues 5. Future Aspirations 1
Background-1 3 groups of 33 low lying atolls km 2 land area Huge ocean area million km 2 Approx. 90,000 people Background-2 Marine resources is main potential area for Economic Development Kiribati entered marine aquarium trade in 1970 s Contributed 45% of marine aquarium fish exported from the PICT to US market 2007: 180,000+ pieces fish, 2,000 cultured clams with total value of about US$1million 2
Important aquarium fish species Pomacanthidae Pomacentridae Acanthuridae Flame angel : Centropyge loricula Damsel fish Blue tang Lemonpeel angel: Centropyge flavissimus Anemone fish Marine aquarium fish exported from Kiribati Quantity Exported Year 3
Government Plans and Policies To ensure that the ornamental trade is developed and managed in a sustainable way to maximize long term benefits for Kiribati people now and into the future To ensure that these resources and the marine environment in which they are harboured are conserved for future generations Explore other potential islands for the ornamental trade i.e marine profiling is currently ongoing Heavily targeted ornamental fish species are enhanced through artificial propagation Fisheries Division/Taiwan Technical Mission research program on the artificial propagation of the clown and angel fishes Pet Fish Management In the past, little management effort and weak support for management of industry due to remoteness of operations from Gov t Headquarters Past attempts (Fisheries and Petfish Association) very little success In 2007 precautionary management measures proposed on flame angel (Centropyge loricula) ) after a consultation workshop held in Kiritimati by the Fisheries Division with the assistance of SPC Management measures on flame angels (to be implemented soon): Total export quota = 9000 pieces per month Export size limits = mm Petfish Licenses and Permits to be reviewed and improved Petfish Management Plan to be finalized 4
Current Status 37+ years of operations in Kiribati and is still ongoing today Kiritimati Is. in Line Group is the main exporter of pet fish in Kiribati and accounted for >95% of the trade Main commodities from Kiribati are wild caught marine aquarium fish and cultured giant clams (T. maxima) 107 fish species from 8 different families are currently being exported from Kiribati Flame angel (C. loricula) ) accounts >80% of the annual pet fish exported from Kiribati 14 companies currently engaged (12 in Kiritimati and 2 in Tarawa) Major fish species exported in 2007 Quantity exported Jan Mar May Jul Months Sep Nov Flame angel Lemon peel Gold flake Sea bass 5
Marine aquarium fish species in Banaba Mean abundance, per 500m.sq +/- Stand error Lemonpeel angel Flame angel Butterflyfish Anemone Aquarium reef fish in Banaba Damsel Cultured Giant Clam Export-1 ATOLL BEAUTIES FARM Currently only 1 company (Atoll Beauties) Started with 4 holding tanks now have 22 tanks Annual export about 2000 pieces Market is Europe (France & Germany) 6
Cultured Giant Clam Export-2 Hatchery reared species Tridacna maxima with export sizes 30-40mm The company helps restock depleted reefs with dull colored clams In 2007 started engagement of local communities for weekly cleaning of juvenile clams (training and equipment provided) in Abaiang Atoll The company is expected to expand its Community involvements in the future Issues Undervaluing of Kiribati Pet fish compared to other Pacific Islands. Accounted to about 45% of the total quantity exported from the Pacific islands to the US market however to about 25% in value High freight costs due to remoteness & isolation from major airline routes Limited flights Only 1 flight/week for Kiritimati Only 2 flights/week for Tarawa International agreements (CITES and OIE) are seen as trade barriers 7
Future Aspirations Develop practical and effective legislation to support the sustainable management of the marine aquarium trade Conduct an assessment of the marine aquarium trade resources to get a better idea of the status of the stocks especially after 37 years of exploitation Further research on the biology of the locally targeted pomacanthid species Seek regional assistance for fairer pricing and better marketing strategies for marine ornamental species Seek membership to OIE, CITES and other international trade agreements Thank you 8
