3 George Keefe Bill Farrow POLICIES and PROCEDURES ARTICLE I - NAME The organization shall be called THE SIXTIES GOLF LEAGUE. ARTICLE II - MISSION To provide and promote a golfing experience for our Golf League Members that is enjoyable, competitive, encourages fellowship and is completed in a reasonable amount of time and in accordance with the Policies and Procedures of the League and Town of Yarmouth Golf. ARTICLE III - MEMBERSHIP 1. Membership is open to Town Of Yarmouth full annual pass holders at the Bass River and Bayberry Hills Golf Courses, with a verified handicap of 28 or less at Bass River. 2. A membership fee decided by the COD is required yearly from each player. Upon payment of this fee, each player agrees and will abide with all terms and conditions of the Policies and Procedures of the League and Town of Yarmouth Golf. 3. Membership can be rescinded for conduct not in the best interest of the League. Rescinding membership is based on a majority vote of the Committee of Directors. The Membership fee will be returned. ARTICLE IV ADMINISTRATION 1. The Sixties League will operate through the COD. The COD shall be responsible to determine and interpret the Policies and Procedures and the general direction of the League. Each year, the COD shall seek out Members interested in serving as Directors and Committee members. 2. Members of the COD shall elect a President from within the League membership. He shall serve in this capacity for one year. The President may be re-elected.
4 3. There shall be a Membership meeting each year. A notice of this meeting will be posted on the Bulletin Board at Bass River at least 10 days in advance of the meeting. This meeting will be conducted for League business. A quorum of 25% of the Members is required for an official meeting. 4. In addition to the president, a.) ONE COD Member shall serve as League Vice President. b.) ONE COD Member shall serve as League Treasurer. c. ) ONE COD Member shall serve as League Assistant Treasurer. d.) ONE COD Member shall serve as League Secretary. 5. The COD may call a meeting of the membership at any time, after proper posting, to conduct League business. 6. Charitable contributions may be made at the discretion of the COD. 7. The COD is the official spokesperson for the Sixties Golf League. ARTICLE V TIME MANAGEMENT Common Sense The key to sustaining an acceptable Pace of Play is for each group to maintain its position with the group in front. Suggestions for Maintaining Pace of Play 1. Ready Golf... Play your shot as soon as it is safe and you are ready, without regard to who is away or honors. 2. Paying Attention Watch the tee shots of the other players in your foursome to save time in looking for balls. 3. Minimize Practice Swings One per shot, at most, will speed up play and ensure that you have the energy needed in the final holes. 4. Golf Carts Use copious amounts of wisdom when using and sharing a golf cart. 5. Think Ahead Carry the probable club or clubs needed for the next shot as well as the current shot. Carry an extra golf ball in your pocket to be ready to hit a provisional ball if your original ball is lost or out of bounds.
5 6. Continuous Putting Once it is your turn to put, use continuous putting when appropriate. 7. Recording Scores When the team has completed the hole, immediately pick up your equipment and leave the green. Record the scores on the next tee so you do not delay play. REASONABLE TIME TO COMPLETE THE ROUND Bass River - 4 hours or less ARTICLE VI HANDICAPS 1. Each Player's Handicap will be developed and administered by the Handicap Committee using a proprietary software package. A minimum of five (5) 18 hole score cards from rounds played at Bass River must be recorded prior to first league play for new members. 2. For all Medal tournaments the individual player's maximum handicap shall be 32, unless changed for good reason by the COD and Handicap Committee. 3. MAXIMUM STROKE ALLOWANCE (MSA) Par on Hole Maximum Score Use MSA for all Medal tournaments. When MSA limit is reached, PICK UP and use that score for the hole. If you pick up prior to completing play on a hole, MSA will be used for the score on that hole. 5. When playing in a Quota tournament, the minimum quota allowed will be 8. PICK UP at double bogey. ARTICLE VII TOURNAMENT PLAY BLOCK TIME 1. The Sixties League plays one tournament a week on Wednesdays at Bass River. The League runs from the beginning of May until the middle of October. 2. The Sixties League plays from the SILVER (senior) tee markers holes will be played unless course conditions dictate
6 otherwise. Member must complete number of holes in tournament to be eligible for prize money. 4. RAIN DURING TOURNAMENT If nine holes are not completed there is no tournament for the teams and the money is returned. If the same nine holes are completed by at least 4 teams, there is a nine hole tournament for those teams. If 18 holes are completed by at least 4 teams, there is an 18 hole tournament for those teams. For a team to qualify for a tournament at least three of its original members must complete the required number of holes (9 or 18). ARTICLE VIII CAPTAIN, TEAM, and LEAGUE MEMBER RESPONSIBILITIES (FOURSOME OR FEWER) 1. Keep accurate score card (Captain and Member). 2. Persons recording scores for the day (Scorers) will assume the responsibility of recording attendance (copy to the League Vice President), auditing all winning cards, collecting daily fee from the captains, and delivering winning teams and appropriate money to the Bass River Pro Shop and the League Treasurer. 3. Maintain proper pace of play (Captain and Team). 4. Repair ball marks on green (Member). 5. Replace turf after hitting ball (Member). 6. Raking of sand traps (Member). 7. Collection and paying of daily fee before play begins (Captain and Member). 8. All League Members are responsible to be at the course and ready to play 15 minutes before assigned tee times (Captain and Member). 9. All Members adhere to Town of Yarmouth and League rules, and be aware of bulletin board notices (Captain and Member). 10. Support Town of Yarmouth handicapped flag policy (Captain and Team).
7 ARTICLE IX FEES & WINNINGS 1. A daily fee will be collected from each member. A percentage of the fee will be used for daily prizes for winning team or teams. 2.Winnings, except field days, will be deposited into the Town of Yarmouth Pro Shop at Bass River, unless otherwise communicated by the COD. 3. Prize money can be used for Pro Shop merchandise and food and beverages in the Grills at Bass River and Bayberry Hills. 4. Pro Shop credits not used before year end will be retained by the Director of Golf Operations, converted to pro shop merchandise and distributed to the Yarmouth Food Pantry as prizes for the Yarmouth Food Pantry Golf Tournament. 5. An appropriate money prize will be paid to any member scoring a hole in one. ARTICLE X FIELD DAYS 1. An effort will be made to hold a field day tournament during the 3 rd week of the month. 2. In addition to golf, a luncheon may be included. 3. An additional fee, determined by the COD, may be collected from Members for each field day tournament. The number of days played with the League between field days shall be a consideration when determining this additional fee. ARTICLE XI SIGN UPS 1. In order to ensure participation in our Wednesday (Bass River) Tournament you must sign up on the sign-up sheet on the WEB SITE by 12 noon Sunday for the following Wednesday ( web.golfsoftware.net/16791). 2. Maximum number of players for any tournament is If you are not on the WEB SITE sign up sheet, you must contact the Handicap Committee Chairperson who will approve, if possible, all additions to the Tournament. ARTICLE XII CANCELLATIONS 1. If you sign up and cannot play, you MUST call the Handicap Committee chairperson and cancel. If you don't call and don't show up, you may forfeit your next tournament date. If the
8 cancellation is the morning of play, please call the Pro Shop at Bass River by 7:00 AM and leave a message with the desk person. ARTICLE XIII RULES 1. The rules of play will be from the USGA Official Rules of Golf and Local Rules of Play. 2. ADDITIONAL LOCAL LEAGUE RULES BY GOLF COURSE. ARTICLE XIV USGA RULES AND DEFINITIONS 1. UNPLAYABLE BALL (USGA) OPTIONS: 1. Replay the shot from original position. 2. Drop a ball within TWO club lengths of where the ball lies, no nearer the hole. 3. Drop a ball BEHIND where the ball lies,keeping that spot between the hole and the drop point, as far back as you want. PENALTY: One stroke 2. OUT OF BOUNDS (USGA and SGL) 1. Determined by the inside edge of white stakes, boundary fence posts, inside edge of public roads. 2. ALL of the ball must be out of bounds. 3. Player can stand out of bounds to play a ball that is in bounds. 4. Options: a). Play original ball from where ball crossed the margin, dropping 2 club lengths from margin not nearer the hole. PENALTY: 2 STROKES b). If original ball is known to be out of bounds, player may hit a second ball from original position. PENALTY: 1 STROKE 5. If a player's stance, area of intended swing, or lie of ball is interfered with by a boundary stake or fence there is NO FREE RELIEF. 3. LOST BALL (SGL) If a ball is lost in any tree areas, determine nearly as possible where ball was lost and play another ball 2 club lengths outside tree line and not nearer the hole. Limit search to 3 minutes.
9 PENALTY: 2 STROKES 4. OBSTRUCTIONS (USGA and SGL) a). MOVABLE OBSTRUCTIONS: Remove obstruction and play shot. No Penalty. 1). STONES in bunkers are moveable obstructions. 2). RED and YELLOW hazard stakes are moveable obstructions. 3). WHITE boundary stakes are fixed. DO NOT MOVE. b). IMMOVABLE OBSTRUCTIONS: Free relief, no nearer the hole for lie of ball, stance, area of intended swing. No line of play relief. All roads and cart paths, artificially surfaced or not are deemed to be immovable obstructions. RELIEF: Locate the nearest point of COMPLETE relief. Drop within ONE club length of nearest point of relief, no nearer the hole. c). No relief from an immovable obstruction in a water hazard. d). Do not pick up the ball until nearest point of relief is determined. e). Player can play the ball as it lies or take relief. 5. LOOSE IMPEDIMENTS (USGA) a). Natural objects such as Stones, Leaves, Twigs, and Branches, provided they are not fixed, growing or solidly imbedded, are considered loose impediments. 1. On the putting green; remove by any means. 2. Through the Green; Sand and loose soil are not loose impediments. If the ball moves when removing; ONE stroke penalty and replace the ball. 3). Hazard: Loose impediments, other than a stone in the path of the stroke, cannot be removed. TWO stroke penalty. 6. EMBEDDED BALL (SGL) A ball embedded in its own pitch mark on the ground may be lifted, cleaned and dropped as near as possible to the spot where it lay, but not nearer the hole. No penalty.
10 7. PREFERRED LIES (SGL) 1. A ball lying on a closely mown area may, without penalty, be moved within 6 inches of where it lay, not nearer the hole, but not in a hazard or on a putting green. 2. Do not improve your lie or position while in the rough. If your ball comes to rest behind a tree or in a bush, the ball must be played from that position or declare it unplayable. 3. If a tree root embedded in the ground were to be struck while playing a shot, the ball may be moved to prevent injury. No penalty. 4. Winter Rules a. At some time during the year, preferred lies will be allowed in the rough. This will be termed Tree Line to Tree Line. This policy will be announced when in effect. b. Leaf Rule will be used when announced. 8. PUTTING OUT (SGL) All putts for a point must be holed out. ARTICLE XV LOCAL RULES BASS RIVER A. Boundaries Hole #6 Boundary fence and white stakes on left. Hole #14 White stakes on right and behind green. Hole #15 White stakes on right. Hole #16 White stakes on right. Hole #17 White stakes on right and behind green. Hole #18 White stakes on right. B. Water Hazards All hazards on the course are to be played as LATERAL (Red) water hazards regardless of markings.
11 C. Drop Zones 1. Hole #5 As an additional relief option for a ball coming to rest in the lateral hazard to the left and behind the fifth green, the player may use the drop zone located at the rear of the sixth tee. (Penalty ONE stroke). 2. Hole #9 As an additional relief option for a ball coming to rest in the lateral water hazard, the player may use the drop zone located on the tee side of the hazard. (Penalty ONE stroke). D. Safety Ropes The safety ropes at the top of the hill on the 11 th Hole are deemed to be Immovable Obstructions. (Free Relief). E. Beautification Areas Includes Ornamental Grass in Sand Traps Mandatory Relief No Penalty
